Economic Development Sectorcooperatives in marginalized areas. Major funds for micro-credit were provided in recentyears, and the production of a number of micro and macro up-to-date economic data andrecommendations were supported.Economic development sector projects embrace all four of WA's major tracks: the developmentof human resources; the strengthening of institutional capacities; the promotion of Palestinianculture and identity; and effectively responding to emergency needs.Activities in 2006<strong>Welfare</strong> <strong>Association</strong> implemented 13 different projects in the Economic Development Sectorwith total expenditure of $225,613. Most projects in the sector aimed at the economicempowerment of women.Major achievements in this sector included:9 job creation and empowerment projects for women in the refugee camps in Lebanon,in the Naqab, and in the West Bank.Economic sector strategies were developed for Jerusalem and a study of the informalsector in Palestine was sponsored.An automated production line for dairy products was established at a local cooperativefactory.Projects and Expenditure Accordingto Geographic Location:Most projects in 2006 were implementedin the West Bank (11) with a disbursementof $180,612. It has supporteda wide range of activities in early childhoodeducation and development (ECED),formal basic school education (primary andsecondary school), vocational education andtraining (VET), higher education (HE), nonformaleducation, and adult and continuingeducation.WA's work in education ultimately aims tofacilitate expanded and equitable access toquality education for all Palestinians, particularlythe most vulnerable and marginalized. Education SectorIn recent years, most funds for education(roughly 95%) have been designatedfor emergency needs. Generouscontributions from the Arab Fund forEconomic and Social Development, inparticular, ensured continued operationsof the Palestinian higher education systemat a time when lack of financial resourcesthreatened its collapse, and supportedneeded construction and rehabilitation ofschools.Despite the ongoing emergency demands,the WA recognizes that enhancing the qualityof education requires long-term investmentin human resources. WA is uniquely placedto mobilize resources in support of creativityand innovation in the education field. Asan independent Palestinian foundation, WAseeks to direct its support for education tothe protection and expansion of open spacesand opportunities for dynamic exchange andcritique, independent thought, freedom ofexpression, the development of alternativevisions and the production of knowledgewhich empowers and liberates.Activities in 2006In the year 2006, <strong>Welfare</strong> <strong>Association</strong>implemented 116 different projects in theEducation Sector with disbursements of $17.85million. Education SectorIn Formal School Education: Construction and rehabilitation of 9 schools serving morethan 2,000 students; providing alternative curriculum materials to all Palestinian schoolsin the 1948 areas.In VET: Supporting 9 vocational training centers serving around 1,500 students.In HE: Supporting the defraying of tuition for more than 30,000 students in all 34 highereducation institutions. ActivitiesMedical Relief CommitteesHealth and Nutrition SectorFacilitate expanded and equitableaccess to quality health servicesfor all PalestiniansSector OverviewHead Injury Unit at Bethlehem Arab Society forRehabilitationANNUAL REPORT2006Projects implemented in this importantsector included both developmentalas well as emergency projects.Projects included: a) Infrastructural andconstruction projects for which WAinvested more than $10 million in BahrainChildren's Hospital, Al Sheikh ZayedHospital, Abu Raya Rehabilitation Center,Al Wafa Hospital, and Bethlehem ArabSociety for Rehabilitation; b) Equippingand furnishing projects totalling morethan $8 million to equip 100 hospitals andclinics; c) Medications and medical suppliesdisbursement projects disbursing around$2 million in 2006; d) Specialized unitsestablishment and development projects suchas the Cancer and Kidney wards at AugustaVictoria Hospital in Jerusalem; e) HumanResources Development projects such as thespecialized training of doctors at JordanianUniversity, and; f) Strategic, coordination, andempowerment projects such as the establishmentof the East Jerusalem Hospitals CoordinationNetwork, and the support to the development ofthe National Health Plan25<strong>Welfare</strong> <strong>Association</strong>


Health and Nutrition SectorThe Health Sector represented a majorarea for WA programming in 2006 asin other years, with total disbursementsamounting to $5,525,894. Work cameunder three of WA’s main programmatictracks: strengthening institutionalcapacities (50%), effectively respondingto emergency needs (37%) and specialassistance to Palestinians in Lebanon(11%). There was modest health-relatedfunding in a fourth track: development ofhuman resources (2%).