The harmfuleffects of corruption are especially severe on <strong>the</strong> poor, who are least capable of pay<strong>in</strong>g<strong>the</strong> extra costs associated with bribery and fraud, or surviv<strong>in</strong>g <strong>the</strong> embezzlement ofscarce public resources.Research shows however, that countries with access <strong>to</strong> <strong>in</strong><strong>for</strong>mation laws are alsoperceived <strong>to</strong> be <strong>the</strong> least corrupt.
