Dear Donors and Supporters,
At this time a year ago, many of you decided to support
the people and places afflicted by the 2002 floods in the
Czech Republic through the SOS Floods Campaign of
People in Need. To our great surprise, over CZK 269 million
was donated to the SOS Floods bank account, illustrating
your trust in us and giving us a tremendous task
and a great responsibility.
The People in Need executive board appointed a team to
distribute your donations, mainly to individuals and public
interest projects. A system of rules was created to
govern the distribution of funds and fairly evaluate the
need of recipients. The system allowed us to distribute
the funds responsibly, on the basis of detailed knowledge
of the situation in the flooded regions. A European
Union Phare grant in 2002 and the support of the Charles
S. Mott Foundation enabled People in Need to minimize
the necessary operational expenses paid from the SOS
public collection.
On the following pages you will find a report on the use of
the SOS Floods Campaign as of 15 July 2003. Even now,
smaller donations keep coming in and the remainder of
the funds is being distributed to families with cases still
pending. When the distribution of all funds is completed,
a report and accounting record will be delivered to the
municipal government in Prague. Please take a few minutes
to review the following report and decide for yourself
if your expectations as a donor were fulfilled. People in
Need is simply the administrator between you and those
in need, and your evaluation of the effectiveness of our
work is the basis on which we gauge our success.
We thank you in the name of those who were given aid during
a period of crisis, and we also thank you for the confidence
with which you entrusted your donations to People in Need.
SOS Floods Public Collection
and Distribution of Entrusted Funds
SOS Floods Public Collection 269 000 000 CZK 100,0 %
As of 7 July 2003, CZK 268 521 711 (USD 10 123 726) had been collected
through the SOS Floods Campaign thanks to 45 000 direct
donations, 153 000 donations through Czech Telecom’s hotline and
448 000 special mobile phone donations and material gifts.
Support of Households 152 000 000 CZK 56,5 %
Financial support led to the rebuilding and restoration of households
and direct help to affected families and individuals, with 77
cases still pending. A majority of funds from the public collection
were distributed to households. As of 15 July 2003, CZK 152 170
862 (USD 5 737 101) had been distributed to 3 170 families and
individuals in amounts ranging from CZK 10 000 to CZK 350 000
(USD 377 to USD 13 196), and in exceptional cases a higher
amount was distributed. The amount of support given depended
on the extent of damage done in conjunction with the social and
financial situation of the family in question.
Public Interest Projects 99 000 000 CZK 36,8 %
An important part of the funds from the Floods 2002 Collection
is being used to support realization of public interest projects.
These contributions are used to finance repairs and renewal of
objects owned by towns and municipalities (schools, residential
housing and others). As of publication, CZK 98 590 854 (USD 3
717 043) have been spent on 132 of these projects. In most cases,
public interest projects have been financed by specific donations
from corporate donors.
Small Projects 11 000 000 CZK 4,1 %
CZK 11 132 661 (USD 419 720) from the public collection were
used to cover the first humanitarian phase of the aid, including
covering the costs of coordinating more than 3 000 volunteers,
distributing material donations and purchasing material aid delivered
in more than 100 deliveries, as well as financing small
longer-term projects. Over the course of the seven months following
the floods, 170 industrial driers severely were used to dry
flooded buildings, paid for from these funds. This resource was
also used to finance the Karlin Contact Centre, a multipurpose
project aimed at social and legal assistance in Karlin, a affected
quarter of Prague.
Projects’ completion and organizational costs 7 000 000 CZK 2,6 %
A financial reserve is needed for completion of projects (the cases
of aid to affected families and public interest projects which
are still pending). A minor part of these funds is being used to
cover necessary organizational and administrative (including
accounting) costs needed for the realization of the aid. Operating
costs taken from the public collection were minimized thanks to
a European Union Phare grant in 2002 and the support of the
Charles S. Mott Foundation.
Aid for Affected Families
A major part of the SOS
Floods public donations were
used to help families and individuals
whose homes were
damaged during the floods in
August 2002.
