Updatededition1 / 2004Who is <strong>CETOP</strong>?<strong>CETOP</strong> is the <strong>European</strong> Committee forOilhydraulics and Pneumatics. <strong>CETOP</strong>represents this industry in Europe. It isan umbrella organization to which associationsfrom 14 countries belong.<strong>CETOP</strong> thus represents over 1,000 companies,mainly manufacturers but alsodealers, with almost 70,000 people anda market value of 9 billion Euros. This isa very high proportion of the industryas a whole – 80 to 90% for most countries.Through these member associationsall renowned companies in Europebelong to the <strong>European</strong> committee.Many of these companies are leadingfluid power manufacturers and majorplayers in the international markets.<strong>CETOP</strong>'s <strong>40</strong>th anniversaryWhat is <strong>CETOP</strong> doing?<strong>CETOP</strong> provides support for its membersin many different ways. We are workingclosely together with our member associationsand their companies - with theindustry, for the industry.To our members we offer for example:<strong>CETOP</strong> statistics on <strong>European</strong> fluidpower – unique in offering reliable datatailored to the interests of the industry,available exclusively to companies ofthe <strong>CETOP</strong> associations.Supplier and product database to advisecustomers – information on more than1,000 companies and their products.Education and training initiative.Position papers concerning EC Directives– industry‘s response to the Commission’sproposals or directives.Lobby at the EU Commission – both intechnical and marketing areas, harmonizedpan-<strong>European</strong> proposals are a vitalrequirement for success.Platform for the exchange of experienceand opinions.And much more.<strong>40</strong> <strong>Years</strong>As long as <strong>40</strong> yearsago, national fluidpowerassociationsanticipated the idea of<strong>European</strong> unity by foundingthe <strong>European</strong> fluid-power committee<strong>CETOP</strong> in Stockholm on 15th June 1962.In the <strong>40</strong> years of its existence, <strong>CETOP</strong>has scored successes in many areas. Thecommittee was, for example, the firstorganisation to concern itself with thedevelopment of technical guidelines forfluid power. Many of these <strong>CETOP</strong>recommendations formed the basis forsubsequent ISO standards. <strong>CETOP</strong> alsobecame involved in the area of educationin such matters as harmonised pan-<strong>European</strong> requirement profiles for particularqualification levels or multimediasupport based on a CD-ROM. It hasachieved similarly impressive success inthe fields of <strong>European</strong> and internationalstatistics and market data.<strong>CETOP</strong> presidentAmadio Bolzani (left)at IFPE Trade Fair<strong>CETOP</strong> was therefore marking its<strong>40</strong>th anniversary with an officialcelebration. On 20th June 2002 inBrussels, leading representatives ofthe world of industry and politics didmeet to honour the concept of<strong>European</strong> unity, to which <strong>CETOP</strong> is alsodedicated. Among the speakers werePhilippe Busquin, the EU Commissionerfor Research and Development, MartineClement, the President of ORGALIME,and Amadio Bolzani, President of<strong>CETOP</strong>. Among those invited to attendhad not only been the national <strong>CETOP</strong>member associations, and in particularthe Presidents of these, and also representativesof industry, journalists andformer <strong>CETOP</strong> office-holders who havehelped in the past to make <strong>CETOP</strong> whatis it today.

Links can then beused to access these companies' ownwebsites.The website also includes informationon technical universities and magazineswhich are concerned with fluidpower, together with listings of internationaltrade fairs and exhibitions andthe addresses of other fluidpowerassociationsWith its <strong>CETOP</strong> Directory, a buyers' guide, <strong>CETOP</strong> presents themember companies of the <strong>CETOP</strong> member associations to abroad audience both in Europe and abroad. The Directory containsinformation on the products of over 1,000 companies, bothmanufacturers and suppliers, in the <strong>European</strong> fluid-power industry.This reference work of almost 200 pages is distributed in particularat international fluid-power exhibitions, such as IFPE in LasVegas or PTC ASIA in Shanghai, and of course also at <strong>European</strong>events such as the Hanover Fair, FLUIDTRANS COMPOMAC, MECANELEM-MECATRONIC,go.automation days, etc. Furthermore, it is distributed directly to customers by the<strong>CETOP</strong> member associations. The Directory is also featured on the <strong>CETOP</strong> website atwww.cetop.org under the title "Directory / Buyers‘ Guide". Only member companies ofthe <strong>CETOP</strong> member associations are entitled to an entry in this Directory. The publicationis financed by charges for special display entries and advertising for exhibition eventsand technical magazines. A new <strong>CETOP</strong> Directory is published on the occasion of eachHanover Fair.


