<strong>ANNUAL</strong> <strong>REPORT</strong> <strong>2010</strong>Chairman’s Report <strong>2010</strong>Another year has rolled around and it is time for your Board of Directors topresent you with this year’s Annual Report. The report is made up of manycomponents, all of which are progressively assessed during the year by boththe Board and Management to ensure that your Club is able to provide youand your guests with the level of service and amenities you have come toexpect. As in the previous year, this year has seen some <strong>sub</strong>tle changes inour industry and we have done what is needed to meet them. While weknow that not all of our decisions are always popular with some sections ofour membership, I would like to assure you that all decisions are made forthe collective good and benefit of all.Having some new faces on the Board has enabled us to refocus on previousdecisions, not just on why they were made but also the methodology behindthem. We are confident that with the mix of long standing and new Directors that our Club willcontinue to improve its overall position within our community. We are committed to making thecorrect decisions for the longevity of our Club to ensure that we do not follow the same path asmany within this State; either closing at worst or amalgamating at best.Our end of year figures show a surplus of $1,078,874 before tax. In light of the above statementsthis is an excellent result for us and shows a positive result for not just the decision making process,but also the implementation by our great management and staff, and as importantly, usage by you,the members.In the immediate future you will notice some major works being carried out which will complementthe extension program of our external areas. I hope that by the time you read this report theexternal painting will have been completed, giving us the much needed facelift to our appearance.Our meeting rooms will have new names and I encourage you to have a look at the interpretivename plates explaining them. The new outdoor gaming areas have been very well received andhave added to our ability to meet your needs.During the next year we will again have many challenges which I am confident we can meet. Oneof the most exciting things happening within the City of <strong>Blacktown</strong> is Council’s vision for a totalredevelopment of the CBD. This has been made public through the local news papers and if theartist’s impressions are anywhere near the end result, we will be living in the middle of a verymodern and people-friendly city! Noting we are in the CBD and have such a large ‘footprint’, weare looking forward to working with Council to do all we can to assist them in achieving their dream.The outstanding support shown by you and your guests affirms that we are all seeking to have thebest Club with the best service and amenities available. Confirm the Minutes of the Thirty Seventh (37th) Annual General Meeting.2. Receive reports from the Board of Directors.3. Receive and consider the Income Statement, Balance Sheet and the Report from theAuditor.4. Notice of Special Resolutions.Notice is hereby given that at the Annual General Meeting of the City of <strong>Blacktown</strong> <strong>RSL</strong> Club Limited, tobe held on Sunday, 17th October <strong>2010</strong> at 10.00am in the Club’s Celebrity Room, those Memberspresent will be asked to consider and if thought fit, pass the following resolutions which are proposed asSpecial Resolutions.FIRST SPECIAL RESOLUTION.That the Constitution of the City of <strong>Blacktown</strong> <strong>RSL</strong> Club Ltd be amended by:1. Replacing the word ‘member’ with the word ‘Member’ and the word ‘members’ with the word‘Members’ wherever they appear in the Constitution in relation to a Member or Members of the Club,but not where they are used in relation to a member or members of the Board.2. Deleting the words ‘When any provision of the Act is referred to the reference is to that provision asmodified by any law for the time being in force. Unless the contrary intention appears expressionsdefined in the Act or any modifications thereof made by any law in force at the date at which theseregulations become binding on the Club shall have the meaning so defined.’ from the definition of‘The Act’ in Rule 1.3. Deleting the definition of ‘R.S.L.’ from Rule 1.4. Adding the following definitions to Rule 1:‘Authorised Person, for the purposes of Rule 38(c), means the Secretary, the senior employee onduty in the absence of the Secretary, or an employee or agent of the Club authorised by theSecretary.’