Message from the Secretary General<strong>AEBIOM</strong>, your partner for EU affairsHere are some of our priorities:•Enforce at full speed the communicationcampaign Biomass Counts, launched at the endof <strong>2014</strong>, aiming at highlighting to policy makersand stakeholders the numerous advantagesof bioenergy for Europe, its companies and itscitizens.•Enhance networking opportunities and improvecommunication within the pellet sector, takingfull advantage of our groups EPC, EIPS and IBTC.We will use the successful ENplus certificationscheme as a leverage effect for that purpose.Dear bioenergy friends,<strong>2014</strong> was a challenging year. We had to be reactiveto many opinions and initiatives againstrenewables and bioenergy. Words like “carbondebt” and “cascading” are now part of the EUbubble language, even if many people do notunderstand the basics behind these words! Thenumber of legislative files in <strong>2014</strong> has never beenso high and strategically important. Let’s mentionfor example the post 2030 negotiations in whichwe have lost the mandatory character of the targetsin favor of more flexibility for member states.The decrease in oil prices by more than half ina single year has given the wrong market signalsto consumers and has planted doubts in theirminds about renewables. On top of this, havingtwo warm winters in a row did not help matterseither.•Lobbying will still be one of our core businessesand numerous strategic issues have beenidentified already for 2015.•Our work on statistics will become morecomplete, market oriented, with more interactionwith lobbying and communication activities.To support all these priorities our memberscan count on highly motivated and committed<strong>AEBIOM</strong> staff. Bioenergy European Sector in <strong>2014</strong>Bioenergy EuropeanSector 14• 2012 saw European renewable energyproduction (177 Mtoe) overtake the productionof energy from each of indigenous coal (167Mtoe), natural gas (133 Mtoe) and oil (90Mtoe) for the very first time. Despite this,Europe still remains alarmingly energydependent: 85% for oil, 62% for coal and67% for natural gas, not to mention itsextremely high dependency on Uranium.• Final Energy consumption of bioenergy in2012 was 102 Mtoe, almost double that of 2000.Biomass for heat and bioheat represent 74,7Mtoe followed by biofuels for transport at 14,6Mtoe and biopower at 12,8 Mtoe.• The latest figures confirm that around 40% ofall jobs in the renewable energy sector are foundin the bioenergy sector. There are 500.000 jobsin bioenergy, of which 282.000 are in the solidbiomass sector.• Renewables represent 15,6% (83 Mtoe) of finalEU consumption in Heating and Cooling. Biomassaccounts for 88,9% of this renewable heat.• Renewables represent 24,2% (798,7 TWh) ofEU gross electricity generation. 18,7% of thisrenewable electricity comes from biomass, 65%of which is produced in CHP plants.• The annual increment of European forestsavailable for wood supply is almost 800 millionm 3 (data for 2010), equivalent to approximately 6m 3 /ha. As only 62% of this increment is harvested,the EU forest stock is increasing by almost 300million m3 each year.• EU pellet consumption for heating is growing atan average of 1 million tonnes every year (from2011).• EU pellet production grew from 1 million tonnesin 2000 to 12 million tonnes today.• EU is the biggest world pellet producer (50%).<strong>AEBIOM</strong> annual report <strong>2014</strong> 04

<strong>AEBIOM</strong> Networks<strong>AEBIOM</strong> NetworksEuropean Pellet CouncilUniting the European pellet sectorThe European Pellet Council (EPC), founded in2010, is an umbrella organisation representingthe interests of the wood pellet sector. EPCmembers are made up of 19 national pelletassociations, or related organisations, from 18countries and 5 observing members.EPC is a platform for the pellet sector discussingissues that need to be managed in the transitionfrom a niche product to a major energycommodity. These issues include standardisationand certification of pellet quality (ENplus),communication, lobbying, statistics, safety,security of supply, education and training, andthe quality of pellet using devices.<strong>2014</strong> has been a very busy year for EPC: theENplus certification system is greatly expandingand EPC has also worked hard on lobbying,communication, statistics, safety issues, andnetworking.number of certified traders also approaching 200,there has been a sizable increase on the 130 or sotraders that were certified as of the end of 2013.These figures are expected to increase furtherin 2015 as ENplus continues to strive for theimprovement of the pellet quality on theEuropean market and beyond. Compared to the1.2 million tonnes certified in 2011, considereda huge success at the time, reaching the currentlevel of success is extremely impressive.All important information for the certification,including the ENplus handbook and FAQ can befound at www.enplus-pellets.eu .Lobbying and CommunicationEPC closely collaborated with <strong>AEBIOM</strong> to tackleserious