EDITORS NOTE:
Welcome to the 74th year of the People’s Dispensary
for Sick Animals being in operation and making a
difference, not only in the lives of our less fortunate
animals, but that of their owners.
This is my first address to all of you as the Marketing
and Fundraising Manager of the PDSA. I will continue
to regularly update you with the most recent as well as upcoming events and information.
Our focus this year has been on making everyone more aware of the PDSA and our
specialist care, concentrating on the health and wellbeing of all animals. We are
passionate about emphasizing the hospital care that the PDSA has to offer.
In order to achieve this, we have embarked on a huge Awareness Campaign with
many Fundraisers planned, please visit our website regularly for upcoming events
www.pdsa.org Special emphasis being placed on two of our events: - “Christmas in
July Dinner Dance” being held at the Chinese Community Centre, in Observatory
on 30th July 2011 as well as our “Golf Day” taking place on 9th December 2011 at
the Rondebosch Golf Club.
We have succeeded in securing the services of an international entity, ensuring the
success of our awareness campaign, through advertising in their international in
flight magazine. Many local radio stations and magazines have donated air time and
advertising space to the PDSA, informing the public of our positioning and the services
we offer. We wish to also draw your attention to the marvelous work of our Soweto
branch concentrating on our star staff performer this year, Enos Mafokate (see page 12).
Now I wish to appeal to all the public who have still not come on board with the PDSA
to support the work that we are doing in our communities. Please complete the inserted
membership form and know that you are making a difference in the life of even one
animal with your donation.
Our AGM will be taking place on 14th September 2011 at Tai Ping Restaurant, Dean
Street, Newlands. All our members are invited to come and join us as we celebrate
another year of BETTERING THE LIVES THAT BRIGHTEN OURS!
Thank you for your support, until next time…..
CHAIRPERSON’S REPORT 2010- 2011
2
As George Eliot says: “Animals are such
agreeable friends, they ask no questions,
they pass no criticisms.”
Chairperson Jill Carstens Cheif Administrator
Vernon Rustin
No one can deny that the past few years have been challenging for many, many people. The
pressure on an organization such as PDSA that provides assistance to people in their hour of
need has been enormous. However, I am confident that once you have perused our Annual
Report, you will find that we have fulfilled our objective of providing medical care for needy
animals. Furthermore, we have not shirked taking on the additional workload due to the economic
conditions, which stretches to include sterilization campaigns in rural areas.
We cannot do this magnitude of work without our dedicated staff and the compassion of our loyal
and generous donors.
Our Annual report reflects the confidence we feel entering our 75th year of serving needy
communities and their animals and the hope that economic conditions will improve sufficiently to
enable us to extend the facilities provided at our Mitchell’s Plain hospital.
Once again I am privileged to extend my heartfelt thanks to our staff and donors for all the ongoing
support and the Council of Management for their time and contributions throughout the year.
I would also like to thank our Chief Administrator, Mr Vernon Rustin whose dedication and hard
work has not only uplifted PDSA, but also many facets of improving Animal Welfare throughout
our country.
CHIEF ADMINISTRATOR’S REPORT
Vernon Rustin, Chief Administrator of PDSA Cape Town, Soweto and George once
again shares with us on how positively these three hospitals have performed in our
74th year of serving our communities. We continue to offer a quality welfare service to
animals in our poorer communities.
2010 proved to be more of a challenge as it drew to its close. Our case loads steadily increased
with the amount of new clients requiring our services. This increase being due to the economic
pressure, not abating as predicted.
I wish to take this opportunity of thanking all our dedicated staff nationally for their passion, hard
work and their strength in being able to handle some of the heart wrenching cases that we receive.
No one that qualifies for our services, is ever turned away from the PDSA because our focus is
always, the care and wellbeing of the animal. We especially wish to thank our teams in George
and Soweto as well as our Administrative staff in Cape Town. I am grateful for your support, in
this challenging environment. I also wish to thank all our donors and sponsors who so generously
support our vision.
On a more positive note, more clients have become aware of the People’s Dispensary for Sick
Animals and the quality service that we are able to offer to the animals of our poorer communities.