‘Business Day means any day except Saturday, Sunday, a bank holiday or public holiday in NewSouth Wales.’‘Club Licence means a licence held by the Club under the Liquor Act.’‘Liquor Act means the Liquor Act 2007.’‘Registered Clubs Act means the Registered Clubs Act 1976.’5. Deleting the definitions of ‘In writing and written’ and ‘month’ from Rule 1.6. Deleting Rule 3 in its entirety and replacing it with the following new Rule 3:‘3 (a) A decision of the Board on the construction or interpretation of this Constitution, or on any By-Laws or regulations of the Club made pursuant to this Constitution or on any matter arising outof them, shall be conclusive and binding on all Members of the Club.(b) In this Constitution, the following rules of interpretation apply unless the context requiresotherwise:(i) headings are for convenience only and do not affect interpretation;(ii) the singular includes the plural and conversely;(iii) a gender includes any gender;(iv) if a word or phrase is defined, then its other grammatical forms have a correspondingmeaning;(v) a reference to legislation includes but is not limited to a modification or re-enactment of it,a legislative provision <strong>sub</strong>stituted for it and a regulation or statutory instrument under it;(vi) a reference to writing includes any mode of representing and reproducing words, figures,drawings or symbols in a visible form; and(vii) a reference to a ‘month’ means a calendar month.’7. Deleting the words ‘a certificate of registration under Part 2 of the Registered Clubs Act’ from Rule6(c) and replacing them with the words ‘Club Licence’, and, deleting the final word of Rule 6(c) being‘certificate’ and replacing it with the words ‘Club Licence’.8. Deleting Rule 7(b) in its entirety.9. Deleting Rule 9(t) in its entirety and replacing it with the following new Rule 9(t):‘(t) To take such steps to make known the objects, aims and activities of the Club and to promote theobjects of the Club by any means the Club considers fit from time to time.’12. Deleting the words ‘<strong>Blacktown</strong> <strong>sub</strong>-<strong>Branch</strong> of the Returned and Servicemen's League (NSW <strong>Branch</strong>)Inc’ from Rule 13 and replacing them with the words ‘<strong>Blacktown</strong> <strong>sub</strong>-<strong>Branch</strong> of the Returned andServices League of Australia (New South Wales <strong>Branch</strong>)’.13. Deleting Rule 17 in its entirety.14. Deleting the word ‘Various’ from the heading of Rule 19 and replacing it with the word ‘Ordinary’.15. Deleting the words ‘<strong>Blacktown</strong> <strong>sub</strong>-<strong>Branch</strong> of the R.S.L.’ from Rule 19(a) and replacing them with thewords ‘<strong>Blacktown</strong> <strong>sub</strong>-<strong>Branch</strong> of the Returned and Services League of Australia (New South Wales<strong>Branch</strong>)’.16. Adding the word ‘Financial’ to the beginning of Rule 20(a) and before the words ‘Associate members’in the first line of Rule 20(a).17. Deleting Rule 23 in its entirety and replacing it with the following new Rule 23:‘23 (a) Persons may be admitted as Temporary Members of the Club for a period of up to, but notexceeding, 7 consecutive days (or for such longer period as the Casino. Liquor & GamingControl Authority may approve in writing) in accordance with the Registered Clubs Act.(b) The following persons in accordance with procedures established by the Board may beadmitted as Temporary Members of the Club:(i) any visitor whose permanent place of residence in New South Wales is not less than adistance from the Club as may be determined from time to time by the Board by By-lawpursuant to this Constitution (but being not less than the distance prescribed by theRegistered Clubs Act);(ii) Full Members (as defined in the Registered Clubs Act) of other clubs which are registeredunder the Registered Clubs Act and which have objects similar to those of the Club;(iii) a Full Member (as defined in the Registered Clubs Act) of any registered club or anyinterstate club (as defined in the Registered Clubs Act) who, at the invitation of the Boardor of a Full Member of the Club, attends on any day at the premises of the Club for thepurpose of participating in an organised sport or competition to be conducted by the Clubon that day, from the time on that day when the person so attends the premises of theClub until the end of that day; and(iv) any interstate or overseas visitor.’18. Adding the words ‘(or on the first day of a period of membership which