BFI Holds Its Yearly Board of Trustees (BOT)<br />

Once again, we will be having our yearly election<br />

to select five (5) Board of Trustees. Five of the<br />

present BOTs will have their term expire by July<br />

2012. All interested c<strong>and</strong>idates are welcome to<br />

file their certificate of c<strong>and</strong>idacy on or before July<br />

6, 2012 at 4:00 P.M.<br />

Herewith are the QUALIFICATIONS OF CANDI-<br />

DATES as provided in Article XI Section 6 of the<br />

amended Constitution <strong>and</strong> Bylaws of the BFI to wit:<br />

1. Must be a member of good st<strong>and</strong>ing of both<br />

the <strong>BARP</strong> Foundation <strong>and</strong> the <strong>BARP</strong> Multi-<br />

Purpose Cooperative;<br />

2. Must be of good moral character.<br />

3. Must be in good health.<br />

4. Must have the competence <strong>and</strong> underst<strong>and</strong>ing<br />

of the operation of the Foundation.<br />

5. Must be credible <strong>and</strong> of proven integrity <strong>and</strong><br />

commitment.<br />

6. Must have the quality time <strong>and</strong> willingness to<br />

serve.<br />

7. Must have manifested faithful adherence to<br />

<strong>and</strong> unconditional support to the vision, mission<br />

<strong>and</strong> goals of the Foundation.<br />

8. Must have supported all <strong>BARP</strong> projects <strong>and</strong><br />

actively participated in its activities.<br />

9. Must have been a member of the Foundation<br />

for not less than three (3) years.<br />

10. Must not be an officer of other organizations<br />

with similar programs. (Those which may put<br />

him/her in a conflict of interest situation).<br />

Other qualifications include:<br />

1. Must have a good public relations, objective<br />

<strong>and</strong> posses maturity <strong>and</strong> sound judgment.<br />

2. Must have read <strong>and</strong> understood the BFI Constitution<br />

<strong>and</strong> ByLaws, our policies, rules <strong>and</strong><br />

regulations, <strong>and</strong> commits to comply <strong>and</strong> observe<br />

them faithfully.<br />

3. Must be resourceful.<br />

IMPORTANT: C<strong>and</strong>idates’ flyers, cards, streamers<br />

or promotional materials shall not be allowed during<br />

the election. Any violation shall automatically<br />

disqualify such c<strong>and</strong>idate.

Meanwhile, the BFI Secretariat, as attested by Pres. Federico A.<br />

Balanag reported that as of June 6, 2012, our over-all investment in our<br />

Building Fund reached the amount of Php914,000.00. According to him,<br />

our Building Fund is very much needed to fasttrack the construction of<br />

our retirees’ <strong>and</strong> senior citizens’ center at Cresencia Village along Bokawkan<br />

Road, Baguio City.<br />

It is high time, then, that those <strong>BARP</strong> members who have not yet<br />

made their investments in the Building Fund should make the move to<br />

put their investment to the planned center. This project will serve as a<br />

legacy to incoming generations, he emphasized.<br />

The ground-breaking ceremonies will take place on October 6, 2012,<br />

10:30 A.M., Cresencia Village, Bokawkan Road, Baguio City.<br />

Political leaders <strong>and</strong> prominent citizens will be invited to this historical<br />

day to witness the activity. Officers of the Philippine Government<br />

Employees Association (PGREA), the Veterans Federation of the Philippines,<br />

Baguio District (VFP-CAR); the Federation of Baguio Senior<br />

Citizens Association (FBASECA); <strong>BARP</strong> Foundation <strong>and</strong> <strong>BARP</strong> Multi-<br />

Purpose Cooperative; Office of the Senior Citizens Affairs; Office of the<br />

Social Welfare <strong>and</strong> Development Agency will also be invited to this<br />

occasion. Baguio Lone Congressman Bernardo M. Vergara, City Mayor<br />

Mauricio Domogan <strong>and</strong> members of the Sangguniang Panlungsod of<br />

the city are all expected to be there.<br />

On this occasion, our fund raising will also be launched by our program<br />

coordinator under the leadership of Ferdin<strong>and</strong> L. Balanag.<br />

Pledges for the project will be called for by the Fund Raising Commit-<br />

tee. The ground breaking activity will take place immediately after the<br />

awarding of the 12 Ginto Tala Achievers awards to Outst<strong>and</strong>ing Senior<br />

Citizens of Baguio City chosen this year.<br />

HAVE YOU EVER realized that in retirement, you are practically<br />

entering three compartments or sections in <strong>your</strong> life’s history?<br />

new dimension in one’s earthly existence; <strong>and</strong>, 3. Retirement is a<br />

Let us discuss them one by one. 1—Retirement is the start of a<br />

new episode in one’s life. It is like organizing a new chapter of<br />

an association. The board enacts policies, the executive officers<br />

where the association operates either benefits or is disadvantaged<br />

by the association’s presence. You, the retiree, is the sole<br />

officer of <strong>your</strong> veritable organization. You are the Chairman, the<br />

President/CEO <strong>and</strong> the Member rolled into one. Your other<br />

members or shall I say supporters may be <strong>your</strong> immediate kin,<br />

<strong>your</strong> friends <strong>and</strong> the public. Your governing laws are crafted by<br />

you alone. The excitement, the pleasure, the satisfaction, the reward<br />

will all depend on you since you are the only person tasked<br />

to manage, control, plan <strong>and</strong> monitor the affairs of <strong>your</strong> life in<br />

retirement. If <strong>your</strong> life becomes less interesting, less thrilling, or<br />

it becomes boring, that depends on you. Just don’t be like a sailor<br />

trying to cross the high seas, risking his life because he is<br />

unlearned of the use of his sails. By way of suggestion, you may<br />

do a situational analysis of <strong>your</strong>self in <strong>your</strong> private hours. Cont.<br />