Once again our hospitals have performed outstandingly, as the number of cases continually
increase. We treated in excess of 235 000 animals in the past year, this includes the performance
of all 3 hospitals.
2011 Has proven to be the year to focus more on Awareness of the PDSA. The public are not
sufficiently aware of the services we have to offer and where we are situated. This awareness
campaign, will address this issue, informing those that qualify and giving them the opportunity to
visit one of our facilities to receive care for their animals.
We have increased the number of fundraising events ensuring the constant improvement of our
hospitals and services. We have also stepped up on our advertising campaigns by being more
visible in the media. In this way we are concentrating on increasing our membership base.
We are pleased to advise that our relationship with U2Africa has strengthened and grown
phenomenally in the last few months as they assist in marketing our organization worldwide. The
number of international volunteers has increased
substantially over the past year and is still growing.
We look forward to the positive results of this
relationship with more overseas donors coming on
board.
Our local volunteers have been participating at
the PDSA more regularly and we encourage these
young students, to seriously consider veterinary
service as their vocation.
Thank you!
This year we have continued to receive donations, as people generously give towards the cause, in
spite of the economic pressure being inflicted on all. Every year our wishlist goes out, detailing and
calling for the needs of the hospital. In this way we ensure the maintenance of our facilities as well as
the constant improvement on our services. The donations this year have been gratefully received. A big
thank you, is personally extended to all who have met the need.
Our mobile units continue to impact the communities where people are not able to access our
hospitals due to the lack of transport. Unfortunately incidents of crime still limit us in our efforts to
impact these poorer areas - these animals would not receive treatment, if we did not persevere in spite
of the constraints.
This year we have once again teamed up with the group “Proudly Manenberg”. PDSA now have
a mobile servicing two points within Manenberg, one at the Police Station and at the Waterfront in
Manenberg, servicing the needs of the community.
Thank you to Melanie Daniels (Marketing and Fundraising Manager) and her team. The Marketing
department has successfully, increased the number of fundraising functions this year. Each event
includes planning to the smallest requirement, which involves much effort and detail. This they have
achieved with each event, succeeding in a profitable and professional result. Well done!
I wish to sincerely thank Dr Alan Emerton and his team for their dedication and hard work in the
treatment of all the needy animals from our community at our Bridgetown (Cape Town) hospital, a
tremendous achievement. Well done Dr Emerton!
Thank you to our team in George, who continue to run the hospital so efficiently. Due to excellent
Management being exercised by Moira Gibbs (George Administrator) and control measures being
applied. This year we have also seen the increase in awareness of the PDSA being well presented, in
George.
Thank you to Dr Shirley Smith for your constant support and dedicated work given to our hospital,
we appreciate you. Well done!
To Marilyn Eaton (Soweto Administrator) and the team in Soweto, a special thanks is extended
based on your perseverance to continue, improving the efficiency and service levels. In spite of the
challenges, you have succeeded and we appreciate your leadership.
Dr Achille Katumbay, we appreciate your dedication to the animals and the passion with which you
treat them, at our Soweto Hospital. Thank you for your hard work. Well done!
OUR PARTNERS
We wish to thank Uhuru Communications for partnering with PDSA and
supporting us with advertising in their international in flight magazine,
Sawubona. The showcasing of the PDSA in this renowned magazine, allows
us exposure into all the countries where SAA flights are scheduled. Our
first advert appeared on 1 April 2011 and we look forward to further inserts.
Finally! Yes, everyone we have a functional and
friendly website up and running with all of PDSA’s
latest news, information, happenings and even the
opportunity for you to log on and become a member. The website allows us the opportunity to visit
with you wherever you are, log on and join the PDSA family. Visit www.pdsa.org.za and find out all
about us…
A huge word of thanks is extended to Debby Byrne at Private Label (owner of company). Without
your input and that of your team, this would never have been possible, we are so grateful to you.
Formeset, one of our loyal and committed partners, have walked a long road
with PDSA. I wish to take this opportunity of thanking Keith Kleinveldt and his
team, for their generosity and commitment to PDSA and the work that we do.
Formeset adopted PDSA as their Social Responsibility, never letting us down.