is more than one day inaccordance with Rule 23)’ after the words ‘on any day’ in the third line of Rule 24(f).19. Deleting the words ‘name, address and occupation’ from Rule 30(b) and replacing them with thewords ‘name and address’.20. Deleting Rule 31(a) in its entirety and replacing it with the following new Rule 31(a):‘31 (a) If an applicant is not elected to membership under Rule 29, the Secretary will notify theapplicant in writing and refund any money paid by the applicant with his or her application formembership.’21. Adding a new Rule 32(c) as follows:‘(c) Membership <strong>sub</strong>scriptions must be paid annually in advance, or if the Board so directs, may bepaid by monthly, quarterly or half-yearly instalments in advance or for more than 1 year inadvance. The Board may prescribe the time and manner of payment and all other relatedmatters not specifically provided for in this Constitution.’22. Deleting the words ‘Secretary shall give to the member in default 14 days written notice within whichsuch entrance fee or <strong>sub</strong>scription must be paid and if the same shall not have been paid within thetime limited by such notice’ from Rule 34.23. Adding the words ‘from among their own number’ to the end of the first and second sentences ofRule 42(a).24. Deleting Rule 42(b) in its entirety.25. Deleting Rule 42(c) in its entirety and replacing it with the following new Rule 42(c):‘(c) On and from the 2003 election of the Board, the Board shall be elected biennially. The membersof the Board shall hold office until the conclusion of the second Annual General Meeting after thatat which they were elected when they shall retire but shall be eligible for re-election, <strong>sub</strong>ject to thisConstitution.’26. Rule 9(t) states that the Club can promote its objects etc by a range of methods, some of which arenow uncommon in the modern market. Paragraph 11 of Special Resolution 1 updates Rule 9(t) sothe Club can use any method of promotion it considers appropriate, without needing to update thisRule as technology changes.9. Paragraph 13 of Special Resolution 1 deletes Rule 17 as it refers to the renaming of the classes ofmembership which took place some time ago and is now complete making this Rule obsolete.10. Paragraph 16 and paragraph 41of Special Resolution 1 amend the Constitution to clearly specify thatonly financial Members may exercise their membership rights under Rule 20(a) and Rule 84. Thisdoes not change existing membership rights, it is only intended to identify this in important Rules (e.g.relating to Board eligibility, voting rights, and amendments to the Constitution) for ease of reference.11. Under the Registered Clubs Act 1976 (Registered Clubs Act), Temporary Members may be admittedfor up to 7 days (or a longer period of up to 30 days if approved by the Casino, Liquor & GamingControl Authority). Paragraphs 17 and 18 of Special Resolution 1 amend the Constitution accordingly.12. The Registered Clubs Act no longer requires the occupation of an applicant for membership to bedisplayed on the Club’s notice board. Paragraph 19 of Special Resolution 1 amends the Constitutionto reflect this change to the law.13. Paragraph 20 of Special Resolution 1 clarifies the wording of Rule 31(a) but does not change theeffect of the Rule.14. Paragraph 21 of Special Resolution 1 adds an option for the Board to allow Members to pay<strong>sub</strong>scriptions by monthly, quarterly or half yearly instalments in advance, or for more than 1 year inadvance. It also allows the Board to set options for methods of payment. This is intended to assist instreamlining membership payments and associated arrangements.15. All Members are sent a notice to renew their membership each year (unless they do not need to paya new <strong>sub</strong>scription for that year, e.g. in the case of Life Members). If members do not pay theirannual <strong>sub</strong>scription within 30 days of the due date then they are ‘unfinancial’. Rule 34 of theConstitution currently requires the Club to give an unfinancial member a further notice and a furtherperiod to pay. This is considered to be a financial and administrative burden on the Club asmembers already receive at least one notice, and some choose not renew membership as they areleaving the area or for other reasons. Paragraph 22 of Special Resolution 1 removes the obligationfor further notice to be given to unfinancial members. If they remain unfinancial then they may beremoved from membership by a resolution of the Board in accordance with Rule 34.16. Paragraph 