MODULE 1: OVERVIEW OF RENEWABLE ENERGY AND ENERGY EFFICIENCYpage 1.11At the international level, promotion <strong>of</strong> <strong>renewable</strong> <strong>energy</strong> <strong>and</strong> <strong>energy</strong> <strong>efficiency</strong>is <strong>of</strong>ten driven by climate change <strong>and</strong> environmental drivers that do not resonatein Africa. Stressing the environmental benefits <strong>of</strong> <strong>renewable</strong> <strong>energy</strong> has not beeneffective in engendering support for <strong>renewable</strong> <strong>energy</strong> <strong>and</strong> <strong>energy</strong> <strong>efficiency</strong>in the region. Since Africa is not yet a net emitter <strong>of</strong> greenhouse gases, the promotion<strong>of</strong> <strong>renewable</strong> <strong>energy</strong> <strong>and</strong> <strong>energy</strong> <strong>efficiency</strong> systems is likely to be moresuccessful if advanced on the basis <strong>of</strong> their socio-economic benefits <strong>and</strong> costadvantages.On the whole, support for <strong>renewable</strong> <strong>energy</strong> <strong>and</strong> <strong>energy</strong> <strong>efficiency</strong> appears lukewarm.For example, a number <strong>of</strong> Governments in the region do not have a comprehensivevision, policy <strong>and</strong> plan on <strong>renewable</strong> <strong>energy</strong> <strong>and</strong> <strong>energy</strong> <strong>efficiency</strong>.Consequently, RE <strong>and</strong> EE systems development is <strong>of</strong>ten undertaken within an<strong>energy</strong> planning <strong>and</strong> policy vacuum <strong>of</strong>ten leading to discouraging results.
