1940s–50s<br />

“Things did look black for the free-wheeling border city in 1945. The<br />

police department, unable to clean out the bookies and bootleggers<br />

swarming across the river from neighbouring Detroit, was going<br />

through one <strong>of</strong> its periodic shake-ups. The Ford Motor Company <strong>of</strong><br />

Canada, an employer <strong>of</strong> 80% <strong>of</strong> the work force in the one industry<br />

town, was shut down with a 99 day strike…”<br />

Prices were rising in cotton, soap and bread with the removal <strong>of</strong><br />

wartime subsidies. Milk was up to $0.16 a quart.<br />

With the end <strong>of</strong> winter in 1947, the residents <strong>of</strong> <strong>Windsor</strong> did not see<br />

relief to high unemployment. The unemployment in <strong>Windsor</strong> was<br />

termed the “blackest in the whole country.” As an attempt to match<br />

jobs with unemployed men, Ottawa <strong>of</strong>fered free transportation to jobs<br />

in other parts <strong>of</strong> the Dominion.<br />

1947 – Amongst these hardships, 1947 also brought the hope <strong>of</strong><br />

community to <strong>Windsor</strong>. In February, the “long-awaited”<br />

Community Fund (later named <strong>United</strong> <strong>Way</strong>) became a reality.<br />

<strong>60</strong> Years <strong>of</strong> Impact –<br />

A message from the Board Chair and Executive Director<br />

Establishing the Community Fund in <strong>Windsor</strong> was an act <strong>of</strong> creating community self -reliance. Those<br />

who had returned from helping win World War II were not prepared to sit idly by and accept an<br />

economic downturn, poverty, or senior government indifference grinding this community down.<br />

The people <strong>of</strong> <strong>Windsor</strong> would band together to help their own.<br />

The spark happened in 1947, when a group <strong>of</strong> business, community and newly formed union leaders<br />

joined to pursue a l<strong>of</strong>ty goal: to establish a Community Fund. At its core, the mandate <strong>of</strong> the Fund<br />

was to strengthen the fabric <strong>of</strong> our community and provide a way for the people <strong>of</strong> <strong>Windsor</strong> to take<br />

part in achieving this l<strong>of</strong>ty goal with one simple donation. The result was an embodiment <strong>of</strong> the<br />

<strong>Windsor</strong> spirit <strong>of</strong> self-reliance, determination, and caring.<br />

Today, <strong>60</strong> <strong>years</strong> later, the Community Fund has evolved to become the <strong>United</strong> <strong>Way</strong> and its reach has<br />

expanded to include all <strong>of</strong> <strong>Essex</strong> <strong>County</strong>. Without a doubt, the Community Fund, and more recently,<br />

now the <strong>United</strong> <strong>Way</strong>, has succeeded in its goal <strong>of</strong> strengthening the fabric <strong>of</strong> our community by<br />

being an integral part <strong>of</strong> our community.<br />

Best known for helping people through the funds it provides to social agencies, <strong>United</strong> <strong>Way</strong> has<br />

also helped chart the course for social programs and policies needed by residents in <strong>Windsor</strong>-<br />

<strong>Essex</strong>. Its actions have helped to create, nurture and develop many <strong>of</strong> the progressive changes that<br />

we now consider part <strong>of</strong> the fabric <strong>of</strong> our community. Studies carried out under the leadership <strong>of</strong><br />

<strong>United</strong> <strong>Way</strong> spurred the creation <strong>of</strong>:<br />

◆ The School <strong>of</strong> Social Work at Assumption University, now the University <strong>of</strong> <strong>Windsor</strong>,<br />

to address a shortage <strong>of</strong> social workers locally and provincially,<br />

◆ a city-wide daycare system<br />

in response to the needs <strong>of</strong> working parents with young children,<br />

