No. A116XABN 33 869 448 061MAJOR RULE CHANGES FOR <strong>2012</strong>/<strong>13</strong>Rule 79 - MISBEHAVIOURUmpires can now be reported <strong>and</strong> investigated for misbehaviour.(f) ........Any player named during a season shall, in the first instance, be issued with a warning <strong>and</strong>, should asecond instance occur during the same season, be suspended from playing for two (2) matches in which histeam is due to participate. Any suspension will be served according to the terms of Rule 48.2.(g) Any player suspended during the season shall be deemed ineligible to participate in all competitions /representative matches for the term of that suspension.Rule 82 Duties of Team Captains – see page <strong>13</strong> of this <strong>h<strong>and</strong>book</strong>Rule 83 (i) - CONDITIONS OF PLAY – TWO DAY MATCHES(g) When BOTH competing captains agree, matches may be terminated any time after tea on the 2 nd day ofa match if a first innings decision has been reached. Should captains not agree <strong>and</strong> the match is terminatedfor any reason other than outright result the team(s) responsible may be penalised 12 match points <strong>and</strong>further action against the captain(s) responsible will be subject to consideration by the <strong>Senior</strong> Committee.Rule 84 (i) – see page 19 of this <strong>h<strong>and</strong>book</strong>.Rule 86 - PENALTIES FOR SLOW OVER RATE(1) MINIMUM OVERS REQUIREMENTIn each innings of a match the overs bowled shall be no less than an average 16 overs <strong>and</strong> 3 balls per hour.(2) PENALTIES:(Applicable to Lindsay Trollope Shield, Bill Wilkins Cup, Stuart Newey Plate & Steve Pascoe Shield only)(i) Bowling Side: Penalty AssessmentIf a team side bowls fewer overs than required under 86 (1), penalties shall be imposed when itsaccumulated shortage exceeds 10 overs, whereupon a penalty of ($50) shall be applied for each over inexcess of 10.(ii) ExceptionsA penalty shall not be incurred in matches where a side is dismissed <strong>and</strong> the adjusted batting time taken didnot exceed: 2 Day matches – 200 minutes Limited Over matches - 100 minutes Extended Over matches – 120 minutes(iii) Allowances for On-field DelaysThe allowances to the bowling side shall be actual times for injuries requiring treatment or assistance toleave the field, ball-drying or replacement, other delays unrelated to adverse conditions or time wasting <strong>and</strong>tardiness in starting or resuming play <strong>and</strong> time wasting for which the batting side is to be penalised under86 (4)(iv) Batting side: Penalty AssessmentA batting side shall be penalised at the same rate per over as in 86 (2) (i) for the number of overs relative tothe amount of actual batting time wilfully wasted by it in each innings including undue time taken by anincoming batsman to reach his wicket.(3) NOTIFICATION OF PENALTIESPenalties will be notified to clubs by the umpires if requested on the day or upon receipt of the club copy ofthe Umpires’ Match Report.<strong>2012</strong>/<strong>13</strong> RDCA <strong>Senior</strong> H<strong>and</strong>book Page 7

No. A116XABN 33 869 448 061Rule 90(a) – see page 12 of this <strong>h<strong>and</strong>book</strong>.Rule 95 - TEAM LISTS(a) In all matches, before the start of play, captains will exchange a list of players (in accordance withMy <strong>Cricket</strong> listings) which may not be changed without the consent of the opposing captain. Thesenames are to be entered into the scorebook after the completion of play on the first day, if it has notalready been done so. All players must be registered to that club prior to the commencement of thematch.(b) This list must not differ from those names recorded in terms of Rule 82 without the consent of theopposing Captain.(c) Substitutes are only to be permitted in terms of laws of cricket <strong>and</strong> after advising umpires/opposingcaptain.(d) Failure to advise of substituted player prior to the entry of players names in the scorebook willpreclude that player from participating in that match, (a team shall consist of a minimum of seven (7)players.)