gressed.<br />

On February 16, 2009, the Gr<strong>and</strong> Chief received a letter from INAC which threatens to terminate the<br />

IRDA, al<strong>on</strong>g with the annual royalty payouts to the DFN, if there is no agreement by September 2009 to<br />

allow a new cycle of petroleum explorati<strong>on</strong>.<br />

If agreement cannot be reached with Canada <strong>on</strong> terms <strong>and</strong> c<strong>on</strong>diti<strong>on</strong>s for new explorati<strong>on</strong> licenses the<br />

DFN may c<strong>on</strong>sider moving <strong>on</strong> their own to initiate a competitive <strong>bidding</strong> process to determine appropri<br />

ate terms <strong>and</strong> c<strong>on</strong>diti<strong>on</strong>s for new explorati<strong>on</strong>.<br />

In April. 2009 the Leadership passed a resoluti<strong>on</strong> calling for a renewed effort by both the DFN <strong>and</strong> Can<br />

ada to find agreement <strong>on</strong> terms <strong>and</strong> c<strong>on</strong>diti<strong>on</strong>s for a new petroleum explorati<strong>on</strong> cycle. DFN representa<br />

tives then held a meeting with INAC officials in September. 2009.<br />

At that meeting we c<strong>on</strong>firmed that:<br />

• the DFN remain committed to the objective of having a new petroleum explorati<strong>on</strong> rights issu<br />

ance cycle as so<strong>on</strong> as possible:<br />

• as set out in the IRDA, in order to meet this objective it is necessary for INAC <strong>and</strong> the DFN to<br />

jointly develop terms <strong>and</strong> c<strong>on</strong>diti<strong>on</strong>s for the right issuance: <strong>and</strong><br />

• DFN remain committed to working in good faith to find comm<strong>on</strong> ground <strong>on</strong> terms <strong>and</strong> c<strong>on</strong>di<br />

ti<strong>on</strong>s.<br />

We also asked INAC to provide us with a written resp<strong>on</strong>se to DFN c<strong>on</strong>cerns regarding:<br />

- explorati<strong>on</strong> parcel sizes:<br />

- air <strong>and</strong> water emissi<strong>on</strong> st<strong>and</strong>ards: <strong>and</strong><br />

- <str<strong>on</strong>g>restricti<strong>on</strong>s</str<strong>on</strong>g> <strong>on</strong> <strong>seismic</strong> <strong>cut</strong> <strong>lines</strong>.<br />

Following the September. 2009 meeting the Gr<strong>and</strong> Chief wrote to Minister Strahl c<strong>on</strong>firming that the<br />

DFN are prepared to hold discussi<strong>on</strong>s <strong>on</strong> terms <strong>and</strong> c<strong>on</strong>diti<strong>on</strong>s for new explorati<strong>on</strong>.<br />

INAC resp<strong>on</strong>ded in April. 2010 by again asking the DFN to indicate support for a new explorati<strong>on</strong> cycle<br />

before holding c<strong>on</strong>sultati<strong>on</strong>s <strong>on</strong> the terms <strong>and</strong> c<strong>on</strong>diti<strong>on</strong>s for new explorati<strong>on</strong>. The Gr<strong>and</strong> Chief has re<br />

sp<strong>on</strong>ded to that letter by writing again to state the DFN positi<strong>on</strong> that c<strong>on</strong>sultati<strong>on</strong>s <strong>on</strong> terms <strong>and</strong> c<strong>on</strong>di<br />

ti<strong>on</strong>s must occur first, before the DFN will decide whether to support specific new explorati<strong>on</strong> licenses.<br />

ADK<br />

In July 2008, Canada, the Acho Dene Koe First Nati<strong>on</strong> <strong>and</strong> the GNWT signed a framework agreement to<br />

enter into comprehensive l<strong>and</strong> claim negotiati<strong>on</strong>s outside of the Dehcho Process.<br />

The DFN Chief Negotiator wrote to Canada's Chief Negotiator <strong>on</strong> February 23, 2009. outlining the DFN<br />

positi<strong>on</strong> <strong>on</strong> the removal of ADK from agreements negotiated through the Dehcho Process, including the<br />

Framework Agreement. IMA <strong>and</strong> IRDA. Canada resp<strong>on</strong>ded <strong>on</strong> April 21. 2009 by indicating that they<br />

see no need to negotiate ADKs removal from the Dehcho Process <strong>and</strong> related agreements.<br />

The DFN c<strong>on</strong>tinue to say that the existing agreements should be amended to remove ADK.<br />

SKDB <strong>and</strong> NBDB are working together to negotiate a boundary agreement with ADK. Peter Redvers<br />

has been retained to assist them in their negotiati<strong>on</strong>s. The negotiati<strong>on</strong>s are proceeding very slowly be<br />

cause ADK initially refused to negotiate with the two communities jointly, <strong>and</strong> because ADK has had<br />

difficulty keeping a chief negotiator.<br />

Introducti<strong>on</strong><br />

AAROM Report<br />

The Delicho First Nati<strong>on</strong>s (DFN) has completed the administrati<strong>on</strong> of a <strong>on</strong>e year Collaborative Manage<br />

ment (CM) program under the Aboriginal Aquatic Resource <strong>and</strong> Oceans Management (AAROM) pro<br />

gram via a funding agreement with the Department of Fisheries <strong>and</strong> Oceans.<br />

This is the final report for the DFN AAROM for the period April 1,2009 to March 31, 2010 <strong>and</strong> reflects<br />

cumulative activities for the fiscal year. This has been a successful first year of delivering a community<br />

based CM program. Most of the communities were visited at least twice by the AAROM coordinator in<br />

an effort to build a working relati<strong>on</strong>ship with the First Nati<strong>on</strong> leadership, pers<strong>on</strong>nel <strong>and</strong> community<br />

members.<br />

The Deheho AAROM Coordinator is working closely with the DFO Western Arctic Area offices to<br />

build our AAROM program <strong>and</strong> harm<strong>on</strong>ize the AAROM <strong>and</strong> Aboriginal Fishery Strategy (AFS) pro<br />

grams. The Deheho AAROM has taken resp<strong>on</strong>sibility for the administrati<strong>on</strong> of two out of the three<br />

Great Slave Lake AFS projects in the Deheho regi<strong>on</strong> as well as administering theNWT AFS Coordina<br />

tor positi<strong>on</strong> <strong>and</strong> a post sec<strong>on</strong>dary summer student positi<strong>on</strong>.<br />

