Your 2014-2018 CouncilYour 2014-2018 CouncilThe Clerk’s Office extends its sincere thanks to everyone who took time out of their schedulesto assist in making the 2014 Municipal Election a successful and positive event. The Townshipappreciates the efforts of everyone involved for their contributions to the democratic process at thelocal level and for embracing the use of new technologies during the Election.The Township of Oro-Medonte is pleased to introduceyour 2014-2018 Council:Ward 2 Councillor – Scott MacPhersonScott Macpherson is another new representative on Council, representing constituentsin Ward 2 for the 2014-2018 term. Councillor Macpherson has extensive experience inmunicipal government affairs. He has previously served on the board of two conservationauthorities, been elected as a school board trustee, and has spent the past four years as amember of the Township’s Committee of Adjustment, including two years as chairperson ofthe Committee. A former elementary school teacher, Scott has two sons and has lived inthe Township for more than 20 years.MAYOR – HARRY HUGHESFor the second consecutive election, Mayor Harry Hughes was acclaimed to his positionas head of Council for the Township of Oro-Medonte, marking the third time he will serveas Mayor of the municipality. Over the last four years the Mayor has also served as DeputyWarden of the County of Simcoe after twice being elected by his fellow County Councillorsto serve in the role for two-year terms. The Mayor is also on the Board of Directors at theRoyal Victoria Regional Health Centre and represents the Township on the Barrie AreaPhysician Recruitment Committee. A former school principal, Mayor Hughes and his wifeLoretta have two children and three grandchildren.Ward 3 Councillor – Phil HallA third newcomer to Council, Phil Hall will represent the residents of Ward 3 during the2014-2018 term. Following a career that culminated as the head of North AmericanOperations for a Multinational food and beverage company, Councillor Hall brings anextensive business background to the Council table. He is an avid restorer of motorcyclesand cars, and enjoys the recreational opportunities that Oro-Medonte offers includingcycling, skiing, and golfing. Phil and his wife Carole live just south of Craighurst with theirtwo daughters.Deputy MAYOR – Ralph HoughDeputy Mayor Ralph Hough was also acclaimed to his position on Council for a third term.Deputy Mayor Hough has served on Township Council for 17 years (nine as Councillor inWard 2 and the past 8 as Deputy Mayor), making him the longest serving member sinceamalgamation in 1994. Along with Mayor Hughes, the Deputy Mayor will also continue withhis role as a Councillor at the County of Simcoe during this term of Council. The DeputyMayor immigrated to Canada in 1970 and has lived in Oro-Medonte since 1983. He and hiswife Wendy have been married for 52 years and have two sons and four grandchildren.Ward 4 Councillor – John CrawfordThe third acclaimed member of the 2014-2018 Township of Oro-Medonte Council, JohnCrawford enters his fourth term as the representative for Ward 4. During the previousterm of Council, Councillor Crawford represented the Township with the Oro-MedonteChamber of Commerce and is currently Vice President of the Board of Directors at the LakeSimcoe Regional Airport. He is also a dedicated volunteer in the community with the OroAgricultural Society and the annual Oro World’s Fair, the Oro Station Hall, and the HuroniaWoodland Owners Association’s through his support of its Maple Trees Forever program.Councillor Crawford and his wife Doris have four children and four grandchildren.Ward 1 Councillor – BarbARA CoutancheOne of four new faces on Council, Barbara Coutanche was elected by the residents ofWard 1 to be their representative for the 2014-2018 term. Barbara is a former junior highschool English and math teacher and is actively involved in the community. She has servedas a Director with the Horseshoe Valley Property Owners’ Association and is a Directorand Marketing Convener for the Barrie May Court Club. Barbara is also Past Presidentof the Barrie May Court Club, as well as the Association of May Court Clubs of Canada.Councillor Coutanche and her husband Mel have lived in the Township since 2001 and havetwo sons and two grandchildren.Ward 5 Councillor – Scott JermeyThe fourth member elected to Council for a first time, Scott Jermey will be Ward 5’srepresentative for the 2014-18 term. Councillor Jermey has been involved in the communityas a volunteer at ODAS Park, a 4-H Club leader, and as Elder, Secretary, and Manager atEsson Presbyterian Church. He has experience working with local conservation authoritiesand served two terms as Chair of the Simcoe County Dairy Producer Committee. Scottis a lifelong resident of the Township and is a third generation owner of Pine Plains Farm,located on 15/16 Side Road East.4 5

