Hehad organized the formidable machinery at his disposal for alandslide victory; what he got was something even more massivewhich, he could see, vitiated the credibility of the result. Theopposition’s successful boycott of the provincial elections on March10 th darkened the shadow of doubt. Three days later Mr. <strong>Bhutto</strong>addressed a high level conference at the Prime Minister’s Housewhich was attended <strong>am</strong>ong other <strong>by</strong> all the DivisionalCommissioners. There, according to the findings of an inquest <strong>by</strong>the present administration, he distressfully opened his discoursethus: ‘Why have you done this to me?’ Meaning that the civiladministration had over-played its’ hand.<strong>If</strong> I had been the captain of the crime, I would not have distressfullyopened the discourse with the words “why have you done this to me?” Thisshows beyond all doubt that, if there had been rigging, it was on an individuallevel and that I felt a distressing sense of betrayal over the malpractices at thatlevel. I felt that their selfishness and myopia had been a blot on the “formidablemachinery” I had organized for a fair and impartial election. Their individualfollies had marred my strenuous efforts.