lobbying challenges: Ecodesign andEcolabelling requirements for boilers and smallscale appliances, directive on emissions limitfrom medium combustion plants, debate oncarbon debt, cascading, biomass sustainabilityrequirements, European heat strategy, etc.EPC was also involved in numerouscommunication activities: communicationcampaign collaborations, events co-organisation,speeches during conferences, etc.ENplus<strong>2014</strong> marked yet another year of success for theEPC-managed ENplus pellet certification scheme– in fact, this year was the system’s strongestyear of growth yet. The 6.7 million tonnesreported in <strong>2014</strong> will represent an increasein certified production of around 58% on lastyear’s total, with further applications pending.This figure aggregates the totals of almost 200certified producers. The number of producershas increased significantly, reaching this numberfrom around 120 at the end of 2013. <strong>AEBIOM</strong> NetworksSafetyEPC co-organised with <strong>AEBIOM</strong>, in cooperationwith the SafePellets project, the EuropeanIndustry of Pellet Suppliers (EIPS), and theInternational Biomass Torrefaction Council (IBTC),the Second International Workshop dedicatedto Pellet Safety (Fügen, Austria) on the 5 th -7 th ofMay <strong>2014</strong>. Over 50 experts from 11 countriesattended this event.The most intensively debated issues were safetyissues related to pellet storage (self-heating andoff-gassing) and pellet production, human healthand safety, safety issues in transport and safetyissues related to second-generation pellets.StatisticsPellet Safety Workshop, Fügen, May <strong>2014</strong>With contributions coming from key expertsfrom industry and research in addition to thoseof EPC/<strong>AEBIOM</strong> members, this chapter can beconsidered one of the most significant analysesof the pellet sector to date.The growth of the international wood pelletsector over the last decade has been nothingshort of astounding. European and World PlatformsEuropean Industry ofPellet SuppliersThe European Industry of Pellet Suppliers (EIPS) isa platform of European companies focused on thewood pellet business. It was created by the jointforces of the European industry of pellet producers,traders and other stakeholders involved in thesupply chain in order to represent their interests inBrussels. EIPS is hosted by the European BiomassAssociation (<strong>AEBIOM</strong>) and benefits of the <strong>AEBIOM</strong>network and lobbying experience. RHC- Platform SecretariatEuropean and World PlatformsEuropean and World NetworksRHC-PlatformThe European Technology Platform on RenewableHeating and Cooling (RHC-Platform), an initiativeofficially supported by the European Commission,gathers over 700 industry and researchstakeholders of the renewable heating andcooling sector in Europe to promote researchand innovation in this field. <strong>AEBIOM</strong> has beenmanaging the Biomass Technology Panel of thisPlatform since 2009.RHC-Platform activities in <strong>2014</strong><strong>2014</strong> was a year of transition for the EuropeanTechnology Platform on Renewable HeatingCooling, a transitional period that continuesinto 2015. This past year marked the end of thecurrent phase with the summer months bringingan end to the current project funding thePlatform’s secretariat (which consists of <strong>AEBIOM</strong>alongside EUREC, EGEC and ESTIF).Still, the platform, and particularly the BiomassPanel remained active, albeit on a less regularschedule, as we worked to ensure that themessages formulated over the past number ofyears were heard by the European Commission asthey move to release details the 2016/2017 WorkProgramme of Horizon 2020. In the early partsof 2015, the RHC-Platform moves into its nextphase as we look to answer a Call for Tender that,if successful, will help to support the activities ofthe platform going forward.A number of the Platform’s identified prioritieswere included in the <strong>2014</strong>-2015 Work Programmefor Secure, Clean and Efficient Energy at the turnof the year, and work done in <strong>2014</strong> will hopefullywork well towards having favourable biomassH&C topics in the forthcoming 2016-2017Programme.Biomass Panel publications, papers andcontributions:•Biomass Technology Roadmap: Early <strong>2014</strong>was spent finalising the Biomass TechnologyRoadmap which outlines a number of actions andinvestments needed up to 2020 to implementthe Biomass Strategic Research Priorities. Thedocument was published in June following anonline stakeholder consultation.•SET-Plan Integrated Roadmap: Throughoutthe year, led by Rainer Janssen (WIP RenewableEnergies), the Biomass Panel contributed tothe Integrated Roadmap of the SET-Plan. Thisroadmap aims to consolidate the updatedtechnology roadmaps of the SET Plan andpropose research and innovation actionsdesigned to facilitate integration. European and World PlatformsScoping Paper of the Biomass Panel on theHorizon 2020 Work Programme 2016-2017: InNovember, a scoping paper from the EuropeanCommission in relation to the upcoming 2016-17Work Programme was leaked. In response, theBiomass Panel drafted a scoping paper to make thecase for the priority areas that were excluded fromthe draft. This paper was sent to DG RTD, and DGENER. It was also included in a combined documentof the RHC-Platform, which was in turn sent to DGRTD, DG ENER and Member States.