These “tips” will be useful for you to considerwhen you enter your photos in our 2015 Photo Contest. Youth members will alsodisplay their entries at the Christmas Show. Come and enjoy homemade treatsand maybe win a prize with our “lucky draw” tickets, issued to everyone whoattends. We look forward to welcoming you! The pavilion will greatly enhance the park, providingshelter from elements, a place to change skates in the winter, and a hub forcommunity events.The Friends of Sugarbush continue to fundraise for the pavilion througha number of events and a donation program. LIVING IN ORO-MEDONTEBuilding Code RequirementsAn updated Building Code came into effect in January of 2014 and includedmany updated requirements for new homes. Having smoke alarms in everybedroom AND on every storey and increased energy efficiency throughreduced water consumption for shower heads and toilets are included inthese updates.The Code is essentially a set of minimum provisions regarding the safetyof buildings with respect to public health, fire protection, accessibility, andstructural sufficiency.Renovations around your home may require a building permit, someexamples of which are outlined in the list below.Building Permits are required for the following:• New buildings• Additions to existing buildings (regardless of size)• Repair, renovation & alteration of existing buildings (including rebuilding an existing deck)• Prefabricated and relocated buildings• Building systems (i.e. heating, fire protection)• Various structures ( i.e. decks, some retaining walls, solar panels larger than 5m 2 (54ft 2 ) in total area on a building)• Installation of plumbing, drains and sewers• Demolition• Change of use of a building• On-site sewage systems (new and replacement 1m from any structureand does not contain plumbing.If in doubt, please contact the Building Division of the Development Services Department at the TownshipAdministration Centre.Septic System InspectionsThe Ontario Building Code was amended in January of 2011 to establish the mandatory and discretionary on-sitesewage system maintenance inspection program.The legislated areas of the Township are properties located within 100m (328ft) of Lake Simcoe shoreline and propertieslocated within 100m (328ft) of a Municipal well.To ensure the success of the program, Council has approved having Township staff move forward with completing theremaining inspections on properties that have not complied.For more information, please contact the Building Division of the Development Services Department at the TownshipAdministration Centre, or visit the “Building Information” page on our website.Snow Removal OperationsPhoto Credit: Seth TaylorThe Highway Traffic Act (HTA) prohibits the parking of vehicles in such a manneras to interfere with snow removal operations. The HTA also prohibits any personfrom depositing snow or ice on a roadway without permission, in writing, from theappropriate road authority.The Township will take the necessary actions against any vehicle owners whocontravene these aspects of the HTA and requests the cooperation of all motorvehicle owners in keeping vehicles from obstructing snow removal operations onroads under the municipality’s jurisdiction.Bill Due DatesWater BillsWater usage is billed quarterly, with payment due datesfalling on the last business day of February, May, Augustand November.The first quarterly payment of Water Bills for 2015 mustbe made no later than Friday, February 27 th .For more information about paying your Water Bill,please contact the Finance Department at the TownshipAdministration Centre.Property TaxesProperty taxes are calculated annually by applyingCouncil’s approved tax rates to property assessmentvalues as provided by the Municipal PropertyAssessment Corporation (MPAC). Payment for propertytaxes is due in four installments on the last business dayof February, April, July and September respectively.To avoid interest charges, payment of the first PropertyTax installment of 2015 must be made no later Friday,February 27 th .Residents can enroll in pre-authorized payment programsfor either monthly or installment due date property tax billpayments. Call the Township Administration Centre orvisit our website for further details.Pre-authorized PaymentProgramThis voluntary program authorizes your financialinstitution to automatically withdraw your property taxpayments from your bank account and forward themto the Township. This program is available only for thepayment of property taxes and is not currently availablefor the payment of water bills.How To Sign Up1. Choose which of the payment options outlined belowmeets your needs.2. Complete the registration form that is available on theTownship website or at the Township AdministrationCentre and submit it to the Finance Department alongwith a void cheque.Available Payment OptionsThere are three pre-authorized payment options:1. Equal monthly payments for current taxes• Ten monthly payments from January to October,withdrawn on the last banking day of each month.