changes as they occur to check applicability to the <strong>contract</strong> and level of effort required to<br />

accommodate the change. A <strong>contract</strong> modification will be initiated as required.<br />

C.6.5 Government furnished materials and information (GFM/GFI). Unless specified<br />

otherwise in the delivery order work statement, all required Government Furnished<br />

Material (GFM) and information (GFI) will be supplied within 15 working days after order<br />

award. However, the <strong>contract</strong>or is required to provide its own access to the Internet for<br />

downloading of specific items available from the government by that delivery method,<br />

specifically the ADTDL. GFM and GFI will be returned to the government within 15<br />

working days after completion of the work.<br />

C.6.6 Government subject matter experts (SMEs). Government SMEs are government<br />

resources who will review the <strong>contract</strong>or's deliverables for technical and doctrinal<br />

accuracy<br />

C.6.7 Contractor SMEs. The <strong>contract</strong>or shall provide at least one technically and<br />

doctrinally knowledgeable SME for each of the subject areas specified on each delivery<br />

order. A resume for each SME shall be submitted to the COR within 10 days after the<br />

order is issued.<br />

C.6.8 Contractor program manager. The Program Manager will function as the point of<br />

contact between the <strong>contract</strong>or and the COR. The Program Manager manages multiple<br />

projects at diverse locations. He/she organizes, directs and coordinates planning and<br />

production of all the <strong>contract</strong> support activities and performs oral and written<br />

communications with all levels of management. He/she ensures deliverable products<br />

receive a quality review and ensures conformance with standards.<br />

C.6.9 Quality assurance. Unless otherwise specifically provided in this <strong>contract</strong>, the<br />

quality of all products and services rendered shall conform to the highest standards of<br />

commercial practice in the industry.<br />

C.6.9.1 Quality assurance and internal reviews on the <strong>contract</strong>or's part is of utmost<br />

importance to ensure technical accuracy as well as consistency, completeness, and<br />

editorial correctness of draft and final deliverables. The government should be able to<br />

concentrate its review time on whether the deliverables meet the overall requirements of<br />

the <strong>Army</strong> and whether instructional soundness has been met.<br />

C.6.9.2 If courseware does not teach to the performance specification required, or if<br />

students fail to navigate through computer based training, whether validations are