(e) At the conclusion of the match the scorebook must be signed by the captains or officials of bothclubs signifying the correctness of:(1) all players names(2) full results including match scores, player scores <strong>and</strong> extras(3) match points claimedRule 99 – GROUNDSAll pitches <strong>and</strong> surrounds must be properly prepared for each day’s play by the home team, which shall beresponsible for provision of an approved playing surface, marking full circles of 10 metres radius on theground <strong>and</strong> centred on each middle stump <strong>and</strong> the proper fixing of boundaries.To assist in adjudication of wides in Limited/ Extended over games, a white line must be painted on thepopping crease, 75 centimetres either side of the outside stump.Clubs shall be responsible for setting playing boundaries <strong>and</strong> must ensure that player safety is considered atall times when setting the boundaries by taking any hazards out of the field of play (eg. Football goal posts,drains).Boundaries shall, where possible, be at least 60 metres from the centre of the pitch <strong>and</strong> shall be marked bypermanent fences / defined gutters, where available, or raised markings that are readily seen from the centrewicket. Raised markings must be set no more than 10 metres apart. The boundary between markings shallbe taken as a straight line.Umpires must be informed of the boundaries marked out prior to the commencement of play. The battingcrease shall be filled in level with the pitch <strong>and</strong> the approach to the wicket shall be sufficiently level to enablethe bowler to obtain a fair run to the wicket.Lindsay Trollope Shield, Bill Wilkins Cup, Stuart Newey Plate <strong>and</strong> Steve Pascoe Shield teams are to providea scoreboard at home grounds of a st<strong>and</strong>ard which enables details to be easily read from the wicket <strong>and</strong> tobe updated at least once per over. Failure to comply with the above requirements may result in a fine of$15.00.All grounds <strong>and</strong> pitches shall at all times be subject to the approval of the <strong>Senior</strong> Committee <strong>and</strong> anyinstructions issued by the <strong>Senior</strong> Committee for their improvement must be carried out.<strong>2012</strong>/<strong>13</strong> RDCA <strong>Senior</strong> H<strong>and</strong>book Page 8

No. A116XABN 33 869 448 061Heat PolicyIn the event that the forecast (at 11.00am on the day of play) be for a maximum of morethan 40 degrees, then ALL scheduled matches will be ab<strong>and</strong>oned.Confirmation of such a decision will be sent to club contacts by SMS text <strong>and</strong> also beavailable on RDCA <strong>Senior</strong> Secretary telephone (0438195772) by 12 noon.The RDCA Website will also be updated with this information.Where play proceeds, on a day where the temperature may reach more than 40 degrees,the Umpires or captains (lower grades) are to contact the Bureau of Meteorology at theScoresby weather station by telephoning 1900 926 121 (Care! call charges apply),prior to commencement of play <strong>and</strong> then at the scheduled breaks in play (drinks <strong>and</strong> tea)to check the current temperature.Should it be “more than 40 degrees” (i.e. 40.1 or more) then play is to be suspended untilthe temperature drops to 40 degrees or less.Umpires <strong>and</strong> lower grade captains (by agreement) are empowered to terminate play forthe day in the interests of participant welfare.Where there is a desire to continue, the temperature should be monitored half hourly <strong>and</strong>play can only recommence when it has dropped to 40 degrees or less.Breaks in play must be recorded in BOTH scorebooks.Note! There will be no reduction of overs for adverse weather. Play may continue until7pm to make up for time lost.Adverse Weather – (see Rule 90(a)) In the event of active thunderstorm activity in the immediate vicinity of the playing area,all play is to cease immediately <strong>and</strong> all players, umpires <strong>and</strong> officials are to find safeshelter without delay. When necessary, decisions of this Committee can be obtained by phoning the <strong>Senior</strong>Section Secretary after 11.00 am on the day of proposed play.90 (a) (2) Rain With the agreement of the Official Umpires (or Team Captains if Official Umpires arenot appointed) that the safety of players is not in jeopardy, play may commence whenraining / precipitating. However, should a decision be taken to suspend play due toprecipitation, play may not recommence until, in the opinion of the Umpires / TeamCaptains, the precipitation has completely ceased.<strong>2012</strong>/<strong>13</strong> RDCA <strong>Senior</strong> H<strong>and</strong>book Page 12