CAPE TOWN – NEW DELIVERY VEHICLE: The Nussbaum Foundation have been part of the PDSA
for many years. Our old delivery vehicle which has covered many miles, was ready to be retired,
the Foundation stepped in and supplied the need by donating a delivery vehicle (Toyota Hilux) for
our daily use. We are so grateful and we thank the Foundation, most sincerely, for appreciating the
work that we do.
BRIDGETOWN HOSPITAL
In order to continue being able to assist all the needy in our communities, we depend on our
donors, sponsors and fundraising events – please support the PDSA by responding to one of these
opportunities.
The head office and hospital in Bridgetown continue in our efforts to assist all in need. Our
hospital has witnessed many successful and sad events this past year, with an increase in cases
due to clients not being able to afford the services of a private vet. We have also had more referrals
from private vets, due to the nature of the requirement of the animal, as well as the financial
circumstances surrounding the owner. Together with tireless efforts of our limited staff, we have
been able to witness many happy faces leaving the PDSA.
We are sad to report that our joint spay campaign, together with the Gauteng Department of
Agriculture has now ended. This campaign covered a vast area stretching from Diepsloot in the
North, Sebokeng in the South, Ratanda in the East and Magaliesberg in the West.
A total number of 4300 sterilizations was achieved on this campaign. Our thanks to the Gauteng
Department of Agriculture for initiating this campaign.
This project has had a positive impact on the lives of many animals
and that, of the communities in the various areas. With this effort we
have ensured the elimination of many unwanted animals, as well as
diseases. The number of unwanted, abused and neglected animals
have thus been reduced through this campaign. We look forward to
resuming the campaign nationally, once funds are available.
MITCHELLS PLAIN HOSPITAL
The Mitchells Plain hospital has maintained its client base and
continues to service all surrounding areas successfully.
The challenge with regard to equipping our theatres at the Mitchells
Plain hospital remains. We continue in our efforts to raise funds for
the upgrading of the hospital, having it function as a fully fledged
hospital. Most theatre and surgical equipment is still required in order
THE PAPER USED IN THE PRODUCTION OF THIS REPORT WAS DONATED BY ANTALIS
to complete the process.
The economic pressure being experienced worldwide, does not encourage a growth in donations
or membership at this time either. We will continue as a clinic until then.
PDSA GEORGE NEWS
We are blessed in George, to have survived yet another, tough and challenging year. The past
year has seen more pet and animal owners relying on us, for welfare veterinary services. Our
challenge has included one of our key AWA’s, being incapacitated for a while, as a result of
very necessary back surgery.
The city of George celebrated its 200th birthday this year (2011). As part of the celebrations,
we participated in the street carnival and mass parade, at the George Municipality, organized
for York Street, one Saturday morning.
We wish to thank Dr Demsey De Lange for standing in for Dr Smith who is away at this time.
The “Happy Feet” Day Care Centre in George is currently embarking on a fundraising project
for us and we thank them sincerely for their effort.
During the past year we have once again had numerous Grade 12 learners from York High
School and Glenwood House, doing their community service at our hospital. As a result of
their experience with us, they have started the “Yap Yap” Club at school, to raise awareness
and funds.
PDSA’s, Viona Olieslager, has recovered well from her operation – welcome back Viona!
I would like to take this opportunity of thanking all the staff of the George PDSA, who
assisted as a team and went the extra mile, during Viona’s
absence. PDSA George extends special thanks to all our
loyal, committed donors and sponsors for their Business
Chamber’s Golf Day.
We required four new tyres for our TATA bakkie. The
George Business Chamber were only able to donate two
tyres to us, with the other two being donated by Tiger
Wheel and Tyre. A great big thank you is extended to both
these generous organisations
Well done Erence!
PDSA Soweto staff visited Rivonia Primary School, on the 22nd February. A talk was delivered
to the children on pet care, health and wellbeing of all animals. We also received food and toys.
Currently they are collecting money to hand over to us.
We also visited Sathyasia primary school in Lenasia delivering the same message. This school
collected food & blankets and gave this to PDSA Soweto as a donation.
