60 years of impact
1947-2007
60 Years of Impact
1940s–50s
“Things did look black for the free-wheeling border city in 1945. The
police department, unable to clean out the bookies and bootleggers
swarming across the river from neighbouring Detroit, was going
through one of its periodic shake-ups. The Ford Motor Company of
Canada, an employer of 80% of the work force in the one industry
town, was shut down with a 99 day strike…”
– Frank Rasky – Windsor Star
Prices were rising in cotton, soap and bread with the removal of
wartime subsidies. Milk was up to $0.16 a quart.
With the end of winter in 1947, the residents of Windsor did not see
relief to high unemployment. The unemployment in Windsor was
termed the “blackest in the whole country.” As an attempt to match
jobs with unemployed men, Ottawa offered free transportation to jobs
in other parts of the Dominion.
1947 – Amongst these hardships, 1947 also brought the hope of
community to Windsor. In February, the “long-awaited”
Community Fund (later named United Way) became a reality.
2007 Annual Report 60
years of impact
60 Years of Impact –
A message from the Board Chair and Executive Director
Establishing the Community Fund in Windsor was an act of creating community self -reliance. Those
who had returned from helping win World War II were not prepared to sit idly by and accept an
economic downturn, poverty, or senior government indifference grinding this community down.
The people of Windsor would band together to help their own.
The spark happened in 1947, when a group of business, community and newly formed union leaders
joined to pursue a lofty goal: to establish a Community Fund. At its core, the mandate of the Fund
was to strengthen the fabric of our community and provide a way for the people of Windsor to take
part in achieving this lofty goal with one simple donation. The result was an embodiment of the
Windsor spirit of self-reliance, determination, and caring.
Today, 60 years later, the Community Fund has evolved to become the United Way and its reach has
expanded to include all of Essex County. Without a doubt, the Community Fund, and more recently,
now the United Way, has succeeded in its goal of strengthening the fabric of our community by
being an integral part of our community.
Best known for helping people through the funds it provides to social agencies, United Way has
also helped chart the course for social programs and policies needed by residents in Windsor-
Essex. Its actions have helped to create, nurture and develop many of the progressive changes that
we now consider part of the fabric of our community. Studies carried out under the leadership of
United Way spurred the creation of:
◆ The School of Social Work at Assumption University, now the University of Windsor,
to address a shortage of social workers locally and provincially,
◆ a city-wide daycare system
in response to the needs of working parents with young children,
◆ a Handi-Transit system,
transportation for persons with physical disabilities,
◆ regulations for the operation of rest homes and lodging homes
to protect vulnerable adults.
United Way Windsor Essex remains focused on improving lives, now and in the future. We are directing
more of our resources to prevention and root causes. We are constantly improving our policies and
performance based on best practices and being results focused. For example, the 211 service which
United Way started in 2007 is a futuristic way to connect people today with the information and
community services they need 24 hours a day 7 days a week. This bold initiative was implemented
with the help of the City of Windsor and the County of Essex.
United Way has a 60 year history of bringing the community together to find solutions and make
lasting change. We are proud to be part of Windsor Essex and contribute to the strength, determination,
and caring attributes that are hallmarks of this community. We thank the original founders
and board members who created the United Way and enriched the place we call home.
They understood the role of United Way as a leader and partner in measurably improving our
community and making Windsor-Essex a great place to live.
Impact 2007
The Challenge:
Not-For-Profit Organizations are in a complex and ever changing environment.
Not-For-Profit Organizations face many challenges:
◆ Higher expectations from funders and the community
◆ Fewer dollars
◆ More complex needs of consumers
◆ More competition for volunteers
◆ Transparency & accountability requirements
United Way’s Response:
United Way’s Centre for Training & Consulting assists Not-For-Profit Organizations to:
◆ Respond strategically to social, political and economic trends
◆ Maximize human, material and financial resources
◆ Become more effective, efficient, inclusive and accountable
◆ Focus more clearly on objectives and priorities
◆ Plan and manage change
◆ Deal with conflict in an effective manner
◆ Expand membership
◆ Enhance the management of volunteers
◆ Enhance marketing, fund-raising and public relations
◆ Improve the effectiveness of meetings
Knowledgeable, skilled and experienced community facilitators, in partnership with
United Way staff, deliver these services.
Youth Leaders on Board
Youth Leaders on Board is a program designed for youth between 18-24. Youth Leaders
on Board builds on United Way’s 15 years of experience in delivery of youth leadership
programs and provides each participant with “on the job” training and experience as a
member of the Board of Directors of a local community organization.
