Since October of 2007, RADM Bob Williams has served as the<br />
Acting Deputy Surgeon General of the United States, serving as the<br />
principal assistant and advisor to the Surgeon General regarding<br />
the development and implementation of programs, priorities, and<br />
initiatives. As Deputy Surgeon General, RADM Williams maintains<br />
effective relationships and collaborations with executive leadership<br />
within the federal government and serves as Chief Executive Officer<br />
of the 6,000-plus members of the USPHS Commissioned Corps. Prior<br />
to assuming the duties as Acting Deputy Surgeon General, RADM<br />
Williams served as the Chief of Staff, Office of the Surgeon General,<br />
since 2003. As Chief of Staff, he provided direction and oversight<br />
to 110 personnel constituting six offices (Commissioned Corps<br />
Operations, Force Readiness and Deployment, Civilian Volunteer<br />
Medical Reserve Corps, Reserve Affairs, Military Liaison and Veteran<br />
Affairs, and Science and Communications) and advice and council to<br />
the Surgeon General.<br />
RADM Williams is a friend of <strong>HOSA</strong>’s as he spoke at the joint meeting<br />
of the State Advisors and State Presidents attending the Washington<br />
Leadership Academy at the White House Briefing in Washington, D.C,<br />
in September, 2008. At that very special meeting, RADM Williams<br />
commended <strong>HOSA</strong> for having many of the same priorities of the<br />
Surgeon General – disease prevention, public health preparedness,<br />
eliminating health disparities and health literacy. He shared, “To me,<br />
the value of <strong>HOSA</strong> is it provides a framework to bring your passions to<br />
life through leadership development, motivation and recognition of<br />
your individual value to the future of health care and public health.”<br />
RADM Williams understands the necessity of <strong>HOSA</strong> and its members<br />
as an integral part to the future of the health care and the public<br />
health workforce. He knows that the future of health care begins<br />
with each member of <strong>HOSA</strong> – working together as we move from a<br />
treatment-based society to a prevention-focused society. “You only<br />
have to have the desire and the belief that you can make a difference,<br />
and then do it! The success of health care in this nation begins with<br />
those who have the courage to make a difference …. and, I believe<br />
these are the qualities in each member of <strong>HOSA</strong>.”<br />

Commissioner of<br />
Education<br />
Commissioner Webb joined<br />
the Tennessee Department of<br />
Education in 2003. Before his<br />
appointment as commissioner<br />
in July 2008 by Governor Phil<br />
Bredesen, he served as deputy<br />
commissioner, overseeing the daily<br />
operations of all divisions of the<br />
department. He has also served<br />
as assistant commissioner for the<br />
Division of Resources and Support Services, which is responsible for<br />
public school funding and facility oversight.<br />
Prior to joining the state department, Dr. Webb’s career included<br />
several senior educational administration and teaching positions,<br />
previously serving as Superintendent of Lewis County Schools, Lewis<br />
County Middle School Assistant Principal and Athletic Director, as<br />
well as Lewis County Schools System-wide Title II Coordinator. He<br />
also taught middle school mathematics and social studies for seven<br />
years.<br />

Tennessee Army National Guardsman and a great friend to<br />
Tennessee <strong>HOSA</strong>!<br />

Scott Hess is currently the acting<br />
Director of the Discretionary<br />
Programs and Innovation Group<br />
in the Division of High School,<br />
Post Secondary and Career<br />
Education. He was the project<br />
lead for the Department’s Career<br />
Cluster projects, and currently manages the College and Career<br />
Transitions Initiative. Prior to working at the Department, Scott was<br />
an <strong>Educational</strong> Coordinator at the Utah State Office of Education<br />
other state positions were, State School-to-Careers Coordinator;<br />
Adult Education Director; State Specialist for Health Sciences, Health<br />
Education, Physical Education, and HIV Education. At the national<br />
level he was the Director of the National Health Science Career<br />
Pathway Project. He has taught at the high school and university<br />
level and has served as a consultant to both the public and private<br />
sector in a variety of workforce development, education and<br />
healthcare related projects. As you can tell after reading Mr. Hess’<br />
biography that he believes in the future of healthcare – and <strong>HOSA</strong>.<br />
We welcome Mr. Hess for joining us at <strong>HOSA</strong>’s <strong>NLC</strong> for a second year<br />
and we thank him for his belief that <strong>HOSA</strong> does make a difference.

