MISSION, VISION AND VALUES<br />
Mission<br />
<strong>Toastmasters</strong> International is the leading movement devoted to making effective oral communication a<br />
worldwide reality.<br />
Through its member clubs, <strong>Toastmasters</strong> International helps men and women learn the arts of speaking,<br />
listening, and thinking – vital skills that promote self-actualization, enhance leadership potential, foster<br />
human understanding, and contribute to the betterment of mankind.<br />
It is basic to this mission that <strong>Toastmasters</strong> International continually expand its worldwide network of<br />
member clubs, thereby offering ever-greater numbers of people the opportunity to benefit from its<br />
programs.<br />

WELCOME TO COLUMBIA, MD<br />
Columbia, established in 1967, is a planned community that consists of ten self-contained villages located in<br />
Howard County, Maryland.<br />
Columbia was developed from the vision of creator and developer, James W. Rouse. James W. Rouse was<br />
born in the small town of Easton, Maryland, located in Talbot County, MD. With its idyllic small-town<br />
environment and racial inequality, Talbot County seemed an unlikely hometown for a man whose name<br />
would become synonymous with shopping centers, planned cities, urban reform and civil rights.<br />
However, it was a result of Rouse’s background that he had the idea that a city should enhance its resident’s<br />
quality of life. It was his dream to prove that a city could be both humane and profitable. Because of this,<br />
Rouse’s goal was to eliminate the inconveniences of subdivision design and to eliminate racial, religious<br />
and income segregation.<br />
To achieve the goals set forth by Rouse, Columbia’s Master Plan called for a series of self-contained<br />
villages. The village concept is aimed to provide a “small-town” feel, just as Rouse had experienced<br />
growing up. All villages were to have a shopping center, recreational facilities, a community center, bike<br />
and walking trails and homes.<br />
The centerpiece of Columbia would be the Mall in Columbia and man-made Lake Kittamaqundi.<br />
The first village to be developed in Columbia was Wilde Lake. The first high school to open in Columbia<br />
was Wilde Lake High School, which opened in 1971 as a model school for the nation.<br />
Columbia takes its street names from famous works of art and literature. The neighborhood of Hobbit’s<br />
Glen takes its street names from the work of J.R.R. Tolkien; Running Brook, from the poetry of Robert<br />
Frost; and Clemens Crossing, from the work of Mark Twain.<br />
Today, Columbia has a population of about 97,200, 2,500 businesses, more than 60,000 jobs, 21 million<br />
square feet of commercial space and a wide variety of social, cultural, educational, entertainment and<br />
recreational programs and facilities. Columbia is managed by the Columbia Association and was rated in<br />
Money Magazine’s top ten best places to live in 2006, 2008 and 2010.

DISTRICT GOVERNOR’S WELCOME<br />
Welcome fellow <strong>Toastmasters</strong>, visitors, and friends to <strong>District</strong> <strong>18</strong> Spring<br />
<strong>Conference</strong> 2012!<br />
How time has flown by again. It seems just like yesterday when we were<br />
planning and talking about this day.<br />
Today, we have a packed agenda. Starting with Croix Sather our Keynote<br />
Speaker. Sit back, listen, and learn as he takes us through his 100<br />
marathons and 100 seminars in 100 days. Attend the educational<br />
sessions hosted by Region 7 International Director Viki Kinsman DTM<br />
and <strong>District</strong> <strong>18</strong> Social Network Administrator Brian Olds. Our keynote<br />
speaker, Croix Sather, will be hosting an educational session, too. Please<br />
refer to the agenda in this program for the full details.<br />
We will have a Table Topics contest and the International Speech contest. The winner of the International<br />
Speech Contest will go to the semifinals in Orlando, FL in August, and perhaps on to the finals, and, who<br />
knows? They may become the next World Champion of Public Speaking. I applaud every contestant in both<br />
contests. They are all champions to me. I wish them all the best for the contest.<br />
One of the most important items on the agenda today is the <strong>District</strong> Business Meeting. Yes, I know you are<br />
saying: What? The <strong>District</strong> Business Meeting is where you, as a Club President, VP of Education, or if you<br />
hold a vote as proxy for your club, will decide on who will lead <strong>District</strong> <strong>18</strong> for 2012-2013, plus conduct<br />
other district business. If you are not sure if you are eligible to vote, visit the credential’s desk, and ask<br />
them. I encourage you to attend the business meeting, even if you cannot vote. Watch, learn, and experience<br />
the business side of <strong>Toastmasters</strong>.<br />

Croix Sather<br />
Croix is an internationally known author and inspirational speaker in the<br />
field of personal transformation and the psychology of success. Croix’s<br />
accomplishments set the standard for living a life by design. He is most<br />
well known for his 2011 RUN ACROSS AMERICA inspirational<br />
speaking tour and as the author of Dream Big, Act Big and Better Body,<br />
Better Life.<br />
Croix is a celebrity runner and speaker for Hope for the Warriors and as<br />
a panel expert for Sunwarrior superfood nutrition. He has authored three<br />
books, several audio and video programs, hosted a radio show, and has<br />
appeared in hundreds of television, radio, and newspaper articles. The<br />
media calls him the marathon man.<br />
Croix’s lectures, keynote seminars, and coaching teach core<br />
indispensable success strategies at a visceral level. He teaches to reach<br />
the subconscious level for profound and lasting effects. Whether it is a<br />
weekend training seminar or a corporate keynote, Croix inspires his<br />
audiences to find their greatest talent, to set audacious goals, and to<br />
“Cross the Finish Line” to achieve any outcome one desires.<br />
Every once in a while you meet someone who has found and embraced his calling – A person that is living<br />
his purpose in life. Croix is one of those special people. And he is sharing that gift with others through his<br />
presentations and coaching.<br />