The DFN has also received funding for 50 K. for capital <strong>and</strong> O&.M equipment through AFS. Presently<br />

<strong>on</strong>ly three of our ten participating First Nati<strong>on</strong> organizati<strong>on</strong>s are funded through the AFS program. We<br />

have submitted a proposal for AFS funding of community fishery projects for all of the Deheho commu<br />

nities.<br />

The DFN AAROM has applied for an additi<strong>on</strong>al 70 K. of AAROM funding <strong>on</strong> behalf of the Katlodeeche<br />

First Nati<strong>on</strong> (K.FN) <strong>and</strong> the Fort Providence Resource Management Board for Great Slave Lake projects.<br />

This fiscal year, the Deheho AAROM program was finally able to emerge from the Capacity Building<br />

phase <strong>and</strong> we will be applying for multi-year funding beginning next fiscal year.<br />

RESULTS TO DATE<br />

Program Administrati<strong>on</strong><br />

The Deheho AAROM. under the Deheho First Nati<strong>on</strong>s (DFN), has an effective administrati<strong>on</strong> in place.<br />

The Deheho AAROM Coordinator/Biologist has been travelling to the communities <strong>on</strong> a regular basis to<br />

meet the leadership <strong>and</strong> staff to develop a working relati<strong>on</strong>ship to further the AAROM program. Good<br />

progress has been made in this regard c<strong>on</strong>sidering the distances to the various communities <strong>and</strong> the busy<br />

schedules of the leadership <strong>and</strong> managers.<br />

o The Dehcho Coordinator/Biologist has travelled extensively to meet with the commu<br />

nity leadership <strong>and</strong> support staff as well as keeping in c<strong>on</strong>tact by ph<strong>on</strong>e <strong>and</strong> e-mail.<br />

o Coordinator travelled ~ 7 000 km by road for twenty-four community visits as well as<br />

travelling by air charter twice to meet with Sambaa K'e FN <strong>and</strong> to train the two fishery<br />

m<strong>on</strong>itors.<br />

o The AAROM Coordinator has had several discussi<strong>on</strong>s with the DFN Exe<strong>cut</strong>ive Director<br />

<strong>on</strong> the directi<strong>on</strong> of the AAROM program. There is a c<strong>on</strong>sensus that;<br />

■ the AAROM program should work in c<strong>on</strong>cert with the DFN, L<strong>and</strong>s <strong>and</strong> Resources<br />

secti<strong>on</strong>s <strong>and</strong> especially with the three Resource Management Boards/Committees in<br />

the communities of Fort Providence, Fort Simps<strong>on</strong>, <strong>and</strong> Katlodeeche.<br />

■ establishing partnerships is very important to our AAROM program.<br />

■ educati<strong>on</strong>, training <strong>and</strong> employment in the communities are necessary for the ad<br />

vancement of our AAROM program even in the Collaborative Management phase.<br />

■ It is important to involve Youth in the AAROM program <strong>and</strong> encourage educati<strong>on</strong><br />

<strong>and</strong> a respect for the l<strong>and</strong>.<br />

■ There is a need for individual member First Nati<strong>on</strong>s to develop AAROM work<br />

plans in order to prioritize activities.<br />

o We are working towards integrating the AAROM program with the community resource<br />

management board/committee structure where applicable. To date the Coordinator has<br />

met with the Fort Providence Resource Mgmt. Board (FPRMB), <strong>and</strong> several times with<br />

the Liidlii Kue Committee <strong>and</strong> the coordinator of the Katlodeeche HTA to discuss coop<br />

erative efforts.<br />

o In the spirit of cooperati<strong>on</strong> the Dehcho AAROM program has so far provided funding to<br />

the FPRMB (office equipment <strong>and</strong> to write proposals for further partnership funding)<br />

<strong>and</strong> the K.FN Committee (materials for an AAROM research cabin at Buffalo Lake). An<br />

18 foot Lund was purchased for Liidlii Kue; all communities active in the AAROM pro<br />

gram now have work boats.<br />

2. Accessing Skilled Pers<strong>on</strong>nel;<br />

DFN has c<strong>on</strong>tracted the project Coordinator/Biologist to run the AAROM program <strong>and</strong> provide bio<br />

logical advice.<br />

II. Skills Development<br />

There is a need to involve community organizati<strong>on</strong>s in "research projects related to aquatic resources<br />

<strong>and</strong> their supporting habitats ". The First Nati<strong>on</strong> <strong>and</strong> Metis Nati<strong>on</strong> organizati<strong>on</strong>s have provided exten<br />

sive lists of c<strong>on</strong>cerns <strong>and</strong> issues regarding fish <strong>and</strong> fish habitat in their areas. The Dehcho AAROM has<br />

providing limited funding to each community to act as seed m<strong>on</strong>ey to begin exp<strong>and</strong>ing the collecti<strong>on</strong> of<br />

community based traditi<strong>on</strong>al knowledge <strong>and</strong> scientific data useful in the future management of aquatic<br />

resources. <strong>These</strong> projects will also c<strong>on</strong>tribute to increasing skills <strong>and</strong> knowledge in the community. In<br />

future years, we will be partnering with other government departments, NGO's <strong>and</strong> colleges to increase<br />

our R&M abilities <strong>and</strong> provide informati<strong>on</strong> for informed decisi<strong>on</strong> making.<br />

The Dehcho AAROM has partnered with the DFO. AFS program this fiscal year by:<br />

• Hiring <strong>and</strong> administering the NWT AFS Coordinator <strong>and</strong> a summer student through an AFS<br />

G&C agreement. <strong>These</strong> staff will work <strong>on</strong> AFS projects both in the Dehcho <strong>and</strong> Akaitcho areas,<br />

fostering cooperati<strong>on</strong> between the two NWT AAROM programs.<br />

• Administering 2 major AFS projects in the Dehcho also through an AFS G&C agreement.<br />

(Sambaa K'e <strong>and</strong> Fort Providence Research Mgmt. Board)<br />

• Administering <strong>and</strong> managing these partnered projects will enhance the ability of the Dehcho<br />

AAROM to develop into a Collaborative Mgmt. (CM) entity.<br />

• No double accounting ofAFS <strong>and</strong> AAROMfunding is involved. The funding is provided through<br />

a separate AFS G&C agreement with DFO. The DFN administers the program directly or<br />

through service c<strong>on</strong>tracts negotiated with the individual FN's involved.<br />

