Like <strong>the</strong> song says, I kept <strong>my</strong> <strong>eyes</strong> <strong>wide</strong> <strong>open</strong><br />
last year. And I was not entirely pleased with<br />
what I saw: <strong>the</strong> daily desperation of <strong>the</strong> homeless<br />
among us, <strong>the</strong> many people who lack basic necessities,<br />
<strong>the</strong> national spending priorities which pay<br />
so little attention to human needs. Although it is<br />
easy to become disheartened, <strong>the</strong>re are signs of<br />
hope. In this Annual Report letter I will talk about<br />
problems, about our response to what we see,<br />
about opportunities, and about success. I will<br />
talk about millions and heroes. Have I piqued<br />
your interest?<br />
Homelessness continues to be a local and a<br />
national problem. Every evening in Tucson approximately<br />
4,200 people are homeless, including<br />
many families. The homeless need counseling,<br />
case management, and help during crisis. A<br />
disproportionate number of <strong>the</strong> current homeless<br />
are military veterans. With so many young men<br />
and women now engaged in a war, what does that<br />

portend for future service demands?<br />
There are many opportunities for<br />
service. And this is where hope appears.<br />
Last January, on Martin Lu<strong>the</strong>r King Day,<br />
<strong>the</strong> <strong>Primavera</strong> <strong>Foundation</strong> celebrated our<br />
one millionth meal served by joining <strong>the</strong><br />
parade march from <strong>the</strong> University to Reid<br />
Park. The marchers honored those volunteers<br />
and meal teams who had cooked<br />
and served one million meals to <strong>the</strong><br />
homeless. As Dr. King, an advocate for<br />
<strong>the</strong> poor and for social justice as well as a<br />
civil rights leader, has said, “Everybody is<br />
great because anybody can serve.”<br />
<strong>Primavera</strong> helped a lot of people last<br />
year. Relief and Referral saw 6,374 different<br />
people in need. 2,973 emergency food<br />
boxes were distributed. The men’s shelter<br />
provided 37,772 bed nights of shelter.<br />
Of <strong>the</strong> 387 shelter men who enrolled in<br />
Works, 241 left with employment. The<br />
Casa Paloma Emergency Drop-In Center<br />
served 295 women.<br />
Occupancy of transitional housing was<br />
higher and rents collected were higher.<br />
44% of <strong>the</strong> 714 individuals served by<br />
employment services left with full <strong>time</strong> work. Fifty<br />
families who completed <strong>the</strong> homeownership certified<br />
class purchased homes. In a survey of customer<br />
satisfaction: 99% said <strong>the</strong>ir basic needs for<br />
food, shelter, and hygiene were met. Well done!<br />
Last year <strong>the</strong> <strong>Primavera</strong> <strong>Foundation</strong> Endowment<br />
Fund surpassed one million dollars. The<br />
Endowment was started with a generous gift<br />
from Constance Altshuler in 2001. The Fund has<br />
been growing as o<strong>the</strong>r bequests from <strong>Primavera</strong><br />
contributors are received. Each year 5% of <strong>the</strong><br />
Fund is used for services. Gifts to <strong>the</strong> Endowment<br />
Fund provide services for future needs, and assure<br />
continued service delivery through periods<br />
of financial uncertainty. A gift to <strong>the</strong> Endowment<br />
Fund <strong>keep</strong>s on giving!<br />
<strong>Primavera</strong> regularly applies for grants from<br />
governments and from private and public foundations.<br />
Some of <strong>the</strong>se funders require program<br />
review evaluations to ensure that <strong>the</strong>ir money is<br />
well spent. NeighborWorks® America notified us<br />
that <strong>the</strong>ir recent in-depth, on-site program review<br />
of <strong>Primavera</strong> resulted in <strong>the</strong> highest rating of<br />
‘Exemplary’. This evaluation is heartening to <strong>the</strong><br />
Board of Directors, because it confirms our belief<br />
that we have an outstanding staff of employees<br />
and an outstanding Executive Director. It is also a<br />
good indication to anyone who has contributed, or<br />
who plans to contribute money, <strong>time</strong>, or in-kind to<br />
<strong>Primavera</strong> that your contributions are used wisely<br />
and efficiently.<br />
Ch<strong>all</strong>enges for 2007 include maintaining service<br />
levels, funding building rehabilitation projects,<br />
creating sustainable training programs, paying<br />
and developing our staff while staying within<br />
budget, advocating for social justice (being poor is<br />
not a crime!), streng<strong>the</strong>ning our support to people<br />
getting out of prison, and serving more families.<br />
Now, let me talk about <strong>the</strong> heroes among us.<br />
In September Dr. Sheila Harris, <strong>the</strong> Director of <strong>the</strong><br />
Arizona Department of Housing, presented Gordon<br />
Packard and Nancy Bissell <strong>the</strong> Housing Hero<br />
Award at <strong>the</strong> 2006 Governor’s Housing Forum,<br />
honoring <strong>Primavera</strong>’s co-founders. Dr. Harris<br />
stated, “They have dedicated <strong>the</strong>ir lives and <strong>the</strong>ir<br />
careers to helping people find housing. It started<br />
out as a sm<strong>all</strong> shelter, but has become so much<br />
more, encompassing housing as well as employment<br />
and job training and understanding that<br />
people need not just a place to live, but a living<br />
wage so <strong>the</strong>y can become self-sufficient.”<br />
Joining <strong>the</strong> rank of heroes for continuing and<br />
adding to <strong>the</strong> foundation of work by Gordon and<br />
Nancy, is <strong>the</strong> <strong>Primavera</strong> Community made up of<br />
our many community volunteers, our meal teams,<br />
our dedicated staff members, our donors and<br />
funders, our Executive Director Peggy Hutchison,<br />
and you.<br />

