EDITORS NOTE:<br />

Welcome to the 74th year of the People’s <strong>Dispensary</strong><br />

<strong>for</strong> <strong>Sick</strong> <strong>Animals</strong> being in operation and making a<br />

difference, not only in the lives of our less <strong>for</strong>tunate<br />

animals, but that of their owners.<br />

This is my first address to all of you as the Marketing<br />

and Fundraising Manager of the PDSA. I will continue<br />

to regularly update you with the most recent as well as upcoming events and in<strong>for</strong>mation.<br />

Our focus this year has been on making everyone more aware of the PDSA and our<br />

specialist care, concentrating on the health and wellbeing of all animals. We are<br />

passionate about emphasizing the hospital care that the PDSA has to offer.<br />

In order to achieve this, we have embarked on a huge Awareness Campaign with<br />

many Fundraisers planned, please visit our website regularly <strong>for</strong> upcoming events<br />

www.pdsa.org Special emphasis being placed on two of our events: - “Christmas in<br />

July Dinner Dance” being held at the Chinese Community Centre, in Observatory<br />

on 30th July <strong>2011</strong> as well as our “Golf Day” taking place on 9th December <strong>2011</strong> at<br />

the Rondebosch Golf Club.<br />

We have succeeded in securing the services of an international entity, ensuring the<br />

success of our awareness campaign, through advertising in their international in<br />

flight magazine. Many local radio stations and magazines have donated air time and<br />

advertising space to the PDSA, in<strong>for</strong>ming the public of our positioning and the services<br />

we offer. We wish to also draw your attention to the marvelous work of our Soweto<br />

branch concentrating on our star staff per<strong>for</strong>mer this year, Enos Mafokate (see page 12).<br />

Now I wish to appeal to all the public who have still not come on board with the PDSA<br />

to support the work that we are doing in our communities. Please complete the inserted<br />

membership <strong>for</strong>m and know that you are making a difference in the life of even one<br />

animal with your donation.<br />

Our AGM will be taking place on 14th September <strong>2011</strong> at Tai Ping Restaurant, Dean<br />

Street, Newlands. All our members are invited to come and join us as we celebrate<br />

CHAIRPERSON’S REPORT 2010- <strong>2011</strong><br />

No one can deny that the past few years have been challenging <strong>for</strong> many, many people. <strong>The</strong><br />

pressure on an organization such as PDSA that provides assistance to people in their hour of<br />

need has been enormous. However, I am confident that once you have perused our <strong>Annual</strong><br />

<strong>Report</strong>, you will find that we have fulfilled our objective of providing medical care <strong>for</strong> needy<br />

animals. Furthermore, we have not shirked taking on the additional workload due to the economic<br />

conditions, which stretches to include sterilization campaigns in rural areas.<br />

We cannot do this magnitude of work without our dedicated staff and the compassion of our loyal<br />

and generous donors.<br />

Our <strong>Annual</strong> report reflects the confidence we feel entering our 75th year of serving needy<br />

communities and their animals and the hope that economic conditions will improve sufficiently to<br />

enable us to extend the facilities provided at our Mitchell’s Plain hospital.<br />

Once again I am privileged to extend my heartfelt thanks to our staff and donors <strong>for</strong> all the ongoing<br />

support and the Council of Management <strong>for</strong> their time and contributions throughout the year.<br />

I would also like to thank our Chief Administrator, Mr Vernon Rustin whose dedication and hard<br />

work has not only uplifted PDSA, but also many facets of improving Animal Welfare throughout<br />

our country.<br />

CHIEF ADMINISTRATOR’S REPORT<br />

Vernon Rustin, Chief Administrator of PDSA Cape Town, Soweto and George once<br />

again shares with us on how positively these three hospitals have per<strong>for</strong>med in our<br />

74th year of serving our communities. We continue to offer a quality welfare service to<br />

animals in our poorer communities.<br />

2010 proved to be more of a challenge as it drew to its close. Our case loads steadily increased<br />

with the amount of new clients requiring our services. This increase being due to the economic<br />

pressure, not abating as predicted.<br />

I wish to take this opportunity of thanking all our dedicated staff nationally <strong>for</strong> their passion, hard<br />

work and their strength in being able to handle some of the heart wrenching cases that we receive.<br />