• DFO provided 70 K of AAROM funding late in the fiscal year for Great Slave Lake (GSL) ini<br />

tiatives by the FPRMC <strong>and</strong> the KFN; two communities which have traditi<strong>on</strong>ally used GSL re<br />

sources. The Fort Providence Board used the funding to establish two fishing <strong>and</strong> fish study cab<br />

ins in Deep Bay, the western end of Great Slave Lake. The KFN has been working coopera<br />

tively with DFO <strong>on</strong> the GSL inc<strong>on</strong>nu stock assessment program for several years. They used<br />

their m<strong>on</strong>ey to assist with the building of a cabin at Yates River, a tributary of Buffalo Lake<br />

where GSL inc<strong>on</strong>nu spawn. They have bought a boat <strong>and</strong> snowmobile for use in the study. This<br />

cabin <strong>and</strong> equipment will support Stock Identificati<strong>on</strong> Genetics studies of the GSL buffalo Lake<br />

spawning stocks.<br />

Liais<strong>on</strong> with DFO Area Office:<br />

DFO, Fisheries Management staff in the Western Arctic Area have been c<strong>on</strong>tacted <strong>on</strong> a regular basis so<br />

that both parties are aware of program plans <strong>and</strong> accomplishments. The Dettah workshop was very use<br />

ful in bringing potential partners together. We strive to work closely with the Department as we c<strong>on</strong>tinue<br />

to build our AAROM <strong>and</strong> AFS programs.<br />

Funding: DFO funding of the AAROM program was $ 470 000.00 for fiscal year 2009-2010<br />

Partnered funding:<br />

• The DFO AFS program provided 179 K for fisheries related projects in the Dehcho in 2009/10.<br />

• The DFN - ASEP program provided 49 K for Envir<strong>on</strong>mental M<strong>on</strong>itor training in the Dehcho.<br />

• The GNWT - 1TI provided 52 K. for Envir<strong>on</strong>mental M<strong>on</strong>itor training in the Dehcho.<br />

• The Pembina Institute provided expenses (other than airfare which was provided by AAROM)<br />

for youth to attend a Youth Climate Change Forum in Inuvik. One of the youth went <strong>on</strong> to at<br />

tend the Youth delegati<strong>on</strong> at the Copenhagen Climate Change symposium.<br />

AHRDA Report<br />

Since 1999, Dehcho First Nati<strong>on</strong>s has administered the AHRDA program <strong>and</strong> services with funding<br />

available to all First "Nati<strong>on</strong>s, lnuit <strong>and</strong> Metis people residing in the Dehcho Regi<strong>on</strong>.<br />

All applicants must have a career plan in place <strong>and</strong> seek, primary funding from other sources such as<br />

NWT Student Financial Assistance <strong>and</strong> 1NAC UCEP. Educati<strong>on</strong>, Culture <strong>and</strong> Employment will provide<br />

matically make you eligible for AHRDA funding.<br />

DFN allocates approximately 60% of AHRDA funds to 11 member organizati<strong>on</strong>s who have the primary<br />

authority <strong>and</strong> resp<strong>on</strong>sibility over educati<strong>on</strong> <strong>and</strong> training. Each community is accountable for all<br />

AHRDA funds expended <strong>on</strong> employment assistance services <strong>and</strong> client programming.<br />

In order to meet training priorities, communities are encouraged to partner with other agencies to design,<br />

develop <strong>and</strong> deliver;' programs for their community as well as cost share with other regi<strong>on</strong>al commit<br />

tees.<br />

Two of the larger communities have dedicated staff to provide employment assistance services, adminis<br />

ter the programs, coordinate the training needs <strong>and</strong> meet the accountability factor.<br />

CRF Urban Initiatives Total Budget $24,279 serving 10 clients<br />

Dehcho First Nati<strong>on</strong>s coordinated the utilizati<strong>on</strong> of $24,249 by providing two communities with Urban<br />

funding in place of their El Benefits & Support allocati<strong>on</strong>. Fort Simps<strong>on</strong> Metis provided 6 clients with<br />

assistance in their post-sec<strong>on</strong>dary studies. Jean Marie River First Nati<strong>on</strong>s provide 4 clients with assis<br />

tance with work readiness <strong>and</strong> safety training.<br />

El Urban Initiatives Total Budget $13,255 serving 3 clients<br />

Dehcho First Nati<strong>on</strong>s coordinated the utilizati<strong>on</strong> of $13,255 by providing: 1 client enrolled in the Indige<br />

nous Wellness & Addicti<strong>on</strong> tuiti<strong>on</strong>, books <strong>and</strong> travel: 1 client enrolled in the Entrepreneurial Business<br />

Applicati<strong>on</strong>s Diploma program with tuiti<strong>on</strong>: <strong>and</strong> 1 client enrolled in the Simply Accounting Program<br />

with tuiti<strong>on</strong>, books <strong>and</strong> computer lab fees.<br />

El Pers<strong>on</strong>s with Disabilities Total Budget $13,518 serving 1 client<br />

All potential applicants must be El eligible or El reach-back. Each year there are a number of potential<br />

clients who apply for this type of funding, however, they are not eligible for program funding as they are<br />

neither El eligible nor an El reach-back.<br />

One community accessed the available funding for <strong>on</strong>e El eligible client who is upgrading their educa<br />

ti<strong>on</strong> <strong>and</strong> will be pursuing their post-sec<strong>on</strong>dary educati<strong>on</strong>.<br />

CRF Childcare Total Budget S341,703 - Deferred $24,197<br />

Funding is available for the creati<strong>on</strong> of licensed daycare seats, assistance with building purchases, reno<br />

vati<strong>on</strong> of daycare buildings to meet child care regulati<strong>on</strong> st<strong>and</strong>ards, purchase of equipment <strong>and</strong> supplies<br />

that are required for the establishment <strong>and</strong> upkeep of licensed daycare centers, daycare staff training <strong>and</strong><br />

development to run the programs <strong>and</strong> to meet the safety st<strong>and</strong>ards that are required to maintain a li<br />

censed childcare centre as well as provide wages for daycare employees.<br />

Funding is based <strong>on</strong> the number of licensed day care seats operated by an Aboriginal community organi<br />

zati<strong>on</strong>. A total of $290,600 was provided to three DFN Aboriginal community organizati<strong>on</strong>s operating<br />