The PRIMAVERA FOUNDATION is a grass roots, community-based organization founded in 1982 to address <strong>the</strong> systemic causes of homelessness.<br />
Over <strong>the</strong> past twenty four years, <strong>Primavera</strong> has been recognized both loc<strong>all</strong>y and nation<strong>all</strong>y for developing model projects in emergency services,<br />
affordable housing and workforce development. The mission of <strong>the</strong> <strong>Primavera</strong> <strong>Foundation</strong> is to promote economic and social justice while working<br />
to build a future in which <strong>all</strong> people are assured basic human rights, a livable income, and safe, affordable housing. We do this through community<br />
education and advocacy while providing a continuum of services that address homelessness and poverty. All of <strong>Primavera</strong>’s programs work synergistic<strong>all</strong>y<br />
to help individuals recognize <strong>the</strong> resources <strong>the</strong>y have within to affect long-term positive change - for <strong>the</strong>mselves, <strong>the</strong>ir families and <strong>the</strong>ir community.<br />
In <strong>the</strong> past year, more than 21,000 persons were homeless in Tucson and Pima County. The Homeless Street Count, carried out on January 26, 2006,<br />
located 2,738 single adults and 1,470 homeless persons in families with children who were without permanent housing.<br />
In <strong>the</strong> 2005-2006 Fiscal Year, <strong>Primavera</strong> served a total of 9,612 persons.<br />

<strong>Primavera</strong>’s Emergency Services exist to provide<br />
direct service to <strong>the</strong> poor and homeless<br />
in our community, and to advocate on <strong>the</strong>ir<br />
behalf. The services offered are often <strong>the</strong> first<br />
contact an individual will have with <strong>the</strong> continuum<br />
of care offered by <strong>Primavera</strong>. These<br />
programs meet people where <strong>the</strong>y are, and<br />
when <strong>the</strong>y are ready, provide a way for <strong>the</strong>m<br />
to take <strong>the</strong> next step toward more safe, stable,<br />
and productive lives.<br />
RELIEF AND REFERRAL<br />
DROP-IN PROGRAM<br />
Our street-level outreach center provides emergency<br />
resources for homeless and low-income<br />
men, women, and children that address basic<br />
survival needs. Personal hygiene products, a<br />
restroom, respite from <strong>the</strong> wea<strong>the</strong>r and <strong>the</strong> only<br />
free message and mail service offered in Pima<br />
County is available. The program also offers in-<br />

This 105-bed facility is <strong>the</strong> largest men’s shelter in<br />
Pima County, providing meals, support services,<br />
and case management for up to five consecutive<br />
nights. Case managers offer assistance and<br />
referrals to guests dealing with physical or mental<br />
health issues or substance abuse problems.<br />
A participant who enters <strong>the</strong> <strong>Primavera</strong> Works<br />
Program or who is working with <strong>the</strong> case manager<br />
may qualify for an extended stay at <strong>the</strong> shelter up<br />
to 90 days.<br />