No one that qualifies <strong>for</strong> our services, is ever turned away from the PDSA because our focus is<br />

always, the care and wellbeing of the animal. We especially wish to thank our teams in George<br />

and Soweto as well as our Administrative staff in Cape Town. I am grateful <strong>for</strong> your support, in<br />

this challenging environment. I also wish to thank all our donors and sponsors who so generously<br />

support our vision.<br />

On a more positive note, more clients have become aware of the People’s <strong>Dispensary</strong> <strong>for</strong> <strong>Sick</strong><br />

<strong>Animals</strong> and the quality service that we are able to offer to the animals of our poorer communities.<br />

Once again our hospitals have per<strong>for</strong>med outstandingly, as the number of cases continually<br />

increase. We treated in excess of 235 000 animals in the past year, this includes the per<strong>for</strong>mance<br />

of all 3 hospitals.<br />

<strong>2011</strong> Has proven to be the year to focus more on Awareness of the PDSA. <strong>The</strong> public are not<br />

sufficiently aware of the services we have to offer and where we are situated. This awareness<br />

campaign, will address this issue, in<strong>for</strong>ming those that qualify and giving them the opportunity to<br />

visit one of our facilities to receive care <strong>for</strong> their animals.<br />

We have increased the number of fundraising events ensuring the constant improvement of our<br />

hospitals and services. We have also stepped up on our advertising campaigns by being more<br />

visible in the media. In this way we are concentrating on increasing our membership base.<br />

We are pleased to advise that our relationship with U2Africa has strengthened and grown<br />

phenomenally in the last few months as they assist in marketing our organization worldwide. <strong>The</strong><br />

number of international volunteers has increased<br />

substantially over the past year and is still growing.<br />

We look <strong>for</strong>ward to the positive results of this<br />

relationship with more overseas donors coming on<br />

board.<br />

Our local volunteers have been participating at<br />

the PDSA more regularly and we encourage these<br />

young students, to seriously consider veterinary<br />

service as their vocation.<br />

This year we have continued to receive donations, as people generously give towards the cause, in<br />

spite of the economic pressure being inflicted on all. Every year our wishlist goes out, detailing and<br />

calling <strong>for</strong> the needs of the hospital. In this way we ensure the maintenance of our facilities as well as<br />

the constant improvement on our services. <strong>The</strong> donations this year have been gratefully received. A big<br />

thank you, is personally extended to all who have met the need.<br />

Our mobile units continue to impact the communities where people are not able to access our<br />

hospitals due to the lack of transport. Un<strong>for</strong>tunately incidents of crime still limit us in our ef<strong>for</strong>ts to<br />

impact these poorer areas - these animals would not receive treatment, if we did not persevere in spite<br />

of the constraints.<br />

This year we have once again teamed up with the group “Proudly Manenberg”. PDSA now have<br />

a mobile servicing two points within Manenberg, one at the Police Station and at the Waterfront in<br />

Manenberg, servicing the needs of the community.<br />

Thank you to Melanie Daniels (Marketing and Fundraising Manager) and her team. <strong>The</strong> Marketing<br />

department has successfully, increased the number of fundraising functions this year. Each event<br />

includes planning to the smallest requirement, which involves much ef<strong>for</strong>t and detail. This they have<br />

achieved with each event, succeeding in a profitable and professional result. Well done!<br />

I wish to sincerely thank Dr Alan Emerton and his team <strong>for</strong> their dedication and hard work in the<br />

treatment of all the needy animals from our community at our Bridgetown (Cape Town) hospital, a<br />

tremendous achievement. Well done Dr Emerton!<br />

Thank you to our team in George, who continue to run the hospital so efficiently. Due to excellent<br />

Management being exercised by Moira Gibbs (George Administrator) and control measures being<br />

applied. This year we have also seen the increase in awareness of the PDSA being well presented, in<br />