5 Great Ideas
There is a growing expectation that community groups and organizations find ways
of doing more with less time and fewer resources. Organizations that want to improve
skills of their staff and volunteers often don’t know where to start, given the millions of
books, seminars and speakers available, often with a price tag that is beyond the reach
of an organization’s budget.
In response to these needs, United Way launched its 5 Great Ideas Program in the fall
of 2007. A series of 10 workshops on specific topics provides participated with 5 practical,
tactical ideas that can be put to work right away. Each workshop is delivered in a 1.5
hour fast-paced format.
◆ Persuasion
◆ Creativity
◆ Productivity
◆ Public Relations
◆ Making Decisions
◆ Working Effectively in Groups
◆ Branding Your Organization
◆ Managing Change
Youth Leadership on Board
Impact 2007
United Way initiated 211 becaue one of the biggest challenges for people
in need of help is knowing where to call.
Studies show that people make an average of 7-8 calls for help, often giving
up in frustration before they find the appropriate agency to meet their need.
211 was launched in 2007 to address eliminate that obstacle for residents of
Windsor-Essex. An easy-to-remember, free phone number, 211 provides callers with
help when they need information and referral about any social, health, community or
government services.
Information & Referral Specialists can answer questions
about a wide range of services available in Windsor-Essex
County including:
◆ Child care
◆ Language classes
◆ Family counselling
◆ Employment services
◆ Financial assistance
…and so much more
When United Way proposed 211, it found capable partners in the City of Windsor and
the County of Essex. Together we are taking this huge step forward, combining United
Way’s experience in the field of human services and the City of Windsor’s 311 call centre
technology in a service that helps all residents in Windsor-Essex.
◆ 211 is being delivered by City of Windsor’s 311 call centre with funding the
County of Essex, City of Windsor and United Way.
◆ 211 service is available 24 hours a day, 365 days a year, and available in over
150 languages. 211 is also accessible to the deaf.
While 211 is new, United Way’s support for connecting people with services dates back
to 1966, when United Way introduced an information and referral service in Windsor.
How 211 started
The 211 concept began in Atlanta, Georgia in June 1997 when United Way of Atlanta
launched the world’s first 211 service, sparking a continent-wide revolution in the way
people find and give help in their communities.
To date, 65% of the American population has access to 211. In December 2005, United
Way launched 211 in the Detroit, Michigan area with service in the counties of Wayne,
Oakland and Macomb.
In 2002, 211 spilled across the border as Toronto inaugurated Canada’s first 211 service. The
Niagara Region, Simcoe County, Peel Region and now Windsor and Essex County soon
followed Toronto in Ontario. Calgary and Edmonton, Alberta also have 211 services.
211 Windsor-Essex also provides other services such as broadcast faxing, the production
of information brochures and the creation and sale of the Blue Book - The Directory of
Community Services for Windsor and Essex County.
United Way – 60 Years of Impact
6
2007 Annual Report
60 Years of Impact
1970s
1970s Began work in neighbourhoods
with citizens groups to meet needs
and change social conditions. In
collaboration with local citizens,
established community service
hubs in Amherstburg, Belle River
and Town of Essex
1973 Chrysler Canada, Ford Motor Company,
General Motors of Canada and Hiram
Walker & Sons Ltd., Windsor’s largest
employers, came together to share the
role of lead company on a rotating basis
for the United Way Annual Campaign.
1977 A study of the transportation needs
of persons with physical disabilities
led to the implementation of Handi-
Transit which is still providing transit
today.
1977 In partnership with Windsor and
District Labour Council, introduced
the Charles Brooks Award which is
now presented on an annual basis
in recognition of a trade unionist for
outstanding contribution in voluntary
service to the community.
Impact 2007
Unemployment – A Community’s Response
In response to the record levels of unemployment in Windsor-Essex in 2007, United
Way, in partnership with the City of Windsor and the County of Essex, brought agencies
and service providers together to identify the services available to people effected by
changes in our economy, the gaps in services, and the steps necessary to close the gaps.
Agencies identified that many of the services are overburdened with demand. Additionally,
there are a number of gaps in those services and there is need for increased
coordination and awareness about what is available.
A report summarizing the findings entitled It takes a Community outlined more than
one hundred gaps and issues, as identified by participants along with recommendations.
