2009 ANNUAL REPORT & AUDITED ACCOUNTSReport of DirectorsThe Directors have pleasure in submitting their annual report to the members, together with the auditedfinancial statements of the company for the year ended 31st December 2009.Incorporation and OperationThe company was incorporated in October 1992 as a company limited by guarantee and having no sharecapital and commenced operation in November, 1992. At the AGM in July 2005 the members agreed tochange the name of the company and amended the Memorandum and Articles of Association. The namewas officially changed to Pobal on the 8th September 2005.DirectorsUnder the Memo’s and Articles adopted in 2005, 4 directors retired at the AGM and two were re-appointedby Government. 2 new members were appointed.Review of the Development of the BusinessDepartment of Community Rural and Gaeltacht AffairsPobal administers 6 programmes on behalf of the Department of Community, Rural & Gaeltacht Affairs• Local Development Social Inclusion ProgrammeThe LDSIP has continued to operate within the framework of the 2000-2006 Programme pending theintroduction of a new programme. Up to the end of 2009 the LDSIP was implemented at local level by53 Area-based Partnerships and two Employment Pacts. Grant payments made directly to these groupsin 2009 amounted to €48,785,985. Total reported NDP expenditure (exchequer) under the Programmein 2009, including technical assistance and Pobal’s administrative cost, was €49,924,681.• RAPID (Revitalising Areas by Planning Investment and Development)During 2009 RAPID progressed the delivery of work under its new model of operating within “strategicthemes”. Under this approach local strategies and plans to respond to a set of thematic issues withinthe local context are developed. The principles underpinning the strategic theme development are:better service delivery, community participation, service integration, new investment and leadership.During 2009 work continued on the delivery of the Community Safety, Family Support and Healththemes which had been launched in 2008 and commenced on the Environment, Education andEmployment and Training theme.• The Rural Social SchemeIn 2009 the RSS was managed at a local level by 35 local development companies. In the Gaeltachtit was managed in conjunction with Údarás na Gaeltachta. In total Pobal paid out €45,350,876 inpayments during 2009.• The Community Services ProgrammeDuring 2009 there were 443 CSP contracts with Pobal, contract holders received a total of€48,118,076.In addition to the payments above Business Development Grants, to a value of €5,800, were paidout to assist new applicants to cover costs related to development of their three year business plans.During 2009, a total of €38,000 was paid out for start up costs.Accounts Page 4

• Programme of Grants for Locally Based Community & Voluntary OrganisationsThe third round of this programme was launched in the latter part of 2008 with 81 new approvalsin early 2009 and an additional 2 projects in July 2009. By year end 83 projects with a value of€1,608,653 had been approved across the target areas of refurbishment, equipment and training.An additional 157 applications had been appraised and are awaiting decision. The total value ofapprovals across the three rounds to date now stands at €18,573,240 representing 1,746 locallybased projects and initiatives right across the country. Pobal made payments totalling €€3,131,532under the programme during 2009 bringing the total paid across all approved projects to date to€17,739,252.• The Evening Rural Transport ProgrammeIn 2007, the Department of Community, Rural and Gaeltacht Affairs requested Pobal to take on themanagement of a one year pilot Evening Services Scheme. The aim of this €947,534 scheme,which is complimentary to the RTP, is to develop evening rural transport services.The scheme rolled over into 2009 with specific aspects of the programme being developed.Dormant Accounts FundThe Dormant Accounts Fund aims to address disadvantage and promote opportunities for social andeconomic inclusion. There are three core objectives:• To improve the quality of life and reduce isolation for people who are economically or sociallydisadvantaged.• To improve opportunities for individuals who are economically and socially disadvantaged toovercome the impediments arising from such disadvantage through deriving appropriate benefit fromeducation.• To enhance the potential for persons with a disability to play a more active role in society andincrease their level of independence.Through Pobal’s work on behalf of the Department of Community, Rural and Gaeltacht Affairs 552 newgrants were approved by Government for groups under the RAPID Additionality measure, and 80 newprojects under the Family Supports Measure.On behalf of the Department of Environment, Heritage and Local Government 20 new grants wereapproved by Government for initiatives under the Supports for Homeless Persons Measure.Throughout 2009 Pobal made payments of €25,102,288 to 1267 Dormant Account Fund relatedprojects.The Office of the Minister for Children (Department of Health and Children)Pobal administers 2 programmes on behalf of the Office of the Minister for Children in the Department ofHealth and Children.• Equal Opportunities Childcare ProgrammeThe closure of the Equal Opportunities Childcare Programme continued in 2009 and involvedensuring that all beneficiaries had, by 31 December 2009, reported or decommitted all fundingdrawn down prior to 31 December 2007. Approximately €€1.4m of EOCP funding (Staffing and Capitalgrants) was decommitted during 2009.• National Childcare Investment ProgrammeThe NCIP aims to provide a proactive response to the development of quality childcare supports andservices, which are grounded in an understanding of local needs. At the end of 2009, the NCIP wassupporting 69,217 childcare places, of which 20,150 were newly created as a direct result of thefunding.
