Oxford Falls Regional Crown Reserve Plan of ManagementPrepared for NSW Land and Property Management AuthorityExecutive SummaryThe Regional Crown Reserve (RCR) system was established so that individual parcels of Crown landcould be aggregated into a larger network of reserves for planning and management purposes. Itprovides a holistic approach to the management of Crown lands on a regional basis and facilitates abalance between the competing needs of public enjoyment and use of the reserve, and the need forenvironmental protection.The Oxford Falls Regional Crown Reserve (OFRCR) was established by the Land and PropertyManagement Authority (LPMA) within this context (R1012168, gazetted 25/08/06), for the publicpurposes of access and public requirements, rural services, tourism purposes and environmental andheritage conservation. The OFRCR is located within the Warringah Local Government Area (LGA)and consists of various parcels of Crown Land located at Beacon Hill, Oxford Falls, Belrose, Inglesideand Cromer, covering an area of around 520 ha (Figure 1.1).An audit of the Reserve lands (Section 4, summarised in Section 5.1) has identified that the OFRCRretains high value and significance as a regional resource for:Environmental protection and biodiversity conservation,Catchment protection and water quality,Landscape character and visual amenity,Indigenous and non-Indigenous cultural heritage, andRecreational usage by a wide range of user groups.The key issue identified in the OFRCR Management Strategy (DoL, 2006) was the fragmented andpiecemeal approach to management of the land parcels making up the reserve. This piecemealapproach failed to provide a coordinated regional perspective to the delivery of social and economicbenefits for the Oxford Falls region (DoL, 2006). This plan of management seeks to address theseissues via the establishment of a new management model for the Reserve lands and development ofa strategy for managing future initiatives (Section 6.4).The proposed management model (Section 6.2) is a joint Trust arrangement between WarringahCouncil and Min Corp, that provides significant strategic and operational benefits. The managementstrategy involves an annual review of works undertaken and forward planning of activities for thecoming year through selection of management actions via a consultation and prioritisation process.This plan of management has been developed for the OFRCR in accordance with the requirements ofClause 112 of the Crown Lands Act 1989. The Plan was developed in consultation with a SteeringCommittee (comprising Council, LPMA and DECCW) and a Consultative Committee (comprisingrepresentatives of community-based organisations).It is recommended that the Minister for Lands adopt the Oxford Falls Regional Crown Reserve Plan ofManagement and that a joint Trust incorporating Warringah Council and Min Corp be established toimplement the Plan.20 July 2010 Cardno (NSW/ACT) Pty Ltd Page iiH:\Doc\2010\Reports.2010\Rep2554v2.docDRAFT FOR PUBLIC EXHIBITION
