1. SPECIALISTIn determining the eligibility of an applicant for licensing with <strong>Dubai</strong> <strong>Health</strong> <strong>Authority</strong>(DHA) as <strong>Specialist</strong>, applicant must comply with the following eligibility requirements:(i)(ii)(iii)Primary medical qualification awarded after a course of study comprising atleast 5,500 hours (or four years full time equivalent study) by an approvedMedical Schools listed on the Avicenna Database (formerly the WHOdirectory of medical schools)Completion of internship program (one (1) year program)Postgraduate certification as per Recognized Specialty CertificatesTier 1 certificates: holders are exempted from post certificate experience andcompetency assessment.Tier 2 certificates: Applicants must have two (2) year experience post obtainingthe certificateTier 3 Certificates: Applicants must have three (3) years experience postobtaining the certificateFor further details regarding the Recognized Specialty Certificates click here(iv)(v)Valid practice license in country of graduation and/or country of lastemploymentRecent practice (no interruption in the practice for more than two years).1.1. DOCUMENTS REQUIREDApplicants for licensure as <strong>Specialist</strong> must provide the following:(i)(ii)(iii)(iv)(v)(vi)(vii)Evidence of successful completion of an approved medical educationprogram.Valid practice license in country of graduation and/or country ofemployment/ appointment.Evidence of all clinical experience including appointments (Servicecertificates will be accepted only if signed by Human Resources (PersonalDepartment or Medical Directors).Recent Good Standing Certificate issued by the medical council/associationfrom the country of last employment (Certificates are only valid for six (6)months from date of issue)Log book (for surgical specialities only)Passport copyOne (1) colour passport photograph

TEMPORARY LICENSETemporary license for specialist who meets the above licensure requirements can beissued by DHA as one of the following categories:• Locum Physician (Licensure granted for term of sponsoring contract only)Duration of such license can be one month, three months, six months or one year• Physician coming back to practice (all categories)Duration of such license can be six months only and can renewed once only (ifrequired), applicant shall meet the other requirement to apply for the full licenseincluding the CPD requirements


Physician returning to practice after an absence of two (2) years or more are required towork in a Approve Practice Setting (APS) and with a condition of supervision.Supervision allows the physician performance to be assessed overtime whilst he or shebecomes familiar with the UAE health system and the required standard of practice.Supervision may be between 6– 12 months.Each physician returning to practice is also required to participate in 30 credit points ofaccredited Continuing Professional Development (CPD). For further details see the DHAContinuous Professional Development policy1.5. RENEWAL OF LICENSUREAll physicians are required to renew their professional license every year (exemptionIntern license). To renew the professional license applicant must demonstrate complianceto the Continuing Professional Development (CPD) requirement:• 30 credit points of accredited Continuing Professional Development (CPD) everyyear. CPD points shall be accredited by one of the accrediting bodies recognizedby DHA• The reporting of the CPD requirement for the purpose of license renewal must beby submitting/uploading copy of the certificates.Applicants who knowingly submit falsified documents will be liable for prosecution asper UAE Federal Law.