70 licensed daycare seats. In additi<strong>on</strong>, the childcare program provided $26,906 for Early Childhood De<br />

velopment training, workshops <strong>and</strong> c<strong>on</strong>ferences.<br />

Historically, two daycare organizati<strong>on</strong>s request additi<strong>on</strong>al childcare funding. Neither daycare required<br />

additi<strong>on</strong>al funding this year which resulted in the deferral of $24.197.<br />

CRF Capacity Building Total Budget $22,474<br />

The majority of program funding was utilized <strong>on</strong> the AHRDA regi<strong>on</strong>al meeting for site rental, commu<br />

nity staff travel, accommodati<strong>on</strong>s <strong>and</strong> per diems. A lesser porti<strong>on</strong> of program funding was provided for<br />

educati<strong>on</strong> of DFN AHRDA/Finance staff as well as local community staff resp<strong>on</strong>sible for the delivery of<br />

the AHRDA program.<br />

CRF Administrati<strong>on</strong> Total Budget $138,008<br />

Two thirds of the administrati<strong>on</strong> budget was utilized by staffing of the AHRDA office. One third of the<br />

administrati<strong>on</strong> budget was utilized by rent, utilities, financial services/audit fees, equipment/office sup<br />

plies <strong>and</strong> advertising.<br />

DFN provides administrati<strong>on</strong> <strong>and</strong> advisory services to the communities by holding regi<strong>on</strong>al AHRDA<br />

facing when delivering programs for the clients. The AHRDA applicati<strong>on</strong> <strong>and</strong> AHRDA policy are re<br />

viewed <strong>and</strong> updated <strong>on</strong> an annual basis. <strong>These</strong> amendments to the applicati<strong>on</strong> <strong>and</strong> policy are based <strong>on</strong><br />

best practices, decisi<strong>on</strong>s made by the communities as well as recommendati<strong>on</strong>s from the Auditor.<br />

under the program. An activity report <strong>and</strong> separate detailed financials for each program are required<br />

within 10 days of the end of each fiscal quarter. Although some communities are slow in submitting the<br />

required reports which results in regi<strong>on</strong>al reporting delays, the communities are fulfilling the require<br />

ments of the accountability factors by submitting client data, financial reports <strong>and</strong> activity reports.<br />

DFN is c<strong>on</strong>fident that the communities are delivering programs to meet the special needs of its Aborigi<br />

nal clients. The auditor deemed the programming was c<strong>on</strong>sistent with the Annual Work Plan <strong>and</strong> the<br />

Capacity Building Plan. Expenses were c<strong>on</strong>sistent with the Annual Expenditure Plan <strong>and</strong> the M<strong>on</strong>thly<br />

Forecast of Cash Flow documents rati<strong>on</strong>alized quarterly funding advances.<br />

STATISTICAL REPORTING - CONTACT IV DATABASE<br />

Communities are resp<strong>on</strong>sible for collecting <strong>and</strong> reporting human resources statistical data required for<br />

compliance with the AHRDA program. DFN enters data into C<strong>on</strong>tact IV from the AHRDA client en<br />

quiry form, AHRDA applicati<strong>on</strong> form, service c<strong>on</strong>tracts <strong>and</strong> follow-up documents copied to DFN. Cli<br />

ent data is uploaded to the Data Gateway <strong>on</strong> a quarterly basis. Service Canada extracts statistical infor<br />

mati<strong>on</strong> <strong>and</strong> provides results to DFN <strong>on</strong> an annual basis.<br />

This fiscal year, the DFN AHRDA office entered 405 clients into C<strong>on</strong>tact IV <strong>and</strong> successfully uploaded<br />

to the Data Gateway.<br />

Last fiscal year, the auditor recommended that communities base their quarterly reports <strong>on</strong> their work<br />

plans, reporting results <strong>and</strong> variances <strong>on</strong> an <strong>on</strong>going basis. Through work plan reporting, communities<br />

indicate the success of training initiatives <strong>and</strong> whether clients returned or became employed as a result<br />

of the training initiative. Also. DFN will be better able to determine the results or impact of the program<br />

interventi<strong>on</strong>s in terms of the Accountability Criteria <strong>and</strong> Targets determined in the AHRDA agreement.<br />

In additi<strong>on</strong> to the program expenditure method of reporting required by Service Canada, the work plan<br />

reporting method was also implemented. Without use of an adequate database system, work plan report<br />

ing is very time c<strong>on</strong>suming.<br />

SUMMARY<br />

The creati<strong>on</strong> of quarterly community reporting templates based <strong>on</strong> individual community work plans<br />

have shown that targets were either met or exceeded. In turn, DFN will be in a better positi<strong>on</strong> to accu<br />

rately report <strong>on</strong> the success of training initiatives throughout the regi<strong>on</strong>.<br />

Implementati<strong>on</strong> of the work plan based reporting will ensure DFN AHRDA will be in a better positi<strong>on</strong><br />

to manage <strong>and</strong> administer the AHRDA Successor Strategy. The AHRDA program will be coming to an<br />

end <strong>on</strong> September 30, 2010.<br />

Izen C<strong>on</strong>sulting has been c<strong>on</strong>tracted to develop the five year Aboriginal Skills & Employment Strategy<br />

(ASETS) Strategic Business Plan. The ASETS program will be replacing the AHRDA program <strong>on</strong> Oc<br />

tober 1,2010.<br />

Aboriginal Skills Employment & Training Strategy (ASETS) Report<br />

The Government of Canada's Aboriginal Skills Employment <strong>and</strong> Training Strategy (ASETS) provides<br />

targeted employment <strong>and</strong> training funds for Aboriginal people. The Dclicho First Nati<strong>on</strong>s will deliver<br />

the ASETS in the Dehcho regi<strong>on</strong>, beginning in October 2010 for the five-year term. The ASETS re<br />

places the Aboriginal Human Resources Development Agreement (AHRDA), currently delivered by<br />

Dehcho First Nati<strong>on</strong>s.<br />

As part of the transiti<strong>on</strong> from AHRDA to ASETS, Dehcho First Nati<strong>on</strong>s is developing a five-year strate<br />

gic business plan that out<strong>lines</strong> the organizati<strong>on</strong>al <strong>and</strong> program challenges <strong>and</strong> opportunities to deliver<br />

effective employment <strong>and</strong> training programs <strong>and</strong> services to the First Nati<strong>on</strong>s, Metis <strong>and</strong> lnuit people in<br />

the Dehcho regi<strong>on</strong>.<br />

The Strategic Business Plan identifies <strong>and</strong> incorporates the three pillars presented by the Government of<br />