Although a large number of donations
were collected, it was not possible
to satisfy the needs of everyone
affected by the floods and it was
inevitable that some people would
be dissatisfied. People in Need
accepted the task of administering
and distributing the collection in the
most effective and impartial way, to
meet the obligations of those who
contributed to the collection account
and trusted People in Need.
GEOGRAPHIC AREAS
ADDRESSED
Upon agreement with other humanitarian
organizations, namely Adra,
Diakonie and the Czech Catholic
Charity, People in Need accepted
responsibility for blanket aid to the
affected districts of Strakonice,
Prachatice and most of the flooded
municipalities in the Melnik and Litomerice
districts, as well as the cities
of Usti nad Labem, Beroun and
Decin. The aim was to visit every
affected household and to decide on
a contribution amount based on the
actual situation of each family, combined
with knowledge gathered from
blanket screening. In west Bohemia,
People in Need took over the most
complicated cases after an agreement
with the diocese charity in
Pilsen. Starting in October 2002, People
in Need gradually took up projects
in other territories, mainly in
the Karlin and Liben quarters of
Prague. Throughout the fall we
learned that in some regions where
People in Need was not active only a
small number of the affected families
were getting aid, giving the People in
Need floods team an impetus to start
activities in south Bohemia as well.
SURVEY METHODS AND
DECISION PROCESS
Financial aid was given to families
and individuals affected by the
floods for the reconstruction and
rebuilding of apartments and houses
and for the recovery of basic
household utilities. These contributions
were assigned in accordance
with the extent of the damage suffered
and the socio-economic situation
of the families, in conjunction
with a number of objective and subjective
stress factors. Household
surveys were carried out with questionnaires
completed by trained
interviewers during personal visits
to the flooded areas. In the first
phase over 3000 households were
registered in the regions where
People in Need was responsible for
blanket monitoring of affected people.
The methodology, questionnaires
for the field survey and construction
of the formula for
evaluating the collected information
describing the situation of the
affected families were prepared in
cooperation with STEM agency,
which also carried out computer
evaluation of the data. The families
chosen after the data processing
were subsequently visited by ‘social
judges’ who carried out guided
interviews, asked about the
resources available and budget for
the reconstruction and then suggested
the contribution amount.
The social judges also cooperated
with local mayors and social security
departments in order to find families
and individuals who could not
be contacted during the blanket
mapping of damages. Altogether,
5300 families have been contacted,
registered and received a decision.
The social judges treated all families
on an individual basis, and carried
out over 15 000 visits. Gradually
the judges became specialists on
their localities, and with the help of
the leaders of the municipalities,
they were able to ensure that the
contributions were assigned to
those who needed aid to improve
their situations and not to people
who, on the contrary, were able to
manage without additional help.
Each household was considered
individually; mainly to ensure that
the aid went to those affected who
were not able to improve their situation
themselves and whose circumstances
were not covered by
the state or other humanitarian
organizations. The contributions
were entirely concrete and purposeful,
providing help "with something"
(reconstruction, purchasing
equipment, static securing, new
construction), not "for something"
(blanket compensation for the
floods), and they were provided as
quickly as possible.
The financial contributions were
distributed mainly in the form of
checks made out to the name and
birth certificate number of the recipient.
In a few cases the building and
reconstruction work or material
purchases were covered (e.g. in
cases where the family was not able
to compromise and ensure that
some of its members would not use
the gift for a different purpose than
reconstruction after the floods).
When deciding on the amount of
aid to be given, the contribution
committee took into account the
damages caused by the floods and
the actual situation of the family
(problems and concrete needs), as
well as the possibilities and means
the family had at its disposal. With
the contributions, we were able to
provide households with difficult
family circumstances with indispensable
financial resources to
meet basic needs, as well as cover
the cost of equipment, reconstruction
or construction of a new home.