George.<br />

Thank you to Dr Shirley Smith <strong>for</strong> your constant support and dedicated work given to our hospital,<br />

we appreciate you. Well done!<br />

To Marilyn Eaton (Soweto Administrator) and the team in Soweto, a special thanks is extended<br />

based on your perseverance to continue, improving the efficiency and service levels. In spite of the<br />

challenges, you have succeeded and we appreciate your leadership.<br />

Dr Achille Katumbay, we appreciate your dedication to the animals and the passion with which you<br />

treat them, at our Soweto Hospital. Thank you <strong>for</strong> your hard work. Well done!<br />

CAPE TOWN – NEW DELIVERY VEHICLE: <strong>The</strong> Nussbaum Foundation have been part of the PDSA<br />

<strong>for</strong> many years. Our old delivery vehicle which has covered many miles, was ready to be retired,<br />

the Foundation stepped in and supplied the need by donating a delivery vehicle (Toyota Hilux) <strong>for</strong><br />

our daily use. We are so grateful and we thank the Foundation, most sincerely, <strong>for</strong> appreciating the<br />

work that we do.<br />

BRIDGETOWN HOSPITAL<br />

In order to continue being able to assist all the needy in our communities, we depend on our<br />

donors, sponsors and fundraising events – please support the PDSA by responding to one of these<br />

opportunities.<br />

<strong>The</strong> head office and hospital in Bridgetown continue in our ef<strong>for</strong>ts to assist all in need. Our<br />

hospital has witnessed many successful and sad events this past year, with an increase in cases<br />

due to clients not being able to af<strong>for</strong>d the services of a private vet. We have also had more referrals<br />

from private vets, due to the nature of the requirement of the animal, as well as the financial<br />

circumstances surrounding the owner. Together with tireless ef<strong>for</strong>ts of our limited staff, we have<br />

been able to witness many happy faces leaving the PDSA.<br />

We are sad to report that our joint spay campaign, together with the Gauteng Department of<br />

Agriculture has now ended. This campaign covered a vast area stretching from Diepsloot in the<br />

North, Sebokeng in the South, Ratanda in the East and Magaliesberg in the West.<br />

A total number of 4300 sterilizations was achieved on this campaign. Our thanks to the Gauteng<br />

Department of Agriculture <strong>for</strong> initiating this campaign.<br />

This project has had a positive impact on the lives of many animals<br />

and that, of the communities in the various areas. With this ef<strong>for</strong>t we<br />

have ensured the elimination of many unwanted animals, as well as<br />

diseases. <strong>The</strong> number of unwanted, abused and neglected animals<br />

have thus been reduced through this campaign. We look <strong>for</strong>ward to<br />

resuming the campaign nationally, once funds are available.<br />

MITCHELLS PLAIN HOSPITAL<br />

<strong>The</strong> Mitchells Plain hospital has maintained its client base and<br />

continues to service all surrounding areas successfully.<br />

<strong>The</strong> challenge with regard to equipping our theatres at the Mitchells<br />

Plain hospital remains. We continue in our ef<strong>for</strong>ts to raise funds <strong>for</strong><br />

the upgrading of the hospital, having it function as a fully fledged<br />

hospital. Most theatre and surgical equipment is still required in order<br />

to complete the process.<br />

<strong>The</strong> economic pressure being experienced worldwide, does not encourage a growth in donations<br />

or membership at this time either. We will continue as a clinic until then.<br />

PDSA GEORGE NEWS<br />

We are blessed in George, to have survived yet another, tough and challenging year. <strong>The</strong> past<br />

year has seen more pet and animal owners relying on us, <strong>for</strong> welfare veterinary services. Our<br />

challenge has included one of our key AWA’s, being incapacitated <strong>for</strong> a while, as a result of<br />

very necessary back surgery.<br />

<strong>The</strong> city of George celebrated its 200th birthday this year (<strong>2011</strong>). As part of the celebrations,<br />

we participated in the street carnival and mass parade, at the George Municipality, organized<br />

