"All of <strong>the</strong> data we have: sonar, sound<strong>in</strong>gs, vibra-core <strong>and</strong> bor<strong>in</strong>gs <strong>in</strong>dicate that a gravity base would be<br />

best," says Dr Lorry Wagner, head of project sponsor Lake Erie Energy Development Corporation. "One<br />

issue for monopiles is that <strong>the</strong> glacial till has m<strong>in</strong>imal strength <strong>and</strong> <strong>the</strong> bedrock is 60-90 feet from <strong>the</strong> lake<br />

bed. We <strong>are</strong> also consider<strong>in</strong>g twisted jackets <strong>and</strong> a variation of a suction pile. F<strong>in</strong>ally, we need a foundation<br />

that will perform under lake ice conditions, most likely with an ice cone. We will cont<strong>in</strong>ue to study <strong>the</strong> <strong>are</strong>a<br />

<strong>and</strong> make a f<strong>in</strong>al decision after all of <strong>the</strong> data is <strong>in</strong>."<br />

Soft seabed conditions <strong>are</strong> also a challenge <strong>in</strong> Ch<strong>in</strong>a. Here most offshore w<strong>in</strong>d farms will be built <strong>in</strong><br />

<strong>in</strong>tertidal zones which will see <strong>the</strong> foundations exposed dur<strong>in</strong>g low tide, becom<strong>in</strong>g submerged <strong>in</strong> about 5-15<br />

metres of water dur<strong>in</strong>g high tide. The only offshore w<strong>in</strong>d farm outside Europe, Donghai Bridge <strong>in</strong> Shanghai,<br />

used a multi-pile foundation structure to cope with <strong>the</strong> soft ground, with 8-10 legs on concrete piles jo<strong>in</strong>ed<br />

by a concrete deck.<br />

IN DEEP WATERS<br />

As water depth <strong>in</strong>creases, both gravity bases <strong>and</strong> monopiles become less attractive. Monopile dimensions<br />

<strong>in</strong>crease rapidly to cope with deepwater load<strong>in</strong>gs, <strong>and</strong> attract high hydrodynamic loads from <strong>the</strong> water,<br />

affect<strong>in</strong>g <strong>the</strong> structure much more than, for <strong>in</strong>stance, a jacket built from many smaller diameter tubes. The<br />

amount of ballast required for gravity bases <strong>in</strong> deeper water becomes uneconomic, though <strong>the</strong>y have been<br />

used as deep as 28 metres <strong>in</strong> Phase 1 of <strong>the</strong> Belgian Thornton Bank field. Modern designs aim to <strong>in</strong>crease<br />

this depth fur<strong>the</strong>r without undue cost <strong>in</strong>creases.<br />

Foundations for mid-to-deep water fields (30-60 metres) <strong>are</strong> now <strong>the</strong> challenge <strong>in</strong> Nor<strong>the</strong>rn Europe,<br />

currently <strong>the</strong> crucible of offshore w<strong>in</strong>d development. With <strong>the</strong> Beatrice W<strong>in</strong>d Farm Demonstrator Project,<br />

Talisman Energy <strong>and</strong> Scottish <strong>and</strong> Sou<strong>the</strong>rn Energy were <strong>the</strong> first to prove that a deepwater offshore w<strong>in</strong>d<br />

farm was feasible. Completed <strong>in</strong> 2007, two 5 MW turb<strong>in</strong>es <strong>are</strong> located 22 km offshore <strong>in</strong> 45 metres of<br />

water. The two platforms employ jacket foundations.<br />

As mid-depth foundations have moved from prototypes to full commercial deployments, <strong>the</strong> jacket <strong>in</strong> all its<br />

various forms appears to be <strong>the</strong> established champion. For example, US developer Deepwater W<strong>in</strong>d has<br />

cited its use of 'proven, state-of-<strong>the</strong>-art jacket foundation technology' as one reason why it should be<br />

selected to build two proposed w<strong>in</strong>d farms off Rhode Isl<strong>and</strong> <strong>and</strong> New Jersey. Jackets can take a number of<br />

forms with various foot<strong>in</strong>g options, but those deployed so far have been four-sided, A-shaped, truss-like<br />

lattice structures rest<strong>in</strong>g on piles <strong>and</strong> typically weigh<strong>in</strong>g around 600 tonnes.<br />

"It's still not yet clear what <strong>the</strong> st<strong>and</strong>ard will be <strong>in</strong> deeper waters <strong>and</strong> say<strong>in</strong>g any particular design is <strong>the</strong><br />

absolute best is impossible," says Allan MacAskill, bus<strong>in</strong>ess development director at SeaEnergy<br />

Renewables. "It's about confidence <strong>in</strong> trusted technology <strong>and</strong> <strong>the</strong> risk associated with new designs. The<br />

conversations I listen to have <strong>the</strong> jacket as <strong>the</strong> perceived st<strong>and</strong>ard <strong>and</strong> everyth<strong>in</strong>g else is compet<strong>in</strong>g to<br />

usurp its position."<br />

Norwegian designer OWEC Tower designed <strong>the</strong> Beatrice jackets <strong>and</strong> subsequently developed <strong>the</strong> OWEC<br />

Quattropod Jacket as used on Alpha Ventus <strong>and</strong> <strong>the</strong> UK's Ormonde field. There <strong>are</strong> many o<strong>the</strong>r jacket<br />

options such as <strong>the</strong> Atk<strong>in</strong>s/BiFab design, which is claimed to be cost-competitive with monopiles <strong>in</strong> depths<br />

beyond 15 metres, <strong>and</strong> W<strong>in</strong>dsea's modular design which allows smaller vessels to <strong>in</strong>stall <strong>the</strong> lower weight<br />

modules.<br />

"We have done benchmark<strong>in</strong>g, <strong>and</strong> found that jacket-based structures <strong>are</strong> lighter <strong>and</strong> cheaper than any<br />

alternatives we have seen so far," expla<strong>in</strong>s Per Bull Haugsøen, manag<strong>in</strong>g director at OWEC Tower.
