It occurs on pageMr. Bhutto gave a similar directive to the Director of Intelligence Bureau.Mr. A. K. Brohi, arguing for the Federation in the detention case of Mr. Z. A.Bhutto, stated, before the Supreme Court:(a) When the Director of the Intelligence Bureau put up a report to Mr.Bhutto on April, 1976, pointing out the possibility of the opposition partiescooperating with each other, Mr. Bhutto issued the following directions:Please keep a very close watch. They must not be allowed to cometogether. It is a matter of principle and not fear. It is your job to keep themapart. I was told that Mr. Rauf Tahir had made a lot of money. WhenGhulam Mustafa Khar made him incharge of the Punjab Ghee Board. Whycannot a probe be made.(b) When a report was made by the Chief Security Officer to the PrimeMinister on 5 th May 1976, about efforts for a merger between theopposition parties, Mr. Bhutto passed the following order:You cannot permit them to unite. This is your supreme mandate.On the other hand, the Director-General of Inter-Services Intelligence Lt-Gen. G. Jilani who allowed himself and his military intelligence to be exploitedand misused by me for five and a half years “exclusively for the personal andpolitical use”, according to page 66 of the White Paper and in a report submittedto my government, had observed:There is no alternative leadership of his (Mr. Bhutto’s) standing andstature, or near his standing and stature, available in the field.Mr. Bhutto is the only leader with an international standing and image,who has profound knowledge and experience of the interplays of internationalpower politics. He has done a yeoman’s service to Pakistan. He is the symbol ofPakistan’s stability and integrity.Lt-Gen. Jilani was Director-General of Inter-Services Intelligence before Ibecame President of Pakistan on 20 th December 1971. He remained in thissensitive post upto 5 th July 1977.
