Vision<br />
To be a leading <strong>Centre</strong> of excellence in maximizing the potential of individuals who are<br />
deaf/hearing impaired.<br />
Mission<br />
• To follow the ten principles of Auditory-Verbal therapy for the purposes of providing<br />
comprehensive family-centred support to children who are deaf/hearing impaired.<br />
• To guide and coach parents to maximise their child’s speech and language outcomes.<br />
• To work with parents as key partners in facilitating the development of their child’s<br />
audition, speech, language, cognitive and social skills with the ultimate goal of them<br />
achieving full potential in mainstream society.<br />

I am pleased to report that the year <strong>2008</strong> has been generally a very positive year for the <strong>Cora</strong> <strong>Barclay</strong> <strong>Centre</strong>.<br />
With the ability to consolidate and build on the “hard yards” of the previous two years, the stability and<br />
confidence in the future has allowed management and staff to focus fully on the all important task of service<br />
delivery to our children and families.<br />
This has been achieved largely by the assistance afforded by the State Government through the Minister of Early<br />
Childhood Services, The Honorable Jay Weatherill, and our local member Minister Jane Lomax-Smith. Our gratitude<br />
is expressed to all involved in making this possible.<br />
I would make special mention of the many hours of service given by our very generous Volunteers and for the<br />
highly professional and dedicated input by all members of staff which has made this year successful.<br />
It was with regret that the Board accepted the resignations of Mr Angus Irwin and Dr John Rice during the term<br />
and I thank them for their substantial contributions. Dr Rice, however, is not lost to the <strong>Centre</strong> as he has kindly<br />
accepted the position of Ambassador in due recognition of his lifetime of service.<br />
My sincere appreciation to the Board members who have<br />
supported me throughout the year and in particular to<br />
Peter DeCure and Nicole Haak who are not seeking re<br />
election due to other commitments.<br />
The story of the <strong>Cora</strong> <strong>Barclay</strong> <strong>Centre</strong> continues into its 64th<br />
year in 2009 and I appeal to all involved to strive for the<br />
continuance of this service for South Australian children<br />
who are deaf and hearing impaired and their families.<br />

As the Chairman has stated in his report, <strong>2008</strong> has been a successful year for the <strong>Centre</strong> and has put us in a strong<br />
position for the future. Of all disabilities, hearing impairment is perhaps the most amenable to truly effective<br />
habilitation and rehabilitation and it is an exciting challenge, and a privilege, for us to work with our families to this<br />
end.<br />
Ninety five percent of children who are hearing impaired are born to hearing parents and it is to be expected that<br />
these families will want their children to learn to speak, communicate, be educated and to interact socially the<br />
same as children born with normal hearing. This is an entirely possible outcome for the majority of children who<br />
are deaf and hearing impaired, even those with severe or profound hearing loss in both ears.<br />
The achievement of this objective requires:<br />
• the very early identification of hearing loss (which we do exceptionally well in South Australia through the<br />
Government’s universal newborn hearing screening program);<br />
• confirmation of diagnosis within three months (an international protocol);<br />
• commencement with an Early Intervention program such as the one we provide within six months (also an<br />
international protocol);<br />
• timely and optimal access to hearing aids and cochlear implants in one or both ears; and<br />
• a tremendous and continuing commitment of the family, child and (re)habilitation team throughout childhood -<br />
particularly in the very early years, but also during primary and secondary schooling and the early adult years. In<br />
this regard it is noteworthy that there is a growing interest among Early Intervention providers in whole-of-life<br />
service and support for the hearing impaired.<br />
Throughout our 64 years, the <strong>Cora</strong> <strong>Barclay</strong> <strong>Centre</strong> has been totally focused on achieving the best possible outcomes<br />
for South Australian children who are deaf and hearing impaired. To maintain this tradition we must continue<br />
to build our multi-disciplinary clinical team and in 2009 and<br />
2010, subject to the availability of resources, we aim to secure<br />
additional expert input from an Educational Psychologist and<br />
Occupational Therapist specialising in sensory integration, as<br />
well as to strengthen audiology, speech pathology and Cochlear<br />
Implant Clinic services.<br />
It is widely recognized that the best model for services to deaf<br />
and hearing impaired children is through a comprehensive,<br />
family-centred, one-stop-shop approach - and we will continue<br />
to follow this model at our <strong>Centre</strong>. Our recent parent survey<br />
shows a very high level of satisfaction with our programs and<br />
we have an extraordinarily high level of active involvement of<br />
both parents in which we should take great pride.<br />
To adequately resource our services and programs we need the continuing support of government and to continue<br />
to expand reliable income through our own fundraising, business activities and philanthropic grants. This will<br />
continue to be a significant challenge for us especially in the current economic environment.<br />
<strong>2008</strong> was a challenging year financially but we have come through it stronger and more secure than for many<br />
years past. Fundraising activity was at an all-time high - including the ABC Car Park Capers in March; Adelaide<br />
Rock & Roll events in February and October; Loud Shirt Day in May; Carols by Candlelight golf day in October and<br />
Christmas concert in December; Channel 9 Telethon lotteries and associated events throughout the year; Search for<br />
a Star talent quest for 14 weeks leading up to the grand final in November; and our inaugural City to Bay Fun Run<br />
in September. While all of this was necessary to make ends meet, in retrospect it was too much for our small band<br />
of committed staff, volunteers and families and the Board and executive have decided in future to concentrate on<br />