<strong>for</strong> York Street, one Saturday morning.<br />

We wish to thank Dr Demsey De Lange <strong>for</strong> standing in <strong>for</strong> Dr Smith who is away at this time.<br />

<strong>The</strong> “Happy Feet” Day Care Centre in George is currently embarking on a fundraising project<br />

<strong>for</strong> us and we thank them sincerely <strong>for</strong> their ef<strong>for</strong>t.<br />

During the past year we have once again had numerous Grade 12 learners from York High<br />

School and Glenwood House, doing their community service at our hospital. As a result of<br />

their experience with us, they have started the “Yap Yap” Club at school, to raise awareness<br />

and funds.<br />

PDSA’s, Viona Olieslager, has recovered well from her operation – welcome back Viona!<br />

I would like to take this opportunity of thanking all the staff of the George PDSA, who<br />

assisted as a team and went the extra mile, during Viona’s<br />

absence. PDSA George extends special thanks to all our<br />

loyal, committed donors and sponsors <strong>for</strong> their Business<br />

Chamber’s Golf Day.<br />

We required four new tyres <strong>for</strong> our TATA bakkie. <strong>The</strong><br />

George Business Chamber were only able to donate two<br />

tyres to us, with the other two being donated by Tiger<br />

Wheel and Tyre. A great big thank you is extended to both<br />

these generous organisations<br />

PDSA SOWETO NEWS<br />

We are extremely proud of our staff at PDSA Soweto. Some have been given opportunities, to<br />

improve on their career choice and they have not hesitated to go <strong>for</strong> gold!<br />

Congratulations go out to Erence Mabela who received a Best Student award <strong>for</strong>:<br />

Saddlery, Groom and Best Overall Student in the training course held by the World Horse Society<br />

in Soweto, during the first part of this year. He was asked to be a trainee, <strong>for</strong> the students in the<br />

next course, to be held later this year.<br />

Well done Erence!<br />

PDSA Soweto staff visited Rivonia Primary School, on the 22nd February. A talk was delivered<br />

to the children on pet care, health and wellbeing of all animals. We also received food and toys.<br />

Currently they are collecting money to hand over to us.<br />

We also visited Sathyasia primary school in Lenasia delivering the same message. This school<br />

collected food & blankets and gave this to PDSA Soweto as a donation.<br />

NLDTF CONSULTATIVE<br />

INDABA <strong>2011</strong><br />

GALLAGHER ESTATE,<br />

JOHANNESBURG<br />

<strong>The</strong> National Lotteries Board held a<br />

very well organised and professional<br />

conference at the Gallagher Estate in<br />

Midrand Johannesburg on 20th and<br />

21st of June <strong>2011</strong>.<br />

<strong>The</strong> PDSA were privileged to be<br />

invited as honored guests of the<br />

NLDTF.<br />

<strong>The</strong> aim and goal of the conference<br />

was to invite every stakeholder to participate fully in the trans<strong>for</strong>mation of this institution into a 21st<br />

century world class funding organisation.<br />

Three particular areas, namely:<br />

• Managing Society’s Expectations<br />

• Where should the millions go<br />

• Managing risk, governance and sustainability<br />

were covered, with in<strong>for</strong>mation, discussion, suggestions and finally with a resolution in place, in order to<br />

move the process of application and disbursement of funds more efficiently and effectively.<br />

<strong>The</strong> input of PDSA during the workshop regarding animal welfare, was acknowledged as a priority<br />

beneficiary <strong>for</strong> funding in the resolution addressed by the Chair Person of the NLDTF, Professor<br />

Alfred Nevhutanda.<br />

Congratulations are also extended to the NLDTF <strong>for</strong> reaching communities at grass roots levels,<br />

prioritizing their needs.<br />

During the two days of discussion we learnt about the process in depth, covering all areas of the<br />

application. PDSA is now even better positioned, to apply <strong>for</strong> funding from the NLDTF because of<br />

acquired knowledge which includes areas of need not covered be<strong>for</strong>e.<br />

