<strong>The</strong> <strong>International</strong> <strong>Centre</strong> <strong>for</strong> <strong>Sport</strong> <strong>Security</strong> <strong>and</strong> <strong>Pantheon</strong>-<strong>Sorbonne</strong> University<br />
announce agreement to address match-fixing in sport<br />
Doha, 14 March: <strong>The</strong> <strong>International</strong> <strong>Centre</strong> <strong>for</strong> <strong>Sport</strong> <strong>Security</strong> (ICSS) <strong>and</strong> the Université Paris I –<br />
Panthéon-<strong>Sorbonne</strong> have today announced a partnership agreement that will work to combat<br />
behaviour which contravenes principles of sporting integrity including match-fixing.<br />
<strong>The</strong> announcement <strong>and</strong> signing of the Partnership Agreement was made on the first day of the 2 nd<br />
<strong>International</strong> <strong>Sport</strong> <strong>Security</strong> Conference [14 – 15 March] taking place in Doha, Qatar. <strong>The</strong> Conference<br />
has brought together over 300 key decision-makers, experts <strong>and</strong> practitioners in sport from around<br />
the globe. <strong>The</strong> Conference is being streamed live at: www.theicss.org/multimedia/streaming/<br />
<strong>The</strong> Université Paris I – Panthéon-<strong>Sorbonne</strong> has one of the world’s leading <strong>International</strong> Public Law<br />
<strong>and</strong> <strong>Sport</strong>s Law Faculties whilst the ICSS is an international not-<strong>for</strong>-profit institution that helps to<br />
combat security <strong>and</strong> integrity issues in sport by offering research, training <strong>and</strong> consultancy services<br />
to governments, event organizers <strong>and</strong> sporting institutions.<br />
<strong>The</strong> collaboration is the first of its kind in the world <strong>and</strong> will create a central hub <strong>for</strong> knowledge<br />
gathering <strong>and</strong> in<strong>for</strong>mation sharing with international sporting federations to promote <strong>and</strong> support<br />
global sporting integrity.<br />
Key aspects of the collaboration include:<br />
<strong>The</strong> creation of a jointly run <strong>Sport</strong>ing Integrity research initiative which will manage several<br />
programs with the ultimate goal of achieving the international harmonisation of st<strong>and</strong>ards<br />
<strong>and</strong> regulations associated with match-fixing, doping, illegal betting, <strong>and</strong> all aspects of<br />
sporting integrity.<br />
Extensively consulting with key decision-makers from various sporting federations in order<br />
to provide long-lasting, pertinent <strong>and</strong> innovative solutions to stop the proliferation of matchfixing.<br />
<strong>The</strong> establishment of a Masters Programme which will be overseen by Sophie Dion, the<br />
Head of the <strong>Sport</strong>s Law Faculty at the Université Paris I – Panthéon-<strong>Sorbonne</strong>. Ms Dion is<br />
also the <strong>Sport</strong> Advisor to the French President.<br />
Mohammed Hanzab, President of the ICSS, said: “We are pleased to announce the <strong>International</strong><br />
<strong>Centre</strong> <strong>for</strong> <strong>Sport</strong> <strong>Security</strong>’s collaboration with the <strong>Pantheon</strong> -<strong>Sorbonne</strong> University at our 2 nd annual<br />
conference. Our mission is to enhance security <strong>and</strong> safety in the world of sport by proactively<br />
addressing real issues <strong>and</strong> providing best-in-class training, research <strong>and</strong> advisory services. <strong>Sport</strong>ing<br />
integrity is at the centre of our sport security ef<strong>for</strong>ts <strong>and</strong> this partnership will ensure that that we are<br />
able to provide expert advice to assist international sporting federations <strong>and</strong> bodies in their ongoing<br />
ef<strong>for</strong>ts to address the scourge of match-fixing <strong>and</strong> other illegal sporting activity.”<br />
Laurent Vidal, Professor of Public Law at Université Paris 1 - Panthéon-<strong>Sorbonne</strong>, <strong>and</strong> Chair of the<br />
Scientific Committee of the ICSS-<strong>Sorbonne</strong> <strong>Sport</strong>ing Integrity Working Group said: “Today is an<br />
important step in our ef<strong>for</strong>ts to further the work of the University in sporting integrity across the
world. Together with the ICSS we will now be in a position to develop research<br />
programmes that will help us achieve our stated aim of international con<strong>for</strong>mity<br />
of regulations that address illegal sporting activity such as match-fixing. We look<br />
<strong>for</strong>ward to working with the ICSS in this important area.”<br />

In 2012, the ICSS commenced research collaboration with the Institute <strong>for</strong> Fan Culture (IfF) in<br />
Germany. <strong>The</strong> new academic institution is led by Prof. Dr. Harald Lange (Dept. of <strong>Sport</strong> Science at the<br />
Julius Maximilian University Würzburg), in cooperation with the co-establisher Dr. Phil. Martin <strong>The</strong>in.<br />
<strong>The</strong> new venture is part of the ICSS’s ongoing work to develop <strong>and</strong> share knowledge within the field<br />
of sport security <strong>and</strong> will actively involve fans from a variety of social groups, as well as leading<br />
sporting organization’s <strong>and</strong> security experts, to determine why fans exhibit extreme behaviour<br />
within a sporting environment.<br />
<strong>The</strong> ICSS regularly organizes events to encourage the creation of sport security networks <strong>and</strong> to<br />