The report is available on the United Way’s web site at www.weareunited.com
It takes a Community provides a solid foundation of data, knowledge and insight, but
the message from participants at the forum was clear: all stakeholders—including
employers, government, and service providers—need to work together to meet the
needs of the unemployed person in our community.
A single source of access to information on services was identified as a serious gap. In
response, United Way developed a directory of supports and services available in Windsor
and Essex County for people affected by unemployment and underemployment.
The directory is also available on-line (www.weareunited.com) and lists available
services under four broad categories, employment / career supports, education /
training supports, financial supports and community supports.
An employment Action Committee was created as a result of this Forum.
The Charities File Project
The number one reason charities lose their charitable status is because they do not
file their annual return. In order to address this locally, United Way partnered with
Canada Revenue Agency through the Canadian Federation of Voluntary Networks and
the Center for Voluntary Sector Research and Development to deliver The Charities File
Workshops, which included Ten Practices for Managing Your Charitable Status and
Training and Resources to Complete the T3010A. Participants, including staff and
Directors of local charities, benefited from the opportunity to learn about good practices
in related governance, operations and reporting.
Earlier in 2007 United Way participated in the National Review Committee for this
initiative and had the opportunity to pilot the new workshop in November. Participants
reported an increase in awareness about their roles as staff or governance volunteers,
as well as increased capacity to meet the obligations of charitable status.
Labour Programs & Services – Union Counselling Program
In 1974 Windsor and Essex County faced difficult times. 4,000 layoffs in the auto
sector made it obvious that many people were going to need help and it made sense
to provide that help in the workplace. The partnership with labour is based on the
shared belief in the importance of having a strong and caring community. We work
together to raise dollars for important community programs but also to provide programs
to workers including the Union Counselling Training Program. The Union Counselling
Training Program was introduced with a goal of connecting workers and their families
with community resources.
This program continues today, and each year workplace
volunteers are trained.

The training goal is three-pronged:
◆ developing communication and helping skills
◆ understanding the services available in the community
◆ providing information on a variety of issues that people deal with, such as
addictions, bereavement, suicide and stress.
In Windsor we have worked with a National Committee to develop advanced curriculum
and we are now ready to pilot a Level 2 Union Counselling Training Program.
United Way joins with a variety of community partners with the similar goal of assisting
people in the workplace such as the Windsor and District Employee Assistance Program
Council and the Health Action Workplace Committee.
In 2007 United Way developed a day long training program for Peer Counsellors working
in Adjustment Centres. Over fifty Adjustment Peer Counsellors received training
on how to find services relevant to people and their families in transition due to job loss.
An emphasis is placed on not only services to assist with job related issues but also to
understand some of the other issues that may surface and services available in our
community.
Growing Up and Growing Ready – ABC Literacy
In 2007, United Way, the City of Windsor Children’s Services, and the University of Windsor’s
Faculty of Education partnered on a unique pilot project.
The After School Building Character and Literacy (ABC Literacy) Project is a cutting edge
approach to addressing a root cause of socioeconomic problems in Windsor-Essex. The
Project teaches kids problem solving skills while increasing their literacy levels. After
school daycare providers were trained in both literacy curriculum and “Tribes” — a community
building approach for working with kids. The Project is currently in a pilot phase
with seven after school childcare sites throughout the region participating. Evaluation
results tracking both increases in literacy and improvements in daycare environments
will provide the foundation for demonstrating the project’s effectiveness.
ABC Literacy is made possible thanks to the generous gift
of $10,000 from Miller, Canfield, Paddock and Stone P.L.C.
‘Tis the Season - Holiday Sharing Guide
The Holiday Sharing Guide lists gift and toy drives, food drives, community holiday
meals and food basket programs. It is a resource for families and individuals in need,
and is also used by organizations that serve people in need. Additionally, many workplaces
and individuals in Windsor and Essex County use the guide to organize their own
caring and sharing projects.
In 2007, United Way / Centraide Windsor-Essex County assumed responsibility for
In 2001, United Way was the catalyst for the launch of Leadership-Windsor-Essex. Each
year since 2001, individuals from the public, private and not-for-profit organizations
sector have taken part in a 10 month training program designed to promote and encourage
outstanding community leadership by developing the leadership capabilities
of citizens who care about the community – those who understand its strengths and
weaknesses and who are willing to make a personal investment to improve a community’s
quality of life.
The program enjoys broad support from business and public sector organizations. As
of the end of 2007 there are 138 graduates.