•5 th <strong>Annual</strong> Event of the RHC-PlatformOn May 22nd, the Platform held a joint consultationand policy-event. The morning session presentedthe RHC-Platform Common Technology Roadmapto a wide range of stakeholders. In the afternoon,industry and decision-makers discussed the roleof RHC in the transformation of the energy systemwith a particular focus on the implementationof the current legislation and the Commission’sproposal for a 2030 climate and energy framework.Meetings and events:•Meetings between the RHC-Platform BiomassPanel, the European Biofuels Technology Platformand DG ENERIn April, DG ENER hosted a meeting betweenthe Biomass Panel and the EBTP with a view ofincreasing the level of collaboration between thetwo platforms. The meeting was opened by MsMarie Donnelly, Director of New and RenewableSources of Energy, Energy Efficiency and Innovationat DG ENER and framed against the backgroundof the pressing need to secure Europe’s energysupply. In addition to deepening the knowledge aboutbioenergy, these projects offer bioenergy promotion opportunities and an excellent network ofcontacts for <strong>AEBIOM</strong> and its members.AshMelT - Development of a practical and reliableash melting test for biomass fuels, in particular forwood pelletsJanuary 2012- December <strong>2014</strong>BASIS- Aims to provide a comprehensive view onthe sustainable supply and competition of woodApril 2013- March 2016AshMelT is funded by FP7 and aims to develop atest method for the assessment of the ash meltingcharacteristics of solid biofuels, to specify ash meltingclasses for solid biofuels and work out a proposal fora European standard for the developed test method.Results will be integratedin the ENplus® wood pellets certification.<strong>AEBIOM</strong> is responsible for dissemination activitiesand organizes international events.www.ashmelt.euBASIS aims at interacting with bioenergy projectdevelopers and investors, providing them acomprehensive view on the sustainable supplyand competition for wood for wood chips boilers,using intuitive maps of NUTS2 regions of all EU27member states. Information on wood supplypotential combined with existing use of wood chipsand sustainability aspects influencing such supplyis processed using a sound methodology.The core idea of this project is to provide in-depthinformation on the regional supply and demandsituation of wood chips by combining the estimatedpotentially available quantities with actualconsumption data based on the identificationof bioenergy plants (above 1 MW) using woodchips and other wood chips consumers in thesame region. In addition, sustainability dimensionof the supply will be considered with severalenvironmental criteria from a project developerpoint of view. BASIS will help to reduce and addresssustainability risk. Finally the efficiency of usingbiomass will be evaluated as well. <strong>AEBIOM</strong> ProjectsBiFFiO- Aims to develop an economical andefficient system for handling mixed waste fromaquaculture and agriculture.November 2013- October 2016Biograce II - Harmonised Greenhouse GasCalculations for Electricity, Heating and Coolingfrom BiomassApril 2012-March 2015The agriculture and aquaculture sectors are undercontinuous pressure to improve sustainabilityand reduce environmental impact. BiFFiO(Cooperation between the aquaculture andagriculture sectors with the intent to use animalmanure and fish faeces for sustainable productionand utilization of renewable energy and recoverednutrients) addresses these challenges withrespect to regulatory and societal demands fordealing with the waste produced. Over the nextthree years the BiFFiO consortium will developan economical and efficient system for handlingmixed waste from aquaculture and agriculture.The project will also make recommendations asto how the energy produced could best be used.www.biffio.comThe project BioGrace-II harmonizes calculationsof greenhouse gas (GHG) emissions for electricityheat and cooling from biomass. The projectbuilds upon the earlier (2010-2012) IEE-projectBioGrace which harmonizes GHG calculations forbiofuels for transport.The overall aims of the project are to:• Build an Excel-based tool for GHG calculationsfor electricity and heat from biomass;• Convince relevant policy makers from at least6 Member States (six target countries: Austria,Belgium, Germany, Sweden, The Netherlandsand UK) to choose for harmonization and use thesame tool or the same approach.