NLDTF CONSULTATIVE
INDABA 2011
GALLAGHER ESTATE,
JOHANNESBURG
The National Lotteries Board held a
very well organised and professional
conference at the Gallagher Estate in
Midrand Johannesburg on 20th and
21st of June 2011.
The PDSA were privileged to be
invited as honored guests of the
NLDTF.
The aim and goal of the conference
was to invite every stakeholder to participate fully in the transformation of this institution into a 21st
century world class funding organisation.
Three particular areas, namely:
• Managing Society’s Expectations
• Where should the millions go
• Managing risk, governance and sustainability
were covered, with information, discussion, suggestions and finally with a resolution in place, in order to
move the process of application and disbursement of funds more efficiently and effectively.
The input of PDSA during the workshop regarding animal welfare, was acknowledged as a priority
beneficiary for funding in the resolution addressed by the Chair Person of the NLDTF, Professor
Alfred Nevhutanda.
Congratulations are also extended to the NLDTF for reaching communities at grass roots levels,
prioritizing their needs.
During the two days of discussion we learnt about the process in depth, covering all areas of the
application. PDSA is now even better positioned, to apply for funding from the NLDTF because of
acquired knowledge which includes areas of need not covered before.
I wish to take this opportunity to congratulate all the role players for an outstanding, professional and
well conducted conference. Special thanks are extended to Professor Nevhutands (Chairperson for
the NLDTF), Professor Vevek Ram (CEO NLDTF), Professor Govin Reddy (Board Member NLDTF) and
Jacobus Prinsloo for his guidance and interest in the work that we do at PDSA.
On this note we once again wish to extend heartfelt thanks to the National Lottery for their
continued support of the PDSA. We have been the recipients of a new Toyota Hilux vehicle for
our Johannesburg Horse Unit replacing the old Landrover. This has allowed us to operate more
effectively and efficiently in this area.
Our very latest achievement has been funds awarded, for the purchase of a mobile unit for Soweto.
Properly trained, a man can be dog’s best friend!
(Corey Ford)
EDUCATION, TRAINING AND ABUSE
Together with the Cape Rottweiler Club, we continue to impact on dog training in the various areas.
We have witnessed an increase in the number of dogs being seen with visible dog fighting scars
and injuries.
With training and education, we firmly believe that the owners of these animals will realize the
cruelty attached to these practices. We remain passionate in our attempts to eliminate abuse and
cruelty to those who do not have a voice.
We can only lessen the amount of abuse cases and discourage dog fighting, through education
and dog training programmes. The PDSA will continue in our quest to create awareness amongst
the poorer communities, especially for this reason.
All domestic animals, especially dogs, are born with an inbred sense of self preservation. PDSA
continues to support the drive in sterilization campaigns taking place nationally. PDSA’s primary
focus is the health and well being of all animals. Through sterilization, the following factors are
reduced substantially: abuse of animals, unwanted litters, stray animals and a host of other
problems that attach itself to unwanted animals.
PDSA’s school educational programme is, therefore, geared towards learners from Grade 1 to
Grade 4 – concentrating and emphasizing on the importance of knowledge, health and wellbeing
of animals.
Point Checklist on the
Donations Exempt from Tax
Don’t just donate – ask yourself what to donate and who to
donate to – this could reduce your liability by at least R60 000!
In the past, donations were used to write-off tax. This was not
acceptable to the Receiver, so new tax deductible donation laws
were crafted to limit this practice.
Here is a Quick checklist of the donations from which you are exempt from tax:
• Deathbed donations, that is donation mortis causa (donations made in contemplation of
death). This tax exemption is for the donation only and has a related provision for estate
duties that will tax this donation.
• Donations where the passing of a benefit is suspended until the death of the donor.
• Donations cancelled within six months of the date of effect.
• Donations by or to charitable, educational or religious institutions or an institution for the
advancement of science or art, provided that you obtain a Section 18A tax certificate for
tax deductible donations
• Voluntary awards related to services which are remunerated, which would be taxable in
the hands of the donee
OUR STAFF FEATURE FOR 2011
The story of ENOS MAFOKATE
Enos joined the PDSA Soweto Hospital, in 2000, in the horse unit,
becoming the horse unit manager.
