Fight Against <strong>AIDS</strong>:<br />

The <strong>AIDS</strong> epidemic has changed the lives <strong>of</strong> thousands <strong>of</strong><br />

people all across <strong>Wisconsin</strong>. From Superior to Kenosha<br />

and Green Bay to Eau Claire, people living with HIV have<br />

struggled to regain their health, defeat stigma and isolation,<br />

find financial stability and build purposeful lives.<br />

Their courageous experiences are inspirational and we are pleased to<br />

share their stories with you in our <strong>2008</strong> ARCW <strong>Annual</strong> <strong>Report</strong>. Some<br />

were near death when they were diagnosed with HIV, many were alone<br />

and all <strong>of</strong> them were afraid <strong>of</strong> what the future would hold.<br />

Today, they are living pro<strong>of</strong> that with quality health care and comprehensive<br />

social services, a person with HIV can have a long and healthy life.<br />

We are proud the ARCW Medical <strong>Center</strong> has grown to be <strong>Wisconsin</strong>’s<br />

largest provider <strong>of</strong> HIV medical, dental and mental health services.<br />

By integrating our food, housing, legal and case management services, the ARCW Medical <strong>Center</strong> has become an impressive medical<br />

home for more than 1,500 HIV patients.<br />

We are deeply grateful to the 6,064 individuals, corporations, foundations and United Way agencies that made donations in <strong>2008</strong> and<br />

...that the ARCW Medical <strong>Center</strong> helps<br />

you achieve a long and healthy life.<br />

Maurice Jenkins walked into ARCW 20 years ago looking for help. He had just<br />

been diagnosed with <strong>AIDS</strong> and had no idea what the future would hold for him.<br />

He was worried about how long he had to live and was afraid to talk with people<br />

about it because <strong>of</strong> the overwhelming stigma that came with <strong>AIDS</strong> at that time.<br />

What Maurice couldn’t envision on that day was 20 years later he would be a long-term<br />

survivor and the ARCW Medical <strong>Center</strong> would be his medical home for the expert HIV care<br />

and treatment that would help him achieve a long and healthy life.<br />

“I came to ARCW not really knowing<br />

what I would find,” Maurice says.<br />

“I just knew I needed someone<br />

who cared enough to help me.<br />

Looking back over all these years,<br />

the doctors, dentists, therapists and<br />

case managers at ARCW just kept<br />

helping and helping and helping.”<br />

“It’s like home when I walk into<br />

ARCW now. I’m treated with such<br />

respect. It’s an amazing place where<br />

I can get my medical and dental<br />

care, mental health counseling when<br />

I need it, good food from the food<br />

pantry and even some help with my<br />

housing costs.”<br />

Maurice is not only a long-time<br />

patient at the ARCW Medical <strong>Center</strong>,<br />

he is its greatest ambassador,<br />

encouraging people who are newly<br />

diagnosed with HIV to seek their<br />

treatment from the medical, dental<br />

and mental health providers he has<br />

come to know.<br />

“They provide me with outstanding<br />

care and constant encouragement<br />

to keep my appointments, follow<br />

my treatment plan and strive<br />

for my health. They, along with<br />

God, are the reason I’m alive and<br />

healthy today.”<br />

...that compassionate social services from ARCW<br />

make a world <strong>of</strong> difference.<br />

Beth Bye was a mystery to her doctor. She continually sought treatment for chronic<br />

sickness and exhaustion that couldn’t be explained. After many diagnostic tests,<br />

her doctor still couldn’t pinpoint a cause <strong>of</strong> her illness.<br />

Despite the fact Beth didn’t fit the pr<strong>of</strong>ile <strong>of</strong> someone at risk for HIV infection,<br />

her doctor suggested an HIV test. It was 1992, the year Beth was diagnosed with <strong>AIDS</strong>.<br />

