<strong>National</strong> <strong>Diox<strong>in</strong>s</strong> Program – <strong>National</strong> <strong>Action</strong> <strong>Plan</strong> <strong>for</strong> address<strong>in</strong>g diox<strong>in</strong>s <strong>in</strong> <strong>Australia</strong>Biota• Subject to resources, the <strong>Australia</strong>n Government to give consideration to undertak<strong>in</strong>g furtherstudies of biota <strong>in</strong> order to assess whether source directed measures are hav<strong>in</strong>g the desiredeffect <strong>in</strong> lower<strong>in</strong>g diox<strong>in</strong> levels <strong>in</strong> the environment.Wastes• Where <strong>in</strong><strong>for</strong>mation identifies environmental or human health risks from diox<strong>in</strong>s <strong>in</strong> waterrecycl<strong>in</strong>g and biosolids activities, governments to consider <strong>in</strong>clud<strong>in</strong>g a level <strong>for</strong> diox<strong>in</strong>s whenundertak<strong>in</strong>g a future update of the <strong>National</strong> Water Quality Management Strategy (NWQMS):o Guidel<strong>in</strong>es <strong>for</strong> Water Recycl<strong>in</strong>g – Manag<strong>in</strong>g Health and Environmental Riskso Guidel<strong>in</strong>es <strong>for</strong> Sewerage Systems – Biosolids Management• Governments to consider <strong>in</strong>clud<strong>in</strong>g a level <strong>for</strong> diox<strong>in</strong>s when undertak<strong>in</strong>g a review of theNWQMS Guidel<strong>in</strong>es <strong>for</strong> Sewerage Systems: Acceptance of Trade Waste (Industrial Waste)1994.• Governments to take <strong>in</strong>to account the Stockholm Convention Best Available Techniques andBest Environmental Practices guidance <strong>for</strong> production of pulp when new mills ormodifications to exist<strong>in</strong>g mills are proposed.• Governments to set a level <strong>for</strong> diox<strong>in</strong>s <strong>in</strong> fertilisers and <strong>in</strong>dustrial residues when applied toland <strong>for</strong> soil amelioration purposes.• No further action required at this time to amend the level of diox<strong>in</strong>s and furans <strong>in</strong> re-ref<strong>in</strong>edbase oil.• Governments to cont<strong>in</strong>ue the removal from use and destruction of scheduled wastes <strong>in</strong>accordance with the three plans under the <strong>National</strong> Strategy <strong>for</strong> the Management of ScheduledWaste.• Governments to ensure that the Stockholm Convention guidance on Best AvailableTechniques and Best Environmental Practices is considered <strong>in</strong> select<strong>in</strong>g the process to treat theHCB waste so as to prevent or m<strong>in</strong>imise the <strong>for</strong>mation and release of diox<strong>in</strong>s.<strong>National</strong> Pollutant Inventory• Governments to consider report<strong>in</strong>g diox<strong>in</strong>s <strong>in</strong> toxic equivalents (TEQs) under the <strong>National</strong>Pollutant Inventory.Human <strong>in</strong>take• Governments to cont<strong>in</strong>ue with exist<strong>in</strong>g programs that discourage cigarette smok<strong>in</strong>g andpromote lower saturated fat <strong>in</strong>take.• Government to cont<strong>in</strong>ue to promote the health benefits of exclusive breastfeed<strong>in</strong>g to the age ofsix months, then the <strong>in</strong>troduction of complementary foods and cont<strong>in</strong>ued breastfeed<strong>in</strong>gthereafter.• Subject to resources, governments to consider periodically monitor<strong>in</strong>g the population burdenof diox<strong>in</strong>s <strong>in</strong> order to assess whether risk reduction strategies are hav<strong>in</strong>g the desired effect <strong>in</strong>lower<strong>in</strong>g diox<strong>in</strong> levels <strong>in</strong> humans.7