23 of Special Resolution 1 specifically states the long standing procedure that theChairman and Deputy Chairman must be elected by the Board from among their own number.17. Paragraphs 24 and 27 of Special Resolution 1 delete Rules 42(b) and 42(f) as they are alreadycovered by Rule 51 and Rule 53.18. Paragraphs 25 and 26 of Special Resolution 1 consolidate the requirements for biennial elections andremove details which are now obsolete as the system was introduced in 2003.19. Paragraphs 29 - 30 of Special Resolution 1 amend Rule 44 and Rule 45 to state that Membersbreaching those Rules may be <strong>sub</strong>ject to disciplinary proceedings.20. Paragraph 31 of Special Resolution 1 deletes Rule 47 as it is historical and now obsolete.21. Paragraph 32 of Special Resolution 1 deletes references to leasing of Club property being approvedby the Licensing Court, and, the approval of the Members being obtained for the sale of the Club’sproperty. The Licensing Court no longer exists, and the requirements for the disposal (e.g. bylease/licence/sale) of the Club’s ‘core property’ (as defined in the Registered Clubs Act) are now setout in section 41J of the Registered Clubs Act and clause 19 of the regulations to it. This includes thecircumstances where Member approval is required. Paragraph 32 updates the Constitution toamend the rules relating to such use of Club land as set out in that legislation. Copies of section 41Jand clause 19 of the regulations are available from the Club office on request.22. Paragraphs 33 and 34 amend the Rules relating to ‘sporting sections’ of the Club to clearly state thatthe Club can create sections for any sports and affiliate with any State or Australian body controllingthose sports.23. Paragraph 35 of Special Resolution 1 updates references to the current requirements of theRegistered Clubs Act, as section 39 of that Act has now been repealed.24. Paragraphs 39 - 40 of Special Resolution 1 update the Constitution to reflect the methods by whichMembers may elect to receive notices electronically, in accordance with the Corporations Act 2001.Members may still choose to receive notices by post.25. The annual reporting requirements for companies limited by guarantee, such as the Club, have beenchanged and paragraph 42 updates Rule 76 of the Constitution accordingly. The Club will stillprepare a financial report, directors’ reports and an auditor’s report under the Corporations Act 2001.Members may obtain a copy of the reports in electronic or hard copy by making a request to theClub in writing. The Club also makes the reports available on its website atwww.blacktownrsl.com.auBLACKTOWN <strong>RSL</strong> CLUB LIMITED - where friends love to meet7


SECOND SPECIAL RESOLUTION.That the Constitution of the City of <strong>Blacktown</strong> <strong>RSL</strong> Club Ltd be amended by:1. Deleting Rule 38(b) in its entirety.2. Deleting Rule 38(c) in its entirety and replacing it with the following new Rule 38(c):‘(c) An Authorised Person may refuse to admit to, or may turn out of, the Club’s premises any person:(i) who is at the time intoxicated, indecent, violent, quarrelsome or disorderly;(ii) whose presence on the Club’s premises renders the Club or the Secretary liable to a penaltyunder any law;(iii) who smokes, within the meaning of the Smoke-Free Environment Act 2000 (NSW), while onany part of the Club’s premises that is a smoke-free area within the meaning of that Act;(iv) who uses, or has in his or her possession, while on the Club’s premises any <strong>sub</strong>stance thatthe Authorised Person suspects of being a prohibited plant or a prohibited drug; or(v) whom the Authorised Person, under the conditions of the Club Licence or according to a term(of the kind referred to in section 134 of the Liquor Act) of a local liquor accord, is authorisedor required to refuse access to the Club’s premises.’EXPLANATORY NOTES – SPECIAL RESOLUTION 21. Rule 38(b) sets certain penalties which must be applied for breaches of the Constitution and otherinappropriate conduct (such as supplying liquor to a minor). The Board considers that it is moreappropriate to deal with breaches of the Constitution and such conduct in accordance with Rule38(a). Rule 38(a) sets out a comprehensive disciplinary procedure which allows the Board to applythe principles of natural justice and procedural fairness which are upheld by the courts with respect todisciplinary proceedings. Also, Rule 38(b) does not allow the Board to apply the ClubsNSW BestPractice Guidelines for the Conduct of Disciplinary