Aid for Affected Families
Distribution of Financial
Resources
The Reconstruction of Households in Numbers as of July 15, 2003
187 cities, villages and small communities were covered by the People in Need project to help
families in the Czech Republic.
5 334 households damaged by the floodwater were registered with People in Need, including
454 clients whose homes were completely destroyed by the floods or whose homes were condemned.
152 170 862 CZK were distributed to 3 170 families and individuals, in increments ranging from
10 000 CZK to 350 000 CZK. 77 cases remain open or unresolved at the time of printing.
989 cases were closed under the direction of the flood committee with no aid being given.
1 142 households were assessed as having experienced such a low level of damage that either no
aid was given by People in Need or the cases were passed to another organization.
Aid for Affected Families
People in Need has received countless moving letters of thanks from aid
recipients, and we would like to share a few of them with you, the people who
made the recovery and rebuilding possible.
We thank all of your staff for their difficult work that has returned our hope and given
ordinary people strength for the future. H. H., KOZLOVICE
Dear All,
I am sitting down deeply moved to write this letter, with tears in my eyes and a shaking
hand. Thank you very much for your gift.
I have just brought the money you have given us home, and I thank you all for it. It is
a great help to us who have lost everything.
Please express my thanks to all the members of People in Need, and I shall remember you
with love and gratitude. R. V., TYN NAD VLTAVOU
The financial support my wife and I received has made us very happy. It is very important
for us and we consider it an expression of real humanity, understanding for other
people s troubles and a sensitivity for interpersonal relationships - the things we value
so much about your organization. K. K., REVNICE
To tell the truth, your donation has helped me financially as well as psychologically.
When I returned to my flooded house and saw the havoc caused by the floods, I was so
shocked I did not even want to live. I could hardly bear the total loss of all the
things I had prepared for my retirement and old age. Your support brought me back to
thinking about future again. Thank you with all my heart, and I will never forget your
support and help.
Those who give fast, give twice. J. C., MELNIK
Dear friends,
We do not know how to start and how to express everything we feel. We had hardly recovered
from the shock of seeing what happens when the nature says "enough", when suddenly
there was another shock... a pleasant one this time. A fairytale grandpa, if he had been
that age, appeared at the door. We would have never believed such a beautiful fairytale
could exist today- a fairytale of love, compassion and understanding. There really are
still people who care for others!
Thank you very much once more. J. V., PISEK
07

Public Interest Projects
Flooded structures owned by
towns and municipalities –
schools and kindergartens,
communication infrastructure,
bridges and footbridges, community
care houses, homes for
the elderly, ferries, libraries,
sources of drinking water,
domestic houses and other
public institutions, systems and
buildings – were included on
the list of public interest projects
because they serve the
community.
A preliminary database of these projects
and repairs necessary after the
floods was created by the analytical
information center of People in Need,
which evaluated data collected by
mobile teams working in the affected
localities. A database of approximately
260 necessary reconstructions
became the basis for aid to the
municipalities and towns, financed
from the SOS Floods funds for public
interest projects.
MONITORING AND
PROJECT SELECTION
In the weeks after the floods, a number
of contributions from corporate
donors and institutions, along with
individual gifts, began to appear. Corporate
donors wanted to know the
concrete purpose of their donations.
The idea of connecting the corporate
donors’ gifts with public interest projects
developed, and as a result indi-
vidual donations were used for aid to
individual beneficiaries - households
- and the corporate donors´ gifts were
assigned to support public interest
projects. Thorough monitoring carried
out by People in Need coordinators
provided valuable information
on the importance of demands, other
financial resources at the municipalities´
disposal and the schedule and
technological circumstances of the
planned renewal and reconstruction.
The decisive criteria for selecting a
project and stipulating the amount of
financial support were the necessity
and importance of the public interest
project, the financial outlook of the
municipality and the ability of the
municipality to cope with the situation
itself. The decision-making took
place in Prague by a commission
composed of the coordinators of public
interest projects, representatives
of the floods team board and the
management of People in Need.