Canada to m<strong>and</strong>ate each of the ASETS. but in a manner directed by the Dehcho First Nati<strong>on</strong>s in the in<br />

terests <strong>and</strong> job opportunities in the regi<strong>on</strong>.<br />

Three pillars of ASETS are:<br />

1. Dem<strong>and</strong> Driven - the programs <strong>and</strong> services should be tied to Ihe actual job opportunities available<br />

in the area to meet the needs of both employers <strong>and</strong> people.<br />

2. Partnerships - the programs <strong>and</strong> services should utilize partnerships to gather more financial re<br />

sources <strong>and</strong> expertise with the First Nati<strong>on</strong>s, Metis communities, training providers, employers, <strong>and</strong><br />

other government agencies.<br />

3. Accountability - the programs <strong>and</strong> services should have clear targets <strong>and</strong> success should be identi<br />

fied to provide clear <strong>and</strong> timely feedback to the government fundcrs. partners, <strong>and</strong> the community.<br />

The Strategic Business Plan is being developed under the directi<strong>on</strong> of the AHRDA/ASETS Coordinator,<br />

with the input of Dehcho First Nati<strong>on</strong>s <strong>and</strong> the communities. As with all ASETS across Canada, there is<br />

a move away from sub-agreements to community service agreements to increase accountability <strong>and</strong> re<br />

porting, <strong>and</strong> to provide a st<strong>and</strong>ard level of service to clients.<br />

Key elements of the new ASETS agreement currently under development include:<br />

• Points of Service -to identify where the ASETS services can be accessed in pers<strong>on</strong>, by tele<br />

ph<strong>on</strong>e <strong>and</strong> through the internet.<br />

• Service St<strong>and</strong>ards -to identify the types of programs <strong>and</strong> services available at each locati<strong>on</strong>.<br />

• Labor Market Informati<strong>on</strong> - to identify employment <strong>and</strong> industry opportunities in the regi<strong>on</strong>,<br />

<strong>and</strong> to identify skills <strong>and</strong> training in dem<strong>and</strong><br />

• Gap Analysis - challenges <strong>and</strong> opportunities to improve the service delivery structure <strong>and</strong> to<br />

improve programs <strong>and</strong> services to clients<br />

• Communicati<strong>on</strong>s <strong>and</strong> Marketing - to improve the communicati<strong>on</strong>s between ASETS <strong>and</strong> the<br />

communities, <strong>and</strong> to reach all potential First Nati<strong>on</strong>s, Metis <strong>and</strong> lnuit clients<br />

The Strategic Business Plan is currently under development, <strong>and</strong> is expected to be completed by the end<br />

of July, with the new ASETS agreement in place by October 1, 2010. with no disrupti<strong>on</strong> in services to<br />

Aboriginal Skills & Training Strategic Investment Fund (ASTSIF)<br />

OBJECTIVE OF PROJECT<br />

COMMUNITY TRADE SKILLS & TRAINING PROGRAM<br />

"Building Capacity"<br />

To provide under-employed Aboriginal clients with training in the field of c<strong>on</strong>structi<strong>on</strong> as well as valu<br />

able work experience with the support of community organizati<strong>on</strong>s, businesses <strong>and</strong> industries so tlie cli<br />

ents can work towards certificati<strong>on</strong> in a trade of their choice.<br />

PROJECT DESCRIPTION<br />

This project is intended to work with 24 Aboriginal clients from the community of Fort Providence who<br />

arc seeking to improve their Literacy Skills, gain skills training <strong>and</strong> work experience <strong>and</strong> who wish to<br />

begin or maintain a career in the c<strong>on</strong>structi<strong>on</strong> industry. This is a 16 m<strong>on</strong>th project for 24 clients. The<br />

clients are local, in the age range of 17 to 40.<br />

PROJECT PARTNERS<br />

• Aurora College Learning Centre will provide a Red Seal Carpenter who will work as project man<br />

ager, classroom <strong>and</strong> site instructor.<br />

SUCCESS STORIES<br />

Overall Excellent Performance, the project completed for year-end with 24 clients with 3 clients who<br />

were offered <strong>and</strong> accepted employment. AM the students completed their resume <strong>and</strong> cover letters for<br />

work placement this summer. The major organizati<strong>on</strong>al achievement through this project was taking our<br />

youth off the streets. The youth resp<strong>on</strong>se was overwhelming for this project as they were eager to get<br />

back in the educati<strong>on</strong> system. We will c<strong>on</strong>tinue to work with our youth <strong>and</strong> offer str<strong>on</strong>g encouragement<br />

from Leaders <strong>and</strong> Counselors <strong>on</strong> how important their educati<strong>on</strong> is <strong>and</strong> that they are our Future Leaders!<br />

Dehcho First Nati<strong>on</strong>s received Language funding from Educati<strong>on</strong>, Cultural <strong>and</strong> Employment, GNWT.<br />

Dehcho First Nati<strong>on</strong>s administrati<strong>on</strong> held the c<strong>on</strong>tributi<strong>on</strong> agreement <strong>and</strong> distributed funds to the ten<br />

member organizati<strong>on</strong>s. The community allocati<strong>on</strong>s are determined by formula (populati<strong>on</strong> percentage)<br />

per community of the 1996 census.<br />

The purpose for this funding was to assist in the preservati<strong>on</strong> <strong>and</strong> revitalizati<strong>on</strong> of the South Slavey lan<br />

guage in the Dehcho regi<strong>on</strong> through various programs <strong>and</strong> activities.<br />

To summarize a couple of the activities d<strong>on</strong>e by the member communities:<br />

Katlodeeche First Nati<strong>on</strong> has been delivering the Language Program in the Child Care Centre, Aborigi<br />

nal Head Start program. Chief Sunrise Educati<strong>on</strong> Centre, Katlodeeche Recreati<strong>on</strong> program <strong>and</strong> Adult<br />

Educati<strong>on</strong> program, providing cultural programming with the assistance of Elders. They are also pro<br />

moting family involvement in traditi<strong>on</strong>al gatherings <strong>and</strong> workshops, <strong>and</strong> putting announcements <strong>on</strong> the<br />

local b<strong>and</strong> radio promoting the importance of the language.<br />

