BFI Holds Its Yearly Board of Trustees (BOT)

Once again, we will be having our yearly election
to select five (5) Board of Trustees. Five of the
present BOTs will have their term expire by July
2012. All interested candidates are welcome to
file their certificate of candidacy on or before July
6, 2012 at 4:00 P.M.
Herewith are the QUALIFICATIONS OF CANDI-
DATES as provided in Article XI Section 6 of the
amended Constitution and Bylaws of the BFI to wit:
1. Must be a member of good standing of both
the BARP Foundation and the BARP Multi-
Purpose Cooperative;
2. Must be of good moral character.
3. Must be in good health.
4. Must have the competence and understanding
of the operation of the Foundation.
5. Must be credible and of proven integrity and
commitment.
6. Must have the quality time and willingness to
serve.
7. Must have manifested faithful adherence to
and unconditional support to the vision, mission
and goals of the Foundation.
8. Must have supported all BARP projects and
actively participated in its activities.
9. Must have been a member of the Foundation
for not less than three (3) years.
10. Must not be an officer of other organizations
with similar programs. (Those which may put
him/her in a conflict of interest situation).
Other qualifications include:
1. Must have a good public relations, objective
and posses maturity and sound judgment.
2. Must have read and understood the BFI Constitution
and ByLaws, our policies, rules and
regulations, and commits to comply and observe
them faithfully.
3. Must be resourceful.
IMPORTANT: Candidates’ flyers, cards, streamers
or promotional materials shall not be allowed during
the election. Any violation shall automatically
disqualify such candidate.

Meanwhile, the BFI Secretariat, as attested by Pres. Federico A.
Balanag reported that as of June 6, 2012, our over-all investment in our
Building Fund reached the amount of Php914,000.00. According to him,
our Building Fund is very much needed to fasttrack the construction of
our retirees’ and senior citizens’ center at Cresencia Village along Bokawkan
Road, Baguio City.
It is high time, then, that those BARP members who have not yet
made their investments in the Building Fund should make the move to
put their investment to the planned center. This project will serve as a
legacy to incoming generations, he emphasized.
The ground-breaking ceremonies will take place on October 6, 2012,
10:30 A.M., Cresencia Village, Bokawkan Road, Baguio City.
Political leaders and prominent citizens will be invited to this historical
day to witness the activity. Officers of the Philippine Government
Employees Association (PGREA), the Veterans Federation of the Philippines,
Baguio District (VFP-CAR); the Federation of Baguio Senior
Citizens Association (FBASECA); BARP Foundation and BARP Multi-
Purpose Cooperative; Office of the Senior Citizens Affairs; Office of the
Social Welfare and Development Agency will also be invited to this
occasion. Baguio Lone Congressman Bernardo M. Vergara, City Mayor
Mauricio Domogan and members of the Sangguniang Panlungsod of
the city are all expected to be there.
On this occasion, our fund raising will also be launched by our program
coordinator under the leadership of Ferdinand L. Balanag.
Pledges for the project will be called for by the Fund Raising Commit-
tee. The ground breaking activity will take place immediately after the
awarding of the 12 Ginto Tala Achievers awards to Outstanding Senior
Citizens of Baguio City chosen this year.

HAVE YOU EVER realized that in retirement, you are practically
entering three compartments or sections in your life’s history?
Here they are: 1. Retirement is the start of a new episode in
one’s life; 2. Retirement is the inevitability of going through a
new dimension in one’s earthly existence; and, 3. Retirement is a

Let us discuss them one by one. 1—Retirement is the start of a
new episode in one’s life. It is like organizing a new chapter of
an association. The board enacts policies, the executive officers
implement, the members observe these policies, and the community
where the association operates either benefits or is disadvantaged
by the association’s presence. You, the retiree, is the sole
officer of your veritable organization. You are the Chairman, the
President/CEO and the Member rolled into one. Your other
members or shall I say supporters may be your immediate kin,
your friends and the public. Your governing laws are crafted by
you alone. The excitement, the pleasure, the satisfaction, the reward
will all depend on you since you are the only person tasked
to manage, control, plan and monitor the affairs of your life in
retirement. If your life becomes less interesting, less thrilling, or
it becomes boring, that depends on you. Just don’t be like a sailor
trying to cross the high seas, risking his life because he is
unlearned of the use of his sails. By way of suggestion, you may
do a situational analysis of yourself in your private hours. Cont.
CREDIT COMMITTEE REPORT
The BARP Multi-Purpose Cooperative has released a total of
Php2,973,500.00for loans granted to seventy six (76) borrowers for the
month of May 2012.
The different kinds of loans applied for various purposes were: 1.
Productive loans—22 (Hog raising, purchase of insecticide and fertilizer,
vegetable and flower farming); 2. Providential loans—27 (House repair,
tuition fee, school uniforms, construction materials, and travel expenses);
3. Micro-finance loans—20 (Capital for sari-sari store, repair of
passenger jeepney, lot survey, dry goods and beauty products); 4. Medical
and hospitalization expenses—7; and 5. emergency—0.