Following Keynote Speaker<br />
Viki Kinsman, DTM, of Oakton, Virginia, serves in the Fairfax County<br />
Office of Elections where she has been involved with voter registration,<br />
absentee voting, outreach and election operations. For more than 20 years,<br />
she handled all aspects of daily operations. She has more than 30 years’<br />
experience in volunteer management, and has volunteered for the<br />
University of Virginia Club of Washington Alumni, Alexandria Red Cross,<br />
Prince William Red Cross, Fairfax County Airport Advisory Committee<br />
and Association of Volunteer Administrators.<br />
A dedicated Toastmaster since 1996, Kinsman is a member of three clubs:<br />
DTM Leaders <strong>Toastmasters</strong>, Free Spirits and the Pauline Shirley club. She<br />
has held a number of prominent leadership positions within the<br />
organization and has attained the Distinguished Toastmaster designation —<br />
the highest level of achievement in <strong>Toastmasters</strong>.<br />
Kinsman is passionate about the benefits of the <strong>Toastmasters</strong> program. “Participating in speaking, listening<br />
and leadership roles through the <strong>Toastmasters</strong> program helps people gain confidence, improve skills and<br />
become the leaders they want to be,” she says.<br />
Today, she will help club officers motivate members and explain why club members should get more<br />
involved.<br />

Following Keynote Speaker<br />
Brian Olds ACS, ALS has been a member of <strong>Toastmasters</strong> since 2006,<br />
joining as a charter member of MSU <strong>Toastmasters</strong> Club in Baltimore where<br />
today he serves as President. Since that time he has held a number of both<br />
club and district leadership roles including Assistant Area Governor,<br />
Division B Governor and <strong>District</strong> Public Relations Officer. This year he<br />
continues to support <strong>District</strong> Public Relations efforts as the <strong>District</strong> <strong>18</strong><br />
Social Media Chair. Brian has a personal passion for spreading the benefits<br />
of <strong>Toastmasters</strong> especially with young professionals as young as <strong>18</strong>.<br />
“<strong>Toastmasters</strong> has equipped me with the communication and leadership<br />
skills that will serve me for the rest of my life”, he says. “I am committed to<br />
ensuring that people gain exposure to the benefits of this great organization<br />
as early in life as possible.”<br />
Brian believes that embracing and effectively using technology is a necessity for the future growth of<br />
<strong>Toastmasters</strong>. Our future members expect us to use it to get connected and our new members expect us to<br />
use it to stay connected. In this session Brian will share resources, tips and best practices to launch your<br />
club into the 21 st Century and beyond.<br />

My thanks to everyone involved in the Spring <strong>Conference</strong>, 2012!<br />
How time has flown by again. It just seems like yesterday when we were planning and talking about this<br />
day. There has been many behind-the-scenes meetings, phone calls, email, texting, and lots of other ways to<br />
communicate on the planning for this day. There have been many people who stepped up to take part in the<br />
<strong>Conference</strong> Committee, led by Tanya McMillian. Let me say a few words about Tanya. She is one,<br />
awesome, <strong>Conference</strong> Chair. She has led this committee with grace and integrity. She has kept everyone on<br />
track with planning to the finest detail. She and her team have devoted many hours of their time to make sure<br />
each of us attending today have a day to remember.<br />
A day where as our Keynote speaker, Croix Sather would say, we can Dream Big, Act Big. Tanya and her<br />
team did just this. Please, when you see her, and her fellow committee members, thank them.<br />
I would like thank each and every one of the conference committee members for their hard work and<br />
dedication to this conference. Your hard work will show today. As the conference is unveiled, you will<br />
watch your plans come into action. Each and every one of you should be proud of the day and of the<br />
teamwork. You all are the true meaning of <strong>Toastmasters</strong>, “Where leaders are made.”<br />

Join a tremendous team of volunteer leaders in an environment rich with opportunity for personal and<br />
professional growth. Use your talents, experience, and enthusiasm to help your fellow <strong>Toastmasters</strong>!<br />
Position Description<br />
Club Sponsors Up to two per club to guide new club starts to the point of charter (the Kick-off Meeting). New<br />
club sponsors work closely with the <strong>District</strong> Governor to help new club interests set high<br />
expectations for potential clubs and to qualify for a Kick-off Meeting.<br />

Club Mentors Up to two per club to serve six months to one year from club’s charter date. To provide<br />
guidance in helping new clubs find their own personality while holding high quality meetings<br />
which meet the mission of a <strong>Toastmasters</strong> club.<br />

Club Coaches Up to two per club. Candidates will be matched with clubs to ensure that (a) the club<br />
understands the role of a coach; (b) the coach understands the role of a coach and (c) both club<br />

TLI Assistants Facilitate discussions or present electives in the TLI Officers Training.<br />

It is my hope that the conference is a rewarding experience for you.<br />
These events enable us to learn, grow, and network together.<br />

Kinsman, and Brian Olds, for their time and expertise. Each speaker<br />
graciously accepted my invite to be here today to empower members<br />
and guests to be the best, do the best, and give the best.<br />
I also wish to thank the entire Spring <strong>Conference</strong> Committee. I am not<br />
able to mention everyone by name that has helped in support of this effort, but you know who you are. Let<br />
me simply say Thank You! There were many conference calls and committee meetings that allowed us to<br />
plan a quality conference for members and guests. Everyone went above and beyond the call of duty to<br />
