Like the song says, I kept my eyes wide open
last year. And I was not entirely pleased with
what I saw: the daily desperation of the homeless
among us, the many people who lack basic necessities,
the national spending priorities which pay
so little attention to human needs. Although it is
easy to become disheartened, there are signs of
hope. In this Annual Report letter I will talk about
problems, about our response to what we see,
about opportunities, and about success. I will
talk about millions and heroes. Have I piqued
your interest?
Homelessness continues to be a local and a
national problem. Every evening in Tucson approximately
4,200 people are homeless, including
many families. The homeless need counseling,
case management, and help during crisis. A
disproportionate number of the current homeless
are military veterans. With so many young men
and women now engaged in a war, what does that
portend for future service demands?
There are many opportunities for
service. And this is where hope appears.
Last January, on Martin Luther King Day,
the Primavera Foundation celebrated our
one millionth meal served by joining the
parade march from the University to Reid
Park. The marchers honored those volunteers
and meal teams who had cooked
and served one million meals to the
homeless. As Dr. King, an advocate for
the poor and for social justice as well as a
civil rights leader, has said, “Everybody is
great because anybody can serve.”
Primavera helped a lot of people last
year. Relief and Referral saw 6,374 different
people in need. 2,973 emergency food
boxes were distributed. The men’s shelter
provided 37,772 bed nights of shelter.
Of the 387 shelter men who enrolled in
Works, 241 left with employment. The
Casa Paloma Emergency Drop-In Center
served 295 women.
Occupancy of transitional housing was
higher and rents collected were higher.
44% of the 714 individuals served by
employment services left with full time work. Fifty
families who completed the homeownership certified
class purchased homes. In a survey of customer
satisfaction: 99% said their basic needs for
food, shelter, and hygiene were met. Well done!
Last year the Primavera Foundation Endowment
Fund surpassed one million dollars. The
Endowment was started with a generous gift
from Constance Altshuler in 2001. The Fund has
been growing as other bequests from Primavera
contributors are received. Each year 5% of the
Fund is used for services. Gifts to the Endowment
Fund provide services for future needs, and assure
continued service delivery through periods
of financial uncertainty. A gift to the Endowment
Fund keeps on giving!
Primavera regularly applies for grants from
governments and from private and public foundations.
Some of these funders require program
review evaluations to ensure that their money is
well spent. NeighborWorks® America notified us
that their recent in-depth, on-site program review
of Primavera resulted in the highest rating of
‘Exemplary’. This evaluation is heartening to the
Board of Directors, because it confirms our belief
that we have an outstanding staff of employees
and an outstanding Executive Director. It is also a
good indication to anyone who has contributed, or
who plans to contribute money, time, or in-kind to
Primavera that your contributions are used wisely
and efficiently.
Challenges for 2007 include maintaining service
levels, funding building rehabilitation projects,
creating sustainable training programs, paying
and developing our staff while staying within
budget, advocating for social justice (being poor is
not a crime!), strengthening our support to people
getting out of prison, and serving more families.
Now, let me talk about the heroes among us.
In September Dr. Sheila Harris, the Director of the
Arizona Department of Housing, presented Gordon
Packard and Nancy Bissell the Housing Hero
Award at the 2006 Governor’s Housing Forum,
honoring Primavera’s co-founders. Dr. Harris
stated, “They have dedicated their lives and their
careers to helping people find housing. It started
out as a small shelter, but has become so much
more, encompassing housing as well as employment
and job training and understanding that
people need not just a place to live, but a living
wage so they can become self-sufficient.”
Joining the rank of heroes for continuing and
adding to the foundation of work by Gordon and
Nancy, is the Primavera Community made up of
our many community volunteers, our meal teams,
our dedicated staff members, our donors and
funders, our Executive Director Peggy Hutchison,
and you.
Thanks a million, heroes!
we
exist
why
The PRIMAVERA FOUNDATION is a grass roots, community-based organization founded in 1982 to address the systemic causes of homelessness.
