RESEARCH PAPER ONMULTI-SERVICE TACTICS TECHNIQUES AND PROCEDURES (MTTP)FORJOINT AIR OPERATIONS CENTER AND ARMY AIR AND MISSILEDEFENSE COMMAND COORDINATION (JAOC/AAMDC)1. PURPOSE: Summarize the ALSA Center’s <str<strong>on</strong>g>research</str<strong>on</strong>g> <strong>on</strong> Joint Air Operati<strong>on</strong>s Center<strong>and</strong> Army Air <strong>and</strong> Missile Defense Comm<strong>and</strong> Coordinati<strong>on</strong> (JAOC/AAMDC) a twoService publicati<strong>on</strong> signed by the Army <strong>and</strong> Air Force. Recommend a course of acti<strong>on</strong>based <strong>on</strong> the <str<strong>on</strong>g>research</str<strong>on</strong>g>.2. BACKGROUND:a. 2004 Versi<strong>on</strong>: The JAOC/AAMDC publicati<strong>on</strong> is the result of a 1997 Army-AirForce Warfighter C<strong>on</strong>ference task to document the <strong>multi</strong>-Service <strong>tactics</strong>, <strong>techniques</strong>,<strong>and</strong> procedures (MTTP) that the JAOC <strong>and</strong> AAMDC communities use to counter air <strong>and</strong>missile threats. It was last updated in March 2004.b. 2005 Mid-Life Assessment: In September 2005, the ALSA Center c<strong>on</strong>ductedan 18 m<strong>on</strong>th transiti<strong>on</strong> assessment resulting in a recommendati<strong>on</strong> to reviseJAOC/AAMDC <strong>on</strong> time. Service inputs were as follows:(1) Air Force Doctrine Center (AFDC) - Revise(2) Training <strong>and</strong> Doctrine Comm<strong>and</strong> (TRADOC) - Retain(3) Navy Warfare Development Center (NWDC) - C<strong>on</strong>tinue to NOT be asignatory, however, work with ALSA <strong>and</strong> reevaluate decisi<strong>on</strong> based <strong>on</strong> the future scopeof the revised MTTP(4) Marine Corps Combat Development Comm<strong>and</strong> (MCCDC) - C<strong>on</strong>tinue to NOTbe a signatory.3. OVERVIEW.a. Purpose: This publicati<strong>on</strong> assists the joint force comm<strong>and</strong>er (JFC), joint forceair comp<strong>on</strong>ent comm<strong>and</strong>er (JFACC), joint force l<strong>and</strong> comp<strong>on</strong>ent comm<strong>and</strong>er (JFLCC),comm<strong>and</strong>er Army forces (COMARFOR), <strong>and</strong> their staffs to establish effectivecoordinati<strong>on</strong> <strong>and</strong> integrati<strong>on</strong> between the joint air operati<strong>on</strong>s center (JAOC) <strong>and</strong> theArmy Air <strong>and</strong> Missile Defense Comm<strong>and</strong> (AAMDC). This publicati<strong>on</strong> addressesorganizati<strong>on</strong>, functi<strong>on</strong>s <strong>and</strong> resp<strong>on</strong>sibilities, comm<strong>and</strong> <strong>and</strong> c<strong>on</strong>trol (C2), c<strong>on</strong>nectivitybetween the JAOC <strong>and</strong> AAMDC, <strong>and</strong> clarifies the interacti<strong>on</strong> of the two organizati<strong>on</strong>swithin joint counterair operati<strong>on</strong>s. This publicati<strong>on</strong> provides readers with a comm<strong>on</strong>frame of reference in order to facilitate effective coordinati<strong>on</strong> <strong>and</strong> working relati<strong>on</strong>shipsbetween the JAOC <strong>and</strong> AAMDC.b. Scope: This MTTP documents the coordinati<strong>on</strong> that the JAOC <strong>and</strong> AAMDC useto counter air <strong>and</strong> missile threats. This publicati<strong>on</strong> also includes functi<strong>on</strong>s <strong>and</strong>resp<strong>on</strong>sibilities of the battlefield coordinati<strong>on</strong> detachment (BCD) as the principal liais<strong>on</strong>1