EDUCATION & ADVOCACY<br />
All <strong>Primavera</strong> programs are engaged in education<br />
and advocacy efforts on behalf of individuals,<br />
as well as active in local, state<strong>wide</strong>, and national<br />
issues related to homelessness. In Fiscal Year<br />
2005-2006, <strong>the</strong>se activities included: voter registration<br />
drives for homeless and poverty wage<br />
workers; advocacy for local and national housing<br />
trust funds; restoration of rights for former prisoners;<br />
and active participation in Tucson and Pima<br />
County’s Plan to End Homelessness.
WORKFORCE DEVELOPMENT<br />
PRIMAVERA WORKS<br />
Connects motivated homeless workers with<br />
employers in <strong>the</strong> community; additional support<br />
includes free lunches, bus passes, and job readiness<br />
classes to assist with interviewing, applications,<br />
skill identification, and job search planning.<br />
This transitional day labor program helps people<br />
establish a stable work/tax history, gain work skills<br />
and access resources necessary for permanent<br />
employment and independent living.<br />

PRISONER RE-ENTRY PARTNERSHIP<br />
PREP, <strong>Primavera</strong>’s newest program funded by <strong>the</strong><br />
U.S. Department of Labor, reintegrates non-violent<br />
ex-prisoners into <strong>the</strong> community by providing employment,<br />
training, housing, and advocacy. Partners<br />
with <strong>Primavera</strong> include: PHASE/University of<br />
Arizona, Dorothy Kret & Associates, Old Pueblo<br />
Community <strong>Foundation</strong>, <strong>the</strong> YWCA, Pima County<br />
One Stop, and <strong>the</strong> Arizona Department of Corrections.<br />
AFFORDABLE RENTAL HOUSING<br />
<strong>Primavera</strong> owns and manages five rental properties<br />
with 95 units of transitional and permanent<br />
affordable rental housing. Our housing ensures<br />
that homeless individuals, couples, and families<br />
have fair access to safe and affordable housing,<br />
as well as <strong>the</strong> support necessary to achieve <strong>the</strong>ir<br />
maximum potentials for self-sufficiency. The majority<br />
of tenants earn 50% or less of <strong>the</strong> Area Median<br />
Income in Pima County.<br />
TRANSITIONAL HOUSING<br />
<strong>Primavera</strong> operates 65 units in three clean and sober<br />
transitional housing properties. Rent is income-<br />

based with a monthly fee to cover program costs;<br />
participation in case management is required and<br />
<strong>all</strong> residents participate in <strong>Primavera</strong>’s Financial Fitness<br />
classes. Emphasis is placed on employment/<br />
income, housing, and o<strong>the</strong>r areas that will ensure<br />
self-sufficiency once participants have completed<br />
<strong>the</strong> program.<br />

Of <strong>the</strong> 99 people who left <strong>Primavera</strong>’s transitional<br />
housing programs this year, 47 left with unsubsidized<br />
housing and 17 left with supported housing.<br />
FIVE POINTS TRANSITIONAL HOUSING<br />
28 single apartments for men and women working<br />
at least 25 hours per week, often newly released<br />
from a state or federal prison or a drug/alcohol rehabilitation<br />
facility. Emphasis is placed on community<br />
living, including support groups and educational<br />
opportunities.<br />

Cipriana Sanchez came to Tucson in January<br />
of 2006 to attend school, and signed up for a class<br />
that required a volunteer commitment. In <strong>the</strong> listing<br />
of over 600 volunteer opportunities provided by<br />
<strong>the</strong> instructor, she found <strong>Primavera</strong>, and has been<br />
volunteering at Casa Paloma ever since. “I started off<br />
sorting through clothing donations. Now, I work in <strong>the</strong><br />
kitchen preparing breakfast and assisting in whatever<br />
way may be necessary to tend to <strong>the</strong> needs of <strong>the</strong><br />
women who use Casa Paloma’s drop-in program.”<br />
Cipriana says <strong>the</strong>re are so many stories that have<br />
had a profound impact on her, many of which are too<br />
personal to relay. She prefers to focus on <strong>the</strong> qualities<br />
she has witnessed from <strong>the</strong> many women—clients,<br />
staff, and volunteers: “The strength of character,<br />
willingness to survive and carry on, helpfulness, gratitude,<br />
humility, and over<strong>all</strong>, tolerance and acceptance<br />
had <strong>the</strong> greatest impact on me. I have learned much<br />
from <strong>the</strong> women I have met and am thankful for every<br />
day and every story shared.”<br />
“I am thankful for <strong>the</strong> opportunity to work with an<br />
organization that exists solely to help people and <strong>the</strong><br />
community. <strong>Primavera</strong> does this without any religious<br />
affiliation. I appreciate, as I am sure o<strong>the</strong>rs do, <strong>the</strong><br />
<strong>all</strong>-welcoming and accepting nature of <strong>the</strong> program<br />
and its goals. Every Friday is like a welcomed vacation<br />
from <strong>my</strong> life when I can focus on something and<br />
someone else. Thank you <strong>all</strong> for <strong>the</strong> wonderful opportunity!”<br />