Participants will learn about the wide variety of career choices<br />
available in today’s healthcare industry. Education and training<br />
options will be discussed along with employment opportunities.<br />
Visit with the Vanderbilt LifeFlight crew and tour the helicopter<br />
they use for transporting patients. LifeFlight averages about<br />
1,900 flights per year utilizing four full-time helicopters with one<br />
spare in reserve. They serve the area within a 150-mile radius of<br />
Nashville.<br />
The Medical Reserve Corps (MRC) is a national network of local<br />
groups of volunteers committed to improving the health, safety<br />
and resiliency of their communities. MRC volunteers include<br />
medical and public health professionals, as well as others interested<br />
in improving the public health infrastructure of their local<br />
jurisdiction. MRC units identify, screen, train and organize the<br />
volunteers, and utilize them to support routine public health<br />
activities and augment preparedness and response efforts. The<br />
Office of the Civilian Volunteer Medical Reserve Corps is headquartered<br />
in the Office of the Surgeon General. It functions as<br />
a clearinghouse for information and guidance to help communities<br />
establish, implement, and maintain MRC units nationwide.<br />
This session will provide a forum for <strong>HOSA</strong> student members<br />
to explore key principles of the MRC program and to identify<br />
opportunities for collaboration with local MRC units. Presenters<br />
will also highlight the “Junior MRC” concept that has become an<br />
instrumental part of the MRC network.<br />
<strong>HOSA</strong>’s mission and the importance of advocacy: How to clearly<br />
and effectively communicate with your representatives to ensure<br />
that <strong>HOSA</strong>’s is heard by decision makers.<br />
Participate in this highly interactive workshop and share best<br />
practices with other local advisors from your region. Whether<br />
you are a new or an experienced advisor, this workshop will<br />
provide an opportunity to discuss challenges and offer solutions<br />
to enhance classroom management and operate a high performance<br />
<strong>HOSA</strong> chapter.<br />
This symposium will take the participant through a day in the<br />
life of a Certified Nurse-Midwife, and discuss the midwifery<br />
philosophy of care. <strong>Educational</strong> pathways to a career in the<br />
profession will be discussed.<br />
At the end of this workshop, participants will be able to:<br />
Explain the history of the USPHS and its mission of “Protecting,<br />
promoting and advancing the health and safety of the Nation”.<br />
Identify at least two career tracks available to a commissioned<br />
officer in the USPHS. Describe three unique characteristics about<br />

This workshop will provide information on research and the<br />
development of drug-device combination products for the repair<br />
of sports medicine and orthopedic injuries to bone, cartilage,<br />
ligaments and tendons. Students will learn about recombinant<br />
protein therapeutics and their application in treating orthopedic<br />
injuries. An opportunity to learn about a one year program in<br />
Biomedical Technology will also be presented.<br />
Participants build the components of the heart and key endocrine<br />
glands out of brightly colored clay. “Learn by doing rather<br />
than my memorizing.”<br />

The Planning for Life program, an Army sponsored nonrecruitment<br />
initiative, will give a mini-presentation focusing on<br />
the Mind, Body, and Soul, important elements for young people<br />
as they plan for their own lives and futures. Part I will focus on<br />
the “Mind” as young people are Planning for Life. <strong>Educational</strong><br />
Consultant Lieutenant Colonel (Retired) BK Haynes will discuss<br />
college and career planning, provide an overview on scholarships<br />
and inform participants about free online educational resources<br />
such as www.March2Success.com and ONet online. Participants<br />
can learn how they can go to college for free and increase their<br />
scores on SATs and other aptitude tests.<br />
This interactive workshop with the March of Dimes will focus<br />
on how teens can help give every baby a healthy start. From<br />

Catherine Raney has always had a passion for singing. Starting at an early age, she decided to pursue<br />
a career in music. This led to the Opry and Festival circuit in Texas and Louisiana. Since 2001, she has<br />
performed at Tim McGraw’s annual Swampstock in Rayville, Louisiana and was an opening act on the<br />
“Live Your Voice” tour in 2008. She has also opened for such artists as The Warren Brothers, Chris<br />
Cagle, Martina McBride, Faith Hill and, of course, Tim McGraw.<br />
Catherine recorded “All The Pretty Little Ponies” that<br />
was featured on the soundtrack for the motion<br />
picture, Flicka. Currently, she is working on her first<br />
album with the help of producers Tim McGraw and<br />
Byron Gallimore.<br />
Performing with Catherine is the famous band, “The Dancehall Doctors”.<br />
The Dancehall Doctors record and tour with the country music legend Tim<br />
McGraw. They are one of the few touring bands in the music industry to<br />
also serve as the studio musicians on Tim’s albums. The band is led by<br />
guitarist Darran Smith and features eight talented musicians. It is indeed a<br />
treat to have Catherine Raney and The Dancehall Doctors join us at this<br />