Liidlii Kue First Nati<strong>on</strong> has been delivering South Slavey Immersi<strong>on</strong> classes at the Kid's Corner Day<br />

Care, hosted an Elder meeting <strong>and</strong> setting up of the Dene Zhatie Radio.<br />

Deh Gah Got'ie Dene Council has been interviewing Elders <strong>and</strong> knowledgeable people about the Dene<br />

laws, history <strong>and</strong> traditi<strong>on</strong>al stories . The recordings arc then transcribed <strong>and</strong> preserve to protect our<br />

Dene Language <strong>and</strong> Culture. They are also promoting the Zhati Kue Topical Dicti<strong>on</strong>ary in the commu<br />

nity <strong>and</strong> developing resource material for the youth <strong>and</strong> community members.<br />

Sambaa K'e Dene B<strong>and</strong> has been working <strong>on</strong> final completi<strong>on</strong> of printing the community book called<br />

"Sambaa K'e Then <strong>and</strong> Now. Sec<strong>on</strong>d Editi<strong>on</strong>'".<br />

Youth/Elder Gathering Report<br />

Project name: Guiding our Path, One Way.<br />

Introducti<strong>on</strong><br />

The Government of the Northwest Territories, as represented by the Department of Educati<strong>on</strong>, Culture<br />

<strong>and</strong> Employment provided Funding to the Deheho First Nati<strong>on</strong>s to host the annual Nahecho (Elder)<br />

Youth Gathering, June 18-21, 2010 at Katlodeeche First Nati<strong>on</strong> (Hay River Reserve, NT). This funding<br />

provided the opportunity for 19 youth <strong>and</strong> 11 elders from ten Deheho communities to share <strong>and</strong> learn<br />

traditi<strong>on</strong>al skills <strong>and</strong> knowledge.<br />

The participants met other youth from the Deheho communities <strong>and</strong> the elders got reacquainled with old<br />

friends. The gathering brought memories of the elders growing up <strong>on</strong> the l<strong>and</strong> helping their families<br />

with daily activities <strong>and</strong> chores. The youth heard from the elders about they grew up <strong>on</strong> the l<strong>and</strong>. The<br />

importance of being able to speak our language <strong>and</strong> practices our culture is for the youth to learn so they<br />

can pass <strong>on</strong> this knowledge when there are elders. The gathering increased the knowledge of both the<br />

youth <strong>and</strong> elders.<br />

Evaluati<strong>on</strong><br />

A questi<strong>on</strong>naire was distributed to the Youth <strong>and</strong> Elder participants, staff <strong>and</strong> facilitators. The questi<strong>on</strong>s<br />

that were asked were.<br />

2. What you didn't like?<br />

3. What would you like to see d<strong>on</strong>e differently?<br />

4. What message should the leadership know?<br />

All of the participants enjoyed going to the Alex<strong>and</strong>er Falls for the nature walk. For some, it was their<br />

first time seeing other traditi<strong>on</strong>al areas of the Deheho territory. Most agreed that going out <strong>on</strong> the l<strong>and</strong><br />

to teach the youth is important to maintaining our culture, language <strong>and</strong> traditi<strong>on</strong>s. Hosling this event in<br />

different places of the Deheho is beneficial to all participants to see the beautiful regi<strong>on</strong> we live in. The<br />

facilitators were eager to teach the youth <strong>and</strong> enjoyed watching them learn.<br />

The elders enjoyed preparing fish for drying <strong>and</strong> cooking with the youth at S<strong>and</strong>y Creek. This was the<br />

most memorable part of the gathering where the youth <strong>and</strong> elders interacted <strong>and</strong> rec<strong>on</strong>nected. There<br />

wasn't much the participants didn't like except the bugs <strong>and</strong> would participate in future gathering.<br />

Some of the youth could have paid more attenti<strong>on</strong> <strong>and</strong> offered more feedback.<br />

What could have been d<strong>on</strong>e differently is to choose an area to set camp where every<strong>on</strong>e is working to<br />

gether teaching <strong>and</strong> learning the language <strong>and</strong> culture of our Dene people.<br />

A translator was needed when the elders spoke in Slavey. The youth didirl comment much about their<br />

experience at the end of the day. The most c<strong>on</strong>cern was the youth not being able to communicate in<br />

South Slavey. The message that the leadership should know is that more of these gathering are needed<br />

with financial support in maintaining our traditi<strong>on</strong>al values, skill s<strong>and</strong> knowledge. It is important that<br />

the youth be given every opportunity to learn from the elders to pass <strong>on</strong> skills, knowledge <strong>and</strong> traditi<strong>on</strong>s.<br />

Project Highlights<br />

The project highlights was the trip to the Alex<strong>and</strong>er Falls located <strong>on</strong> the Mackenzie Highway 1 towards<br />

the Alberta border. Up<strong>on</strong> arrival to the falls, a fire feeding cerem<strong>on</strong>y was presented by Chief Roy Fa<br />

bian. The importance of the cerem<strong>on</strong>y was explained <strong>and</strong> each participant offered tobacco to give<br />

thanks for what the creator has provided for them. The registrati<strong>on</strong> packages included a small pouch of<br />

tobacco for this purpose.<br />

A nature walk facilitated by Doug Lamalice. The participants walked from Alex<strong>and</strong>ra fall to Louise<br />

Falls. During this walk there were story boards that explained the story of the falls <strong>and</strong> how our ances<br />

tors travelled through the area to reach traditi<strong>on</strong>al hunting grounds. The story boards explained tradi<br />

ti<strong>on</strong>al values, roles <strong>and</strong> resp<strong>on</strong>sibilities of how the Dene People thrived <strong>on</strong> the l<strong>and</strong> using their traditi<strong>on</strong>al<br />

skills <strong>and</strong> knowledge. The essence of knowing our culture <strong>and</strong> language was the importance of the na<br />

ture walk. Some elders decided not to walk due to physical endurance, the hot weather <strong>and</strong> bugs. The<br />

youth asked many questi<strong>on</strong>s <strong>and</strong> for some it was their first time at the falls.<br />

Another highlight involved going to S<strong>and</strong>y Creek, a traditi<strong>on</strong>al area for the Katlodeeche Dene. While at<br />

S<strong>and</strong>y Creek, a water feeding cerem<strong>on</strong>y was also presented by Chief Fabian. Each participant got a<br />

branch with leaves <strong>and</strong> tied a small amount of tobacco wrapped in paper towel <strong>and</strong> set it in the water.<br />