element between the Army forces (ARFOR) <strong>and</strong> the JFACC. This MTTP specificallyaddresses integrati<strong>on</strong> between the JAOC <strong>and</strong> AAMDC; however, some of the principles,relati<strong>on</strong>ships, <strong>and</strong> processes described may apply in other circumstances, such aswhen the Navy is designated JFACC, area air defense comm<strong>and</strong>er (AADC), or airspacec<strong>on</strong>trol authority (ACA).c. Methodology: The end result of the ALSA analysis process is an assessment ofa publicati<strong>on</strong>’s c<strong>on</strong>tent by page <strong>and</strong> a check of all illustrati<strong>on</strong>s for currency. TheL<strong>and</strong>/Sea Branch accomplished their analysis by reviewing <strong>and</strong> <str<strong>on</strong>g>research</str<strong>on</strong>g>ing current<strong>service</strong> <strong>and</strong> joint doctrine. In additi<strong>on</strong>, members of the JAOC/AAMDC community wereinterviewed to determine if a doctrinal void still existed <strong>and</strong> to determine if a revisi<strong>on</strong> ofJAOC/AAMDC was necessary. DISCUSSION. ALSA <str<strong>on</strong>g>research</str<strong>on</strong>g> c<strong>on</strong>firmed that 85% of the JAOC/AAMDC MTTP iscurrent based <strong>on</strong> the combined score for c<strong>on</strong>tent <strong>and</strong> illustrati<strong>on</strong>s. The majority, 90%,of the JAOC/AAMDC MTTP has transiti<strong>on</strong>ed to either joint or Service publicati<strong>on</strong>s <strong>and</strong>66% of the illustrative material has migrated directly into FM 3-01.94, Army Air <strong>and</strong>Missile Defense Comm<strong>and</strong> Operati<strong>on</strong>s. The operati<strong>on</strong>al level c<strong>on</strong>cepts in the MTTPhave transiti<strong>on</strong>ed into JP 3-01, Countering Air <strong>and</strong> Missile Threats, therefore eliminatingthe original doctrinal void.Two other publicati<strong>on</strong>s have also included porti<strong>on</strong>s of the JAOC/AAMDC MTTP: JP 3-30, Comm<strong>and</strong> <strong>and</strong> C<strong>on</strong>trol for Joint Air Operati<strong>on</strong>s, <strong>and</strong> the DRAFT AFTTP 3-3.60Operati<strong>on</strong>al Employment – Air <strong>and</strong> Space Operati<strong>on</strong>s Center. The DRAFT AFTTP 3-3.60 is slated to replace AFOTTP 2-3.2, Air <strong>and</strong> Space Operati<strong>on</strong>s Center. The DRAFTAFTTP extensively covers the JAOC porti<strong>on</strong> of the MTTP but <strong>on</strong>ly provides a basic2


underst<strong>and</strong>ing of AAMDC. Of note, there are two FM 3-01.94 references in the DRAFTAFTTP <strong>on</strong> the topic of AAMDC. Besides the illustrative material of the MTTP, FM 3-01.94, Army Air <strong>and</strong> Missile Defense Comm<strong>and</strong> Operati<strong>on</strong>s, captures a significantporti<strong>on</strong> of the JAOC/AAMDC MTTP c<strong>on</strong>centrating mainly <strong>on</strong> the AAMDC topic. Adetailed discussi<strong>on</strong> <strong>on</strong> what porti<strong>on</strong>s of the MTTP have been captured by otherpublicati<strong>on</strong>s is covered later in this secti<strong>on</strong>.There are <strong>multi</strong>ple instances in joint <strong>and</strong> Service publicati<strong>on</strong>s where the reader isdirected to the JAOC/AAMDC MTTP to obtain more detailed informati<strong>on</strong>. The ALSAMTTP is referenced for more detail <strong>on</strong> AAMDC <strong>on</strong>ce in JP 3-01, Countering Air <strong>and</strong>Missile Threats, twice in FM 3-01.94, Army Air <strong>and</strong> Missile Defense Comm<strong>and</strong>Operati<strong>on</strong>s <strong>and</strong> six times in the DRAFT AFTTP 3-3.60 Operati<strong>on</strong>al Employment – Air<strong>and</strong> Space Operati<strong>on</strong>s Center. ALSA c<strong>on</strong>tacted the DRAFT AFTTP 3-3.60 OPR <strong>and</strong>was informed the DRAFT is awaiting signature thus no changes were allowed.In additi<strong>on</strong> to informati<strong>on</strong> migrati<strong>on</strong>, participants at exercises like Virtual Flag, Blue Flag,Valiant