We are wait<strong>in</strong>g for commentsfrom the plann<strong>in</strong>g group prior to review<strong>in</strong>g.Lilydale Action CommitteeThe March 8 th evacuation of the plant due to an ammonialeak was of concern to the committee, especially as the affectedresidents and nearby schools were not advised of this issue.We have been advised that there are relatively few formalcompla<strong>in</strong>ts regard<strong>in</strong>g operations of the facility. In order to beeffective, community concerns must go through appropriatechannels. Compla<strong>in</strong>ts need to be directed to the appropriatebody regulat<strong>in</strong>g the operations. E-mails and telephone calls tothe Alderman’s office are not an effective or appropriate wayto lodge a compla<strong>in</strong>t. Concerns regard<strong>in</strong>g Lilydale operations(smells, noise, debris) can be reported to the CHR automatedsystem at 943-8060. The community association will beassign<strong>in</strong>g a contact person to report the noxious odours onSundays to an <strong>in</strong>spector who can respond on the weekend. Fornoise issues and chicken parts found <strong>in</strong> the community call311. We want todocument the <strong>in</strong>credible work that saved Inglewoodfrom the City’s plans to phase out our beautifulcommunity. We are <strong>in</strong>terested <strong>in</strong> hear<strong>in</strong>g about thoseexcit<strong>in</strong>g times, from those who were directly or<strong>in</strong>directly <strong>in</strong>volved. We are look<strong>in</strong>g for personalstories about the Neighbourhood ImprovementProjects (NIP), such as the work<strong>in</strong>g committees onhous<strong>in</strong>g, health, education, the streets, and thesubsequent projects that arose from NIP (i.e. theRhubarb Patch, Moccas<strong>in</strong> Flats, and the <strong>Ramsay</strong>Hall); the Residential Rehabilitation AssistanceProgram (RRAP); how community residents stoppedthe City’s plans to overrun Inglewood with theDeerfoot Trail; or any others that you might have.We are <strong>in</strong>terested <strong>in</strong> your personal views about theprocesses, people, and the projects, and how you mayhave participated <strong>in</strong> the projects.CAMPSThe Alexandra Playschool Day Camp is runn<strong>in</strong>g onceaga<strong>in</strong> this year. This camp is one week long, runn<strong>in</strong>gJuly 30 to August 3, <strong>2007</strong>, from 9:00 am to 12:00 pmdaily. The camp is lead by experienced childeducator, Rose <strong>May</strong>nard, and is based on theWaldorph program. There will be a gentle rhythm of<strong>in</strong>door and outdoor playtime, games, s<strong>in</strong>g<strong>in</strong>g, storytell<strong>in</strong>g, and crafts. This camp is for children ages 3,4, and 5 years old. OUR RIVER: A History of the Elbow RiverDo you have memories ofthe Elbow River that you canshare? The stretch of river thatpasses through <strong>Ramsay</strong> haschanged over the years – it hasseen <strong>in</strong>dustrial mills, farm<strong>in</strong>g,campgrounds and construction.Through it all, the river has beena dest<strong>in</strong>ation for cool<strong>in</strong>g off on ahot day, walk<strong>in</strong>g the dog, fish<strong>in</strong>gor just enjoy<strong>in</strong>g the calm <strong>in</strong> themiddle of the city.Author and historian JohnGilp<strong>in</strong> is research<strong>in</strong>g a bookabout <strong>Calgary</strong>’s historic relationshipwith the Elbow River. Heis look<strong>in</strong>g for <strong>in</strong>dividuals andcommunities with a connectionto the Elbow, <strong>in</strong>clud<strong>in</strong>g <strong>Ramsay</strong>.John is plann<strong>in</strong>g a workshop <strong>in</strong>the Fall and <strong>in</strong>vites anyone <strong>in</strong>terestedto participate. ItBath<strong>in</strong>g beauties, 1915will consist of four parts the firstof which will cover the yearsbefore the decision was made <strong>in</strong>1929 to build the dam. It willcover its occupation by the FirstSkat<strong>in</strong>g on the Elbow, ca.1900Nations as well as ranchers andfarmers such as Sam Liv<strong>in</strong>gston.The <strong>in</strong>terest of various <strong>Calgary</strong>entrepreneurs <strong>in</strong> mak<strong>in</strong>g useof its water for irrigation andhydroelectric purposes and itsflood pla<strong>in</strong>s for residential andrecreational uses will also be<strong>in</strong>cluded. The role of the Elbowas a source of water for <strong>Calgary</strong>which was first