◆ a Handi-Transit system,<br />

transportation for persons with physical disabilities,<br />

◆ regulations for the operation <strong>of</strong> rest homes and lodging homes<br />

to protect vulnerable adults.<br />

<strong>United</strong> <strong>Way</strong> <strong>Windsor</strong> <strong>Essex</strong> remains focused on improving lives, now and in the future. We are directing<br />

more <strong>of</strong> our resources to prevention and root causes. We are constantly improving our policies and<br />

performance based on best practices and being results focused. For example, the 211 service which<br />

<strong>United</strong> <strong>Way</strong> started in 2007 is a futuristic way to connect people today with the information and<br />

community services they need 24 hours a day 7 days a week. This bold initiative was implemented<br />

with the help <strong>of</strong> the City <strong>of</strong> <strong>Windsor</strong> and the <strong>County</strong> <strong>of</strong> <strong>Essex</strong>.<br />

<strong>United</strong> <strong>Way</strong> has a <strong>60</strong> year history <strong>of</strong> bringing the community together to find solutions and make<br />

lasting change. We are proud to be part <strong>of</strong> <strong>Windsor</strong> <strong>Essex</strong> and contribute to the strength, determination,<br />

and caring attributes that are hallmarks <strong>of</strong> this community. We thank the original founders<br />

and board members who created the <strong>United</strong> <strong>Way</strong> and enriched the place we call home.<br />

They understood the role <strong>of</strong> <strong>United</strong> <strong>Way</strong> as a leader and partner in measurably improving our<br />

community and making <strong>Windsor</strong>-<strong>Essex</strong> a great place to live.<br />

Impact 2007<br />

◆ Finding solutions for community issues. <strong>United</strong> <strong>Way</strong> played an active role<br />

in developing 24 community planning and development strategies in 2007,<br />

addressing issues including homelessness and unemployment.<br />

◆ Providing training and support for volunteers and staff in not-for pr<strong>of</strong>it<br />

organizations. In 2007, <strong>United</strong> <strong>Way</strong> conducted 81 consultations involving over<br />

1,<strong>60</strong>0 people and 57 training & facilitation sessions served over 4000 people.<br />

◆ Addressing services for the unemployeed. In 2007, in response to record<br />

levels <strong>of</strong> unemployment, <strong>United</strong> <strong>Way</strong> produced a service directory to help<br />

unemployed and underemployed.<br />

◆ Connecting volunteers with organizations. In 2007, 55,610 people were<br />

connected to information on volunteer opportunities<br />

<strong>United</strong> <strong>Way</strong> Impact by the Numbers:<br />

2. Improved the lives <strong>of</strong> 1,<strong>60</strong>7 persons with disabilities;<br />

Youth Leaders on Board<br />

Youth Leaders on Board is a program designed for youth between 18-24. Youth Leaders<br />

on Board builds on <strong>United</strong> <strong>Way</strong>’s 15 <strong>years</strong> <strong>of</strong> experience in delivery <strong>of</strong> youth leadership<br />

programs and provides each participant with “on the job” training and experience as a<br />

member <strong>of</strong> the Board <strong>of</strong> Directors <strong>of</strong> a local community organization.<br />

5 Great Ideas<br />

There is a growing expectation that community groups and organizations find ways<br />

<strong>of</strong> doing more with less time and fewer resources. Organizations that want to improve<br />

skills <strong>of</strong> their staff and volunteers <strong>of</strong>ten don’t know where to start, given the millions <strong>of</strong><br />

books, seminars and speakers available, <strong>of</strong>ten with a price tag that is beyond the reach<br />

<strong>of</strong> an organization’s budget.<br />

In response to these needs, <strong>United</strong> <strong>Way</strong> launched its 5 Great Ideas Program in the fall<br />

<strong>of</strong> 2007. A series <strong>of</strong> 10 workshops on specific topics provides participated with 5 practical,<br />

tactical ideas that can be put to work right away. Each workshop is delivered in a 1.5<br />

hour fast-paced format.<br />

Impact 2007<br />

<strong>United</strong> <strong>Way</strong> initiated 211 becaue one <strong>of</strong> the biggest challenges for people<br />

in need <strong>of</strong> help is knowing where to call.<br />

Studies show that people make an average <strong>of</strong> 7-8 calls for help, <strong>of</strong>ten giving<br />

up in frustration before they find the appropriate agency to meet their need.<br />