Over the past twenty four years, Primavera has been recognized both locally and nationally for developing model projects in emergency services,
affordable housing and workforce development. The mission of the Primavera Foundation is to promote economic and social justice while working
to build a future in which all people are assured basic human rights, a livable income, and safe, affordable housing. We do this through community
education and advocacy while providing a continuum of services that address homelessness and poverty. All of Primavera’s programs work synergistically
to help individuals recognize the resources they have within to affect long-term positive change - for themselves, their families and their community.
In the past year, more than 21,000 persons were homeless in Tucson and Pima County. The Homeless Street Count, carried out on January 26, 2006,
located 2,738 single adults and 1,470 homeless persons in families with children who were without permanent housing.
In the 2005-2006 Fiscal Year, Primavera served a total of 9,612 persons.
what
we
do
Primavera’s Emergency Services exist to provide
direct service to the poor and homeless
in our community, and to advocate on their
behalf. The services offered are often the first
contact an individual will have with the continuum
of care offered by Primavera. These
programs meet people where they are, and
when they are ready, provide a way for them
to take the next step toward more safe, stable,
and productive lives.
itdo
Cipriana Sanchez came to Tucson in January
of 2006 to attend school, and signed up for a class
that required a volunteer commitment. In the listing
of over 600 volunteer opportunities provided by
the instructor, she found Primavera, and has been
volunteering at Casa Paloma ever since. “I started off
sorting through clothing donations. Now, I work in the
kitchen preparing breakfast and assisting in whatever
way may be necessary to tend to the needs of the
women who use Casa Paloma’s drop-in program.”
Cipriana says there are so many stories that have
had a profound impact on her, many of which are too
personal to relay. She prefers to focus on the qualities
she has witnessed from the many women—clients,
staff, and volunteers: “The strength of character,
willingness to survive and carry on, helpfulness, gratitude,
humility, and overall, tolerance and acceptance
had the greatest impact on me. I have learned much
from the women I have met and am thankful for every
day and every story shared.”
“I am thankful for the opportunity to work with an
organization that exists solely to help people and the
community. Primavera does this without any religious
affiliation. I appreciate, as I am sure others do, the
all-welcoming and accepting nature of the program
and its goals. Every Friday is like a welcomed vacation
from my life when I can focus on something and
someone else. Thank you all for the wonderful opportunity!”
VO L U N T E E R S
Nine years ago Barbara and Frank Longo
started volunteering with Primavera at the
Sunday bag lunch program at Toole Ave.
Impressed by the philosophy and mission of
Primavera, they continued volunteering at Relief
and Referral, where they have been every Tuesday
morning since. Frank worked a number of
years behind the scenes at the Blue Door Store,
sorting and bagging clothing donations. This
year he made the move to the R&R front desk to
help his wife Barbara, greet and register clients,
answer the phone, sort and distribute the mail,
and give out toiletries, medicines, water, blankets
and bus passes. “It’s the best is when a client
says...‘Thank you, you have been very helpful to
me’, or when they receive a very important piece
of mail and say, ‘You have made my day’.”
Barbara and Frank say they volunteer at
Primavera because they are so very grateful for
everything they have in their lives and want to
give back to the community and that “Primavera
is a wonderful part of the never ending presence
of love and caring in the world”. They believe
that if they can make life easier or better for even
one person...then “that’s it”.
SUCCESS STORY
After coming out of prison I enrolled in
Primavera’s Prisoner Re-Entry Program.
The program was the saving grace
in my life. I then went to live at Five
Points transitional housing. From that
day on Primavera has been there for
me. They have helped me with food,
shelter and living arrangements and have
always been very supportive. Today I
live on my own while still working with
the PREP program. I also volunteer
at Primavera in the Relief and Referral
program because I love what Primavera
stands for and like being part of the
group. I sincerely enjoy being with an
organization that really reaches out to
it’s community.