I wish to take this opportunity to congratulate all the role players <strong>for</strong> an outstanding, professional and<br />

well conducted conference. Special thanks are extended to Professor Nevhutands (Chairperson <strong>for</strong><br />

the NLDTF), Professor Vevek Ram (CEO NLDTF), Professor Govin Reddy (Board Member NLDTF) and<br />

Jacobus Prinsloo <strong>for</strong> his guidance and interest in the work that we do at PDSA.<br />

On this note we once again wish to extend heartfelt thanks to the National Lottery <strong>for</strong> their<br />

continued support of the PDSA. We have been the recipients of a new Toyota Hilux vehicle <strong>for</strong><br />

our Johannesburg Horse Unit replacing the old Landrover. This has allowed us to operate more<br />

effectively and efficiently in this area.<br />

Our very latest achievement has been funds awarded, <strong>for</strong> the purchase of a mobile unit <strong>for</strong> Soweto.<br />

EDUCATION, TRAINING AND ABUSE<br />

Together with the Cape Rottweiler Club, we continue to impact on dog training in the various areas.<br />

We have witnessed an increase in the number of dogs being seen with visible dog fighting scars<br />

and injuries.<br />

With training and education, we firmly believe that the owners of these animals will realize the<br />

cruelty attached to these practices. We remain passionate in our attempts to eliminate abuse and<br />

cruelty to those who do not have a voice.<br />

We can only lessen the amount of abuse cases and discourage dog fighting, through education<br />

and dog training programmes. <strong>The</strong> PDSA will continue in our quest to create awareness amongst<br />

the poorer communities, especially <strong>for</strong> this reason.<br />

All domestic animals, especially dogs, are born with an inbred sense of self preservation. PDSA<br />

continues to support the drive in sterilization campaigns taking place nationally. PDSA’s primary<br />

focus is the health and well being of all animals. Through sterilization, the following factors are<br />

reduced substantially: abuse of animals, unwanted litters, stray animals and a host of other<br />

problems that attach itself to unwanted animals.<br />

PDSA’s school educational programme is, there<strong>for</strong>e, geared towards learners from Grade 1 to<br />

Grade 4 – concentrating and emphasizing on the importance of knowledge, health and wellbeing<br />

of animals.<br />

Point Checklist on the<br />

Donations Exempt from Tax<br />

Don’t just donate – ask yourself what to donate and who to<br />

donate to – this could reduce your liability by at least R60 000!<br />

In the past, donations were used to write-off tax. This was not<br />

acceptable to the Receiver, so new tax deductible donation laws<br />

were crafted to limit this practice.<br />

Here is a Quick checklist of the donations from which you are exempt from tax:<br />

• Deathbed donations, that is donation mortis causa (donations made in contemplation of<br />

death). This tax exemption is <strong>for</strong> the donation only and has a related provision <strong>for</strong> estate<br />

duties that will tax this donation.<br />

• Donations where the passing of a benefit is suspended until the death of the donor.<br />

• Donations cancelled within six months of the date of effect.<br />

• Donations by or to charitable, educational or religious institutions or an institution <strong>for</strong> the<br />

advancement of science or art, provided that you obtain a Section 18A tax certificate <strong>for</strong><br />

tax deductible donations<br />

• Voluntary awards related to services which are remunerated, which would be taxable in<br />

OUR STAFF FEATURE FOR <strong>2011</strong><br />

<strong>The</strong> story of ENOS MAFOKATE<br />

Enos joined the PDSA Soweto Hospital, in 2000, in the horse unit,<br />

becoming the horse unit manager.<br />

<strong>The</strong> PDSA has and continues to benefit greatly from his experience<br />

and input in caring <strong>for</strong> the horses within the community. Enos’s<br />

expertise in treating these cart horses has allowed the owners to<br />

continue working and earning a much needed income. Enos and<br />

3 other farriers have concentrated on improving the art of correct<br />

harnessing and shoeing of horses. Many of these animals suffer greatly due to ill treatment and<br />

incorrect harnessing resulting in painful situations. <strong>The</strong>y have concentrated on areas like Soweto,<br />

Orange Farm and <strong>The</strong>mbisa where most of these animals are homed.<br />