“I had already progressed to <strong>AIDS</strong><br />

and was very sick,” Beth says.<br />

“Back then people with <strong>AIDS</strong> were<br />

not given a long time to live and I<br />

was already beyond that time.”<br />

Three years later, Beth was diagnosed<br />

with cytomegalovirus retinitis and<br />

was told she had only six months<br />

to live. Her case manager at ARCW<br />

identified a hospice program in<br />

Wausau for her and helped her apply<br />

for disability income.<br />

“My life looked pretty grim. I had a<br />

T-cell count <strong>of</strong> 13 and had started<br />

naming them after my friends,”<br />

Beth says with a smile.<br />

But after a series <strong>of</strong> medical<br />

treatments and continuous support<br />

from her case manager, Beth<br />

regained her health. Today Beth is<br />

at the peak <strong>of</strong> health with hundreds<br />

<strong>of</strong> T-cells — far too many to name.<br />

“Throughout all the years living with<br />

HIV, my case manager has been<br />

there for me, making sure I was<br />

getting all the care, treatment and<br />

financial resources I needed. The<br />

case managers, the attorneys who<br />

solve legal issues and the people<br />

in the food pantry at ARCW are<br />

wonderfully compassionate people<br />

who truly have made a world <strong>of</strong><br />

difference in my life.”<br />

Today, Beth does a lot <strong>of</strong> traveling<br />

to speak about her life with HIV,<br />

especially in small towns and rural<br />

areas <strong>of</strong> <strong>Wisconsin</strong>. As a participant<br />

in the national <strong>AIDS</strong> Watch advocacy<br />

effort, Beth has made several trips<br />

to Washington, D.C. to promote<br />

enlightened <strong>AIDS</strong> policy directly to<br />

members <strong>of</strong> Congress.<br />

“I’m so grateful for the support<br />

<strong>of</strong> ARCW, which has helped me<br />

overcome HIV and do the advocacy<br />

work I love. It means so much to me<br />

to be able to lend my voice to help<br />

others with HIV so they may live<br />

their lives to the fullest.”<br />

you take back your life.<br />

Arlen Stehsel was given the last rites by his priest in a Green Bay hospital room in<br />

2002. He had been diagnosed with <strong>AIDS</strong>, weighed only 102 pounds and was sure<br />

he had come to the end <strong>of</strong> his life.<br />

Today, Arlen has his health back and weighs a healthy 150 pounds. His journey<br />

back to health hasn’t been easy. Arlen’s partner <strong>of</strong> 18 years passed away, he lost his job<br />

and he neglected his oral health so much he lost his upper teeth and needed restorative<br />

dental care to save the teeth that remained.<br />

That’s when Arlen turned to the<br />

ARCW Dental Clinic in Green Bay<br />

where he received comprehensive<br />

dental care that included a full upper<br />

denture, a lower partial denture and<br />

13 fillings in teeth that were saved.<br />

“Every time I come to the ARCW<br />

Dental Clinic I feel welcomed and<br />

supported. It’s amazing — I think I<br />

actually enjoy going to the dentist<br />

now,” Arlen says.<br />

“I thank God every day that ARCW<br />

has a dental clinic in Green Bay. I<br />

have never been treated with more<br />

respect by a dental staff than at<br />

ARCW. They care about me and my<br />

HIV status. And look what they’ve<br />

done for me, they’ve given me a<br />

great new smile.”<br />

Arlen’s improved oral health also<br />

enhances his self-confidence<br />

which helped him quit smoking<br />

and drinking and take steps<br />

necessary to regain his overall<br />

health.<br />

“ARCW has helped me take<br />

back my life. And now, I live life<br />

believing I will die <strong>of</strong> old age<br />

before I will ever die from <strong>AIDS</strong>.”<br />

the isolation that comes with HIV.<br />

Tanya Jones has a lot to live for. She is the mother <strong>of</strong> an eleven-year-old daughter<br />

and a sixteen-year-old son. For Tanya and her family, life has always been full <strong>of</strong><br />