THE LOSS OF A LOVED ONE
The pain of loss will remain with us with the passing away of Victoria Depaynos
Esmil, our outstanding Municipal Coordinator of Kabayan, Benguet.
She was a perennial achiever, bringing her reputation as top collector from
BARP members in her municipalities as early as April 2001.
She was a retired Public School Teacher of Kabayan, Benguet. Born on
May 17, 1945, she was a widow and left 5 children, all successful in their chosen
careers. For her unexpected illness, we keep thinking it can’t be true because
we were together at the general assembly of May 26 at the Athletic
Bowl.
In Romans 15:5, “God supplies endurance and comfort to those who
grieve” and in Psalm 62:8, “Trust in Him at all times, ye people, pour out your
heart, before Him; God is a refuge for us.”
Our BARP BFI team that went to Kabayan to pay our respects and bring to
the beneficiaries mutual assistance from BARP were Trustee Menchita Damoslog,
our team leader, Retired Teacher Florentino Awingan, BARP Members
Clarita Quitaleg, Sofia Epac, Crispin and Fely Buli-e, Nars Tabajen, Tranquilino
Ramos, Jean Favor and Sonya Nigos. A necrological service was rendered
by our group with the participation of BARP members of Kabayan, Benguet.-SNNigos

BARP LOT SOIL TEST COMPLETED
BARP has engaged the services of BIP Geotechnical
& Materials Testing Engineers thru a COWA to conduct
a Geotechnical Investigation Program over the BMPC lot
at Cresencia Village along Bokawkan Road last month.
This is in preparation for the proposed multi-storey
mix-use building project of BFI and BMPC.
In layman’s term, the investigation had two objectives
namely:
1. To study the geological characteristic of the soil and
bed rocks exposed by the drill holes.
2. To establish the soil bearing pressure and the stability
of the underlying soil upon which the proposed building
is to be built.
Three (3) holes were drilled over the said lot, namely:
BH-01 which reached 40 feet depth near Bokawkan
Road; BH-02 at 35 feet depth located below BH-01; and
BH-03, 35 feet depth located below BH-01 and BH-02.
The drilling used the “jar down” method to penetrate
the soil and gather samples for study and analysis by a
Licensed Professional Geologist. The geologist report
concluded that the rock formation underlying the said lot
is relatively loose and soft and highly weathered but is
apparently stable to accommodate the proposed multistorey
building.
The BIP test results in a 52-page detailed report show
an allowable soil bearing pressure of 2,720 psf (130
Kpa) for foundation. The building post should have a
minimum width of 1.80 meters and a depth of 2.6 meters
and from the slope stability analysis, it concluded that

AD HOC COMMITTEE FORMED TO
STUDY CREDIT POLICY
The BMPC Board in its June 15 meeting created an
AD HOC Committee to review the current BMPC Credit
Policy. To compose the committee are: Director Ruperto
Ferrer, Auditor Cristeta Antonio, Treasurer Beth Valdez
and the General Manager.
The mandate of the committee among others is to
look into the delinquent loans, design an aggressive collection
system focusing on the past and over due loans.
As pointed out in the monthly reports of the AGM, as of
Dec. 31, 2011 the Coop lending has loans receivables of
Php20.4M, half of the amount of which is past and overdue
loans.
In letters addressed to the Chair of the Board, the
AGM highlighted figures of BFI delisted members who
have loans receivables of BMPC. Thus, the committee
will also address the problem of monitoring follow-up
letters sent to delinquent borrowers.
Because of the urgency of the concerns, the committee
is expected to convene as soon as possible. -BVA
