Sett<strong>in</strong>g up your own SchemeIf you feel there is an unmet transport need <strong>in</strong> your community,you can help to f<strong>in</strong>d a solution by gett<strong>in</strong>g <strong>in</strong>volved <strong>in</strong> the follow<strong>in</strong>gways:• Identify<strong>in</strong>g the problem – work with your Parish <strong>Transport</strong>Representative and/or your Parish Council to carry out alocal transport needs survey (help is available from ORCC)• Work<strong>in</strong>g together – get together a small group of <strong>in</strong>terestedlocal people to form a village transport group (<strong>in</strong>viterepresentatives from local bodies like the school, the WI,the residential home, the playgroup, the Parish Council)• Look<strong>in</strong>g at the solution – advice is available from ORCC tohelp your group f<strong>in</strong>d the right solution• Gett<strong>in</strong>g a scheme up and runn<strong>in</strong>g – ORCC can offer<strong>in</strong>formation on relevant legislation, fund<strong>in</strong>g sources etc.If you are <strong>in</strong>terested <strong>in</strong> f<strong>in</strong>d<strong>in</strong>g out more please contact the<strong>Community</strong> <strong>Transport</strong> Adviser at ORCC (contact details are onpage 56)- 4 -

Parish <strong>Transport</strong> RepresentativesORCC, <strong>Oxfordshire</strong> Association of Local Councils (OALC) and<strong>Oxfordshire</strong> County Council (OCC) established a network of Parish<strong>Transport</strong> Representatives (PTR) <strong>in</strong> 1986 to give communities ameans of voic<strong>in</strong>g their needs and concerns about local transport.With useful local knowledge and contacts and an <strong>in</strong>terest <strong>in</strong> publictransport services, a PTR can help identify and address thetransport needs of their community.If you are <strong>in</strong>terested <strong>in</strong> becom<strong>in</strong>g a PTR please contact the<strong>Community</strong> <strong>Transport</strong> Adviser at ORCC or the Public <strong>Transport</strong>Team at OCC for more <strong>in</strong>formation. <strong>Oxfordshire</strong> County CouncilOCC has a part time (work<strong>in</strong>g days are Monday, Wednesday andThursday) Assistant Public <strong>Transport</strong> Officer with responsibility for<strong>Community</strong> <strong>Transport</strong>.The County Council is keen to encourage community transportschemes, and supports ORCC’s CTA whose role is to provide directsources of advice and assistance to volunteer groups and parishes.Many CT schemes are self-f<strong>in</strong>anc<strong>in</strong>g, but some CT schemes mayrequire direct f<strong>in</strong>ancial support to help meet runn<strong>in</strong>g costs.Fund<strong>in</strong>g for this may be available from the County Council. A‘starter fund’ of up to £1,000 is available, enabl<strong>in</strong>g access at shortnotice to funds to get new schemes started. Such support isreviewed, generally after one year’s operation. The transport officerat ORCC can assist <strong>in</strong> apply<strong>in</strong>g for f<strong>in</strong>ancial support.Larger grants may be paid, (and agreement entered <strong>in</strong>to for up tofour years at a time) either to exist<strong>in</strong>g or to new communitytransport schemes, upon application to the County Council’sAssistant Public <strong>Transport</strong> Officer. For these grants a formal casefor fund<strong>in</strong>g will have to be put together, and a report compiled forthe decision of the County Council’s Cab<strong>in</strong>et Member for<strong>Transport</strong>.