Proceedings, which it may otherwise do whererelevant to the circumstances. Therefore, the Board considers that Rule 38(b) should be deleted asset out in paragraph 1 of Special Resolution 2, and such conduct should be dealt with under thedisciplinary procedures in Rule 38(a).2. Paragraph 2 of special resolution 2 replaces the existing Rule 38(c) with a new Rule that reflects thecurrent standards for when a person will be refused admittance to, or be removed from, the Club’spremises for inappropriate behaviour. This is generally reflective of sections 73 and 77 of the LiquorAct 2007.NOTES TO MEMBERS REGARDING THE SPECIAL RESOLUTIONS.1. Each special resolution must be considered separately and as a whole, and will not be amended bymotions from the floor of the meeting.2. Financial <strong>RSL</strong> Members, financial Associate Members and Life Members are entitled to vote on eachspecial resolution.3. Employees are prohibited from voting and proxy voting is prohibited under the Registered Clubs Act.4. Discussion and AnalysisStatement of Comprehensive IncomeThe company’s total revenue has decreased by $1,161,143 (7.6%) since the prior year whilst expensesincluding depreciation and interest charges have decreased by $1,108,383 (7.8%) resulting in a net profitbefore tax of $1,078,874 compared to a profit of $1,131,634 for the previous year.Individual items that have impacted the <strong>2010</strong> result include:• Bar sales decreased by $297,221 (17.6%)• Net revenue from poker machines decreased by $768,312 (6.2%)• Entertainment and promotions income decreased by $101,515 (38.1%)• Poker machine licenses and taxes decreased by $136,974 (4.2%) due to decreased net revenue frompoker machines.• Entertainment, marketing and promotional costs decreased $281,977 (14.8%)• Employee benefit expenses decreased by $263,501 (6.8%)• Depreciation and amortisation expenses decreased by $111,814 (9.6%)• Occupancy expenses increased by $146,108 (9.9%)Statement of Financial PositionThe company’s net assets have increased by $1,005,156 or 7.2% since the previous year consisting ofan decrease in total assets of $29,250 and a $1,034,406 decrease in total liabilities.Statement of Cash FlowsOperating activities provided net cash of $1,854,870, a decrease of $346,060 when compared to theprevious year.Net cash used in investing activities of $1,014,754 related to payments for property, plant and equipmentless proceeds on disposal, an increase of $707,698 when compared to the prior year.Net cash outflow from financing activities of $1,583,690 compared to an outflow of $667,780 in the prioryear is mainly due to repayment of borrowings.As a result of these cash flows, the net cash held during the year decreased by $743,574 compared tothe previous year’s increase of $1,226,094.Cash at year end was $1,013,416 compared to $1,756,990 in the prior year.22 BLACKTOWN <strong>RSL</strong> CLUB LIMITED - where friends love to meet

The<strong>sub</strong>-<strong>Branch</strong> has had another very good year withour finances and celebrations. Many thanks to ourSecretary Kevin Johnston and Treasurer JimBostock, as they both have many responsibilitieswhich they carry out with such dedication.A highlight of the year was when the <strong>sub</strong>-<strong>Branch</strong>received a Certificate of Appreciation for 80 years ofservice from the State President of <strong>RSL</strong>. It isencouraging to see so many of the membersattending our monthly meetings and putting in theirideas, remember the <strong>sub</strong>-<strong>Branch</strong> meetings areyour chance to have your say.To the committee I thank them all for their hardwork throughout the year, especially the VicePresidents Harry Taylor and Gary Ohlson for theirinput also our Welfare Officers Slim Rayner andKeith Winsbury, Pension Officers Gerry Smith andTom Baena: The <strong>sub</strong>-<strong>Branch</strong> Trustees Jim Bostock,Harry Taylor and Slim Rayner have also been verybusy. Cecil was a longserving member of the <strong>sub</strong>-<strong>Branch</strong> as well asWelfare and Pensions Officer. He will be sadlymissed.Our ANZAC Day Service was again well attended.This service now attracts more attendees than theAuditorium can hold causing other parts of the Clubto open to cater for the overflow. TheRemembrance Service also draws a very goodattendance. We receive several invitations to attendthe ANZAC school services. All of these areattended by representatives by the committee. Ifyou have children or grand children then you areencouraged to attend one of the school