promise.<br />

In 1996 that promise faded when Tanya was diagnosed with HIV.<br />

“As a woman with HIV in Superior<br />

there are a lot <strong>of</strong> times I feel very<br />

isolated and alone, like I am the<br />

only one,” Tanya says. “And that’s<br />

when my ARCW case manager has<br />

made all the difference for me. He<br />

puts in perspective the challenges<br />

I face and helps me find the right<br />

path to solve my problems.”<br />

Tanya’s journey with HIV has been<br />

challenging. Tanya stopped taking<br />

her medications because the side<br />

effects were so difficult. She<br />

began losing weight, getting sick<br />

frequently and losing her health.<br />

“I didn’t recognize myself when I<br />

looked in the mirror and I wasn’t sure<br />

what to do or where to turn. I thought<br />

for sure I was going to die.”<br />

Ultimately, Tanya turned to ARCW<br />

and enrolled in its case management<br />

program.<br />

“I get tremendous support and<br />

outstanding advice from my case<br />

manager. He helps me make the<br />

best decisions for my health and my<br />

family.”<br />

“Even the little things help, like<br />

the holiday food baskets which<br />

are so thoughtful. With ARCW in<br />

Superior, I know I’m not alone in<br />

dealing with HIV.”<br />

Tanya has regained her health and<br />

knows that her life is full <strong>of</strong> promise<br />

once again.<br />

“I’m so healthy now. I know I will<br />

be here to see my son and daughter<br />

grow up and that means the world<br />

to me.”<br />

means accepting what has happened in my life and learning how I can move<br />

forward with happiness and success.”<br />

“Itry<br />

Thomas was diagnosed with HIV in 2005. His immune system was severely<br />

weakened and he was in great need <strong>of</strong> medical care and support services.<br />

At a young age, Thomas began<br />

using drugs and having sex with<br />

many partners. They were choices<br />

he made that ultimately resulted in<br />

his HIV diagnosis.<br />

“I made some mistakes when I was<br />

young that I must live with today.<br />

But, I’m very fortunate to be living<br />

in Eau Claire where ARCW <strong>of</strong>fers<br />

so many HIV services that are so<br />

helpful to me. I get great support<br />

...that the ARCW Food Pantry<br />

promotes good health.<br />

that’s really great. It always has<br />

addiction and mental health<br />

“I’m thankful for the non-judgmental<br />

approach <strong>of</strong> the ARCW staff. They<br />

have helped me put my past behind<br />

me and move on with confidence<br />

to help others. I don’t know what I<br />

Don Rogers began having unusual and unexplained bouts <strong>of</strong> illness in 2001. Within<br />

the span <strong>of</strong> just one year he was diagnosed with pneumonia six times.<br />

“I was very sick and very frustrated that I couldn’t identify the cause <strong>of</strong> it all,”<br />

Don says. “When I moved to <strong>Wisconsin</strong> in 2002 I was urged to take an HIV test<br />

and that’s when I found out I had full-blown <strong>AIDS</strong>, my immune system was depleted with<br />

a T-cell count <strong>of</strong> only 4 and that I had hepatitis C.”<br />

“At first, I was relieved to finally know<br />

what was wrong with my health. But<br />

then it set in that I was going to die.<br />

I thought about my family and felt<br />

so badly that I wouldn’t be able to<br />

watch my grandchildren grow up.”<br />

Don came to ARCW as soon as<br />

he was diagnosed with <strong>AIDS</strong>. He<br />

was assigned a case manager who<br />

quickly helped him find an infectious<br />

disease physician for medical care<br />

and then helped him overcome<br />

the high cost <strong>of</strong> HIV medications<br />

through enrollment in the <strong>Wisconsin</strong><br />

<strong>AIDS</strong> Drug Assistance Program.<br />

“I will never forget the help I got<br />

right away from ARCW. I was really<br />

at a loss as to what to do about my<br />

<strong>AIDS</strong> diagnosis, but they got me on<br />

track with quality health care and<br />

medications I could afford.”<br />

Throughout the past eight years Don<br />

has used many different services<br />

including the ARCW Dental Clinic<br />

and ARCW Food Pantry in Green<br />

Bay, housing assistance and legal<br />

counsel from attorneys at the ARCW<br />

legal services program.<br />

Today, Don’s T-cell count is high, his<br />

immune system is strong and his<br />

treatments for HIV and hepatitis C<br />

are successful.<br />

“It’s hard to find the words to<br />

explain how important ARCW is to<br />

me. I’ve learned so much from them<br />

about managing my health which<br />

helps me focus on the fun things<br />

in life like when my grandchildren<br />

come to visit.”<br />

Helen Peterson has a standing appointment to see her ARCW mental health<br />

therapist.<br />

“I like to come in regularly,” the 56-year-old grandmother <strong>of</strong> three says.<br />