• Amounts are calculated annually and notification ismailed in December.2. Payments on regular due dates• Regular tax installments on tax due dates.• Amounts and dates are provided on interim and finaltax bills mailed to the ratepayer a minimum of fourweeks prior to the due date.3. Payments for properties in arrears• Twelve monthly payments in the amount that hasbeen pre-approved to clear the arrears on theproperty.• The amount is determined after discussion with andapproval by the Tax Collector.• Payments are withdrawn on the last banking day ofeach month.Important Information:• You may only enroll in Options 1 or 2 if your accountis paid in full.• Once you have signed up, you will automaticallyremain in the program until you choose to withdrawin writing.• You may change your bank information or cancel yourparticipation in the program by providing written noticeat least 30 days before the next payment due date.• If any pre-authorized payment does not clear yourbank account, the Township will charge a $20.00administration fee and interest charges. You will beremoved from the program and returned to the regularinstallment plan.• Supplementary tax bills will not be included in the preauthorizedpayment program.12 13


BY-LAW BULLETINSHISTORY & HERITAGEAttention All Dog Owners!Canine (Dog) Control ServicesCanine Control Services are provided by the Township’s Municipal Law Enforcement Officers 24 hours a day, 7 days aweek. Should you witness a dog bite, aggressive dog or a dog at large, please contact the Municipal Law EnforcementDivision at the Township Administration Centre during both regular business hours and after hours.Dog owners are reminded that they are required to purchase a dog tag, as per By-law No. 2011-177. By purchasinga dog tag, dog owners better enable Municipal Law Enforcement Officers to identify any dog at large and take theappropriate measures needed for the animal’s safe return.Dogs must be leashed at all times when off of the owner’s property. Any dog found running at large will be retrievedby Municipal Law Enforcement Officers, who will make all reasonable efforts to return the dog to its owner before it isimpounded at the OSPCA – Orillia Branch facilities located at 467 West Street North. A release form must be obtainedfrom the Township Administration Centre before the OSPCA is permitted to release the dog.Please note that the Township provides animal control servicesfor Canines only. All wild animal related inquiries should bereferred to the Ministry of Natural Resources at 1-800-667-1940.Poop and ScoopFailure to remove any excrement left by your dog on eitherTownship or private property is an offence and may resultin charges under Section 5.9 of the Canine Control By-Law.Please respect your neighbors and remove all excrement anddispose of it in a sanitary manner.Lost Dogs WebsiteHave you lost your dog? Contact the Municipal LawEnforcement Division to have information about your dog postedto the Township’s website and social media accounts. Let ushelp get the word out and do our part to assist in bringing yourpet home!Winter Parking RestrictionsWe all know that with winter comes snow…lots of snow!Residents are reminded not to park or leave standing a vehiclethat interferes with winter road maintenance from October 15 ththrough April 30 th . Any vehicle found to have interfered withwinter road maintenance may be issued a parking infraction andbe subject to a fine.There are permitted parking areas on Municipal roads forindividuals engaging in winter recreational activities on LakeSimcoe. These specific areas are signed with a “P” in a greencircle. Over the next 12months, Green plans to open similar stores in both Orilliaand Midland.Soon after, he plans toexpand to Gravenhurstand Alliston. Oncethose stores are online,Computer Eliteplans to open a secondtechnical service facility inKitchener that will spawnnew stores in Kitchener,Guelph, Waterloo, andCambridge.Green has worked hardsince opening in 2002 todevelop an infrastructurethat will support hisvision. The ambitiousgrowth is something hehas been planning sinceday one.A key part of the company’s success, he said, is itsemployees. Green’s wife, Dee, is director of operationsand two of their sons are technicians.“Having the right people is critical,” says Green,who notes that all of his employees are like family.