241 Contextualising <strong>Gandhi</strong>an Thoughtimperialism, and the desire to intervene in the internal affairs ofother countries to ensure client governments, In recent times,these have led to the manipulation of the terms of aid and tradeto suit the interests of the industrial former colonial countries.But before we examine these questions and therelevance of Swadeshi in the context created by the tacticsemployed by the powerful industrial nations, we must have alook at <strong>Gandhi</strong>'s definition of Swadeshi, and try to removesome misconceptions.Let us then turn to <strong>Gandhi</strong>'s definition, and see (1)whether the Swadeshi he advocated was'exclusive' (exclusivist), or based on unfriendliness or hostilityfor other countries, and (2) whether the spirit or philosophy ofSwadeshi is hostile to modern technology.All articles manufactured in a country do notnecessarily qualify to be considered 'Swadeshi' on the mereground that they are manufactured in the country. It is thereforenecessary first to identify the principle of Swadeshi. In fact, it iseasier to define the principle than to make a list of the articlesthat can be described as Swadeshi. To <strong>Gandhi</strong> the principle ofSwadeshi flows from the Laws of Nature. It is a spiritual Law,and since <strong>Gandhi</strong> believed that all spiritual Laws were valid inthe material or mundane realm as well, the spiritual Law ofSwadeshi too was valid in the field of mundane activity, whichincluded activity in the economic, political and other fields.The Law lays down that all activity in pursuit of goals in anyfield should start with the identification, marshalling andutilisation of one's own resources. Progress is dependent on theeffort of the individual, and effort depends on, and begins withthe utilisation of one's own resources. Dependence on externalor outside resources imposes severe limitations. At any rate, ithas to come after one has discovered, organised and made useof the resources inherent within one.