<strong>CETOP</strong> statistics<strong>CETOP</strong> provides its members with interestinginformation on the <strong>European</strong>fluid-power market. The basis for this istwo sets of statistics which <strong>CETOP</strong> compileswith the aid of its member associations.13 countries participate in thisprocess. Thisincludes business data for the currentquarter and a forecast for the currentyear for 11 <strong>CETOP</strong> countries. Data forthe year 2002 is available.ISC statisticsThe ISC project, concerned with worldwidefluid-power statistics, has beenconducted at the suggestion of <strong>CETOP</strong>members. The objective of this projectis to provide comparable informationon the relevant fluid-power markets forthe triad of Europe, the USA and Asia.<strong>CETOP</strong> is not only one of the foundingmembers but has been leading the projectfor some time. Once again, <strong>CETOP</strong>is using its concept of national homemarkets, i.e. what is important is notwhere a product is produced but whereit is sold. Particularly important factorswere not only the definition of the productgroups for the statistics but also anagreement as to the scope of activitiesto be covered. In accordance with this,for example, the statistics do not includegoods supplied to the aerospace,trucks and defence sectors, amongothers.Data for the <strong>CETOP</strong> area, the USA,Japan, China and Taiwan for fluidpowerproduct groups is publishedannually. <strong>European</strong> DirectivesThe Single <strong>European</strong> Market makes itnecessary, among other things, to harmonisenational regulations, directivesand standards, with the aim of eliminatingrestrictions or barriers to trade. Thisis achieved through <strong>European</strong> Directives,which are then enacted as nationallegislation by each EU member state.StandardisationLong before the establishment of ISO/ TC131 concerned with "<strong>Fluid</strong> power systemsand components", <strong>CETOP</strong> was involvedin the development of standardsin Working Groups which were thenpublished as <strong>CETOP</strong> recommendations.Many of these recommendations publishedby <strong>CETOP</strong> were later adopted byISO/TC 131 either directly as ISO standardsor as the basis for these. <strong>CETOP</strong>was thus the forerunner for the work ofISO in the field of standardisation. Today,standardisation activities within <strong>CETOP</strong>have become less important, not leastbecause of the increasing globalisationof industrial companies. An exception isformed by the <strong>CETOP</strong> Working GroupG6, concerned with "<strong>Fluid</strong>s". In thisWorking Group, recommendations aredeveloped for hydraulic fluids themselvesand for test methods for these. Thesestandards are then submitted as harmonised<strong>European</strong> documents to the relevantISO committee (ISO/TC 28/SC 4). Forexample, the <strong>CETOP</strong> Working Group G6defined the requirements for rapidlybiodegradable hydraulic fluids whichwere recently published as an ISO standard(ISO 15380). <strong>CETOP</strong> Education Strategy1. Recognition throughout Europe ofthe professions and trades of thefluid-power industryFor many years, the concept of Europehas no longer been a myth for fluidpowermanufacturers but a fact of life.In the economic field, Europe affectseveryone. Professionals have recognisedthis and used this to their advantage.New problems of a different order haveemerged, aggravated by the pyramidshapedage profile of society. These problemsare associated in particular withthe availability and regeneration ofskills. Like others, and perhaps more sothan some, our industry lacks personnelskilled in fluid-power techniques:"The problems are essentially the sameright across Europe," notes EtiennePIOT, who has taken up this matter onbehalf of the <strong>European</strong> fluid-powercommittee <strong>CETOP</strong>.In view of this situation, and in order touse their power to benefit all fluidpowerprofessionals, both manufacturersand users, the member associationsof <strong>CETOP</strong> some years ago started a campaignto facilitate unhindered mobilityof skills throughout Europe.Agreement has already been reached toharmonise the skills expected of fluidpowerpersonnel in OSLO, MADRID,STUTTGART, BORDEAUX, MILAN, BIR-MINGHAM, BRUSSELS and PRAGUE, andwork is now proceeding to secure recognitionof these skills throughoutEurope.This work has been until now formalisedby the unanimous approval of 4<strong>CETOP</strong> recommendations and 6 newdrafts should be approved as <strong>CETOP</strong>recommendations at the next GeneralAssembly in June 2004. The first two ofthese are essential:The first of these identifies 3 <strong>European</strong>levels of competence (out of 5 possiblelevels), classified 1 to 3, ranging fromspecialised operators to technicians andcovering the whole of Europe, and theknowledge and skills expected for eachof these levels. In this area, work currentlyin progress will make it possibleto launch <strong>CETOP</strong> programmes intendedto help professionals develop and providesupport for these throughout theirprofessional lives.The second recommendation proposes ageneral methodology, for use by eachnational association which is a <strong>CETOP</strong>member, which will facilitate the creationof a <strong>European</strong> resource which willidentify and recognise these skills in allthe <strong>European</strong> countries affiliated to<strong>CETOP</strong>.2. Multimedia information on theseprofessions and tradesIn parallel with the campaign to identifyand gain recognition for skills acrossEurope, <strong>CETOP</strong> has now an internetwebsite dedicated to young people:www.cetop.org/education.