211 was launched in 2007 to address eliminate that obstacle for residents <strong>of</strong><br />

<strong>Windsor</strong>-<strong>Essex</strong>. An easy-to-remember, free phone number, 211 provides callers with<br />

help when they need information and referral about any social, health, community or<br />

government services.<br />

about a wide range <strong>of</strong> services available in <strong>Windsor</strong>-<strong>Essex</strong><br />

<strong>County</strong> including:<br />

When <strong>United</strong> <strong>Way</strong> proposed 211, it found capable partners in the City <strong>of</strong> <strong>Windsor</strong> and<br />

the <strong>County</strong> <strong>of</strong> <strong>Essex</strong>. Together we are taking this huge step forward, combining <strong>United</strong><br />

<strong>Way</strong>’s experience in the field <strong>of</strong> human services and the City <strong>of</strong> <strong>Windsor</strong>’s 311 call centre<br />

technology in a service that helps all residents in <strong>Windsor</strong>-<strong>Essex</strong>.<br />

◆ 211 is being delivered by City <strong>of</strong> <strong>Windsor</strong>’s 311 call centre with funding the<br />

<strong>County</strong> <strong>of</strong> <strong>Essex</strong>, City <strong>of</strong> <strong>Windsor</strong> and <strong>United</strong> <strong>Way</strong>.<br />

◆ 211 service is available 24 hours a day, 365 days a year, and available in over<br />

150 languages. 211 is also accessible to the deaf.<br />

While 211 is new, <strong>United</strong> <strong>Way</strong>’s support for connecting people with services dates back<br />

to 1966, when <strong>United</strong> <strong>Way</strong> introduced an information and referral service in <strong>Windsor</strong>.<br />

How 211 started<br />

The 211 concept began in Atlanta, Georgia in June 1997 when <strong>United</strong> <strong>Way</strong> <strong>of</strong> Atlanta<br />

launched the world’s first 211 service, sparking a continent-wide revolution in the way<br />

people find and give help in their communities.<br />

To date, 65% <strong>of</strong> the American population has access to 211. In December 2005, <strong>United</strong><br />

<strong>Way</strong> launched 211 in the Detroit, Michigan area with service in the counties <strong>of</strong> <strong>Way</strong>ne,<br />

Oakland and Macomb.<br />

In 2002, 211 spilled across the border as Toronto inaugurated Canada’s first 211 service. The<br />

Niagara Region, Simcoe <strong>County</strong>, Peel Region and now <strong>Windsor</strong> and <strong>Essex</strong> <strong>County</strong> soon<br />

followed Toronto in Ontario. Calgary and Edmonton, Alberta also have 211 services.<br />

211 <strong>Windsor</strong>-<strong>Essex</strong> also provides other services such as broadcast faxing, the production<br />

<strong>of</strong> information brochures and the creation and sale <strong>of</strong> the Blue Book - The Directory <strong>of</strong><br />

Community Services for <strong>Windsor</strong> and <strong>Essex</strong> <strong>County</strong>.<br />

now presented on an annual basis<br />

in recognition <strong>of</strong> a trade unionist for<br />

outstanding contribution in voluntary<br />

service to the community.<br />

Impact 2007<br />

Unemployment – A Community’s Response<br />

In response to the record levels <strong>of</strong> unemployment in <strong>Windsor</strong>-<strong>Essex</strong> in 2007, <strong>United</strong><br />

<strong>Way</strong>, in partnership with the City <strong>of</strong> <strong>Windsor</strong> and the <strong>County</strong> <strong>of</strong> <strong>Essex</strong>, brought agencies<br />

and service providers together to identify the services available to people effected by<br />

changes in our economy, the gaps in services, and the steps necessary to close the gaps.<br />