No. A116XABN 33 869 448 061Team Captain Responsibilities – (see Rule 82)(1) Has a good knowledge of the rules <strong>and</strong> laws of cricket <strong>and</strong> the rules of theAssociation.(2) Conduct of team members is exemplary.(3) The team displays high sportsmanship <strong>and</strong> abide by the spirit of cricket.(4) (i) If playing at home that the ground is in order, flags (if required) are in the correctposition, 10 metre fielding circles are marked on the ground at each end of thepitch, centred on middle stumps <strong>and</strong> stumps are in position at least 5 minutesbefore the start of play on each day.(ii) No player under the age of 16 shall be permitted to field within ten (10) metres ofthe strikers end stumps except slips <strong>and</strong> gully in any <strong>Senior</strong> Grade match within thisAssociation. All players if fielding within ten (10) metres of the strikers end stumps,except slips <strong>and</strong> gully, are to wear protective equipment – helmets <strong>and</strong> protectors.(5) The team is ready to play at the scheduled time.(6) A competent scorer is available.(7) Before the start of play, captains will exchange list of players who may not bechanged without consent of the opposing captain. These names are to be enteredinto both scorebooks after completion of play on the first day, if it has not alreadybeen done.(8) At the end of the match, complete the “Captains Appraisal of Professional Umpire”form.(9) Ensure that both scorebooks are correct at the end of each innings <strong>and</strong> at theconclusion of each day’s play. No. A116XABN 33 869 448 061Conditions of Play -TWO DAY MATCHES – (Rule 83(i))(a) [1] All Matches shall consist of a designated number of overs (See Rule 84) to be played on days/datesadvised prior to the commencement of the season.[2] On the first day of a two-day match, the number of overs to be bowled shall be 80 (70) unless the teambatting first is dismissed with five or less overs to be bowled, when the team batting second may take theoption of forfeiting the balance of overs due to be bowled on that day. NOTE! A declaration is notconsidered as a ‘dismissal’ <strong>and</strong>, in such circumstances, the full amount of overs scheduled is to bebowled on that day.(b) [1] The team batting first if it is not dismissed shall have its innings compulsorily closed after the scheduledovers have been bowled. NOTE: No reduction of overs for adverse weather. Play may continue to 7pm tomake up for lost time but no over is to commence after 7.00pm.[2] The team batting second shall be entitled to bat for the remaining number of scheduled overs (or to 7pm onthe second day if adverse weather intervenes during the match) whereupon the match shall end.(c) Should the innings of the team batting first be completed by dismissal or declaration prior to completion ofthe scheduled number of overs then the team batting second shall be entitled to bat for the remainder of thedesignated overs unless they declare or are dismissed. The remaining designated overs may be used for asecond innings.(d) Where less than 15 overs have been bowled on the first day of a two-day game, this game will not beregarded as having commenced for the purposes of this rule <strong>and</strong> the game will be played as a LimitedOvers game on the scheduled second day of the game.(e) If play has not commenced two hours after the scheduled starting time (first day only), captains may agreeto ab<strong>and</strong>on play.(f) Should a bowler be unable to complete an over in any match, that over shall be completed by another(g)bowler provided that such bowler shall not be the one who bowled the preceding over.Notwithst<strong>and</strong>ing playing times as described in Rule 84, Captains may agree to terminate play withfifteen (15) or less overs remaining on the final day if a result or further result cannot be achieved. Anybreach of this directive that is brought to the attention of the <strong>Senior</strong> Committee Secretary may lead toan explanation being sought <strong>and</strong> the possibility of a financial penalty (minimum $100) at the discretionof the <strong>Senior</strong> Committee in addition to a penalty being imposed on the following basis: an offendingteam(s) will be penalised 20 runs per over not bowled. An over in progress shall be regarded as acompleted over. This penalty will be deducted from the runs earned by the bowling side for thepurposes of calculating team percentages ONLY <strong>and</strong> will be awarded to the other team ascompensation for overs not played.(h) [1] In all matches, where the scheduled number of overs is completed, the team scoring the greater number ofruns from the same number of overs, irrespective of the number of wickets lost, shall be declared thewinner.