A Sustainable Development Strategy September 2007The Township of Esquimalt Draft 6encourage infill and multi-family housing to gentlyraise the population level in existing areas to increasetransit convenience and local business success.Education - Explore examples from other jurisdictionson successful educational and communicationprograms with the community, serving to raise overallunderstanding of the value of increasing densitiessensitively in existing neighbourhoods.1-3 Increase housing choice torespond to an increasinglydiverse population and tosupport housing needs for allincomes and ages in theTownship.The Township will develop a housing strategy to ensure allresidents have access to appropriate housing options inthe Township for their income, age, family size, and ability.Particular attention will be paid to the housing needs ofseniors in the community. A range of actions are possibleto support this including:oooooDeveloping a secondary dwelling unit / suitestrategy to promote housing choice in existingneighbourhoods;Addressing controls on the conversion of rentalbuildings to condominiums;Promoting the construction of new rental housing;Promoting live/work spaces; andPromoting affordable housing initiatives.Potential Early Projects: Live/work - Consider including live/work spaces inEsquimalt Village Project. Seniors housing needs research – Consider waysto undertake research into the housing needs ofseniors in Esquimalt, including a possible partnershipwith UVic or other education institutions.1-4 Promote the development ofpilot projects for innovativegreen development.The Township will continue to promote green developmentdirections with the development community. Theimmediate priority for this includes the planning anddevelopment of a mixed use, transit-orientedneighbourhood in the Esquimalt Village Project.1-5 Promote sustainable urbandevelopment in the Townshipthrough education and theinclusion of greendevelopment review criteriaand supporting policies for allnew developmentapplications.The Township will continue to develop policies andcriteria, in consultation with the community and thedevelopment industry, to shape new development in thecommunity and to ensure that it supports the Township’ssustainability strategies.