services.The children put their heart into the day.I also wish to thank the ladies of the Women’sAuxiliary for the work they do throughout the year.Once again the Board of Directors, Managementand Staff of our Club Ltd have been of greatassistance with our functions and other activities:Their ongoing support has been greatly appreciated.LEST WE FORGETBill Norris OAMPresident<strong>sub</strong>-<strong>Branch</strong>Secretary’s ReportIt is an honour and privilege to again present thisreport to you all .At the time of writing we have atotal of 457 members consisting of 430 OrdinaryMembers, 8 Life Members, 11 Life Subscribers,4 Honorary Members and 4 Associate Members.Although our membership has been consistentover recent years, in 2001 we had 556 membersbut with the ageing of our WW11, Koreamembers our membership has declined. It isimportant that if you the member know of anyperson eligible to join the League have a talk withthem and urge them to join us.Reflection on the past 12 months has seenanother successful year for the <strong>sub</strong>-<strong>Branch</strong>. Theattendance at our ANZAC Dawn Service seems togrow every year, the Remembrance SundayService at the Wall of Remembrance is wellattended, but our Victory in the Pacific Servicerates a poor attendance compared to our otherservices. We receive several requests forattendance to the ANZAC School Service, 10schools were attended last year with the childrenand their parents looking forward to ourparticipation at the service.Our luncheons also are a success withapproximately 300 attending. I thank the PresidentBill Norris OAM for the great assistance given tome in organising these services, also thecommittee who assisted me throughout the year.Our sponsorship for the local children to trek theKokoda track is very popular. The child chosen forthe trek comes back to us with stories about theiradventure had. This year we began sponsoring aboy/girl to a voyage on the Young Endeavour, I amsure we will receive a report about the oceanvoyage. <strong>sub</strong>-<strong>Branch</strong>Pensions Officers’ ReportOnce again your Pensions Officers Gerry Smith,and Tom Baena have been busy looking afterVeterans on behalf of the City of <strong>Blacktown</strong> <strong>RSL</strong><strong>sub</strong>-<strong>Branch</strong>.The past year has been a little quiet but over 50inquiries were received with most actioned to asuccessful conclusion. These were for:• New Disabilities claims• Service Pension claims,• War widows claims,• Pension Increases and• Worsening Effects of Accepted Disabilities,Also we helped with additional local NGOassistance and ACAT Assessments for HomeCare and Safety in Home Assistance. A few SCRA(prior to 2004) and MCRA (after July 2004)compensation case enquires have come our wayand a number are in the preparation and claimstage. We also assisted in obtaining Medical andService records for further consideration ofpossible claims for some Veterans and FOIrequests for family members. These resulted insome being actioned with veterans receivingfinancial and life style improvements.Your Pensions Officers are continuing their trainingin Veteran and War Widows Pensions, the newMCRS system for Serving Personnel and Welfarematters. This will continue in 2011 as officers haveto requalify every 2 - 3 years to keep current withchanges to the VEA Act, DVA operations andGovernment policy etc.The Pensions Officers would like to thank TheSecretary, the Welfare Officers as well as all otherExecutive / Committee members for their helpthroughout the year.We would like to give our condolences to thosefamilies that have lost loved ones throughout theyear, and offer assistance to those that findthemselves in Nursing Homes and other types ofcare.OFFICE HOURSRemember the office is open on SaturdayMornings from 0900 to 1100 hours.But note not on meeting Saturdays.Tuesday morning from 0900 to1100 hours (byappointment only)You can arrange an Appointment through theweek at the office or even a home or nursinghome visit to assist you with DVA matters.Note. Office Bearerswere all returned to their same positions. Thereare nineteen (19) members consisting of five (5)life members and fourteen (14) ordinarymembers. Members attended Dawn Service andserved breakfast to all. Other events were ANZAC& Remembrance Services, State Congress,Children’s Christmas Party, Luncheons held by the<strong>sub</strong>-<strong>Branch</strong> and invitations from other auxiliaries.Money was raised for the Welfare & BenevolentInstitution by having street stalls, Easter