considered <strong>in</strong>1906 and <strong>in</strong>itiated <strong>in</strong> 1907 willbe outl<strong>in</strong>ed.Enjoy<strong>in</strong>g a picnic beside the Elbow, 1911The second section will focus onthe construction of the dam aswell as look at other dams built<strong>in</strong> Alberta to 1929. Dam construction<strong>in</strong> Alberta before 1929<strong>in</strong>cluded three by <strong>Calgary</strong> Powerbuilt <strong>in</strong> 1911, 1913 and 1929 togenerate electricity. The BassanoDam which was completed <strong>in</strong>1914 was constructed to permitthe diversion of water for theeastern section of the CPR irrigationblock. The last and thelargest solid concrete dam is theGlenmore.The third section will cover thepost-construction period priorto its <strong>in</strong>clusion <strong>in</strong> the city of<strong>Calgary</strong> <strong>in</strong> 1956. The fourthAn early view of the Elbow River <strong>in</strong> 1886section will cover the post-1956period dur<strong>in</strong>g which time thissection of the Elbow was completelyurbanized. It will coverthe development of land usearound the reservoir and theFree Elbow River Eventsimpact of <strong>Calgary</strong>’s expand<strong>in</strong>gtransportation system on theElbow.The preparation of the book will<strong>in</strong>volve research at the NationalArchives of Canada, GlenbowArchives and the City of <strong>Calgary</strong>Archives plus the organization ofa workshop <strong>in</strong> the Fall of <strong>2007</strong>to look at the Elbow River; past,present and future. The older Scoutsand Venturers skied <strong>in</strong>toBryant Creek cab<strong>in</strong> on theApril Fools weekend. Wewere sure fooled with asnowstorm <strong>in</strong> the morn<strong>in</strong>gcom<strong>in</strong>g out and the sloppytrail from the day beforefroze solid, so <strong>in</strong> someplaces the trail was morelike a skat<strong>in</strong>g r<strong>in</strong>k.On April 15 we held ourannual food drive for the lessfortunate. The week of <strong>May</strong>20-26 we will be sell<strong>in</strong>g chocolatesfor our only fundraiserof the year.The Scouts are mak<strong>in</strong>g their own paddlesfor the canoe trip down Milk Riveron the <strong>May</strong> long weekend and our SuperTrip from Banff to <strong>Calgary</strong> the firstweek they are out of school. The registry will be fully accessible and searchableon the Internet and will identify who is be<strong>in</strong>g lobbied and onwhat subject.Alberta’s legislation also proposes to publish an onl<strong>in</strong>e, searchable<strong>in</strong>dex of government accounts paid, a first <strong>in</strong> Canada.Government is propos<strong>in</strong>g to publish this <strong>in</strong>formation on aquarterly basis. The list will <strong>in</strong>clude <strong>in</strong>dividuals and organizationswho are under contract with the government or who arereceiv<strong>in</strong>g government grants.Under the Bill, the Office of the Ethics Commissioner will beresponsible for the operation and adm<strong>in</strong>istration of the lobbyistregistry. People <strong>in</strong> <strong>Ramsay</strong>Beth Carter<strong>Ramsay</strong> is a diverse andhistorical <strong>in</strong>ner-city neighbourhood,which is artsfriendly,family-based, and active. We area village surrounded by green space <strong>in</strong> themidst of the city. In this monthly column,we will meet one person who helps todef<strong>in</strong>e our wonderful community.Patrick Burns - <strong>Ramsay</strong> Cattle K<strong>in</strong>gYou have probably heard of PatrickBurns – one of the most famous earlycitizens of <strong>Calgary</strong>. We often hear abouthis l<strong>in</strong>ks to the Stampede – one of the“Big Four” who helped fund the firstofficial Stampede <strong>in</strong> 1912. But did youknow that he also has a street, a school,a garden, and a mounta<strong>in</strong> named afterhim? Although he never lived <strong>in</strong> <strong>Ramsay</strong>,he has many l<strong>in</strong>ks with this communitythat cont<strong>in</strong>ue to this day.The Stockyards with Scotsman’s Hill <strong>in</strong>the background, 1937Patrick Burns was born <strong>in</strong> July 1856<strong>in</strong> Oshawa, Ontario - the son of Irishimmigrants Michael Byrne and BridgetGibson Byrne. He lived on a farm andhad little formal school<strong>in</strong>g. Like manyothers, he was lured west after theNorthwest Rebellion. In 1878 he walked250 km northwest from W<strong>in</strong>nipeg to hishomestead near