Dated : 08.10.2010Sub:- INTERMEDIATE EDUCATION – Private Aided Junior Colleges – Payment ofsalaries through Banks under Direct Recruitment payment system – Release ofTeaching Grant for salaries for the 3rd Quarter – Release – Orders – Issued.Read:-1) Budget requirement proposals received from the DVEOs in the State forquarter.2) G.O.Rt.No.4295, Fin (Expr.HE) Dept., dt.06.10..2010@@@@Sanction is hereby accorded for release of Teaching Grant of an amount ofRs.39,62,86,520/- (Rupees Thirty nine crores sixty two lakhs eighty six thousand fivehundred and twenty only) towards payment of salary for 3rd Quarter of 2010 – 2011 to theAided staff working in Private Aided Junior Colleges and working in GovernmentJunior Colleges on redeployment basis in the state.Details of District-wise allocation are mentioned in the Annexure appended to theseproceedings. The budget now released is subject to verification of original records at the time ofaudit.The expenditure is debitable to the following head of account:-2202 -- General Education03 -- University and Higher EducationMH 104 -- Assistance to Non-Government Colleges and InstitutionsSH (04) -- Assistance to Non-Government Aided Institutions310 -- Grant-in-Aid311 -- Grant-in-Aid towards Salaries (Non-Plan)The District Vocational Education Officers in the State are informed that the employeeswho have not drawn the revised P.R.C.2010 in monthly salaries from January to March, 2010in the month of April, May, June for the first quarter budget are permitted to draw the revisedP.R.C and D.A. arrears from the month of January to March in 1st quarter and April to Junein 2 nd quarter budget if the budget is available. They are permitted to authorize theincremental arrears for the current financial year from April, 2010 on wards.The District Vocational Education Officers in the State are authorized to countersignthe bills duly verifying the eligibility and correctness of the bills claimed keeping in view of theinstructions issued earlier. The Principals of Private Aided Junior Colleges are herebyinstructed to submit the salary bills to the District Vocational Education Officer concerned dulyverified and to the extent of amount eligible as per records.The Accounts Officer, Office of the Director of Intermediate Education, Andhra Pradesh,Hyderabad shall draw the salaries of redeployed staff working in the Office of the Director ofIntermediate Education, Hyderabad from the allotted budget. The District VocationalEducation Officers are aware of the fact that certain teaching and Non Teaching Staff of PrivateAided Junior Colleges was redeployed to needy Junior Colleges due to insufficient work-load attheir parent institutions/ college where they were redeployed. The District VocationalEducation Officers in the State are hereby authorized to allot the budget to the Principals ofPrivate Aided Junior Colleges

2and Principals of Government Junior Colleges where the Aided staff are working on “ON DUTYBASIS” to the actual requirement.The Drawing and Disbursing Officers shall be aware of the fact that certain teachingand Non Teaching Staff of Private Aided Junior Colleges is being redeployed from one place toother needy places. When such redeployed person’s salaries are claimed in the presentworking place, attendance certificate and non-drawal certificate shall be obtained toavoid double claim and payment.The District Vocational Education Officers concerned in the State are hereby instructedto obtain acquaintance certificate from the Principals of Government Junior Colleges/Correspondent of Aided Junior Colleges where grant was allotted, promptly and submitconsolidated budget utilization statement to the total grant allotted to the District ie, 1 stquarter, 2 nd quarter and 3 rd quarter. The balances if any at the end of the 3 rd quarter maybe reported within 30 days from the date of release.