Enos, treats cart horses, cows, sheep, goats and ensures the well being of all farm animals.<br />

He acts as the middle man, between the owner and the veterinarian. His duty includes the<br />

administration of medication to these animals, given by the vet on the farm. He has also been<br />

instrumental in contacting the authorities, when an animal has to be put down with severe injuries.<br />

This gentleman has accomplished much in his time at the PDSA and continues to be an inspiration<br />

to all of us, his achievements are listed below:<br />

• the first black show jumper in 1975<br />

• 1980 – first representative <strong>for</strong> Africa in Wembley, United Kingdom – part of the development<br />

team of Olympics<br />

• 1992 – With special permission granted by John Vorster (President of SA), Enos was allowed<br />

to attend the Olympics in Barcelona. As a black man under the apartheid government, he was<br />

not allowed to compete in the Olympics, but he was allowed to be a groom and assistant to the<br />

show jumpers<br />

• All his costs were covered by the SA Olympics<br />

• 2003 – Whilst operating as the Unit Manager <strong>for</strong> the PDSA, he was granted leave to study<br />

coaching in Natal. Enos was now able and qualified to prepare show jumpers <strong>for</strong> the Olympics<br />

and other such events<br />

• At this time, Enos received his Olympic certificate through funding from the SA Federation <strong>for</strong><br />

Equestrians<br />

• 2004 - Represented South Africa as the Captain of the show jumping team, in Swaziland, to<br />

compete and earn the All Nations Cup<br />

• 2006 – Embarked on a journey to Cape Town to study horse shoeing – succeeded very well<br />

• 2008 – Teacher <strong>for</strong> organisation – World Horse Welfare. He continued to empower people around<br />

Soweto and Orange Farm by teaching them how to care <strong>for</strong> their horses, including shoeing and<br />

harnessing<br />

• 2008 – Completed a Small Business Course and continued to train and teach grooming, handling<br />

and putting horses in the horse box – Avis sponsored the grooming lessons<br />

• 2010 - Kentucky, America – Enos acted as assistant to the manager of the SA team of show<br />

jumpers. This trip was sponsored by the Mayor’s office in Gauteng. <strong>The</strong> Mayor’s office continues<br />

to be very supportive towards Enos’s vision of improving the situation <strong>for</strong> all animals in the<br />

community.<br />

Enos continues to strive as one of the family of the PDSA and we are extremely proud of his ef<strong>for</strong>ts<br />

and success. Well done Enos!..<br />

TREASURER’S REPORT:<br />

With the global economy still under strain and the slow recovery in South Africa, the PDSA is, along<br />

with other welfare organisations, finding itself feeling tremendous financial pressures.<br />

For the first time in more than a decade, the organisation had to issue an instruction to its fund<br />

managers to sell off R1m of shares, to ensure that it could meet its daily running costs.<br />

While the stock markets have been fairly resilient, interest rates have declined and this has<br />

resulted in lower investment income from the money market.<br />

<strong>The</strong> Organisation has ended the year with an operating loss of R2,55 m compared to a loss<br />

of R2,25m in 2010. Since 2009 the organisation has had losses amounting to R8,02m, had the<br />

organisation not realised an extra R1m on sale of its investments, the organisation would have had<br />

a loss of R3.55m <strong>for</strong> the year.<br />

Income <strong>for</strong> the year has increased by 10,20% to R12,31m while operating expenses have<br />

increased by 10.7% to R14,9m.Staff costs continues to be the greatest portion of overall costs, but<br />

without dedicated staff the organisation would not be able to provide the service that it currently<br />

provides.<br />

<strong>The</strong> PDSA is now benefiting from the tight budgeting controls and investment policies it<br />

installed during the good years and this will allow it to continue to provide the excellent treatment,<br />

to the pets of the less <strong>for</strong>tunate <strong>for</strong> at least, the <strong>for</strong>eseeable future.<br />

<strong>The</strong> PDSA continues to grow as an organisation and this is because it is providing first class<br />

treatment by caring professionals and is also administered by exceptional staff.<br />
