Wireless is the key word of our day and age. Nobody 

wants to be restrained by cords or sockets. Far from it, 

more and more high-speed services should be offered 

cordless, be it Internet per UMTS, Blue-Tooth for intercommunication 

or PmP for broadband-tapping of the last 

mile. Everyone needs channels and the corresponding 

bandwidth from the seemingly unlimited stock of the 

frequency spectrum. 

This frantic demand for frequencies along with the deregulation 

measures taken within the last 10 years has 

resulted in an entirely different requirement profile 

for regulatory authorities. Today, frequencies have to 

be assigned efficiently and without delay. Expectations of 

license owners have risen in line with the high fees 

charged for lucrative licenses. The regulator has to 

guarantee that such frequencies dearly paid for are free of 

any interference. Coordination with neighboring 

countries may be effected without delay since any time lost 

may automatically reduce the license owners' revenue.

Fundamental pillar of the system is an ORACLE-based 

frequency administration database, the SPECTRA DB. 

It contains comprehensive data of any transmitter/receiver 

site located in a country, requiring a license. The data stock 

goes far beyond the technical parameters in so far as it 

contains all and any parameters relevant to the licensing 

procedure and ensuing license phase. Furthermore, it 

stores the data of any such foreign station as may be 

relevant to the coordination with stations of one' s own. 

Around SPECTRA DB, special applications have been 

installed to allow transparent access to this database and 

feed it with data, or retrieve data from it respectively. For 

this purpose, interfaces were created to serve communication 

among the tools. These interfaces are of such general 

character, however, that they may also be used for tool 

communication in the mobile/fixed area. This procedure 

allows the SPECTRA system to dock in to almost any 

LS telcom application.


The SPECTRAplus application plays a major part here, 

being able to perform data input and output, invoicing or 

workflow management, depending on the system's 

upgrades. Integration of the Print Form Processor enables 

customers, after a short training phase, to even program 

documents such as licenses and invoices. 

The SPECTRAplus application allows regulators to 

program frequency plans specific to the various countries 

independently. Test scenarios may be created or new 

services and comments may be added to existing frequency 

plans. 

Next to this administration unit, all engineering tools may 

be docked in to SPECTRA DB. Each one of these tools, 

such as CHIRplus_LM or CHIRplus_BC, is optimized 

for efficient handling of one work process for one or more 

services. The expert feels completely at home here, and 

data are clearly arranged in structures best suited for the 

service. The tools are as efficient when it comes to 

dealing with complex tasks. 

MONITORplus forms the bridge between target data 

stock in the SPECTRA DB and actual measurements. 

Provided with interfaces to the systems of the leading producers 

of monitoring equipment, data relating to individual