Agencies identified that many <strong>of</strong> the services are overburdened with demand. Additionally,<br />

there are a number <strong>of</strong> gaps in those services and there is need for increased<br />

coordination and awareness about what is available.<br />

A report summarizing the findings entitled It takes a Community outlined more than<br />

one hundred gaps and issues, as identified by participants along with recommendations.<br />

The report is available on the <strong>United</strong> <strong>Way</strong>’s web site at www.weareunited.com<br />

It takes a Community provides a solid foundation <strong>of</strong> data, knowledge and insight, but<br />

the message from participants at the forum was clear: all stakeholders—including<br />

employers, government, and service providers—need to work together to meet the<br />

needs <strong>of</strong> the unemployed person in our community.<br />

A single source <strong>of</strong> access to information on services was identified as a serious gap. In<br />

response, <strong>United</strong> <strong>Way</strong> developed a directory <strong>of</strong> supports and services available in <strong>Windsor</strong><br />

and <strong>Essex</strong> <strong>County</strong> for people affected by unemployment and underemployment.<br />

The directory is also available on-line (www.weareunited.com) and lists available<br />

services under four broad categories, employment / career supports, education /<br />

training supports, financial supports and community supports.<br />

An employment Action Committee was created as a result <strong>of</strong> this Forum.<br />

The Charities File Project<br />

The number one reason charities lose their charitable status is because they do not<br />

file their annual return. In order to address this locally, <strong>United</strong> <strong>Way</strong> partnered with<br />

Canada Revenue Agency through the Canadian Federation <strong>of</strong> Voluntary Networks and<br />

the Center for Voluntary Sector Research and Development to deliver The Charities File<br />

Workshops, which included Ten Practices for Managing Your Charitable Status and<br />

Training and Resources to Complete the T3010A. Participants, including staff and<br />

Directors <strong>of</strong> local charities, benefited from the opportunity to learn about good practices<br />

in related governance, operations and reporting.<br />

Earlier in 2007 <strong>United</strong> <strong>Way</strong> participated in the National Review Committee for this<br />

initiative and had the opportunity to pilot the new workshop in November. Participants<br />

reported an increase in awareness about their roles as staff or governance volunteers,<br />

as well as increased capacity to meet the obligations <strong>of</strong> charitable status.<br />

Labour Programs & Services – Union Counselling Program<br />

In 1974 <strong>Windsor</strong> and <strong>Essex</strong> <strong>County</strong> faced difficult times. 4,000 lay<strong>of</strong>fs in the auto<br />

sector made it obvious that many people were going to need help and it made sense<br />

to provide that help in the workplace. The partnership with labour is based on the<br />

shared belief in the importance <strong>of</strong> having a strong and caring community. We work<br />

together to raise dollars for important community programs but also to provide programs<br />

to workers including the Union Counselling Training Program. The Union Counselling<br />

Training Program was introduced with a goal <strong>of</strong> connecting workers and their families<br />

with community resources.<br />

This program continues today, and each year workplace<br />

volunteers are trained.

The training goal is three-pronged:<br />

◆ developing communication and helping skills<br />

◆ understanding the services available in the community<br />

◆ providing information on a variety <strong>of</strong> issues that people deal with, such as<br />

addictions, bereavement, suicide and stress.<br />

In <strong>Windsor</strong> we have worked with a National Committee to develop advanced curriculum<br />

and we are now ready to pilot a Level 2 Union Counselling Training Program.<br />

<strong>United</strong> <strong>Way</strong> joins with a variety <strong>of</strong> community partners with the similar goal <strong>of</strong> assisting<br />

people in the workplace such as the <strong>Windsor</strong> and District Employee Assistance Program<br />

Council and the Health Action Workplace Committee.<br />

In 2007 <strong>United</strong> <strong>Way</strong> developed a day long training program for Peer Counsellors working<br />

in Adjustment Centres. Over fifty Adjustment Peer Counsellors received training<br />

on how to find services relevant to people and their families in transition due to job loss.<br />

