Materials Resource Efficiency in Street WorksAbout this MemorandumThis memorandum of understanding sets outthe Local Authority and Regional & National<strong>HAUC</strong>/<strong>RAUC</strong> commitment to:■ approving and encouraging the use ofrecycled and stabilised materials instreet works where they meet specifiedperformance and quality requirements + ;■ supporting the Street Works Community(Utility Companies, Contractors, LocalAuthorities and Material Suppliers)in increasing the use of recycled andstabilised materials, and reducing thewaste arisings sent to landfill;■ using trial data and case study informationto inform the approval of recycled andstabilised materials in street works; and■ pro-actively sharing knowledge on the useof recycled and stabilised materials.BackgroundIn 2005, it was estimated that the utilitiessector generated about 4.8 million tonnes oftrench excavation waste and about 2.5 milliontonnes of this was landfilled # , enough to fillthe Millennium Stadium.Recycling this waste for use in street workscan divert significant quantities of materialsfrom landfill and will help to reducecarbon emissions.Information on the use of recycled andstabilised materials is provided in UKHighways Authority and Utilities Committee- <strong>HAUC</strong> (UK) - Specification for theReinstatement of Openings in Highways 1 .Modern performance specifications, such asthose in the Specification for Highway Works,differentiate between materials based ontheir performance (such as high resistanceto polishing required in road surfaces) ratherthan by their type (for example, recycledversus primary aggregates).BenefitsEncouraging the adoption of waste avoidancetechniques (such as trenchless technologyand first time permanent reinstatement) andthe use of recycled and stabilised material:■ demonstrates integrated action byLocal Authorities, bringing together themanagement of street works with localwaste policy and sustainability initiatives;■ reduces the time that street works take,for example, through the use of firsttime permanent reinstatement and localrecycling hubs, reducing the disruptionassociated with street works; and■ avoids the associated local air and noisepollution by reducing lorry movements,either by:- not generating waste to be moved;- only moving waste arisings shortdistances to local hubs for recycling; and- avoiding bringing primaryreinstatement materials from distantquarries to urban centres.<strong>HAUC</strong> (UK)– Advice Note No. 1Recycled materials in reinstatementsare permitted by the Specification for theReinstatement of Openings in Highways; asthey are specified in the Series 800 of theSpecification for Highway Works.<strong>HAUC</strong> (UK) has recently released Advice Note1, to clarify the use of stabilised materials(also known as hydraulically bound mixtures).Advice Note 1 confirms that:■ provided that the stabilised materialcomplies with Series 800 of theSpecification for Highway Works, it can beused without being trialled.■ when a material has gained approvalfrom one authority (and the results andaudit trail are available), other Authoritiescannot withhold permission to use thematerial unless there are reasonableengineering reasons for doing so.+ In the UK Highways Authority and Utilities Committee - <strong>HAUC</strong> (UK) - Specification for the Reinstatement of Openings in Highways and Advice Note 1# Identifying opportunities for recycling of excavated spoil from utility works in local authority areas, and promoting the use of recycled materials throughgood practice’, WRAP, 2005. Following the successful trialin Havering, approval has been gained withvarious other Local Authorities including:■ Essex County Council■ Camden Council■ Enfield Council■ Brent Council■ Southend on Sea Borough Council■ Islington CouncilSource: SkanskaBarhale Construction – ‘Trenchmod’ in theBorough of CamdenBarhale Construction used ‘Trenchmod’ – aproprietary system for recycling materials– on a project in Mansfield Road, Camden,to modify the trench arisings for futurereinstatements. Arisings were taken to the‘Trenchmod’ plant located on a ThamesWater site at Lea Bridge, Hackney.