CREDIT COMMITTEE REPORT<br />

The <strong>BARP</strong> Multi-Purpose Cooperative has released a total of<br />

Php2,973,500.00for loans granted to seventy six (76) borrowers for the<br />

month of May 2012.<br />

The different kinds of loans applied for various purposes were: 1.<br />

Productive loans—22 (Hog raising, purchase of insecticide <strong>and</strong> fertilizer,<br />

vegetable <strong>and</strong> flower farming); 2. Providential loans—27 (House repair,<br />

tuition fee, school uniforms, construction materials, <strong>and</strong> travel expenses);<br />

3. Micro-finance loans—20 (Capital for sari-sari store, repair of<br />

passenger jeepney, lot survey, dry goods <strong>and</strong> beauty products); 4. Medical<br />

<strong>and</strong> hospitalization expenses—7; <strong>and</strong> 5. emergency—0.<br />

THE LOSS OF A LOVED ONE<br />

The pain of loss will remain with us with the passing away of Victoria Depaynos<br />

Esmil, our outst<strong>and</strong>ing Municipal Coordinator of Kabayan, Benguet.<br />

She was a perennial achiever, bringing her reputation as top collector from<br />

<strong>BARP</strong> members in her municipalities as early as April 2001.<br />

She was a retired Public School Teacher of Kabayan, Benguet. Born on<br />

May 17, 1945, she was a widow <strong>and</strong> left 5 children, all successful in their chosen<br />

careers. For her unexpected illness, we keep thinking it can’t be true because<br />

we were together at the general assembly of May 26 at the Athletic<br />

Bowl.<br />

In Romans 15:5, “God supplies endurance <strong>and</strong> comfort to those who<br />

grieve” <strong>and</strong> in Psalm 62:8, “Trust in Him at all times, ye people, pour out <strong>your</strong><br />

heart, before Him; God is a refuge for us.”<br />

Our <strong>BARP</strong> BFI team that went to Kabayan to pay our respects <strong>and</strong> bring to<br />

the beneficiaries mutual assistance from <strong>BARP</strong> were Trustee Menchita Damoslog,<br />

our team leader, Retired Teacher Florentino Awingan, <strong>BARP</strong> Members<br />

Clarita Quitaleg, Sofia Epac, Crispin <strong>and</strong> Fely Buli-e, Nars Tabajen, Tranquilino<br />

Ramos, Jean Favor <strong>and</strong> Sonya Nigos. A necrological service was rendered<br />

by our group with the participation of <strong>BARP</strong> members of Kabayan, Benguet.-SNNigos<br />

<strong>BARP</strong> LOT SOIL TEST COMPLETED<br />

<strong>BARP</strong> has engaged the services of BIP Geotechnical<br />

& Materials Testing Engineers thru a COWA to conduct<br />

a Geotechnical Investigation Program over the BMPC lot<br />

at Cresencia Village along Bokawkan Road last month.<br />

This is in preparation for the proposed multi-storey<br />

mix-use building project of BFI <strong>and</strong> BMPC.<br />

In layman’s term, the investigation had two objectives<br />

namely:<br />

1. To study the geological characteristic of the soil <strong>and</strong><br />

bed rocks exposed by the drill holes.<br />

2. To establish the soil bearing pressure <strong>and</strong> the stability<br />

of the underlying soil upon which the proposed building<br />

is to be built.<br />

Three (3) holes were drilled over the said lot, namely:<br />

BH-01 which reached 40 feet depth near Bokawkan<br />

Road; BH-02 at 35 feet depth located below BH-01; <strong>and</strong><br />

BH-03, 35 feet depth located below BH-01 <strong>and</strong> BH-02.<br />

The drilling used the “jar down” method to penetrate<br />

the soil <strong>and</strong> gather samples for study <strong>and</strong> analysis by a<br />

Licensed Professional Geologist. The geologist report<br />

concluded that the rock formation underlying the said lot<br />

is relatively loose <strong>and</strong> soft <strong>and</strong> highly weathered but is<br />

apparently stable to accommodate the proposed multistorey<br />

building.<br />

The BIP test results in a 52-page detailed report show<br />

an allowable soil bearing pressure of 2,720 psf (130<br />

Kpa) for foundation. The building post should have a<br />

minimum width of 1.80 meters <strong>and</strong> a depth of 2.6 meters<br />

<strong>and</strong> from the slope stability analysis, it concluded that<br />

the slope is safe against sliding. --JMLuzadas<br />

AD HOC COMMITTEE FORMED TO<br />

STUDY CREDIT POLICY<br />

The BMPC Board in its June 15 meeting created an<br />

AD HOC Committee to review the current BMPC Credit<br />

Policy. To compose the committee are: Director Ruperto<br />

Ferrer, Auditor Cristeta Antonio, Treasurer Beth Valdez<br />

<strong>and</strong> the General Manager.<br />

The m<strong>and</strong>ate of the committee among others is to<br />

look into the delinquent loans, design an aggressive collection<br />

system focusing on the past <strong>and</strong> over due loans.<br />

As pointed out in the monthly reports of the AGM, as of<br />

Dec. 31, 2011 the Coop lending has loans receivables of<br />

Php20.4M, half of the amount of which is past <strong>and</strong> overdue<br />

loans.<br />

In letters addressed to the Chair of the Board, the<br />

AGM highlighted figures of BFI delisted members who<br />

have loans receivables of BMPC. Thus, the committee<br />

will also address the problem of monitoring follow-up<br />

letters sent to delinquent borrowers.<br />

Because of the urgency of the concerns, the committee<br />

is expected to convene as soon as possible. -BVA<br />