Shield, <strong>and</strong> Talisman Saber have dem<strong>on</strong>strated the knowledge <strong>and</strong> ability tointegrate AAMDC with JAOC. US AOCs have implemented measures <strong>and</strong> proceduresinto their baseline which support existing doctrine. Current operators within JAOCs <strong>and</strong>AAMDCs have made progress to fill the original doctrinal void <strong>and</strong> update appropriateJPs <strong>and</strong> <strong>service</strong> publicati<strong>on</strong>s. Additi<strong>on</strong>ally, the interoperability issues that previouslyexisted have been mitigated by <strong>service</strong> publicati<strong>on</strong>s <strong>and</strong> tested in US AOCs throughoutthe world.The rest of the <str<strong>on</strong>g>paper</str<strong>on</strong>g> discusses what porti<strong>on</strong>s of the JAOC/AAMDC MTTP have or havenot migrated into other publicati<strong>on</strong>s. The porti<strong>on</strong>s of the MTTP that have migrated aredetailed in the Transiti<strong>on</strong>ed C<strong>on</strong>tent secti<strong>on</strong> <strong>and</strong> informati<strong>on</strong> not transiti<strong>on</strong>ed to otherpublicati<strong>on</strong>s is discussed in the Residual C<strong>on</strong>tent secti<strong>on</strong>.a. Transiti<strong>on</strong>ed C<strong>on</strong>tent(1) Chapter I. CONCEPT AND ORGANIZATION (25 pages). Chapter I providesan overview of c<strong>on</strong>cepts <strong>and</strong> organizati<strong>on</strong>s related to air <strong>and</strong> missile defense as itpertains to coordinati<strong>on</strong> between the JAOC <strong>and</strong> AAMDC. Key terminology, functi<strong>on</strong>alresp<strong>on</strong>sibilities, organizati<strong>on</strong>s, <strong>and</strong> C2 structures are also discussed to provide acomm<strong>on</strong> frame of reference to the tactical warfighter.(a) Secti<strong>on</strong> <strong>on</strong>e is a basic introducti<strong>on</strong> covering key terminology <strong>and</strong>comm<strong>and</strong> relati<strong>on</strong>ships. This secti<strong>on</strong> is covered in JP 1-02, Department of DefenseDicti<strong>on</strong>ary of Military <strong>and</strong> Associated Terms.(b) Secti<strong>on</strong>s two <strong>and</strong> three discuss Functi<strong>on</strong>al Comm<strong>and</strong>ers <strong>and</strong>Comp<strong>on</strong>ent Comm<strong>and</strong>ers. Both of these secti<strong>on</strong>s are covered in JP 3-30, Comm<strong>and</strong><strong>and</strong> C<strong>on</strong>trol for Joint Air Operati<strong>on</strong>s <strong>and</strong> JP 3-31, Comm<strong>and</strong> <strong>and</strong> C<strong>on</strong>trol for Joint L<strong>and</strong>Operati<strong>on</strong>s.(c) Secti<strong>on</strong>s four <strong>and</strong> five provide informati<strong>on</strong> <strong>on</strong> the JAOC regardingorganizati<strong>on</strong>al setup, staff functi<strong>on</strong>s <strong>and</strong> key JAOC products. Both of these secti<strong>on</strong>s arec<strong>on</strong>tained in JP 3-30, Comm<strong>and</strong> <strong>and</strong> C<strong>on</strong>trol for Joint Air Operati<strong>on</strong>s, Chapter V of theTAGS MTTP, <strong>and</strong> the DRAFT AFTTP 3-3.60 Operati<strong>on</strong>al Employment – Air <strong>and</strong> SpaceOperati<strong>on</strong>s Center.3