Hearts That Light the Way
Every year since 1967, as part of National Volunteer Week United Way partners with
the Windsor Star to publicly recognize outstanding volunteers at the Hearts that
Light the Way Volunteer Awards Celebration.
“Hearts that Light the Way” is a celebration of volunteers who dedicate their time,
energy, and talents to the benefit of our community. Nine awards were presented in
2007 from over 200 nominations.
2007 Hearts That Light the Way Winners:
“Unique” Volunteer Family Award: Make-A-Wish Foundation
The Make-A-Wish Foundation is a “family” of volunteers supporting families with children facing life threatening
illnesses…by granting a child a wish. A simple concept, but what an impact on a family with a most difficult
struggle ahead of them!
Volunteer Family Award: John & Liduina VanOorschot
John and Liduina VanOorschot have been involved in Scouting since 1980, starting in the 2nd Leamington Pack,
with John as Pack Scouter and Liduina as a Beaver Leader. Today, more than 25 years later, John and Liduina are still
involved, helping children develop skills, self-confidence and a sense of responsibility through Scouting.
Special Award: John Nabben and the You, Me and Billy players
John Nabben, Drama teacher at Windsor Centre for the Arts at Walkerville Collegiate, used art to shed light on a serious
social issue: bullying. He wrote a play based on candid stories from students. The play, entitled You, Me and Billy
does more than tell a story. It is also solution-focused with a pro-active message to stop bullying behaviour. Walkerville
High School students volunteered their time to perform “You, Me and Billy” for audiences from all 3 school
boards, to students in all grades, and several community organizations.
County Light the Way Award: Rick Mayea
Rick Mayea cares about kids and it shows. Rick has been the Gosfield North Public School Parent Council Chairperson
for 12 years and the president of the Council for 9 years as well as the Essex High School Parent Council President
for the past 3 years. He brings this expertise to the School Council Chairs Network where he has been the chair for
the past year. Rick is also active as a volunteer coach for Cottam Minor Baseball and a member of the Board of the
Youth and Family Resource Network.
For the Mayea family, volunteering is a family affair. Rick’s wife Anita helps with sports, band and school activities.
His daughters, Nicole and Ashley, both coach kids T-ball and have shaved their heads to raise money for cancer.
City Light the Way Award: In memory of Dinah Kerr
The Light the Way City Award was presented to the memory of Dinah Kerr for outstanding contributions as a volunteer
in Windsor. Nominated for this award by the Association for Persons with Physical Disabilities of Windsor Essex
County (APPD), Dinah was a dedicated volunteer at APPD for over 17 years. She served as a Board Member, Chair of
the Social Recreation Committee, fundraiser, and events volunteer.
A passionate advocate for the rights of disabled adults, Dinah’s goal was to ensure that all decisions at APPD were in
the best interest of the people they support. Throughout her life Dinah was also involved at the Women’s Incentive
Centre, and with the Spirit of Windsor and the Scarlet Brigade Marching Bands. Dinah’s husband, Ron, and the Kerr
family accepted the award.
County Volunteer Spirit Award: Jack & Sheila Brush
Jack & Sheila Brush have demonstrated a longstanding commitment to volunteer service in Essex County through
their involvement with the MS Society. Jacks struggle with MS for over 20 years hasn’t stopped him. He is the
Chairperson of the MS Walk Committee in Leamington. He and Sheila have been involved with the MS Walk for over
16 years, from mapping out routes and arranging for sponsorships to communicating with the media. In 2006 Jack
and Sheila were instrumental in raising $47,000 in their local community.
Volunteer Spirit (City): John McGivney
John McGivney came to Windsor in 1955 and immediately became involved as a volunteer. As President of the
Rotary Club, John spearheaded the needs assessment and fundraising for a centre for children with physical disabilities
and neurological disorders. These efforts resulted in the Children’s Rehabilitation Centre of Essex County
opening its doors in 1978. In September 2005, Rotary 1918 bestowed John McGivney with a Life Membership for
being a positive role model in Service above Self and a mentor for other members. In June 2006, the Children’s
Rehabilitation Centre honoured Mr. McGivney by renaming the Children’s Rehabilitation Centre in his name.
Mr. McGivney has been on the University of Windsor’s Board of Governors, President of the Windsor Chamber of
Commerce and the Finance Chairperson at St. Mark’s by the Lake Anglican Church.