“We talk about my problems and she helps me put them in perspective. She<br />

lifts my spirits.”<br />

Helen learned she was HIV-positive<br />

in 1985. “I was shocked and very<br />

upset and didn’t know what to do,”<br />

she says.<br />

In 1990, following the death <strong>of</strong> her<br />

husband, Helen decided to start<br />

a new life with her three children<br />

and moved to Kenosha. She was<br />

immediately referred to ARCW where<br />

she has received comprehensive care<br />

and treatment services ever since.<br />

At the ARCW Medical <strong>Center</strong> in<br />

Kenosha, Helen receives complete<br />

medical management <strong>of</strong> HIV<br />

disease along with treatment for<br />

“They really take care <strong>of</strong> me<br />

so well, always explaining my<br />

medications — what they are for<br />

and what kind <strong>of</strong> side effects I<br />

Helen also visits the ARCW Food<br />

Pantry regularly and recently<br />

received a full set <strong>of</strong> dentures from<br />

the ARCW Dental Clinic.<br />

“I needed dental care so I asked<br />

my case manager if she could<br />

find a dentist for me. She got me<br />

an appointment right away at the<br />

ARCW Dental Clinic. I really enjoyed<br />

going there, they were so kind and<br />

they did such a wonderful job with<br />

my mouth.”<br />

With all the important services Helen<br />

receives at ARCW, it is the time<br />

she spends with her mental health<br />

therapist at the ARCW Behavioral<br />

Health and Wellness Clinic that she<br />

says is so valuable.<br />

“I can talk with her when I’m feeling<br />

low and she always cheers me up.<br />

Sometimes I feel as though I don’t<br />

Brian Kipp has had an unusual journey to get to his new home in Madison. He was<br />

born in Chicago, grew up in northern <strong>Wisconsin</strong>, was diagnosed with HIV, served<br />

a seven-year prison sentence and upon his release from prison moved to Madison<br />

to start a new life.<br />

“I was determined to start all over and have a good life,” Brian says. “But I needed help.<br />

Ever since I found out I had HIV 14 years ago, ARCW has always been helpful to me so I<br />

As part <strong>of</strong> his discharge planning<br />

from prison, Brian talked with the<br />

ARCW housing case manager in<br />

Madison and asked for help in<br />

finding affordable housing.<br />

“Not only did he find me a nice<br />

place to live, he also helped me<br />

get a job. He was so helpful in<br />

getting me back on my feet in a<br />

new community.”<br />

Brian also appreciates the<br />

collaboration that his ARCW housing<br />

case manager has with the staff at<br />

<strong>AIDS</strong> Network in Madison.<br />

“I’m really impressed by how well<br />

the staff work together to help me.<br />

I think their cooperation contributes<br />

to my good health.”<br />

Recently Brian encountered a<br />

setback when the recession caused<br />

lay<strong>of</strong>fs at his workplace and he lost<br />

his job. Immediately, Brian received<br />

rent assistance from the ARCW<br />

housing program to make sure he<br />

could keep his home while searching<br />

for a new job.<br />

“The housing assistance I get from<br />

ARCW has been a godsend. With<br />

the help <strong>of</strong> ARCW I really do have<br />

confidence about the future and<br />

building a new life.”<br />

Jim Bertolini is a survivor. Since 1991 he has battled HIV and endured a rollercoaster<br />

life that brought him to the depths <strong>of</strong> despair and all the way back to a purposeful<br />

and enjoyable life.<br />

“When I was younger and before I was diagnosed with HIV, I was a very confident,<br />

self-assured person,” Jim says. “I played rugby in college, enjoyed my studies and felt like<br />