[2] When the team batting second is prevented from receiving its over entitlement, the game shall be drawn,unless in the available time a decision is reached.Conditions of Play - LIMITED/EXTENDED OVER MATCHES – (Rule 83(ii))(a) Limited/Extended over matches shall consist of a designated number of overs as indicated in Rule 84<strong>and</strong> be single innings games.i. Where time is lost before the commencement of a match, the number of overs available to eachteam will be reduced by 1 for every 8 minutes, or part thereof, lost. In these instances a minimumof 25 overs per side will be required to constitute a game.ii. Where time is lost during the first innings of a limited over match, the number of overs available toeach team (<strong>and</strong> bowling restrictions) will be reduced by 1 for every 4 minutes lost.iii. Where time is lost during the second innings of a limited over match, the match will continue untileither a decision is reached or to the end of the over in progress at 7.00pm whichever is theearlier.(b) Restrictions shall apply to limited / extended over matches in all grades <strong>and</strong> these restrictions will beadvised prior to the commencement of each season.i. Where overs are reduced, the maximum number of overs each bowler may bowl will bereduced equitably among the minimum 5 bowlers required to complete a full innings. No. A116XABN 33 869 448 061(d) In limited / extended over matches captains may agree to conclude the match once a decision isreached.(e) Other conditions of play are as outlined in Rule 83 (i) – Two Day Matches(f) For the purpose of determining ‘Wides’ in Limited/Extended over games, a ball that passes the batsm<strong>and</strong>own the ‘Leg side’ without deflection, shall be deemed wide. On the ‘Off side’ the ball must pass insidethe extension of the painted lines as described in Rule 99.(g) Application to play games on a Sunday (in lieu of Saturday). Clubs desiring to take this option mustsubmit an application at least 4 weeks prior to scheduled date of the game. The <strong>Senior</strong> CommitteeSecretary is empowered to make the decision. If approved, the game will become part of scheduledfixture <strong>and</strong> be subject to the rules that apply thereto. Approval may not be forthcoming if the proposeddate of the game clashes with that of a scheduled Association representative match. Clubs requestinga change of fixture must be aware of player availability under rule 63(b). In the event that Saturdaygames of the same round are ab<strong>and</strong>oned by the <strong>Senior</strong> Committee due to weather conditions (wet orheat) such decision will also apply to matches in that round being played on the Sunday.Injury Code (Blood Rule)1. Each team shall have in their possession a properly stocked first aid kit.2. Where a player during the course of a game, suffers any injury which causes bleeding, thenthe umpire – or in his absence – the captain or team manager, must retire the player fromthe game until such time as First Aid has been administered to prevent further bleeding.3. The player cannot resume playing until the bleeding has stopped or the wound has beensecurely covered.4. Any clothing stained with blood must be replaced with clean regulation clothing before theplayer can resume.5. A batsman who is injured <strong>and</strong> has temporarily retired as above <strong>and</strong> who is unable to returnafter the fall of the ninth wicket, shall be deemed to be “Retired Hurt” <strong>and</strong> the innings of thebatting side shall be deemed closed.6. Where an injury occurs to a batsman involved in the tenth wicket partnership a maximum often (10) minutes will be allowed in order for the batsman to receive First Aid <strong>and</strong> resumeplaying. If the batsman is unable to continue within the ten (10) minutes then he shall bedeemed “Retired Hurt” <strong>and</strong> the innings shall be closed.7. Where the injury occurs within ten (10) minutes of the scheduled tea break, tea shall betaken immediately with no extra time being added. If the batsman is unable to continueafter the tea interval, he shall be deemed “Retired Hurt”.8. There shall be no reduction in the number of overs to be bowled when time is lost becauseof an injury.9. Where an umpire is injured, Clauses 2; 3; & 4 will apply. No. A116XABN 33 869 448 061H, I, J & K Grade Playing FormatsAfter the success of these playing formats it will be continued subject to some amendments basedon feedback from clubs. The following match formats will apply for Season <strong>2012</strong>/<strong>13</strong>.Please make notes on any issues that arise <strong>and</strong> either email to seniors@rdca.com or retain for theseason end review.Conditions applying to both one (1) day <strong>and</strong> two (2) day games: Minimum of 7 bowlers must be used with each bowling a minimum of 2 overs. Maximum 7overs per bowler. 