The cerem<strong>on</strong>y is performed for safe travels for the delegates <strong>and</strong> visitors.<br />

The Department of Fisheries <strong>and</strong> Oceans did a scientific fish presentati<strong>on</strong>. Mike <strong>and</strong> George Low pro<br />

vided fish for the presentati<strong>on</strong>. Mike explained the different characteristics <strong>and</strong> difference offish in the<br />

Great Slave Lake. Due to the wind c<strong>on</strong>diti<strong>on</strong>s, a fish net wasn't set, but fish was available for preparing<br />

dry fish <strong>and</strong> cooking <strong>on</strong> the fire.<br />

Other activity highlights include preparing dry meat facilitated by Margret Rose Elleze. Sam Elleze <strong>and</strong><br />

Philip Fabian guided the boys to gather sticks for bows <strong>and</strong> arrows. They also instructed how to set a<br />

traditi<strong>on</strong>al snare. The girls started a sewing project with Elaine Lamalice for Fathers day. The boys<br />

choose to make a tobacco pouch cover with canvas. There were several examples of sewing projects to<br />

choose from.<br />

There was several draws for various prizes that were d<strong>on</strong>ated by various businesses of the Deh Cho <strong>and</strong><br />

the NWT.<br />

What Worked?<br />

The gathering's activities went really well. The youth had a lot of respect for the elders by listening to<br />

their stories, advice <strong>and</strong> knowledge. When the youth paid attenti<strong>on</strong>, they really enjoyed the activities <strong>and</strong><br />

got to know each other.<br />

The instructi<strong>on</strong> of the traditi<strong>on</strong>al activities was not difficult <strong>and</strong> was sec<strong>on</strong>d nature to the facilitators.<br />

The youth observed the elders, <strong>and</strong> had the opportunity to try the different activities. The closing com<br />

ments around the fire allowed for some of the elders to share their knowledge <strong>and</strong> wisdom.<br />

What Didn't Work<br />

The elders have some physical restraints <strong>and</strong> the youth have a lot of energy. It was difficult to mix the<br />

two without the youth getting restless by staying still or have the elders keep up with the youth. The<br />

youth are fast learners <strong>and</strong> are easily bored.<br />

Some youth needed directi<strong>on</strong> <strong>and</strong> encouragement to get more involved. The age differences am<strong>on</strong>g the<br />

youth made it difficult for all the youth to relate to <strong>on</strong>e another. The participants should have been pre<br />

pared to camp. A packing list of things to help them be more prepared should have been provided to<br />

bring a fillet knife for dry fish making <strong>and</strong> a scissor for the sewing projects.<br />

The youth lost interest after closing comments <strong>and</strong> wanted to do other things after supper. This was al<br />

lowed for free time <strong>and</strong> for the elders to relax at their camp. Not everybody arrived <strong>on</strong> time to register.<br />

So we had some not registered the next day having to deal with this <strong>and</strong> trying to stay <strong>on</strong> task was diffi<br />

cult. It was kind of scattered because of the locati<strong>on</strong> of our activities <strong>and</strong> having to wait for all partici<br />

pants before beginning.<br />

How would you make better next time?<br />

We should have got the youth <strong>and</strong> elders more involved helping each other with tasks. We could have<br />

had the elders guiding the youth without much physical activity. The youth could have did more of the<br />

camp set up, to learn how to set up a T-P, getting wood <strong>and</strong> knowing what kind to get. setting up tents<br />

for the traditi<strong>on</strong>al activities, etc, instead of having our meals cooked, which wasn't all that great either.<br />

Hot dogs <strong>and</strong> hamburgers were served for lunch <strong>on</strong> both days due to the travel to Alex<strong>and</strong>er falls <strong>and</strong><br />

S<strong>and</strong>y Creek.<br />

We could have made camp in an area with no distracti<strong>on</strong>s. There would have been a lot more to do then<br />

follow an agenda. A lot of time was also spent driving to the different locati<strong>on</strong>s, but was enjoyed by all<br />

up<strong>on</strong> arrival.<br />

With more financial support a translator <strong>and</strong> sound equipment is needed for more effective communica<br />

ti<strong>on</strong> between the youth <strong>and</strong> elders. This would help the youth to listen to our elders.<br />

Other expenses include supplies for a basic survival kit for all participants. Each received in a bag do<br />

nated by Educati<strong>on</strong>, Culture <strong>and</strong> Employment, items like fishing line <strong>and</strong> hook, matches, c<strong>and</strong>le, tea.<br />

sugar, granola bar water, etc. Other d<strong>on</strong>ated items were included.<br />

Final Report<br />

The Elders <strong>and</strong> youth would like to see future gatherings in different locati<strong>on</strong>s out <strong>on</strong> the l<strong>and</strong>. The suc<br />

cess of this event was made possible from private <strong>and</strong> public d<strong>on</strong>ati<strong>on</strong>s. Any successful program cannot<br />

run <strong>on</strong> d<strong>on</strong>ati<strong>on</strong>s <strong>and</strong> charity. The youth need to be more involved in the planning of this event <strong>and</strong> what<br />

to do next. Teaching them the skills to be able to go out <strong>on</strong> the l<strong>and</strong> <strong>on</strong> their own <strong>and</strong> maintain their<br />

newly developed traditi<strong>on</strong>al skills was the objective of the gathering. Without support from private <strong>and</strong><br />

public sp<strong>on</strong>sors, these gatherings would not be possible. The Dehcho First Nati<strong>on</strong>s would like to thank<br />

AUDITOR'S REPORT<br />

I have examined the Balance Sheet of the DEHCHO FIRST NATIONS as at March 31, 2010,<br />

the Statements of Revenue <strong>and</strong> Expenditure, <strong>and</strong> Surplus for the year then ended. <strong>These</strong><br />

financial statements have been prepared <strong>on</strong> a n<strong>on</strong>-c<strong>on</strong>solidated basis for government funding<br />

reporting purposes, with the unanimous c<strong>on</strong>sent of Council, in accordance with Canadian<br />

generally accepted accounting principles using differential reporting opti<strong>on</strong>s available to n<strong>on</strong>publlicly<br />

accountable enterprises, as described In Note 2 to the financial statements. <strong>These</strong><br />

financial statements are the resp<strong>on</strong>sibility of the First Nati<strong>on</strong>s' management. My resp<strong>on</strong>sibility is<br />

to express an opini<strong>on</strong> <strong>on</strong> these financial statements based <strong>on</strong> my audit.<br />

