We note that it is the applicant’s intention to subdivide thehigh conservation portion of the property from the development area. This would only beacceptable if the subdivided portion that was not to be used for development were to be zonedas Open Space III to ensure that the land could not be used for another development.However, the area of high conservation value is relatively small and currently not connected toany formally protected area. Therefore, we suggest that at this stage the property is notsubdivided but rather that the applicant enters into a biodiversity agreement with CapeNature’sstewardship programme. The area of high conservation value should be fenced off andmanaged as a conservation area. The proposed facilitywill comprise an off-shore marine offloading facility and an onshore LPGstorage and distribution facility. This meeting was specifically held to discussthe Terrestrial EIR which was released for public comment on the 22 nd October2012.Muller Coetzee (MC) from <strong>ERM</strong> facilitated the meeting and introduced therest of the project team which included the following:• Dave Welbourne (DW) – Sunrise Energy;• Barthlo Harmse (BH) – Sunrise Energy;• Janet Barker (JB) – Sunrise Energy;• Tania Swanepoel (TS) – <strong>ERM</strong>; and• Claire Alborough (CA) – <strong>ERM</strong>.MC confirmed the language preference of the meeting and by way ofintroduction went through the draft agenda.This document serves as the meeting record and only serves to provide asummary of the issues raised and not as detailed minutes of the meeting. Alist of the participants that attended meeting is attached as Appendix 1.PRESENTATIONSCA of <strong>ERM</strong> outlined the project description (with input from BH and JB); theEIA process (including the splitting of the Marine and Terrestrial componentEIR’s); activities undertaken to date; specialist studies undertaken; impactsassessed; conclusion of the study and the way forward. The presentations areincluded in Appendix 2.


MeetingminutesKEY CONCERNS RAISEDThe stakeholders were given an opportunity to reflect on the presentationsand ask further questions or raise concerns. The questions raised andresponses to them are captured in Table 1 below.Table 1CommentStakeholder commented on thelack of Transnet presence atthe meeting. This isproblematic as they are crucialrole players in this project.ResponseIt was confirmed that Transnet (TNPA) were invited toattend the meeting and had confirmed. JB from Sunrisethen called to ensure that someone from Transnet wouldbe coming. Quentin Kordom from TNPA arrivedsubsequently and was present for the remainder of themeeting.Why has the process been splitin two? Doesn’t this create arisk of piecemeal development,which is a big concern inSaldanha Bay.As indicated in the documents and communications tostakeholders, when the two processes were split, therehad been a six month delay and no conclusion had beenreached around the long term marine option whichwould best fit with Port activities both from anoperational and risk perspective. Continued delays wereconcerning to Sunrise as the terrestrial storage facilityrequires land rezoning and subdivision (which are longprocesses) and the EIA approval is required prior toembarking on these permitting processes. At the time itwas Sunrise’s understanding that the possibility existedto temporarily import fuel via existing infrastructure atthe port (MPT) and therefore the split of the project wasfeasible. The processes are still being run concurrently asfar as possible, with the terrestrial process slightly aheadof the marine component.SEA for entire bay should beundertaken. It should indicatewhat type of development iswelcome and should come toSaldanha like this projectrather than what could.TNPA indicated that a SEA for all the SA Ports isunderway, however this would only really consider Portactivities and Port planning not the entire Saldanha Bayarea. Sunrise and <strong>ERM</strong> acknowledged that a SEA of theBay would be ideal, however it is not in the scope of anEIA to undertake such a study.Query regarding the method ofundertaking tank inspections.Sunrise responded that the tanks were designed to beinternally inspected as they will be mounded andtherefore not accessible externally. More technical detailon the method used was provided to those interested,after the meeting.A stakeholder queried pipelinesafety given the proximity tothe crude pipeline and thepossibility of damage eitherduring construction oroperation.The preferred route was chosen to follow the crude oilline so that all gas and oil pipelines are away from peopleand port operations. The distance between the crude oiland the proposed LPG pipeline has accommodated safetyconsiderations both during construction and operationand Sunrise Energy has allowed for a greater distancethan what is recommended by international standards.This extended safety distance has specifically beenallowed to avoid disturbance to the crude oil line duringinstallation of the LPG pipeline.


MeetingminutesCommentQuestion regarding trafficaccess to the site.How often would the ECO beonsite to ensure control?Is there any clash with thecurrent proposed roadexpansion project?Stakeholder complimentedSunrise and <strong>ERM</strong> on theprofessional way the processhas progressed and been runup to now and indicated thatissues have been dealt withwell.ResponseThe existing entrance to the site (which Sunrise originallyproposed to use) has been moved 300m east (ie awayfrom the bridge crossing the railway line along the R559)to allow for a longer line of site as traffic approaches theentrance to the site from the bridge. General public willnot be entering and exiting the site. It should also benoted that there is a legal requirement that there be twoentrances to the site for safety reasons. There will be asecond entrance to the south of the site, but this will notbe used as a day-to-day access point.Sunrise responded that there would be permanentmanagement on site and regular inspections (governedby the Environmental Management Plan and the decisionby the authorities).The provincial roads department is aware of and hasapproved the proposed access point. The municipalitywill be engaged and are part of the rezoning process tooand therefore, it is assumed that the proposed project andthe entrance etc would be included in the road expansionplanning project currently underway.Sunrise and <strong>ERM</strong> appreciate the compliment and haveappreciated the level of stakeholder involvement andcommitment to the process.Concerns regarding the Avediadevelopment in such closeproximity to the Sunrise site:• Safety• Cumulative• SustainabilityAvedia indicate that they havepermission to use the MPT,why can’t Sunrise also use theMPT?BH of Sunrise responded that he had attended a meetingwith Transnet who have indicated that the MPT will not,under any circumstances, be used for the long termimport of LPG and that Avedia, as with any othercustomer, will have to utilise the Sunrise Facilities in finorder to bring LPG into their storage facilities.A quantitative risk assessment has been undertaken aspart of the EIA however this would form the basis for anMHI, when final facility design has been completed. TheMHI will be undertaken for the Sunrise Facility and thiswill have to incorporate potential cumulative safety risksposed by the proximity of the two facilities, should bothfacilities proceed.NEXT STEP AND CLOSURECA indicated that the comment period on the Draft Terrestrial EIR will closeon the 30 November 2012, after which the report would be finalised andsubmitted to the DEA&DP. Stakeholders would have an additional timeperiod to comment on the Final EIR.