a smaller number of major activities namely Carols by Candlelight, Loud Shirt Day and the City to Bay Fun<br />
Run, but with a similar overall fundraising target. Our sincere thanks to everyone who contributed to the<br />
success of all of these activities in <strong>2008</strong>, it was a huge effort.<br />
Business income from the sale of sound field systems and from fee-for-service audiology increased notably<br />
during <strong>2008</strong> and we will continue to develop these in 2009 and beyond. Claire Harris did a marvellous<br />
job in grant writing and we were successful in securing around $150,000 in much-needed grants. We are<br />
deeply grateful to the significant number of trusts, foundations and businesses who either awarded us<br />
grants or sponsored and supported our own fundraising activities.<br />
During the year we enjoyed a number of productive<br />
meetings with State Government Ministers including<br />
the Minister for Health, John Hill; the Minister for Early<br />
Childhood Development, Jay Weatherill; and our local<br />
member and Minister for Education, Jane Lomax-<br />
Smith. We were also privileged to be visited by three<br />
members of the Federal Parliament, the Member for<br />
Adelaide, Kate Ellis; Bill Shorten, the new Parliamentary<br />
Secretary for Disability Services; and Senator Cory<br />
Bernardi. The interest and support of both the<br />
Commonwealth and State Governments, and the<br />
considerable number of government department staff<br />
with whom we frequently deal, is greatly appreciated.<br />
The <strong>Report</strong> from the Program Manager, Robyn Phillips outlines the successes and challenges of <strong>2008</strong><br />
in the clinical area. From my perspective it was an outstanding year in both the Early Intervention and<br />
School Support programs. During her two-month residency at the <strong>Centre</strong> in March and April, Dr Christina<br />
Perigoe from North America provided education, training and mentoring support to the clinical group and<br />
conducted an extremely helpful review of our clinical programs and mentoring arrangements. Our ongoing<br />
relationships with international centres and leaders in the field of deaf education contribute significantly to<br />
the success of programs. Our thanks to the Honda Foundation, Cooper’s Foundation and Morialta Trust for<br />
their grants which made her visit possible.<br />
In <strong>2008</strong> we welcomed a record number of new referrals to the <strong>Centre</strong> which is a credit to the Program<br />
Manager and her team. Our only real frustration was with delays in developing our Cochlear Implant Clinic<br />
after the appointment of our new audiologist Adrian Galindo in February. Current arrangements which<br />
currently prevent us from providing a full CI service, and consequently deny families a choice of service, are<br />
a serious problem and we are working closely with government services to overcome this.<br />
In closing I would like to thank the board for their important role in the governance of the <strong>Centre</strong> and<br />
all our staff for their tireless and dedicated contributions to all aspects of our services, programs and<br />
fundraising.<br />