Focus Youth Award: Taryn Elizabeth Matis
Taryn Matis was recognized in the category on outstanding volunteer contributions of a person 24 years of age or
under.
18 years old, Taryn has been volunteering for the Brownie troop # 107 with the Optimist Club of Forest Glade and the
Forest Glade Community children’s programs for 7 years.
A volunteer with the Youth Group at the Church of Atonement, Taryn spends countless hours developing craft ideas
and Sunday school lessons. Taryn is an excellent role model who shows compassion and understanding for children.
Drawing on the Volunteer in Youth
Each year students at local grade schools and high schools are asked to draw what volunteering means to them.
From those works, a jury selects four pieces which are used to develop a poster promoting volunteering. The Drawing
on the Volunteer in Youth Program is done in partnership with the Windsor Essex Association for Volunteer
Administration and tremendous support from principals and teachers in our schools.
The students whose art work was selected in 2007 are Anika Duenk, Jessica Novosedlik, Gail O’Neil, and Jessica
Veneza.
Charles Brooks Award
In 1977, Windsor-Essex experienced a tragic loss with the untimely death of Charles Brooks, labour leader with UAW
Local 444. Charlie believed that everyone had a responsibility to make his or her community better. That’s how
he lived his life and he encouraged members of his union to do the same. In memory of Charlie, every year since
1977, United Way/Centraide of Windsor and Essex County and the Windsor and District Labour Council have joined
together to honour the exceptional contributions by a local trade unionist to the community through voluntary
service. It was perhaps fitting, although coincidental, that the recipient for 2007 has been an active contributor to
this community for almost as long as United Way has been around.
The 2007 recipient of the Charles E. Brooks Labour Community Service Award was Mr. Les Dickirson. Les became
a member of CAW Local 195 on November 13, 1952 and held the position of Plant Chairperson and CAW General
Council Delegate for 32 years until his retirement. He has been a delegate to the Windsor and District Labour Council
(WDLC) both during his working years and as a retiree.
Les Dickirson has devoted his passion, skill and time to a host of community organizations. His articles on human
rights have been published in the Windsor Star and many union publications. At a youthful age of 85, Les is still
busy. Les has a B.A. in Economics and Political Science and an Honours Degree in Asian Studies.
Clearly uncomfortable with the recognition he received when the award was presented, Les agreed to accept the
award on behalf his former colleagues at the now closed International Playing Card plant.
Presenters that evening included: Father Bill Capitano, WDLC Chaplain; Basil “Buzz” Hargrove, CAW National
President; Brian Hogan, OECTA President; Marion Overholt, WDLC Social Justice; Gary Parent, WDLC President;
Sheila Wisdom, United Way/Centraide Windsor-Essex.
Campaign 2007
In the face of high unemployment and economic uncertainty, people in Windsor and
Essex County stepped up to invest in our community through the 2007 Annual Campaign.
Referring to the challenges of meeting rising community needs with fewer dollars, Jelena
Jelich, 2007 Campaign Chair and Manager, Communications and Corporate Marketing at
Chrysler Financial, urged donors to help “narrow the gap”. They responded. The campaign
result of $6,717,000 surpassed the original forecast by over $200,000.
This year’s success is a testament to the generosity of the people of Windsor-Essex, the
workplaces, corporations, and unions that provided support and the Campaign Cabinet
and volunteers who worked tirelessly to improve our community’s “bottom line”.
New Workplace Campaigns
Several workplaces ran campaigns for the first time ever. On behalf
of the whole community, we want to thank those companies and
their employees. They are:
I Believe in My Community Awards
In recognition of leadership and caring spirit demonstrated in the 2007 campaign, United
Way presented eight businesses and organizations with I Believe in My Community Awards
at a celebration at the Giovanni Caboto Club hosted by Cam Gardiner and Heather Douglas.
Thanking the award recipients and all the volunteers who contributed to the campaign’s
success, Adrian Vido, incoming Board Chair of United Way said, “Now, it’s time to put the
results of all your work to work. You can be assured that the money raised will be invested
in areas making a measurable impact in our community…programs and services that
could not be effectively delivered if not for your time, effort, and commitment!”
Best First-time Campaign: Tregaskiss was presented with the award in recognition
and provided short term funding for services
to the unemployed, the poor and peer support
counselling for teens.
Hosted a series of Community Forum Luncheons
on topics and social issues of concern
in the community including “Youth Violence
in Windsor”.
and environmental factors which affect the
quality of life for residents of Windsor-Essex
County.