(d) Secti<strong>on</strong> six discusses liais<strong>on</strong>s to the JAOC <strong>and</strong> provides a significantamount of informati<strong>on</strong> <strong>on</strong> the functi<strong>on</strong> of the BCD. The informati<strong>on</strong> c<strong>on</strong>tained in thissecti<strong>on</strong> is covered by JP 3-30, Comm<strong>and</strong> <strong>and</strong> C<strong>on</strong>trol for Joint Air Operati<strong>on</strong>s <strong>and</strong> FM100-13, Battlefield Coordinati<strong>on</strong> Detachment (BCD).(e) The last secti<strong>on</strong> of Chapter I discusses the AAMDC. The entiresecti<strong>on</strong> has migrated into FM 3-01.94, Army Air <strong>and</strong> Missile Defense Comm<strong>and</strong>Operati<strong>on</strong>s.(2) Chapter II. DEFENSIVE COUNTERAIR (DCA) (7 pages) provides thewarfighter with an overview of DCA operati<strong>on</strong>s. This chapter addresses passive airdefense early warning issues, other passive air defense measures, <strong>and</strong> active airdefense. It also discusses early warning resp<strong>on</strong>sibilities, processes, <strong>and</strong> systems. Theinformati<strong>on</strong> c<strong>on</strong>tained in this chapter has shifted to Chapter 3 of FM 3-01.94, Army Air<strong>and</strong> Missile Defense Comm<strong>and</strong> Operati<strong>on</strong>s.(3) Chapter III. OFFENSIVE COUNTERAIR (OCA) (8 pages) provides anoverview of OCA operati<strong>on</strong>s. This chapter focuses <strong>on</strong> OCA attack operati<strong>on</strong>s againstmissile target sets (such as C2 nodes, forward operating bases, transload operati<strong>on</strong>s,launchers, missile stocks, or transportati<strong>on</strong> infrastructure) <strong>and</strong> the related coordinati<strong>on</strong>required between the JAOC, AAMDC, <strong>and</strong> BCD. All of the secti<strong>on</strong>s in this chapter arecovered by Chapter 3 of FM 3-01.94, Army Air <strong>and</strong> Missile Defense Comm<strong>and</strong>Operati<strong>on</strong>s.(4) Chapter IV. INTELLIGENCE (11 pages) provides the warfighter with anoverview of intelligence for air <strong>and</strong> missile defense planning / executi<strong>on</strong>. Essentialaspects of theatre missile intelligence for preparati<strong>on</strong> of the battlespace are discussed,as well as the intelligence support resp<strong>on</strong>sibilities <strong>and</strong> processes of the JAOC <strong>and</strong>AAMDC. Chapter III of JP 3-01, Countering Air <strong>and</strong> Missile Threats, <strong>and</strong> Secti<strong>on</strong> A ofJP 2-01.3, Joint Tactics, Techniques, <strong>and</strong> Procedures for Joint Intelligence Preparati<strong>on</strong>of the Battlespace both provide detailed discussi<strong>on</strong> <strong>on</strong> these processes <strong>and</strong> cover theinformati<strong>on</strong> c<strong>on</strong>tained in the MTTP chapter.(5) Chapter V. INFORMATION EXCHANGE SYSTEMS AND PROCESSES (7pages) discusses informati<strong>on</strong> exchange systems <strong>and</strong> processes in order to fa<strong>mil</strong>iarizethe warfighter with c<strong>on</strong>nectivity between the JAOC <strong>and</strong> AAMDC. The chapter alsodescribes the C2 architecture between the JAOC, AAMDC, <strong>and</strong> other critical nodes.The informati<strong>on</strong> in this Chapter has migrated to Chapters 3, 5, <strong>and</strong> Appendix A of FM 3-01.94, Army Air <strong>and</strong> Missile Defense Comm<strong>and</strong> Operati<strong>on</strong>s. The FM c<strong>on</strong>tains moredetail <strong>on</strong> the topic than the MTTP.(6) Appendix A. AAMDC LNO RESPONSIBILITIES AND REQUIREMENTS (2pages) covers informati<strong>on</strong> <strong>on</strong> AAMDC liais<strong>on</strong> resp<strong>on</strong>sibilities <strong>and</strong> requirements.Chapter 3, of FM 3-01.94, Army Air <strong>and</strong> Missile Defense Comm<strong>and</strong> Operati<strong>on</strong>scaptures all of the informati<strong>on</strong> that is c<strong>on</strong>tained in the MTTP secti<strong>on</strong>.(7) Appendix C. DEEP OPERATIONS COORDINATION CELL (4 pages)describes an overview of the deep operati<strong>on</strong>s coordinati<strong>on</strong> cell (DOCC) <strong>and</strong> its role withregard to the JAOC <strong>and</strong> AAMDC. The appendix informati<strong>on</strong> is covered in FM 100-15,Corps Operati<strong>on</strong>s.4