5 overs bowled at each end prior to changing ends, batsmen change ends at the end of eachover except every 5th over as bowling will commence from opposite end. Umpires maychange positions at the same time as the bowler. A team can have <strong>13</strong> registered players of which any combination of 11 players can bat, bowl<strong>and</strong> field. Each team must declare their <strong>13</strong> players by exchanging team sheets (in back of RDCAscorebook) listing all <strong>13</strong> players <strong>and</strong> indicate underage players where relevant, prior to thecommencement of play. Note Rule 84(1) for underage player bowling restrictions. All <strong>13</strong> players of a team must be entered in My <strong>Cricket</strong> <strong>and</strong> also be recorded in bothscorebooks. Players not listed in the scorebook <strong>and</strong> on My <strong>Cricket</strong> will mean they are unableto count the match towards finals qualifications.If a bowler commences an over that exceeds the limit of overs bowled as specified in theseguidelines the delivery(ies) is/are to be declared null <strong>and</strong> void <strong>and</strong> a replacement bowler willre-bowl the over.For the one day games only:Playing 70 overs – 35 each teamBatsmen retire as soon as they make 50 runs (Not the end of the over). (RETIRED NOT OUT isscorebook entry). When all available players in the team have batted, RETIRED NOT OUT batsmen may returnin order of retirement <strong>and</strong> bat until dismissed or until the close of the innings. When a batsman returns to the crease the bowling side may reuse any bowlers who havebowled without any of the original over limitations. Any ball bowled down leg side without touching the batsman shall be called a wide. Offsidewides to be judged via current pitch markings on both sides of the wicket. If a team is dismissed in less than 35 overs the opposition is entitled to bat a maximum of 35overs. Scorers should record details when a player retires, such as the team score (treat like a fall ofwicket) at that point <strong>and</strong> number of overs bowled e.g.15.3. No. A116XABN 33 869 448 061For the two day games only:Each innings (70 overs) will be split into 35 over groups i.e. after the first 35 overs of an inningsthere will be a tea break <strong>and</strong> the fielding side will start their batting innings.On 2 nd day the team that batted second on day 1 will resume their innings (assuming they were notdismissed) with the 2 current not out batsman, for a further maximum of 35 overs. After the Teabreak the other team will then resume their innings.At the end of each batting session, a notation must be made in the scorebook confirming score atend of 35 overs e.g. 4/156. Not out batsman <strong>and</strong> their individual scores e.g. Smith 23* Jones 12*.A further notation should be made to record which end the last over was bowled from <strong>and</strong> whichbatsman was on strike. These details will be important on day 2 ensuring bowling commencesfrom the correct end with the correct batsman on strike.In effect, the first innings of each team (70 overs) is split across 2 days.If a team is dismissed prior to using its allocated 70 overs, the other team will be able to bat theseovers. For example, if Team 1 is dismissed in 60 overs, Team 2 can bat for 80 overs (70 overs +10 overs). Follow on rules etc will still apply as per the current 2 day rules.The team leading at the end of day one will receive 2 points.Other points awarded for a 1 st innings win, outright win etc will be allocated according to the currentpoints system.In the event of rain existing rules will apply. The team batting last must be given the opportunity toface 70 overs. If the team batting last does not face 70 overs <strong>and</strong> is not dismissed or they don’tmake the necessary runs the game will be a draw.In each section of the innings, a bowler can only bowl a maximum 7 overs per session.(The rationale behind this rule is about participation <strong>and</strong> to stop teams bowling 2 or 3 bowlers in the first 35overs <strong>and</strong> coming back on day 2 <strong>and</strong> bowling the same bowlers).In the event that a team is dismissed within the 70 overs the bowling restriction is removed after 35overs have been bowled in the next batting session.Finals will be played in this split innings format.1 day game 2 day gameOvers per game 70 (35 each team) 140 (70 each team)Overs per split 35 35Min.