An emphasis is placed on not only services to assist with job related issues but also to<br />

understand some <strong>of</strong> the other issues that may surface and services available in our<br />

community.<br />

Growing Up and Growing Ready – ABC Literacy<br />

In 2007, <strong>United</strong> <strong>Way</strong>, the City <strong>of</strong> <strong>Windsor</strong> Children’s Services, and the University <strong>of</strong> <strong>Windsor</strong>’s<br />

Faculty <strong>of</strong> Education partnered on a unique pilot project.<br />

The After School Building Character and Literacy (ABC Literacy) Project is a cutting edge<br />

approach to addressing a root cause <strong>of</strong> socioeconomic problems in <strong>Windsor</strong>-<strong>Essex</strong>. The<br />

Project teaches kids problem solving skills while increasing their literacy levels. After<br />

school daycare providers were trained in both literacy curriculum and “Tribes” — a community<br />

building approach for working with kids. The Project is currently in a pilot phase<br />

with seven after school childcare sites throughout the region participating. Evaluation<br />

results tracking both increases in literacy and improvements in daycare environments<br />

will provide the foundation for demonstrating the project’s effectiveness.<br />

ABC Literacy is made possible thanks to the generous gift<br />

<strong>of</strong> $10,000 from Miller, Canfield, Paddock and Stone P.L.C.<br />

‘Tis the Season - Holiday Sharing Guide<br />

The Holiday Sharing Guide lists gift and toy drives, food drives, community holiday<br />

meals and food basket programs. It is a resource for families and individuals in need,<br />

and is also used by organizations that serve people in need. Additionally, many workplaces<br />

and individuals in <strong>Windsor</strong> and <strong>Essex</strong> <strong>County</strong> use the guide to organize their own<br />

caring and sharing projects.<br />

In 2007, <strong>United</strong> <strong>Way</strong> / <strong>Centraide</strong> <strong>Windsor</strong>-<strong>Essex</strong> <strong>County</strong> assumed responsibility for<br />

producing the “Annual Community Holiday Sharing Guide”<br />

It’s About Leadership – Leadership <strong>Windsor</strong> <strong>Essex</strong><br />

In 2001, <strong>United</strong> <strong>Way</strong> was the catalyst for the launch <strong>of</strong> Leadership-<strong>Windsor</strong>-<strong>Essex</strong>. Each<br />

year since 2001, individuals from the public, private and not-for-pr<strong>of</strong>it organizations<br />

sector have taken part in a 10 month training program designed to promote and encourage<br />

outstanding community leadership by developing the leadership capabilities<br />

<strong>of</strong> citizens who care about the community – those who understand its strengths and<br />

weaknesses and who are willing to make a personal investment to improve a community’s<br />

quality <strong>of</strong> life.<br />

The program enjoys broad support from business and public sector organizations. As<br />

<strong>of</strong> the end <strong>of</strong> 2007 there are 138 graduates.<br />

Hearts That Light the <strong>Way</strong><br />

Every year since 1967, as part <strong>of</strong> National Volunteer Week <strong>United</strong> <strong>Way</strong> partners with<br />

the <strong>Windsor</strong> Star to publicly recognize outstanding volunteers at the Hearts that<br />

Light the <strong>Way</strong> Volunteer Awards Celebration.<br />

“Hearts that Light the <strong>Way</strong>” is a celebration <strong>of</strong> volunteers who dedicate their time,<br />

energy, and talents to the benefit <strong>of</strong> our community. Nine awards were presented in<br />

2007 from over 200 nominations.<br />

2007 Hearts That Light the <strong>Way</strong> Winners:<br />

“Unique” Volunteer Family Award: Make-A-Wish Foundation<br />

The Make-A-Wish Foundation is a “family” <strong>of</strong> volunteers supporting families with children facing life threatening<br />

illnesses…by granting a child a wish. A simple concept, but what an <strong>impact</strong> on a family with a most difficult<br />

struggle ahead <strong>of</strong> them!<br />

Volunteer Family Award: John & Liduina VanOorschot<br />

John and Liduina VanOorschot have been involved in Scouting since 1980, starting in the 2nd Leamington Pack,<br />

with John as Pack Scouter and Liduina as a Beaver Leader. Today, more than 25 <strong>years</strong> later, John and Liduina are still<br />

involved, helping children develop skills, self-confidence and a sense <strong>of</strong> responsibility through Scouting.<br />