andChristmas competitions, outings and selling ofANZAC badges and poppies.I would like to thank the Board of Directors,General Manager – Alan & staff, members of the<strong>sub</strong>-<strong>Branch</strong> & <strong>RSL</strong> club for their support duringthe year. We were joined byrepresentatives from State <strong>Branch</strong> of <strong>RSL</strong> andDepartment of Veterans Affairs alsorepresentatives from <strong>Blacktown</strong> <strong>sub</strong>-<strong>Branch</strong>,Deputy Board Chairman Mr Gary Ohlson and MrAlan Greenwood representing State Co-ordinatorof Day Clubs.During proceedings Ms Margaret Morganpresented a ten year volunteer badge to Mrs JuneRayner and to 5 of our original volunteers’certificates and badges for 25 year service. Thesewere Mrs B. Fayle, Mrs M. O’Connor, Mrs G.Morris, Mrs B. Lane and Mrs B. Barnes. <strong>RSL</strong> Clubstaff provided the usual delicious meal with thebirthday cake donated by Mrs Barnes.The club has had a couple of days out to LithgowWorkers Club and to Mittagong <strong>RSL</strong> for lunch aftera tour of the area. Hopefully when the weather iswarmer we will have more before year’s end.Thanks to Club management we are stilloccupying our usual area and new members arewelcome. War Widows Guild ReportThe members of the <strong>Blacktown</strong> City War Widows’Guild Club had a very sad start to the year with thepassing of our President, Mrs Lola Coulter. Mrs Coulterhad been a member of the War Widows’ Guild formany years, and will be sadly missed by themembers and all who knew her.We haven’t had a very busy year. This is mainly due toillness of members. Some members are not asmobile as they were years ago, and are forced to usecanes and walkers.During the year, the President, Mrs Jean Keelan, and Iattended a concert at the Sydney Town Hall, and ahealthy eating programme organised by theDepartment of Veteran’s Affairs, Parramatta. This wasvery informative.When the weather is warmer, several of the membersand I will visit the Art Gallery, Museums, and just havea look around the city, using buses, trains and ferries.Members have attended the Fashion Parades and aHoy Day at the Country Women’s Association andattended the War Widows’ walk at Concord. They alsoattended Fashion Parades and lunches put on by the<strong>Blacktown</strong> Hospital Women’s Auxiliary.Members also attended the ANZAC andRemembrance Services which were held at the City of<strong>Blacktown</strong> <strong>RSL</strong> Club Ltd. Mrs Kaye Yaupaung laid thesheath on our behalf at these ceremonies. Yours faithfully,Mrs J Hackett Hon SecNirimba NavalAssociation ReportWe are a small but dedicated group of 20 formerNaval Personnel who meet on the SecondSaturday each month except January in the VIProoms of the <strong>RSL</strong> Club.Being small in number our social activities arerestricted but include a bus trip now and then tolocal points of general interest.The major event this year was “End of an Era”Memorial Service at the former Navy Training ShipHMAS NIRIMBA at Quakers Hill, in conjunctionwith the UWS College and Wyndham SeniorCollege. The event is staged every 2 years.The phrase ‘End of an Era’ represents thedecommissioning of NIRIMBA and the end of themost successful technical training school in thenation. We hear so much about the need for‘skilled’ workers and the closure was a sadindictment of lack of foresight for which we arenow paying the price.This year, 19th June, we had the pleasure to inviteformer CO, Capt B SWAN RAN Retd to deliver theMemorial Service Address in which he outlinedthe long history of NIRIMBA and the closerelations that Ship had with <strong>Blacktown</strong> over theyears from 1st July 1956. He was joined by ourPatron CDRE N F HELYER MBE RANR whoinspected a splendid turnout of TS NEPEAN, thelocal Australian Naval Cadet Unit under thecommand of SBLT B CROCKETT. Music was by aquintet from the Sydney Detachment RAN Band,Service conducted by our Chaplain Ted Walker.After the Service we all retired to the OldWardroom for a light luncheon. Was said to be agood day by the 150 or so who attended.The considerable financial assistance from The<strong>RSL</strong> Club is greatly appreciated and without theircontinuing support we could not mount the“Dedication Service” and maintain the MemorialWalls and Plaques. This year we had to replacemissing letters, probably vandalism.The Annual Naval Association Church Serviceheld at Garden Island Naval Chapel was wellattended and afterwards we enjoyed a tour of theNaval Heritage Museum and light lunch.
