Alloc<strong>at</strong>ion <strong>procedure</strong> <strong>at</strong> Entry Points <strong>connected</strong> <strong>to</strong> foreignimport<strong>at</strong>ions (Termal Year 2013-2014)(This document is transl<strong>at</strong>ed in English only for consult<strong>at</strong>ion, please refer <strong>to</strong> Italian versionas the official one)With reference <strong>to</strong> dispositions provided in the paragraph 3.4.1 of the Chapter “Balancing” of the<strong>Snam</strong> <strong>Rete</strong> <strong>Gas</strong> Network Code, this <strong>procedure</strong> has the objective <strong>to</strong> point out how <strong>Snam</strong> <strong>Rete</strong> <strong>Gas</strong> makesthe <strong>alloc<strong>at</strong>ion</strong> <strong>at</strong> Entry Points <strong>connected</strong> <strong>to</strong> foreign import<strong>at</strong>ion pipelines.In applic<strong>at</strong>ion <strong>to</strong> provisions of paragraph 3 of the Chapter “Oper<strong>at</strong>ional coordin<strong>at</strong>ion with thirdparties” of the Network Code, <strong>Snam</strong> <strong>Rete</strong> <strong>Gas</strong> defines, with inter<strong>connected</strong> transport companies,agreements about <strong>alloc<strong>at</strong>ion</strong> gas inform<strong>at</strong>ion.<strong>Snam</strong> <strong>Rete</strong> <strong>Gas</strong> receives the delivered quantities <strong>to</strong> N<strong>at</strong>ional Entry Points from inter<strong>connected</strong>transport companies. The quantities described above are daily detailed and are communic<strong>at</strong>ed <strong>at</strong> thebeginning of following month rel<strong>at</strong>ed <strong>to</strong> the <strong>alloc<strong>at</strong>ion</strong> ; <strong>Snam</strong> <strong>Rete</strong> <strong>Gas</strong> provides <strong>to</strong> apply the <strong>alloc<strong>at</strong>ion</strong>rules (gas transfers/ acquisitions) th<strong>at</strong> Shippers define, properly countersigned, according <strong>to</strong> timingindic<strong>at</strong>ed in<strong>to</strong> the Network Code.The results of the <strong>alloc<strong>at</strong>ion</strong> process, calcul<strong>at</strong>ed adopting the measured GCV, are published onthe portal Entry Alloc<strong>at</strong>ion and made available <strong>to</strong> registered users, in compliance as defined by theNetwork Code.1. Trading RulesThe Shippers are requested <strong>to</strong> communic<strong>at</strong>e the inform<strong>at</strong>ion useful <strong>to</strong> the <strong>alloc<strong>at</strong>ion</strong> process,using the Trading Forms available <strong>at</strong> the following link:http://www.snamretegas.it/en/services/General_<strong>procedure</strong>s/Alloc<strong>at</strong>ion_Procedure/index.htmlIf any rules will be communic<strong>at</strong>e <strong>to</strong> <strong>Snam</strong> <strong>Rete</strong> <strong>Gas</strong> by the deadlines defined, <strong>Snam</strong> <strong>Rete</strong> <strong>Gas</strong> willmanage the nomin<strong>at</strong>ions as defined in par. 6.5 of the Chapter 8 of the Network Code.Starting from the Termal Year 2013-2014, Shippers can subscribe Trading Rules on the EntryAlloc<strong>at</strong>ion Portal.Rules determine all the acquisitions/transfers th<strong>at</strong> will be compared in the rel<strong>at</strong>ive gas summaryreport mentioned below; trading rules communic<strong>at</strong>ed by Shippers will be in force only if <strong>Snam</strong> <strong>Rete</strong> <strong>Gas</strong>can verify all the document<strong>at</strong>ion rel<strong>at</strong>ed <strong>to</strong> the sequence of trading rules, starting from the DeliveringShipper who is on the Inter<strong>connected</strong> Network, up till <strong>Snam</strong> <strong>Rete</strong> <strong>Gas</strong> cus<strong>to</strong>mer, who has capacity <strong>at</strong> theEntry Point.Forms, countersigned by Delivering Shipper and Receiving Shipper, must be sent by fax <strong>to</strong> (+39)02.3703.9223, according <strong>to</strong> timing indic<strong>at</strong>ed above (<strong>at</strong> least 3 working days prior <strong>to</strong> the requested


effective d<strong>at</strong>e of said rules – for Day Ahead Trading Rules, by 10 AM of the day before the requestedeffective d<strong>at</strong>e of said rules).These forms consist in:1.1 Gries Pass – Tarvisio1.3.1. Entry Point <strong>Gas</strong> Trading Form: Delivering Shipper, inter<strong>connected</strong> network’s cus<strong>to</strong>mer, transfers<strong>to</strong> Receiving Shipper the quantity settled by the “lesser rule” principle and communic<strong>at</strong>ed by theInter<strong>connected</strong> Foreign Oper<strong>at</strong>or. Until it will defined a Balance Agreement between <strong>Snam</strong> <strong>Rete</strong><strong>Gas</strong> S.p.A. and the Inter<strong>connected</strong> Foreign Oper<strong>at</strong>or, in case of any imbalance cre<strong>at</strong>ed by adifference between the metered quantities and the confirmed nomin<strong>at</strong>ions, the alloc<strong>at</strong>ed quantitieswill be calcul<strong>at</strong>ed with rel<strong>at</strong>ion <strong>to</strong> rules applied by the Inter<strong>connected</strong> Foreign Oper<strong>at</strong>or and,eventually, applying a pro-r<strong>at</strong>a on metered quantities;1.3.2. Exit Point <strong>Gas</strong> Trading Form: Delivering Shipper transfers <strong>to</strong> Receiving Shipper, inter<strong>connected</strong>network’s cus<strong>to</strong>mer, the quantity settled by the “lesser rule” principle. Alloc<strong>at</strong>ed quantities will becalcul<strong>at</strong>ed in applic<strong>at</strong>ion of principle “Nomin<strong>at</strong>ion=Alloc<strong>at</strong>ion”.1.3.3. Entry Point <strong>Gas</strong> Trading Form – Day Ahead: Delivering Shipper, inter<strong>connected</strong> network’scus<strong>to</strong>mer, transfers <strong>to</strong> Receiving Shipper the quantity settled by the “lesser rule” principle andcommunic<strong>at</strong>ed by the Inter<strong>connected</strong> Foreign Oper<strong>at</strong>or. Exit Point <strong>Gas</strong> Trading Form: Delivering Shipper transfers <strong>to</strong> Receiving Shipper, inter<strong>connected</strong>network’s cus<strong>to</strong>mer, the quantity settled by the “lesser rule” principle. Entry Point <strong>Gas</strong> Trading Form: Delivering Shipper, inter<strong>connected</strong> network’s cus<strong>to</strong>mer, transfers<strong>to</strong> Receiving Shipper the quantity settled by the “lesser rule” principle and communic<strong>at</strong>ed by theInter<strong>connected</strong> Foreign Oper<strong>at</strong>or.