Special Award: John Nabben and the You, Me and Billy players<br />

John Nabben, Drama teacher at <strong>Windsor</strong> Centre for the Arts at Walkerville Collegiate, used art to shed light on a serious<br />

social issue: bullying. He wrote a play based on candid stories from students. The play, entitled You, Me and Billy<br />

does more than tell a story. It is also solution-focused with a pro-active message to stop bullying behaviour. Walkerville<br />

High School students volunteered their time to perform “You, Me and Billy” for audiences from all 3 school<br />

boards, to students in all grades, and several community organizations.<br />

<strong>County</strong> Light the <strong>Way</strong> Award: Rick Mayea<br />

Rick Mayea cares about kids and it shows. Rick has been the Gosfield North Public School Parent Council Chairperson<br />

for 12 <strong>years</strong> and the president <strong>of</strong> the Council for 9 <strong>years</strong> as well as the <strong>Essex</strong> High School Parent Council President<br />

for the past 3 <strong>years</strong>. He brings this expertise to the School Council Chairs Network where he has been the chair for<br />

the past year. Rick is also active as a volunteer coach for Cottam Minor Baseball and a member <strong>of</strong> the Board <strong>of</strong> the<br />

Youth and Family Resource Network.<br />

For the Mayea family, volunteering is a family affair. Rick’s wife Anita helps with sports, band and school activities.<br />

His daughters, Nicole and Ashley, both coach kids T-ball and have shaved their heads to raise money for cancer.<br />

City Light the <strong>Way</strong> Award: In memory <strong>of</strong> Dinah Kerr<br />

The Light the <strong>Way</strong> City Award was presented to the memory <strong>of</strong> Dinah Kerr for outstanding contributions as a volunteer<br />

in <strong>Windsor</strong>. Nominated for this award by the Association for Persons with Physical Disabilities <strong>of</strong> <strong>Windsor</strong> <strong>Essex</strong><br />

<strong>County</strong> (APPD), Dinah was a dedicated volunteer at APPD for over 17 <strong>years</strong>. She served as a Board Member, Chair <strong>of</strong><br />

the Social Recreation Committee, fundraiser, and events volunteer.<br />

A passionate advocate for the rights <strong>of</strong> disabled adults, Dinah’s goal was to ensure that all decisions at APPD were in<br />

the best interest <strong>of</strong> the people they support. Throughout her life Dinah was also involved at the Women’s Incentive<br />

Centre, and with the Spirit <strong>of</strong> <strong>Windsor</strong> and the Scarlet Brigade Marching Bands. Dinah’s husband, Ron, and the Kerr<br />

family accepted the award.<br />

<strong>County</strong> Volunteer Spirit Award: Jack & Sheila Brush<br />

Jack & Sheila Brush have demonstrated a longstanding commitment to volunteer service in <strong>Essex</strong> <strong>County</strong> through<br />

their involvement with the MS Society. Jacks struggle with MS for over 20 <strong>years</strong> hasn’t stopped him. He is the<br />

Chairperson <strong>of</strong> the MS Walk Committee in Leamington. He and Sheila have been involved with the MS Walk for over<br />

16 <strong>years</strong>, from mapping out routes and arranging for sponsorships to communicating with the media. In 2006 Jack<br />

and Sheila were instrumental in raising $47,000 in their local community.<br />

Volunteer Spirit (City): John McGivney<br />

John McGivney came to <strong>Windsor</strong> in 1955 and immediately became involved as a volunteer. As President <strong>of</strong> the<br />