Conference Message Center<br />
A message board is available at all times for any schedule<br />
changes, special announcements, and messages for individuals<br />
by state at the Conference Headquarters located<br />
outside the Delta C Reg Desk.<br />
Conference Name Badges<br />
Conference name badges must be worn at all times while<br />
at the Conference. The name badge serves as the entry to<br />
all official conference functions including general sessions,<br />
business session, workshops, and for bus transportation to<br />
competitive event sites. For security purposes, do not wear<br />
the conference badge while touring the city, etc.<br />
For conference activities, wear your name badge in plain<br />
sight to ensure your admittance to conference functions.<br />
Replacement badges are $5 and can be obtained at the<br />
Conference Headquarters with proper identification.<br />
Admission Tickets<br />
Delegates must have tickets to attend the Opening General<br />
Session, Recognition Session, and the Awards Session. Only<br />
registered delegates and guests may attend the General<br />
Sessions and entertainment activities. A name badge must<br />
be visible at all times. Tickets are NOT required for admittance<br />
into <strong>Educational</strong> <strong>Symposium</strong> workshops and seating<br />
is on a first-come basis. We encourage you to attend each<br />
workshop for which you have an interest.<br />
<strong>HOSA</strong> Competitive Events information<br />
Fifty-seven competitive events will be conducted in six<br />
program areas at two levels at the National Leadership<br />
Conference. <strong>HOSA</strong> competitive events are conducted as<br />
incentives for HSTE students to be recognized for<br />
achievement related to career and leadership development.<br />
Competitive events are designed to complement the health<br />
science technology education programs through application<br />
of the instruction received. This practical experience<br />
assists the <strong>HOSA</strong> member in developing the knowledge,<br />
skills, and attitudes required to deliver quality health care.<br />
Competitive Events Orientation and Scheduling<br />
Each student competing is responsible for being prompt to<br />
the Orientation Session for his/her event and for the time<br />
period for which they are scheduled. Read the conference<br />
agenda carefully. You must be on time or risk disqualification.<br />
If you are not certain, go to the Competitive Events<br />
Headquarters or locate your chapter or state advisor. It is<br />
the responsibility of competitors to attend the Orientation<br />
Session or make arrangements for someone to attend in<br />
his/her place. <strong>HOSA</strong> is not responsible for errors in communication<br />
between the competitor and his/her designated<br />
representative at the Orientation Session. Due to testing/<br />
preliminary rounds, a proxy is not permitted in several of<br />
the events. Be sure you know the rules or ask questions!<br />
Competitive Event Judges and Personnel<br />
Competitive event personnel and judges are asked to read<br />
the agenda carefully. It is essential that all personnel be at<br />
the event site in advance of the posted times. It should be<br />
remembered that event judges and personnel are “very<br />
important persons” at the National Leadership Conference.<br />
When opportunities arise, please tell these volunteers how<br />
much we appreciate the contributions they are making to<br />
<strong>HOSA</strong> and the <strong>2009</strong> <strong>NLC</strong><br />
National Officer Campaigning<br />
Verbal campaigning may begin after the national<br />
officer candidate slate is announced by the Nominating<br />
Committee.<br />
Local and State Advisors’ Orientation Meeting<br />
All local and state advisors are encouraged to attend the<br />
orientation meeting on Wednesday from 2:30 – 3:30 PM<br />
in Hermitage CD. All conference chairmen will be present.<br />
Any changes in the program will be given at this time.<br />
This orientation is provided to ensure a smooth-running<br />
competitive events program and conference.<br />
Courtesy Corps & Host Committee<br />
Each state selects students and advisors to serve on the<br />
Conference Courtesy Corps. Members of the Courtesy<br />
Corps and Host Committee will assist in all aspects of<br />
the conference. The success of the National Leadership<br />
Conference is due in large part to the efforts of the Courtesy<br />
Corps. Thanks to all Courtesy Corps members.<br />
voting Delegates<br />
Each voting delegate will receive a voting delegate ribbon<br />
from his/her state advisor. All voting delegates or alternate<br />
must attend the Voting Delegate Orientation or have a<br />
representative as his/her proxy. Voting Delegates must be<br />
seated in the voting delegate area at least ten minutes prior<br />
to the start of the Business Session on Thursday at 3:00 PM.<br />
Official <strong>HOSA</strong> uniform must be worn. On Thursday, June<br />
25, the National Executive Council will host a breakfast for
Conference information<br />
voting delegates and national officer candidates. This will be an<br />
opportunity for the voting delegates to meet the national officer<br />
candidates on an informal basis.<br />
Curfew<br />
All <strong>HOSA</strong> members are asked to abide by curfew times and not<br />
leave their rooms after the published time in the program book.<br />
Conference insurance<br />
Conference insurance has been secured for all conference delegates.<br />
Protection can extend up to three days before and three days<br />
after the conference. Coverage begins when the insured delegate<br />
leaves his/her residence, and continues until he or she returns<br />
home (within the three-day extension).<br />
Gaylord Radisson Hotel and Hampton inn Shuttle<br />
<strong>HOSA</strong> has arranged for there to be a conference shuttle from these<br />
Hotels to the Gaylord Opryland. The shuttle will begin running at<br />
6:30 AM and will pick-up and drop off every thirty minutes until 30<br />
minutes after the last scheduled event.<br />
Conference Attire<br />
Conference delegate attire should be proper and appropriate<br />
since it reflects directly upon the State Association and National<br />
<strong>HOSA</strong>. Conference delegates are strongly encouraged to wear<br />
<strong>HOSA</strong> uniforms or appropriate business attire to business sessions,<br />
general sessions and other conference activities. There are many<br />
special guests in the audience and it is to everyone’s advantage to<br />
dress appropriately for all conference functions.<br />
Under no circumstances will blue jeans, shorts, or other casual attire<br />
be accepted at any Conference function (with the exception of<br />
tours, <strong>HOSA</strong>’s dances, and other recreational activities). Delegates<br />
dressed in such casual attire will not be permitted to participate<br />
in official <strong>HOSA</strong> conference meetings. The official <strong>HOSA</strong> uniform<br />
is required of voting delegates and national officers. Please<br />
note the guidelines of individual competitive events for specific<br />
instructions for students competing in certain competitive events.<br />
An official uniform policy for <strong>HOSA</strong> was approved by the Board of<br />
Directors and is described in Section B of the <strong>HOSA</strong> Handbook.<br />
Attire for Recognition and Award Sessions on Friday and Saturday is<br />
as follows:<br />
Females – A “dressy” short or long dress, official <strong>HOSA</strong> uniform, or<br />
business attire.<br />
Males – Business attire or official <strong>HOSA</strong> uniform.<br />
Reproduction of Photographs<br />
As a delegate to the National Leadership Conference, permission<br />
is granted to make photographs, videotapes, broadcasts, and/or<br />
sound recordings, separately or in combination, available for<br />
reproduction for educational and promotional purposes by<br />
National <strong>HOSA</strong> unless you put in writing this exception.<br />
Conference Delegate<br />
Responsibilities<br />
• Adhere to the official conference code of<br />
conduct as signed by each delegate.<br />
• Wear your official <strong>HOSA</strong> uniform correctly and<br />
proudly.<br />
• Be prompt in attending all sessions.<br />
• Stay until the end of each session.<br />
• Always show the utmost respect to the<br />
person(s) at the podium.<br />
• Be a mature <strong>HOSA</strong> representative. Loud<br />
talking, boasting, vulgarity, profanity, and<br />
horseplay are not becoming of a <strong>HOSA</strong><br />
member.<br />
• If you take pictures in any session, respect<br />
those in back of you by “remaining low” before<br />
and after the picture is taken.<br />
• Periodically check the bulletin board near<br />
the Conference Headquarters for messages,<br />
program information, and state delegate<br />
instructions.<br />
• <strong>HOSA</strong> members are not confined to the hotel,<br />
but they do need advisor and/or chaperone<br />
permission to depart the property.<br />
• It is your responsibility to attend and be<br />
prompt for the activities in which you are<br />
involved.<br />