I had everything going for me.”<br />

“When I found out I was HIV-<br />

positive, my life just fell apart. I felt<br />

all alone and I didn’t believe I could<br />

handle the heavy burden <strong>of</strong> having<br />

<strong>AIDS</strong>. I began drinking too much<br />

and abusing drugs and assumed<br />

that I would soon be dead.”<br />

It was at this desperate time in<br />

his life that Jim turned to ARCW<br />

in La Crosse for help. When he<br />

met his case manager he found a<br />

pr<strong>of</strong>essional who understood his<br />

troubles, and gave him hope and a<br />

strategy for improving his life. He<br />

got his health care benefits secured,<br />

received financial assistance to help<br />

pay his rent, gained legal counsel to<br />

solve some problems and joined a<br />

support group.<br />

Jim wasn’t alone with HIV<br />

anymore. With the supporting<br />

services <strong>of</strong> ARCW, he regained<br />

his confidence and charted a new<br />

course for his life.<br />

Today, Jim is building a women’s<br />

rugby program at Viterbo College<br />

and spending time speaking at<br />

schools about HIV prevention and<br />

working with troubled teens sharing<br />

the hope and confidence he has<br />

learned in his personal journey with<br />

HIV.<br />

“My life is going so well now. With<br />

the help <strong>of</strong> ARCW, I know how to<br />

manage HIV in my life. I’m a survivor<br />

and I know I’m going to live a long<br />

time and enjoy a lot <strong>of</strong> rugby. I’m<br />

looking forward to that.”<br />

...that ARCW prevention programs save lives.<br />

For the past 10 years Jimi Reinke has been saving lives. Every morning he stops at<br />

his ARCW <strong>of</strong>fice to load his van with clean needles and heads to the streets where<br />

he greets the people whose lives he is determined to save.<br />

They are injection drug users who are at high risk for HIV and hepatitis C. Jimi<br />

knows them all by name, and they know him because he is the man who cares about<br />

whether they live or die.<br />

“Three kids overdosed on heroin in a park in [a] picturesque little town<br />

<strong>of</strong> about 5,000 people. One almost died. He probably would have if a local<br />

heroin addict hadn’t been nearby with a drug called Narcan. Narcan is an<br />

‘opioid antagonist’ which police say he used to revive the boy.…<br />

Thank God…for the well-intended folks from Madison who now bring<br />

clean needles to this little town and hand them out to the addicts so that,<br />

at least, they don’t give each other <strong>AIDS</strong> and die that way.”<br />

“The ARCW [needle exchange] program began in 1994, one <strong>of</strong> the Midwest’s first.<br />

Needle exchanges have reduced HIV transmission among drug users nationally,<br />

and doubly so in <strong>Wisconsin</strong>. In 2006, injection drug use accounted for 12 percent<br />

<strong>of</strong> new HIV infections nationally, but just 6 percent in <strong>Wisconsin</strong>.”<br />

Jimi is a dedicated member <strong>of</strong> a team<br />

<strong>of</strong> 16 ARCW prevention specialists who<br />

conduct clean needle exchange in 11<br />

cities throughout <strong>Wisconsin</strong>. Known as<br />

Lifepoint, it is the largest statewide clean<br />

needle exchange program in the country.<br />

Since it’s inception in 1994, annual HIV<br />

infection rates among injection drug users<br />

have been reduced by 66 percent.<br />

“As a gay man, I began this work wanting<br />

to do everything I could to help prevent<br />

the spread <strong>of</strong> HIV,” Jimi says. “It is such<br />

a joy to know that for every person I reach<br />

with Lifepoint, I am helping them stay HIV<br />

and hepatitis free.”<br />

Jimi leads the Lifepoint program in southern<br />

<strong>Wisconsin</strong> from Beloit to Madison to<br />

<strong>Wisconsin</strong> Dells. During the past 10 years<br />

he has exchanged more than 500,000<br />

needles, conducted thousands <strong>of</strong> HIV and<br />

hepatitis C tests and helped hundreds <strong>of</strong><br />

drug users get into treatment.<br />

“One thing I’ve learned is that good <strong>AIDS</strong><br />

prevention programs such as Lifepoint<br />

really do save lives.”<br />

Jimi has also integrated an overdose<br />

prevention service with Lifepoint that<br />

uses the drug Narcan to safely reverse<br />

the effects <strong>of</strong> a heroin overdose. He<br />

has trained 227 drug users on how to<br />

administer Narcan in the event <strong>of</strong> a<br />

possible overdose death. Throughout<br />

<strong>Wisconsin</strong> this unique ARCW program<br />

has saved 446 lives from overdose<br />

death.<br />

to help people who are going through a<br />

difficult time get back on their feet and<br />
