Safety Milestone<br />

(<strong>SMILE</strong>) Recognition Program<br />

Background<br />

Through the years, the Department of Labor<br />

and Employment (<strong>DOLE</strong>) through the <strong>Bureau</strong> of<br />

<strong>Working</strong> <strong>Conditions</strong> (BWC) has been continuously<br />

initiating activities and programs for an effective administration<br />

and enforcement of OSH Standards.<br />

Among these initiatives is the safety recognition<br />

of companies for their commitment in implementing<br />

OSH programs and activities which have resulted<br />

to having no disabling injuries or no lost time accidents.<br />

The company’s OSH personnel who are <strong>DOLE</strong><br />

accredited OSH Practitioners/consultants are likewise<br />

recognized for their significant contributions in the<br />

attainment of the company’s safety milestone.<br />

Objectives<br />

The program aims to motivate and encourage more<br />

companies to be steadfast in the implementation of<br />

OSH programs and activities thus facilitate compliance<br />

with the provisions of the OSH Standards resulting to a<br />

safe and healthful workplace.<br />

Who are qualified:<br />

Companies with any of the following safety milestone:<br />

1. Achieved NLTA or zero lost time accidents for at<br />

least one year;<br />

2. Achieved at least one (1) million safe work-hours<br />

with NLTA (can be less than one year);<br />

3. Completed a construction project without lost time<br />

accidents (preferably with an average of 200<br />

workers);<br />

4. At least one (1) million aggregate safe work-hours<br />

for several/consecutive/concurrent construction<br />

projects or an aggregate of 1 million safe work<br />

hours achieved by several service/sub-contractors.<br />

Criteria:<br />

1. The company has an organized safety and health<br />

committee;<br />

2. The company implements OSH policies and programs<br />

and showed commitment for the effective<br />

implementation of its own safety and health program;<br />

3. The company has a designated safety officer or a<br />

<strong>DOLE</strong> accredited OSH Practitioner/Consultant;<br />

4. The company complies with the administrative<br />

report requirements of the OSHS (e.g. Registration<br />

with <strong>DOLE</strong>, submission of Annual Exposure Data<br />

Report, Annual Medical Report, Minutes of the<br />

meeting of the SHC, Work Accident and other<br />

reports) .<br />

5. The company has no pending Labor S t a n d a r d<br />

case as certified by the concerned <strong>DOLE</strong>-Regional<br />

<strong>Of</strong>fice.<br />

How to join the program.<br />

Step 1 - The Company has to notify the BWC<br />

or the concerned <strong>DOLE</strong> Regional <strong>Of</strong>fice<br />

on the company’s attainment of the<br />

safety milestone by accomplishing the<br />

prescribed Safety Milestone Notification form.<br />

(Attached to the form are the following: photocopy of<br />

company’s compliance with report requirements of the<br />

OSHS such as Registration of Establishments, Report of<br />

Safety Organization (RSO), Annual Medical Report<br />

(AMR), Annual Exposure Data Report (AEDR), Certificate<br />

of BOSH training of the safety officer or Certificate<br />

of <strong>DOLE</strong> accreditation as OSH Practitioner/Consultant<br />

and <strong>DOLE</strong> RO certification of no pending LS case.<br />

Step 2 - BWC sends to concerned <strong>DOLE</strong><br />

Regional <strong>Of</strong>fice the list of companies for<br />

proper validation.<br />

Step 3 - <strong>DOLE</strong> -ROs validate the reports<br />

submitted by the company check company’s<br />

compliance on Labor Standards and on<br />

Occupational Safety and Health Standards<br />

(OSHS). Concerned RO may also conduct spot<br />

check/ocular visit to the company when<br />

necessary.<br />

Step 4 - BWC notifies the Company on the<br />

Result of validation<br />

Step 5 - BWC to set schedule of Safety Milestone<br />

Recognition- The company that has met<br />

all of the criteria shall be awarded with a Plaque<br />

of Safety Recognition.