Except as explained in the following paragraphs, I c<strong>on</strong>ducted my audit In accordance with<br />

generally accepted auditing st<strong>and</strong>ards In Canada. Those st<strong>and</strong>ards require that I plan <strong>and</strong><br />

perform an audit to obtain reas<strong>on</strong>able assurance whether the financial statements are free of<br />

material misstatement. An audit Includes examining, <strong>on</strong> a test basis, evidence supporting the<br />

amounts <strong>and</strong> disclosures In the financial statements. An audit also includes assessing the<br />

accounting principles used <strong>and</strong> significant estimates made by management, as well as<br />

evaluating the overall financial statement presentati<strong>on</strong>.<br />

The First Nati<strong>on</strong> has investments in entities beneficially owned for the Members of the First<br />

Nati<strong>on</strong> as set out In Notes 2 <strong>and</strong> 4, carried at the lower of cost <strong>and</strong> net realizable value.<br />

Financial statements for the entities are available to the First Nati<strong>on</strong>, <strong>and</strong> are m<strong>on</strong>itored<br />

separately, hence these financial statements are not prepared <strong>on</strong> a c<strong>on</strong>solidated or equity<br />

basis. '<br />

As indicated in Note 4 to the financial statements, the Settlement Agreement Trust Fund of the<br />

Dehcho First Nati<strong>on</strong>s is administered by Trustees, <strong>and</strong> is audited by another accountant<br />

periodically. Our audit scope was limited as we were Instructed not lo audit the Trust.<br />

Accordingly, we were not able to determine whether any adjustments might be necessary to<br />

revenues, expenditures, assets, liabilities, excess of revenue (expenditures) <strong>and</strong> surplus or<br />

reserves.<br />

In my opini<strong>on</strong>, except for the effects of adjustments, if any, which might have been determined<br />

to be necessary had I been able to audit the Trust as described in the preceding paragraph<br />

these financial statements present fairly, in all material respects, the financial positi<strong>on</strong> of the<br />

First Nati<strong>on</strong> as at March 31. 2010, <strong>and</strong> the results of Its operati<strong>on</strong>s for the year then ended in<br />

accordance with generally accepted accounting principles In Canada.<br />

c) Measurement Uncertainty<br />

The preparati<strong>on</strong> of financial statements in accordance with stated accountinq<br />

policies requires (he First Nati<strong>on</strong>s to make estimates <strong>and</strong> assumpti<strong>on</strong>s that affect<br />

the amount of assets, liabilities, revenues <strong>and</strong> expenditures reported in the<br />

financial statements. By their nature, these estimates are subject to<br />

measurement uncertainty. The effect <strong>on</strong> the financial statements of changes to<br />

such estimates <strong>and</strong> assumpti<strong>on</strong>s In future periods could be significant althouqh<br />

at the time of preparati<strong>on</strong> of these statements, the First Nati<strong>on</strong>s believes the<br />

estimates <strong>and</strong> assumpti<strong>on</strong>s to be reas<strong>on</strong>able. Some of the more significant<br />

management estimates based <strong>on</strong> past experience relate to allowance for<br />

doubtful accounts, the accounting for capital assets, investments <strong>and</strong> deferred<br />

revenue valuati<strong>on</strong>.<br />

d) Inventory<br />

Inventory of materials <strong>and</strong> general supplies is c<strong>on</strong>sidered a cost of operati<strong>on</strong>s<br />

<strong>and</strong> is not recorded <strong>on</strong> the balance sheet.<br />

e) Capital Assets<br />

Capital Assets are recorded as expenditures in the year of acquisiti<strong>on</strong> <strong>and</strong> shown<br />

<strong>on</strong> the balance sheet at a nominal amount. Insured values at March 31 2010<br />

f) Funding Agency C<strong>on</strong>tract Surplus (Deficit)<br />

According to c<strong>on</strong>tracts or c<strong>on</strong>tributi<strong>on</strong> agreements with funding agencies<br />

primarily DIAND <strong>and</strong> Human Resources Development Canada, any c<strong>on</strong>tract<br />

surplus is to be recovered by the funding agency <strong>and</strong> any c<strong>on</strong>tract deficit is to be<br />

retained by the Dehcho First Nati<strong>on</strong>s. Financial statements of the First Nati<strong>on</strong>s<br />

have not been reviewed by the funding agencies when these statements were<br />

prepared Accordingly, any adjustments as a result of the review will be<br />

accounted for in the new year.<br />

g) Delivery Agency C<strong>on</strong>tract Surplus (Deficit)<br />

According to c<strong>on</strong>tracts or c<strong>on</strong>tributi<strong>on</strong> agreements with program deliverv<br />

I have audited the financial statements of the DEHCHO FIRST NATIONS as at March 31<br />

2010, <strong>and</strong> for the year then ended, <strong>and</strong> reported <strong>on</strong> May 30, 2010.<br />

A Schedule of Exe<strong>cut</strong>ive costs, other remunerati<strong>on</strong> <strong>and</strong> travel <strong>and</strong> a Schedule of Federal<br />

Government Funding is required to be presented to Indian <strong>and</strong> Northern Affairs Canada<br />

pursuant to the funding agreement between Indian <strong>and</strong> Northern Affairs Canada <strong>and</strong> the<br />

DEHCHO FIRST NATIONS. The schedules have been compiled by the management of<br />

the DEHCHO FIRST NATIONS from their records. For the purposes of underst<strong>and</strong>ing<br />

our involvement with these schedules, please note that:<br />

• I have audited <strong>and</strong> separately reported <strong>on</strong> the financial statements;<br />

• my audit was c<strong>on</strong>ducted for the purpose of forming an opini<strong>on</strong> <strong>on</strong> the financial<br />

statements taken as a whole;<br />

• the attached schedules are presented for the purpose of forming an opini<strong>on</strong> for<br />

the Department of Indian Affairs <strong>and</strong> does not form part of the financial<br />

statements; <strong>and</strong><br />

• the schedules have been subjected to the auditing procedures applied to the audit<br />

of the financial statements taken as a whole.<br />

During the course of the aforementi<strong>on</strong>ed audit, we encountered no discrepancies <strong>on</strong><br />

these schedules. However, no procedures have been carried out <strong>on</strong> these schedules in<br />