Rotary Club, John spearheaded the needs assessment and fundraising for a centre for children with physical disabilities<br />

and neurological disorders. These efforts resulted in the Children’s Rehabilitation Centre <strong>of</strong> <strong>Essex</strong> <strong>County</strong><br />

opening its doors in 1978. In September 2005, Rotary 1918 bestowed John McGivney with a Life Membership for<br />

being a positive role model in Service above Self and a mentor for other members. In June 2006, the Children’s<br />

Rehabilitation Centre honoured Mr. McGivney by renaming the Children’s Rehabilitation Centre in his name.<br />

Mr. McGivney has been on the University <strong>of</strong> <strong>Windsor</strong>’s Board <strong>of</strong> Governors, President <strong>of</strong> the <strong>Windsor</strong> Chamber <strong>of</strong><br />

Commerce and the Finance Chairperson at St. Mark’s by the Lake Anglican Church.<br />

Focus Youth Award: Taryn Elizabeth Matis<br />

Taryn Matis was recognized in the category on outstanding volunteer contributions <strong>of</strong> a person 24 <strong>years</strong> <strong>of</strong> age or<br />

under.<br />

18 <strong>years</strong> old, Taryn has been volunteering for the Brownie troop # 107 with the Optimist Club <strong>of</strong> Forest Glade and the<br />

Forest Glade Community children’s programs for 7 <strong>years</strong>.<br />

A volunteer with the Youth Group at the Church <strong>of</strong> Atonement, Taryn spends countless hours developing craft ideas<br />

and Sunday school lessons. Taryn is an excellent role model who shows compassion and understanding for children.<br />

Drawing on the Volunteer in Youth<br />

Each year students at local grade schools and high schools are asked to draw what volunteering means to them.<br />

From those works, a jury selects four pieces which are used to develop a poster promoting volunteering. The Drawing<br />

on the Volunteer in Youth Program is done in partnership with the <strong>Windsor</strong> <strong>Essex</strong> Association for Volunteer<br />

Administration and tremendous support from principals and teachers in our schools.<br />

The students whose art work was selected in 2007 are Anika Duenk, Jessica Novosedlik, Gail O’Neil, and Jessica<br />

Veneza.<br />

Charles Brooks Award<br />

In 1977, <strong>Windsor</strong>-<strong>Essex</strong> experienced a tragic loss with the untimely death <strong>of</strong> Charles Brooks, labour leader with UAW<br />

Local 444. Charlie believed that everyone had a responsibility to make his or her community better. That’s how<br />

he lived his life and he encouraged members <strong>of</strong> his union to do the same. In memory <strong>of</strong> Charlie, every year since<br />

1977, <strong>United</strong> <strong>Way</strong>/<strong>Centraide</strong> <strong>of</strong> <strong>Windsor</strong> and <strong>Essex</strong> <strong>County</strong> and the <strong>Windsor</strong> and District Labour Council have joined<br />

together to honour the exceptional contributions by a local trade unionist to the community through voluntary<br />

service. It was perhaps fitting, although coincidental, that the recipient for 2007 has been an active contributor to<br />

this community for almost as long as <strong>United</strong> <strong>Way</strong> has been around.<br />

The 2007 recipient <strong>of</strong> the Charles E. Brooks Labour Community Service Award was Mr. Les Dickirson. Les became<br />

a member <strong>of</strong> CAW Local 195 on November 13, 1952 and held the position <strong>of</strong> Plant Chairperson and CAW General<br />

Council Delegate for 32 <strong>years</strong> until his retirement. He has been a delegate to the <strong>Windsor</strong> and District Labour Council<br />

(WDLC) both during his working <strong>years</strong> and as a retiree.<br />

Les Dickirson has devoted his passion, skill and time to a host <strong>of</strong> community organizations. His articles on human<br />

rights have been published in the <strong>Windsor</strong> Star and many union publications. At a youthful age <strong>of</strong> 85, Les is still<br />

busy. Les has a B.A. in Economics and Political Science and an Honours Degree in Asian Studies.<br />