Common Sense Safety Tips<br />
for Conference Attendees<br />
Please read carefully these safety tips to be followed<br />
for security purposes:<br />
• Wear your conference badge at all times while<br />
attending all sponsored <strong>HOSA</strong> functions but<br />
remember to remove it when you are outside the<br />
hotel.<br />
• Do not give your room number to strangers; do not<br />
leave public establishments with strangers or invite<br />
them to your room.<br />

Let’s Fight Flu Together! is a program of Flu Busters, National PTA and the National Association of<br />
Elementary School Principals (NAESP) that began in July 2008. The program provides information,<br />
resources and support for onsite influenza (flu) vaccinations at schools and community-based organizations.<br />
<strong>HOSA</strong> is a supporting organization of this health initiative.<br />
Your <strong>HOSA</strong> chapter now has the information, resources and support to host a flu vaccination clinic at<br />
your school or in another community setting. By scheduling a Let’s Fight Flu Together! clinic, you can help<br />
prevent the spread of influenza in your community.<br />
The Statistics Are Important:<br />
- Children are attacked more frequently and are a major source of flu transmission than any other age<br />
group<br />
- In an average year, students miss approximately 38 million days of school due to influenza and parents<br />
missed more than 10 million work days to care for these children: 83 children died from influenzarelated<br />
diseases; of this number, 58 were children who had not received a flu vaccine as recommended<br />
by the CDC<br />
Using the information available on the /Let’s Fight Flu Together!/ website (www.pta.org/flushotclinics),<br />
you have everything needed to plan, schedule, promote and host a flu vaccination clinic. Once you have<br />
selected a time and date, and obtained the approval of school officials, a Flu Busters representative will<br />
work with you on scheduling.<br />