Program Manager’s <strong>Report</strong><br />
A significant body of research evidence has identified Family-<strong>Centre</strong>d Practice (FCP) as the most appropriate<br />
early intervention (EI) approach for families of children with disabilities, including children with hearing loss. So<br />
compelling is the outcomes evidence that in the US it has resulted in legislation mandating a family-centred<br />
approach to EI for children with disabilities (Individuals with Disabilities Education Improvement Act (IDEA),<br />
2004). In a family-centred model, specialist intervention professionals work collaboratively with each family to<br />
achieve optimum outcomes for their child. The auditory-verbal therapist contributes their expert knowledge of<br />
child development and deafness intervention and the parents contribute their expert knowledge of their child.<br />
The therapist guides, coaches and supports the parents to confidently facilitate their child’s auditory, speech and<br />
language development and to become an effective advocate for their child and family.<br />
Family-centredness is an overarching philosophy, guiding the focus and strategic direction of the <strong>Cora</strong> <strong>Barclay</strong><br />
<strong>Centre</strong> clinical program. To this end we are continuing to build a diverse professional team to work with and<br />
support each family. During <strong>2008</strong> we appointed Jane Palmer to replace Liz Worley (who resigned due to ill<br />
health) in the very important role of Family Counsellor. Additionally, we hired Adrian Galindo to replace William<br />
Woytowych, who will still be available as a consultant audiologist. Adrian is at the <strong>Centre</strong> five days a week,<br />
working as both a paediatric specialist and cochlear implant audiologist, as well as privately with adult hearing<br />
aid users. The clinical team now comprises teachers of the deaf, a speech pathologist, certified auditory-verbal<br />
therapists, audiologist, and family counsellor; and also consults with professionals in allied health and education<br />
organisations such as Australian Hearing and the Women’s and Children’s Hospital.<br />
We continually seek to refine and improve our clinical programs in response to new developments and research<br />
evidence. Implementation of several new services will require grant funding and on this wish list are a parttime<br />
Occupational Therapist to screen for sensory integration difficulties, a support group that is able to more<br />
appropriately respond to the unique needs of families of children with unilateral hearing losses, a support group for<br />
siblings of children/students with hearing loss, and access to AVT for rural and remote families.<br />
Over the years we have never lost sight of the fact that CBC<br />
was founded by families because they had a specific need<br />
that was not being met elsewhere, that their children with<br />
hearing loss would learn to communicate using their spoken<br />
mother tongue. The most special and unique aspect, among<br />
several that set CBC apart from other providers of services to<br />
children with hearing loss in SA, is the involvement of parents<br />
in policy making and planning, at all levels of the organisation.<br />
This is manifested by parent representation at Board level,<br />
in the Program Planning Committee and as members of the<br />
staff. Changes to the EI program occur either because parents<br />
express a need or management proposals are provided support<br />
by parents. Through the Parent and Community Council (chaired<br />
by Sarah Carlson) and the Community Wheel (chaired by Amy Barnett), and the sheer kindness and goodwill of a<br />
group of EI mums, an increasingly stronger parent-to-parent mentoring and support group is developing. Parent-toparent<br />
support and mentoring is a cornerstone of family-centred practice and has been actively promoted across EI<br />
and School Support programs. I am grateful for the philanthropic assistance provided by the Ian Potter Foundation,<br />
Community Benefit and Satisfac Credit Union who all recognised the central benefits of family-centred practice,<br />
mentoring and counselling.<br />
<strong>2008</strong> has been a year of consolidation and growth for the clinical team. Compared to our Alliance counterparts<br />
in other states we have a very small team for the total student numbers supported in the EI and School Support<br />
programs, which provides a testament to the dedication and work ethic of the therapy/ teaching staff. I have been<br />
blessed, as Program Manager, by the fact that the outstanding therapy/teaching team has remained substantially<br />
the same during 2007/<strong>2008</strong>.

More families join the <strong>Centre</strong><br />
In <strong>2008</strong> the <strong>Cora</strong> <strong>Barclay</strong> <strong>Centre</strong> was the service of<br />
choice for many families witnessed by a spike in<br />
enrolments of babies whose hearing loss had recently<br />
been diagnosed through newborn hearing screenings.<br />
Twenty new families were welcomed into the Early<br />
Intervention Program and have experienced the benefits<br />
of the family friendly holistic service which has become<br />
the trademark of service delivery at the <strong>Centre</strong>. A<br />
further 25 families with children in mainstream schools<br />
enrolled for support from the Teacher’s of the Deaf.<br />
<strong>Cora</strong> <strong>Barclay</strong> Wins Second International Award<br />
The Washington based Alexander Graham Bell Association of the Deaf awarded its prestigious <strong>2008</strong> Rookie of the<br />
Year Award to <strong>Cora</strong> <strong>Barclay</strong> <strong>Centre</strong> therapist Hillary Ganek. The award recognizes an outstanding young professional<br />
who is training to become a Certified Auditory-Verbal therapist (AVT).<br />
Twenty-six year-old Hillary Ganek has been working at the <strong>Centre</strong> since March 2007 as part of our unique Early<br />
Intervention Mentoring and Training Program. The Program recruited key international AV therapists, including Jim<br />
and Lea Watson and Christina Perigoe, to work at the <strong>Centre</strong> and received funding from Newman’s Own, Honda<br />
and Coopers Foundations and Morialta Trust.<br />
Hillary was presented with the award at the <strong>2008</strong> Alexander Graham Bell International Convention, which was held<br />
in Milwaukee in USA. Hillary is one of three outstanding young professionals taking on advanced training at the<br />
<strong>Centre</strong> in order to continue the tradition of developing fluent spoken language in deaf babies and children.<br />