The PDSA has and continues to benefit greatly from his experience
and input in caring for the horses within the community. Enos’s
expertise in treating these cart horses has allowed the owners to
continue working and earning a much needed income. Enos and
3 other farriers have concentrated on improving the art of correct
harnessing and shoeing of horses. Many of these animals suffer greatly due to ill treatment and
incorrect harnessing resulting in painful situations. They have concentrated on areas like Soweto,
Orange Farm and Thembisa where most of these animals are homed.
Enos, treats cart horses, cows, sheep, goats and ensures the well being of all farm animals.
He acts as the middle man, between the owner and the veterinarian. His duty includes the
administration of medication to these animals, given by the vet on the farm. He has also been
instrumental in contacting the authorities, when an animal has to be put down with severe injuries.
This gentleman has accomplished much in his time at the PDSA and continues to be an inspiration
to all of us, his achievements are listed below:
• the first black show jumper in 1975
• 1980 – first representative for Africa in Wembley, United Kingdom – part of the development
team of Olympics
• 1992 – With special permission granted by John Vorster (President of SA), Enos was allowed
to attend the Olympics in Barcelona. As a black man under the apartheid government, he was
not allowed to compete in the Olympics, but he was allowed to be a groom and assistant to the
show jumpers
• All his costs were covered by the SA Olympics
• 2003 – Whilst operating as the Unit Manager for the PDSA, he was granted leave to study
coaching in Natal. Enos was now able and qualified to prepare show jumpers for the Olympics
and other such events
• At this time, Enos received his Olympic certificate through funding from the SA Federation for
Equestrians
• 2004 - Represented South Africa as the Captain of the show jumping team, in Swaziland, to
compete and earn the All Nations Cup
• 2006 – Embarked on a journey to Cape Town to study horse shoeing – succeeded very well
• 2008 – Teacher for organisation – World Horse Welfare. He continued to empower people around
Soweto and Orange Farm by teaching them how to care for their horses, including shoeing and
harnessing
• 2008 – Completed a Small Business Course and continued to train and teach grooming, handling
and putting horses in the horse box – Avis sponsored the grooming lessons
• 2010 - Kentucky, America – Enos acted as assistant to the manager of the SA team of show
jumpers. This trip was sponsored by the Mayor’s office in Gauteng. The Mayor’s office continues
to be very supportive towards Enos’s vision of improving the situation for all animals in the
community.
Enos continues to strive as one of the family of the PDSA and we are extremely proud of his efforts
and success. Well done Enos!..
PEOPLE’S DISPENSARY FOR SICK ANIMALS
TREASURER’S REPORT:
With the global economy still under strain and the slow recovery in South Africa, the PDSA is, along
with other welfare organisations, finding itself feeling tremendous financial pressures.
For the first time in more than a decade, the organisation had to issue an instruction to its fund
managers to sell off R1m of shares, to ensure that it could meet its daily running costs.
While the stock markets have been fairly resilient, interest rates have declined and this has
resulted in lower investment income from the money market.
The Organisation has ended the year with an operating loss of R2,55 m compared to a loss
of R2,25m in 2010. Since 2009 the organisation has had losses amounting to R8,02m, had the
organisation not realised an extra R1m on sale of its investments, the organisation would have had
a loss of R3.55m for the year.
Income for the year has increased by 10,20% to R12,31m while operating expenses have
increased by 10.7% to R14,9m.Staff costs continues to be the greatest portion of overall costs, but
without dedicated staff the organisation would not be able to provide the service that it currently
provides.
The PDSA is now benefiting from the tight budgeting controls and investment policies it
installed during the good years and this will allow it to continue to provide the excellent treatment,
to the pets of the less fortunate for at least, the foreseeable future.
The PDSA continues to grow as an organisation and this is because it is providing first class
treatment by caring professionals and is also administered by exceptional staff.
PEOPLE’S DISPENSARY FOR SICK ANIMALS (SA)
BETTERING THE LIVES THAT BRIGHTEN OURS
To most people, animals are more than just pets.
They are companions, best friends and part of the
family. At the PDSA(SA) we offer quality welfare
veterinary service to less fortunate communities.
Annually, we treat approximately 230 000 animals.