Nine years ago Barbara and Frank Longo<br />
started volunteering with <strong>Primavera</strong> at <strong>the</strong><br />
Sunday bag lunch program at Toole Ave.<br />
Impressed by <strong>the</strong> philosophy and mission of<br />
<strong>Primavera</strong>, <strong>the</strong>y continued volunteering at Relief<br />
and Referral, where <strong>the</strong>y have been every Tuesday<br />
morning since. Frank worked a number of<br />
years behind <strong>the</strong> scenes at <strong>the</strong> Blue Door Store,<br />
sorting and bagging clothing donations. This<br />
year he made <strong>the</strong> move to <strong>the</strong> R&R front desk to<br />
help his wife Barbara, greet and register clients,<br />
answer <strong>the</strong> phone, sort and distribute <strong>the</strong> mail,<br />
and give out toiletries, medicines, water, blankets<br />
and bus passes. “It’s <strong>the</strong> best is when a client<br />
says...‘Thank you, you have been very helpful to<br />
me’, or when <strong>the</strong>y receive a very important piece<br />
of mail and say, ‘You have made <strong>my</strong> day’.”<br />
Barbara and Frank say <strong>the</strong>y volunteer at<br />
<strong>Primavera</strong> because <strong>the</strong>y are so very grateful for<br />
everything <strong>the</strong>y have in <strong>the</strong>ir lives and want to<br />
give back to <strong>the</strong> community and that “<strong>Primavera</strong><br />
is a wonderful part of <strong>the</strong> never ending presence<br />
of love and caring in <strong>the</strong> world”. They believe<br />
that if <strong>the</strong>y can make life easier or better for even<br />
one person...<strong>the</strong>n “that’s it”.<br />

PRIVATE FAMILY FOUNDATIONS<br />
The Armstrong McDonald <strong>Foundation</strong> has<br />
provided significant financial support to Casa<br />
Paloma, carrying out <strong>the</strong> philanthropic ideals of<br />
its founder James M. McDonald, Sr. This family<br />
foundation, founded in Nebraska in 1952, has<br />
generously donated $180,000 to <strong>Primavera</strong><br />
over <strong>the</strong> past 10 years, and is unwavering in<br />
its dedication to providing relief and support for<br />
Sou<strong>the</strong>rn Arizona’s unaccompanied homeless<br />
women. Since 2000, The Armstrong McDonald<br />
<strong>Foundation</strong> has given nearly 5 million dollars to<br />
numerous organizations west of <strong>the</strong> Mississippi,<br />
as well as in Louisiana and Minnesota.<br />

organizations across <strong>the</strong> United States who are<br />
actively engaged in revitalization strategies that<br />

5) <strong>Primavera</strong> also has ongoing collaborative<br />
partnerships with El Rio Health Center, Jackson<br />
Employment, Traveler’s Aid, La Frontera, Salvation<br />
Ar<strong>my</strong>, Gospel Rescue Mission, CPSA, Compass,<br />
COPE, New Beginnings for Women and Children,<br />
and <strong>the</strong> Tucson Community Food Bank. We are<br />
also a member of <strong>the</strong> Tucson Planning Council<br />
for <strong>the</strong> Homeless and work with <strong>the</strong> Tucson<br />

SUCCESS STORY<br />
After coming out of prison I enrolled in<br />
<strong>Primavera</strong>’s Prisoner Re-Entry Program.<br />
The program was <strong>the</strong> saving grace<br />
in <strong>my</strong> life. I <strong>the</strong>n went to live at Five<br />
Points transitional housing. From that<br />
day on <strong>Primavera</strong> has been <strong>the</strong>re for<br />
me. They have helped me with food,<br />
shelter and living arrangements and have<br />
always been very supportive. Today I<br />
live on <strong>my</strong> own while still working with<br />
<strong>the</strong> PREP program. I also volunteer<br />
at <strong>Primavera</strong> in <strong>the</strong> Relief and Referral<br />
program because I love what <strong>Primavera</strong><br />
stands for and like being part of <strong>the</strong><br />
group. I sincerely enjoy being with an<br />
organization that re<strong>all</strong>y reaches out to<br />