Clearly uncomfortable with the recognition he received when the award was presented, Les agreed to accept the<br />

award on behalf his former colleagues at the now closed International Playing Card plant.<br />

Campaign 2007<br />

In the face <strong>of</strong> high unemployment and economic uncertainty, people in <strong>Windsor</strong> and<br />

<strong>Essex</strong> <strong>County</strong> stepped up to invest in our community through the 2007 Annual Campaign.<br />

Referring to the challenges <strong>of</strong> meeting rising community needs with fewer dollars, Jelena<br />

Jelich, 2007 Campaign Chair and Manager, Communications and Corporate Marketing at<br />

Chrysler Financial, urged donors to help “narrow the gap”. They responded. The campaign<br />

result <strong>of</strong> $6,717,000 surpassed the original forecast by over $200,000.<br />

This year’s success is a testament to the generosity <strong>of</strong> the people <strong>of</strong> <strong>Windsor</strong>-<strong>Essex</strong>, the<br />

workplaces, corporations, and unions that provided support and the Campaign Cabinet<br />

and volunteers who worked tirelessly to improve our community’s “bottom line”.<br />

<strong>Way</strong> presented eight businesses and organizations with I Believe in My Community Awards<br />

at a celebration at the Giovanni Caboto Club hosted by Cam Gardiner and Heather Douglas.<br />

Thanking the award recipients and all the volunteers who contributed to the campaign’s<br />

success, Adrian Vido, incoming Board Chair <strong>of</strong> <strong>United</strong> <strong>Way</strong> said, “Now, it’s time to put the<br />

results <strong>of</strong> all your work to work. You can be assured that the money raised will be invested<br />

in areas making a measurable <strong>impact</strong> in our community…programs and services that<br />

could not be effectively delivered if not for your time, effort, and commitment!”<br />

1980s <strong>United</strong> <strong>Way</strong>’s response to high unemployment:<br />

Established Mayor’s Committee<br />

for Services on the Unemployed;<br />

this led to creation <strong>of</strong> Unemployed<br />

Help Centre which continues to<br />

help those who are unemployed<br />

or underemployed with a variety <strong>of</strong><br />

services and supports.<br />

In collaboration with government,<br />

developed a project that provided<br />

work for the unemployed and benefitted<br />

community agencies<br />

1982 Introduced the Volunteer Leadership<br />

Development Program to training for<br />

volunteers in community organizations<br />

and agencies<br />

1986 Started the Young Leaders Tomorrow<br />

Program to promote voluntarism<br />

among youth.<br />

1988 In partnership with the <strong>Windsor</strong> Star,<br />

introduced “Hearts that Light the<br />

<strong>Way</strong>”, an annual event to recognize<br />

to the unemployed, the poor and peer support<br />

counselling for teens.<br />

Hosted a series <strong>of</strong> Community Forum Luncheons<br />

on topics and social issues <strong>of</strong> concern<br />

in the community including “Youth Violence<br />

in <strong>Windsor</strong>”.<br />

1993 With support from the Ontario Trillium Foundation,<br />

introduced program to encourage<br />

and support newcomers to volunteer within<br />

mainstream organizations.<br />

2000s<br />

2001 Launched Leadership <strong>Windsor</strong> <strong>Essex</strong>, a<br />

program designed to foster the growth <strong>of</strong><br />

community leaders across all sectors.<br />

2006 Produced the <strong>Windsor</strong>-<strong>Essex</strong> <strong>County</strong> Well-<br />

Being Report, a planning document which<br />

provides snap shot <strong>of</strong> the social, economic<br />

and environmental factors which affect the<br />

quality <strong>of</strong> life for residents <strong>of</strong> <strong>Windsor</strong>-<strong>Essex</strong><br />

<strong>County</strong>.<br />

Conducted and community-wide review <strong>of</strong><br />

human service programs and services, identified<br />

gaps and areas <strong>of</strong> concern and recommended<br />

strategies.<br />

Shifted focus and priority to building on existing<br />

community supports and investing in<br />

root causes and prevention.<br />