Philanthropic Support<br />
The level of donations from trusts and foundations has enabled the <strong>Centre</strong> to establish new programs and meet<br />
specific needs of families who come from a range of cultural and socio-economic backgrounds. The staff and parent<br />
community has been buoyed by this level of support and benefits have been experienced across all programs and<br />
for all age groups. We are indebted to the Ian Potter Foundation, Morialta Trust, Honda Foundation, HBOS, Satisfac<br />
Credit Union, Community Benefit, Carols by Candlelight, ANZ Staff Foundation, Coopers Foundation, Bank SA and the<br />
Adelaide West and Victor Harbour Rotary Clubs. Relationships with all these organisations are important to us and<br />
we thank them all for their support.<br />
Early Intervention Mentoring Program – Christina Perigoe<br />
Internationally respected auditory-verbal clinician and university lecturer, Professor Christina Perigoe came to the<br />
<strong>Centre</strong> through the assistance of the Coopers and Honda Foundation and Morialta Trust. Christina worked as an AV<br />
mentor and consultant to the Clinical team and had endless energy, passion and commitment. The <strong>Centre</strong> greatly<br />
benefited from her insight and advice.<br />
City to Bay – ‘walking for talking’<br />
For the first time in <strong>2008</strong> the <strong>Centre</strong> took part in the annual<br />
Sunday Mail City to Bay Fun Run. The involvement was<br />
initiated by an enthusiastic group of parents - ably led by Peter<br />
McDougall who wanted to raise funds for the <strong>Centre</strong> while<br />
getting together to have some fun. The event was a great<br />
success thanks to the team of dedicated parents who recruited<br />
over 200 participants, printed T-shirts, sourced incentive prizes<br />
and cooked and served a delicious gourmet breakfast. The<br />
extraordinary results have cemented the City to Bay’s place on<br />
the <strong>Centre</strong>’s fundraising calendar.<br />
Government Relations<br />
A range of Government Ministers visited the <strong>Centre</strong> during the year, including Jane Lomax Smith, Minister for<br />
Education, John Hill, Minister for Health, Jay Weatherill. Minister for Early Childhood Development, Bill Shorten<br />
Federal Parliamentary Secretary for Disability and Kate Ellis, Federal Minister for Youth. These meetings have been<br />
marked by open and good communication and a growing understanding of the challenges children who are deaf,<br />
and their families face. There was also acknowledgement of the important role the <strong>Cora</strong> <strong>Barclay</strong> <strong>Centre</strong> takes<br />
in responding to new medical and technological developments in deafness and in providing families with best<br />
practice holistic services.

<strong>2008</strong> Further On – students sharing their stories<br />
Further On, the annual celebration of <strong>Cora</strong> <strong>Barclay</strong> <strong>Centre</strong> students, was held on November 26th in the Ballroom at<br />
Carclew. The event was first held 4 years ago to celebrate students, supported through the School Support Service,<br />
as they graduated from high school. Further On is now an opportunity to hear from primary and secondary school<br />
age students. Public speaking is often a challenge and especially so for many students with hearing loss. The<br />
event was standing room only with friends, families, supporters gathered together to listen to the eight student’s<br />
wonderful stories, which were inspiring, funny and very moving.<br />

aged from 11 to 15 years of age. Recent activities have included<br />
laser skirmish, bush walking, bowling, Bunnings woodworking<br />
workshop, cooking and movie nights. Planning is underway<br />
for a two day camp in the Adelaide hills. The team leaders<br />
attended Personal Leadership Training Program run by Youth<br />
Opportunities Association (SA). Workshops included personal<br />
growth and leadership training, goal setting and finding that<br />
important balance between risk and security. They graduated as<br />
mentors and the skills learnt will prove invaluable in their role as<br />
supporters of the younger WHISPA students.<br />
Volunteers<br />
The <strong>Cora</strong> <strong>Barclay</strong> <strong>Centre</strong>’s volunteers are a life force of the organisation. We are grateful for assistance in<br />
administration, fundraising and with running play group. The strong band of volunteers brings a sense of<br />
community connection to the organisation and without their help the staff and the operational budget would be<br />
stretched beyond capacity<br />