M<strong>in</strong>nedosa!To help raise money to support hisfarm, he ran a bus<strong>in</strong>ess br<strong>in</strong>g<strong>in</strong>g freightgoods from W<strong>in</strong>nipeg. He also tookhis neighbours’ cattle to the markets <strong>in</strong>W<strong>in</strong>nipeg. In only a few years, by 1885,his bus<strong>in</strong>ess had grown so much that hewas buy<strong>in</strong>g cattle full-time. With therailway boom, his bus<strong>in</strong>ess cont<strong>in</strong>ued togrow and expand <strong>in</strong>to ranch<strong>in</strong>g, pack<strong>in</strong>gand the retail meat trade.In 1890, when Burns was 34 yearsold, he moved to <strong>Calgary</strong>, where thePatrick Burns as ayoung man, ca1900population wasjust over 3,000people. After therailway arrivedhere <strong>in</strong> 1883,<strong>Calgary</strong> becamerecognized as astockyards centre.At that time,<strong>Ramsay</strong> wasknown as East<strong>Calgary</strong>, and wasthe <strong>in</strong>dustrial part of town. The CPRStockyards opened there <strong>in</strong> 1887. Burnsbuilt his abattoir (slaughterhouse) rightnext door, supply<strong>in</strong>g beef from the manyranches he owned. He branched out<strong>in</strong>to produce, open<strong>in</strong>g several Burns Co.Meat stores <strong>in</strong> <strong>Calgary</strong> and other areasof the prov<strong>in</strong>ce. He adopted the name“Shamrock Brand” <strong>in</strong> reference to hisIrish heritage.In 1905, Pat Burns started theThe <strong>in</strong>terior of the Burns’ meat pack<strong>in</strong>gplant, 1900Standard Soap Company – provid<strong>in</strong>g anatural <strong>in</strong>dustrial use for animal byproducts(fat) from his abattoir. The companyhad five branches across the west, andwas later bought out by Royal CrownSoaps of W<strong>in</strong>nipeg. The build<strong>in</strong>g, whichstill stands today just east of 11 th Street,cost $10,000 to build. It stood emptyfor years, but is now be<strong>in</strong>g renovated asoffices.By 1911, the population of <strong>Calgary</strong>had grown to 43,704. With the boom,a whole bunch of houses were built <strong>in</strong><strong>Ramsay</strong> to support East <strong>Calgary</strong> <strong>in</strong>dustry– especially the CPR and the Stockyards.When the streets were laid out up thehill, the ma<strong>in</strong> street was named BurnsAvenue. When a hotel was built <strong>in</strong> 1914to serve the workers, it took the nameShamrock after the meat brand name.Pat Burns married Eileen Ellis (1873-1923) <strong>in</strong> 1901, and they had one son,Thomas (1906-1936). They built aPatrick Burns, 1927. Can you see<strong>Ramsay</strong> School <strong>in</strong> the background?huge sandstone mansion on 4 th Street,where the Colonel Belcher Hospital nowstands. When Alberta became a prov<strong>in</strong>ce<strong>in</strong> 1905, a reception was held at BurnsManor for Sir Wilfrid and Lady Laurier.Over the years the Burns’ enterta<strong>in</strong>edmany important visitors, <strong>in</strong>clud<strong>in</strong>gmembers of the royal family, aristocrats,authors and politicians. When the housewas demolished <strong>in</strong> 1956, the sandstoneblocks were moved <strong>in</strong>to the hillside atRiley Park, where they form the SenatorPatrick Burns Memorial Garden, a popularplace to take wedd<strong>in</strong>g photos.Patrick Burns was described as anastute and no-nonsense bus<strong>in</strong>essman.He was sometimes referred to as the“Cattle K<strong>in</strong>g of the West.” He was apillar of early <strong>Calgary</strong> society, and gavegenerously to support civic development.In 1928 he sold his pack<strong>in</strong>g bus<strong>in</strong>essfor $15 million but reta<strong>in</strong>ed his vastcattle ranches, which <strong>in</strong>cluded the BowValley, C.K., Ricardo, Circle, Walrond,Bradfield, L<strong>in</strong>eham, Glengarry (44), BarU, Fly<strong>in</strong>g E., 76, Two Dot and Rio Alto.He dabbled <strong>in</strong> m<strong>in</strong><strong>in</strong>g and other bus<strong>in</strong>esses,but Patrick Burns always consideredhimself first and foremost a rancher.He loved to travel <strong>in</strong> the foothills, anda mounta<strong>in</strong> was named for him <strong>in</strong> theSheep River Valley.To honour his contributions as one ofCanada’s most successful bus<strong>in</strong>ess people,Burns was made a senator <strong>in</strong> 1931.He died <strong>in</strong> <strong>Calgary</strong> <strong>in</strong> 1937.<strong>Ramsay</strong> News page 15