(8) Appendix E. CAL/DAL-CVT METHODOLOGY (8 pages) provides arecommended methodology for critical asset lists/defended asset list development. Theentire appendix is c<strong>on</strong>tained verbatim in Appendix C of FM 3-01.94, Army Air <strong>and</strong>Missile Defense Comm<strong>and</strong> Operati<strong>on</strong>s, with additi<strong>on</strong>al informati<strong>on</strong> provided.b. Residual C<strong>on</strong>tent(1) Appendix B. COORDINATION CHECKLIST (3 pages) is a checklist used forthe integrati<strong>on</strong> of counterair operati<strong>on</strong>s between the JAOC, AAMDC, <strong>and</strong> BCD. Thechecklist has not migrated verbatim into FM 3-01.94, Army Air <strong>and</strong> Missile DefenseComm<strong>and</strong> Operati<strong>on</strong>s, but the majority of the c<strong>on</strong>cepts <strong>and</strong> acti<strong>on</strong>s in the checklist havebeen put in Chapter 3 of FM 3-01.94.(2) Appendix D. REPORTS (5 pages) provides two report formats for issuingorders, tracking Patriot unit readiness, missile availability, <strong>and</strong> the status ofengagements. This informati<strong>on</strong> was not found in any doctrinal or <strong>service</strong> publicati<strong>on</strong>s.5. SERVICE POSITIONS.a. Army positi<strong>on</strong> received September 2007 from Mr. Dave Watkins: "recommendrescind JAOC/AAMDC.” The rati<strong>on</strong>ale was based <strong>on</strong> the following SME inputs:(1) Originally, the MTTP served its purpose by addressing an interoperabilityissue between the Services. AAMDC was newly formed with no Joint or Army doctrinepublished to address C2 relati<strong>on</strong>ships <strong>and</strong> TTP. Since that time there have been fiveAAMDC operati<strong>on</strong>al deployments <strong>and</strong> two additi<strong>on</strong>al AAMDC’s activated. A habitualrelati<strong>on</strong>ship has been established between the AAMDC’s <strong>and</strong> their respectiveNumbered Air Forces (NAFs) <strong>and</strong> AAMDC operati<strong>on</strong>s have been embedded innumerous Joint <strong>and</strong> Army doctrinal publicati<strong>on</strong>s.(2) TTP varies by theater, AAMDC, <strong>and</strong> NAF. When the 32d AAMDC was the<strong>on</strong>ly unit their TTP with 7AF <strong>and</strong> 9AF were different. Varied AAMDC AOR’s (NEA,PACOM, CENTCOM, & HLD) are driving the need for theater specific TTP, which canbe better addressed with local SOPs.(3) Any “generic” JAOC/AAMDC TTP from the MTTP should be included in thenext revisi<strong>on</strong> of FM 3-01.94, Army Air <strong>and</strong> Missile Defense Comm<strong>and</strong> Operati<strong>on</strong>s ifrequired.b. Air Force positi<strong>on</strong> received August 2007 from Mr. Brian Mclean, USAF HQAFDDECC/DDJ: “rescind JAOC/AAMDC.” JP 3-01, Countering Air <strong>and</strong> Missile Threats,5 February 2007 <strong>and</strong> JP 3-30, Comm<strong>and</strong> <strong>and</strong> C<strong>on</strong>trol for Joint Air Operati<strong>on</strong>s, 5 June2003, capture the relevant c<strong>on</strong>tent in sufficient detail.”6. RECOMMENDATION. Recommend RESCIND the JAOC/AAMDC publicati<strong>on</strong>.Informati<strong>on</strong> c<strong>on</strong>tained in the MTTP is now duplicative <strong>and</strong> c<strong>on</strong>tained in other joint <strong>and</strong>Service publicati<strong>on</strong>s. The doctrinal void has been filled by inclusi<strong>on</strong> of JAOC/AAMDCMTTP informati<strong>on</strong> into JP 3-01. TTP informati<strong>on</strong> <strong>and</strong> interoperability issues are nowaddressed in <strong>service</strong> publicati<strong>on</strong>s FM 3-01.94 <strong>and</strong> DRAFT AFTTP 3-3.60. In additi<strong>on</strong>,ALSA’s <str<strong>on</strong>g>research</str<strong>on</strong>g> <str<strong>on</strong>g>paper</str<strong>on</strong>g> will be posted <strong>on</strong> the ALSA web site as a resource forWarfighters interested in the JAOC/AAMDC topic.5