“The people we have, they’re brilliant. They are soknowledgeable, so well trained…but they’re alsocustomer-friendly.”Green says Computer Elite attracts about a dozennew customers each week and notes the company isresponsible for about 10,000 computers that boot upevery day. 48% of its clientele is business, while 52%is residential.Whoever the customer, a big part of the service revolvesaround education, says Green, who notes that histechnicians will go to a customer’s home or businessto troubleshoot.“Education is important because, for example, a lot ofpeople aren’t running the best browser or proper antivirusprogram,” he laments. And while that’s a problemthat can spell doom for people reliant on computers,many still don’t think to turn to the experts.“If the kid next door comes over with a hammer andoffers to fix your car, you’re probably not going to lethim near your car,” Green says. “But if he tells you torun Google Chrome, you likely listen to him…it’s all abouteducation.”What won’t change duringthe company’s expansionis the philosophy behindComputer Elite, saysGreen, highlighting that thecompany’s trademark is quick,superior service – somethinghe says differentiates it fromother small shops and big-boxstores.“We are meticulously fussy onorganization, which is criticalin this business,” Greensays. “We understand theproduct and we understandthe technical side. We try outthe products, the programs,the new gadgets…before wedecide to sell them.”Computer Elite is also environmentally friendly; it is afull e-waste facility. Community Centre UPDATEOver the last several months the Township has beenworking on an extensive renovation to the Oro-MedonteCommunity Centre. Highlights of the renovationinclude:• An enlarged ice surface, increasing to an NHL-size85’ X 200’ from the existing 80’x 180’;• New enlarged dressing rooms with stick holders,water bottle filling stations, and radiant in-floorheating;• New plumbing, electrical, sanitary, mechanical, andrefrigeration systems;• New entrance way and enlarged lobby/warmviewing area;• Accessibility improvements in the dressing roomsand lobby;• A dedicated dressing room for females;• A meeting room adjacent to the Banquet Hall;• Increased space for facility operations;• A rink divider and a mini stick area.As with any renovation of this magnitude, unforeseenissues present risks that can impact what was anaggressive timeline for completion of the project. Despitetaking proactive measures to mitigate these risks,unfortunately a number of issues and opportunities thatcould not be overlooked have pushed back the project’santicipated completion date to December, with phased-inoperations to follow.The Township is very excited to have these upgradesand changes taking place and to provide ourcommunity with an enhanced facility that you can beproud of. Remember: buy where you ride!The OFSC is devoted to proactive leadership inpromoting safe, responsible riding, on and off Ontariosnowmobile trails, by increasing snowmobile safetyknowledge, improving attitudes and behaviours throughrider education, safety legislation development andenforcement.All-Terrain Vehicle UseAll-Terrain Vehicles (ATV’s), as defined in the HighwayTraffic Act (HTA), are permitted on roadways under thejurisdiction of the Township of Oro-Medonte within thefollowing boundaries from January 1, 2015 – March 15,2015, between the hours of 6:00am and 10:00pm, asindicated on the map below.Northern Boundary – Highway 11Southern Boundary – Lake SimcoeWestern Boundary – Line 1 SouthEastern Boundary – Line 14 South from Highway 11 tothe Rail Trail. The boundary then continues from Line 15South from the Rail Trail to Lake Simcoe.ExclusionsOperation of ATV’s is limited to the travelled portion ofmunicipal roadways. ATV use is not authorized on thefollowing:• Ridge Road/Shanty Bay Road as it is under thejurisdiction of the County of Simcoe (ATV’s can onlycross at 90 degree angle);• Private roadways;• Sidewalks and walkways;• Ditches, drainage areas and other portions of roadallowances outside of the travelled portion of theroad;• Oro-Medonte Rail Trail; and• Unopened road allowances and right of ways.Please visit our website for more information about theprovisions of the Township’s By-law, as well as importantHighway Traffic Act information related to ATV use(Ontario Regulation 316/3).Ganaraska Hiking TrailAssociation (GHTA)The Oro-Medonte chapter of the Ganaraska Hiking TrailAssociation (GHTA) maintains 18.5km of trail north of theHorseshoe Valley area. The club organizes a programmeof hikes which includes the local area, as well as hikes inthe Owen Sound and Muskoka regions.All are welcome to join in on any hikes.Hiking boots are recommended andwater is a must.