<strong>Welfare</strong> <strong>Association</strong> has sought to assistthe NGO sector in developing specializedhealth facilities and services, as well as healthservices for the poor and marginalized,which complement without duplicatingpublic sector health care services. Assistancewas given for preventive and primary healthcare, and secondary and tertiary care aswell as the community environment forhealth. Emergency support to the HealthSector addressed acute medical needs of allproviders.Health projects can be classified into4 sub-sectors: Governmental hospitalsand clinics, NGO’s hospitals and clinics,rehabilitation centers and services, and schoolhealth and nutrition.Al-Wafa Medical Rehabilitation HospitalThe majority of the health interventions in2006 supported the governmental hospitals andclinics through improvements in infrastructureand re-supply with needed medical equipment,medications and disposable supplies that couldnot be provided by their existing budgets. Thepublic sector crisis was largely due to the financialshortfall facing the new Palestinian governmentafter the donor boycott and Israel’s denial of taxrevenue transfers. Health and Nutrition SectorMajor donors for the sector were the Arab Fund for Economic and Social Development, ArabMonetary Fund, BADEA, OPEC, the Kuwait Fund, the Committee for the Support of the PalestinianPeople (Bahrain Chamber of Commerce & Industry), the European Union, the Foundation ofthe Open Society Institute, the UK Community Fund/Big Lottery, WA-UK and earmarked andunrestricted private donations. Funds were also raised through special WA campaigns: AqsaEmergency Fund, Rafah Relief Campaign and the Jerusalem Week Event (Dubai).Activities in 2006In 2006, <strong>Welfare</strong> <strong>Association</strong> implemented 74 projects in the Health and Nutrition Sectorwith disbursements worth $5.5 million.Major achievements in the sector included:In medical services: several hundred Palestinian refugees in Lebanon in need of medications,surgery or dialysis due to chronic disease were assisted with the costs of their medicaltreatment and care.Emergency medications: needed medications were purchased for government and NGOhealth facilities in order to help provide care for poor patients in the West Bank and Gaza.Nutrition: school children in Gaza were provided with supplemental food through aschool nutritional program implemented with ANERA.Construction of health facilities: the Bahrain Children’s Hospital in Ramallah will becompleted in 2007 as a major pediatric medical center linked with other Ramallahhospitals.Specialized services: 5 Jerusalem hospitals were provided with specialized equipmentfor expanded services in eye surgery, chemotherapy, obstetric surgery, equipmentsterilization and in health management information systems (HMIS); a head trauma unitin the Bethlehem Arab Society for Rehabilitation was completed.Community-based rehabilitation services: al-Wafa Hospital was able to complete a majorbuilding project to expand its comprehensive rehabilitation services; a major 3-year programto support social inclusion of the disabled refugees and serving about 350 children inLebanon neared completion in 2006.ANNUAL REPORT200627<strong>Welfare</strong> <strong>Association</strong>


Health and Nutrition SectorProjects and Expenditure According toGeographic Location:<strong>Welfare</strong> <strong>Association</strong> implemented 74 projects in thehealth sphere in 2006: 23 in Lebanon with a totaldisbursement of $685,276. In the West Bank andJerusalem 34 projects were implemented with totaldisbursement of $4,147,347. In Gaza 17 projects wereimplemented with total disbursement of $921,712.Twenty-eight projects were completed during the yearand 45 are ongoing.Projects and Expenditure According to Sub-Sector:Governmental Hospitals and Clinics (GHC) had thelargest share of funds in 2006 with total disbursementof approximately $2.2 million. ActivitiesAl Asa’rdiya School – Old City of JerusalemInfrastructure, Housing and Buildings SectorSupport the construction, repairand rehabilitation of infrastructure,housing and historic sites andbuildingsSector Overview<strong>Welfare</strong> <strong>Association</strong> has long beeninvolved in the construction of significantinfrastructure for service delivery in thevarious development sectors, particularlymajor facilities for education and health.However, with constant destruction anddamages <strong>report</strong>ed to infrastructure dueto occupation policies and conflict, and thediversion of local government resourcestoward other needs, <strong>Welfare</strong> <strong>Association</strong> hasbeen called upon increasingly to meet variousemergency infrastructure and housing needs,including in Palestinian historic urban cores, andespecially since 2000.The majority of emergency housing repairstook place in the historical cities of Jaffa, Akka,Jerusalem and Nablus. In the Old City of Jerusaleminfrastructure work included both emergencyhouse repair and comprehensive rehabilitation ofhistoric housing complexes, ahwash. Infrastructure, Housing and Buildings SectorInfrastructure represented a major area forWA in 2006 in terms of funds disbursed, with$3.225 million disbursed for repair of roads,housing, water and sewerage systems, includingthe completion of a multi-year building repairproject begun in 2003 that totaled $4 million.WA worked with local partners such asregional emergency committees, neighborhooddevelopment committees, municipalities andvillage councils, non-governmental organizations,the Palestinian Economic Council forDevelopment and Construction (PECDAR) andthe Ministry of Public Works and Housing.In Jerusalem, <strong>Welfare</strong> <strong>Association</strong> directlyimplemented emergency housing repairs throughthe Old City of Jerusalem Revitalization Program(OCJRP) [See Box 2].Major donors for the sector were the Arab Fundfor Economic and Social Development, ArabMonetary Fund, BADEA, Islamic DevelopmentFund, and other earmarked and unrestricted privatedonations. Funds were also raised through a specialWA Rafah Relief Campaign and a past fundraisingevent in Sharjah.Activities in 2006Infrastructure projects are classified into 3 subsectors:Housing, Infrastructure Rehabilitation, and Rehabilitationof Public Buildings and Sites.