• Involve companies and ensure that the GHGcalculation tool meets their wishes. Besides,BioGrace-II will cause that verifiers (also calledauditors or inspectors) are trained on how toverify GHG emission calculations both for biofuelsand for electricity and heat from biomass.The project supports implementation ofbioenergy policy at national and Europeanlevel, with a focus on GHG emissions as one ofthe important sustainability issues. <strong>AEBIOM</strong> ProjectsBiomass Policies- Aims to provide guidancefor the development of balanced biomass policyframworks.April 2013- March 2016LogistEC - Aims to develop new or improvedtechnologies of the biomass logistics chains.September 2012 - September 2015The Biomass Policies project brings togethereminent experts on biomass and bioenergyfrom various key European institutions, such asImperial College London, VITO, IINAS, ECN, and11 national energy agencies with key policyevidence and models to provide a betterunderstanding of how the biomass resourcecan be efficiently integrated in the energy &biomaterial systems taking into account thedomestic availability of resources, new conversiontechnologies as well as new stimulation andregulation measures.The main aim of this project is to provide guidancefor the development of balanced biomass policyframeworks which interrelate energy, economy,agriculture, climate change, nature conservationand ecosystem services.The project will define bioenergy value chains onwhich Members States should focus their effortsto ensure the sustainable and resource-efficientuse of the biomass resources. <strong>AEBIOM</strong> ProjectsPellCert – European Pellet <strong>Quality</strong>CertificationMay 2011 – April <strong>2014</strong>ENplus stakeholders are working on adaptingthe certification according to market demands.For this purpose the EU project “PellCert” waslaunched.The key objective of this project is to create andimplement an ambitious and uniform certificationsystem for pellets in Europe, called “ENplus”.In addition, sustainability criteria are designed tobe part of ENplus scheme.The project is run by a unique consortiumof 10 pellets associations, ensuring a directrelationship with pellets market players.LABORELEC represents the interest of the powersector, and coordinate activities with members ofEURELECTRIC. The European Biomass Association<strong>AEBIOM</strong> leads the project. Thanks to the greatefforts of all partners, ENplus certification hasbecome a very successful scheme amounting toa total of 6.7 million tonnes of ENplus certifiedpellets in 2015.www.pellcert.euSafePellets - Safety and quality assurancemeasures along the pellets supply chainJanuary 2012- December <strong>2014</strong>SafePellets supports the development ofquality assurance and safety measures alongthe biomass pellets supply chain. The projectis performed and funded under the Researchfor the Benefit of SMEs activity of the SeventhFramework Programme (FP7) of the EuropeanUnion. The consortium consists of SME-industrypartners and research institutes coming from fiveEU member states, in total 15 partners.The objective of the project is the developmentof guidelines for quality assurance measuresalong the pellets supply chain and solutions forsafe handling and storage of pellets. In the courseof the project methods for the assessment of offgassingand self-heating shall be developed.<strong>AEBIOM</strong> is responsible for dissemination activitiesand organizes international events – the first onein March 2013 in cooperation with EPC (see www.pelletcouncil.eu/en/safety-workshop).www.safepellets.euSolidStandards - <strong>Quality</strong> and sustainabilitystandards for solid biofuelsApril 2011 – March <strong>2014</strong>In the SolidStandards project, solid biofuelindustry players are informed and trained inthe field of standards and certification and theirfeedback is collected and provided to the relatedstandardization committees and policy makers.The core of the action is the organization of 37training events for producers and end-users ofsolid biofuels. Trainings aim at increasing thetarget groups’ ability to implement quality andsustainability standardization and certification.The consortium is working with 7 selected solidbiofuel companies and is supporting them inimplementing European quality standards.The process is documented and shall serve asa guideline for standard implementation. Inorder to contribute to the discussion on bindingsustainability criteria for solid biofuels, projectactivities include the analysis of sustainabilitycertification systems in case studies in orderto assess their applicability in practice. Finally,the project contains several tools for feedbackcollection from the industry. Events and NetworkingSustainable Biomass Backs European EconomyThe European Biomass Association held a high-level event titled “Sustainable Biomass BacksEuropean Economy” in Brussels. Top EU companies like L’Oréal, Fortum, KWB, Volvo ConstructionEquipment Group and Alliance Forêts Bois, gathered to highlight the benefits the bioenergy sectoroffers in reaching the EU’s energy security, affordability and sustainability objectives.The conference achieved successful results thanks to the participation of 112 leading expertswho gathered in order to hear success stories from the industry’s side and specific reasons whybiomass counts.
