250 NEWTON BLUE BOOKPOST OFFICE REGULATIONSCLASSIFICATION AND RATES OFPOSTAGE.DOMESTIC MAIL MATTER includes mail addressed for local delivery,or for transmission from one place to another within the UnitedStates, or to or from or between the possessions of the United States,and to that for transmission to or from the United States, or itspossessions and officers or members of crews of United States nuvalvessels, and to or from the United States postal agency at Shanghai.China, and to officers and men of the United States Navy in theUnited States Naval Hospital at Yokohama, Japan and is divided uitotour classes:FIRST, SECOND, THIRD, FOURTH (PARCEL POST). Domesticrates and conditions, with certain exceptions, apply to mail addressed toCanada, Cuba, Mexico and the Republic of Panama.The domesticrates apply also to letters, but not to other articles, addressed to GreatBritain, Ireland, and Newfoundland, and to letters for Germany dispatchedonly by steamers which sail direct to German ports.ALL MAIL MATTER (except regular publications sent to subscribers)must be wholly prepaid.LETTERS, POSTAL CARDS and "POST CARDS/ 5 and all matteron which first class postage is paid, may be forwarded from one postoffice to another without additional postage, but all other matter musthave postage prepaid anew.MAIL MATTER OF ALL CLASSES MAY BE REGISTERED,EXCEPT DOMESTIC PARCEL POST WHICH MAY BE INSURED:fee, in addition to regular postage fully prepaid, 10 cents.Indemnityfor loss:—1st class, not to exceed $50: 3d class not to exceed $25.FIRST CLASS MATTER—LETTERS AND POSTAL CARDS.LETTERS—(To be sent beyond the office where deposited, or forany letter-carrier office or rural delivery).Letters and other matterwholly or in part in writing or type writing, and all matter sealed orclosed against inspection, for each ounce or fraction thereof, limit ofweight, four pounds 02DROP OR LOCAL LETTERS, depos ; ted in other than a letter-carrieroffice or rural delivery, for each ounce or fraction 01SPECIAL (OR IMMEDIATE) DELIVERY LETTERS require aspecial stamp in addition to regular postage (ordinary stamps may beused, but the words Special Delivery must be written across the letteror package) 10POSTAL CARDS.