CONTROL OF THE USE
OF CONTRIBUTIONS
Every contribution was secured contract
between People in Need and
either the afflicted institution itself or
its operator (a town or municipality).
Part of the conditions for paying out
80% of the financial gift (purposely
the majority of the contribution
because often time was an important
factor in the flooded areas and cash
was needed to start the reconstruction)
was an outline of the project, a
list of equipment to be renewed, a
budget listing possible procedures
and time frames and information on
additional financial resources of the
municipality or town. In some specific
cases People in Need required
more information and documents
related to the project. In cases of
doubt or uncertainty about the appropriateness
of the budget for renewal
or equipment purchase an assessment
was carried out - a construction
specialist employed by People in
Need was sent to the site or an average
market price was determined and
compared with prices on the budget.
The remaining 20% of the contribution
was transferred after a final
report, which included information
on finishing the reconstruction or
repairs and purchasing equipment,
was handed in. A statement of
progress on the project and documentation
of project completion was
also submitted.
You can find an overview of the projects,
including specific gifts from
corporate donors and their application,
in the following table. The
amounts of money in the table are set
aside for each project (usually representing
only one portion of overall
costs, as the rest are covered by other
resources of the town or municipality)
and guaranteed by a contract.
The full transfer of money was
dependent on fulfilling the conditions
necessary to control accountability
and the utilization of resources.
VOLUNTEERS
As the floods reached their peak,
People in Need were forced to leave
the coordination of aid to specialists
in rescue operations, despite the
interest of people who were willing
to help with the integrated rescue
system of the Czech Republic. People
in Need is not a lifesaving team and
does do not have the necessary
equipment and experience to be able
to duplicate activities of lifesavers,
fire brigades, army forces or the
police. Danger subsided along with
the flood water, leaving enormous
amounts of cleanup work behind. It
was necessary to clean the flooded
areas and to clear away alluvium. As
soon as possible, groups of volunteers,
organized by People in Need
and the Volunteer Center of Charles
University, were dispatched. People
in Need realized that it is easy to
complicate a situation while trying to
be helpful, which is why teams were
sent in only after an agreement with
local mayors or crisis management
groups in the affected areas. Each
group had all the necessary equip-
ment and was well organized, with a
leader who negotiated with the
municipality and coordinated the
division of work.
In just a few weeks, over 3000 volunteers
were dispatched to dozens of
flooded localities. They provided a
total of more than 150,000 manhours
of labor for flood relief.
CONTACT CENTER IN KARLIN
People in Need were aware that the
number of affected localities was
enormous and that despite the great
support and trust it was given, People
in Need could not be present in all
flooded regions. Prague, although it
was severely affected, was evaluated
as a locality that for the most part
was able to cope better than flooded
villages and small towns. However,
the situation in the Karlin quarter of
Prague was alarming. People began
returning to their homes in September
and one big problem was a lack
of information. A People in Need
Contact Center was opened on Karlinske
Square as a multipurpose pro-
ject. A team, working from a trailer,
offered practical information on the
re-connection of telephone lines, gas
and electricity supplies, structural
appraisal of houses, financial benefits
and possibilities of finding alternative
accommodation, as well as other
information for those affected,
including free legal advice. The team
coordinated with institutions of the
quarter and of the local government
of Prague, to the benefit of those
affected by the floods. It served as an
independent source of information
about the Karlin quarter. Members of
the team were involved in solving the
often complicated cases of flooded
families. There were several social
workers, mainly helping the elderly,
who facilitated the return of people to
a quarter where facilities were not
open or working (e.g. there was not a
single store open). The "drying team"
offered its help to private owners of
houses - basements and cellars in
hundreds of houses were flooded
and saturated with water, and with
winter coming, structural engineers
were rather pessimistic. From fall to
spring there were more than one
12

Small Projects
hundred industrial dryers running,
provided by People in Need. Their
operation meant a continuous supply
of petrol was needed (most of which
was provided from state reserves),
meaning that more than two tons of
petrol was carried manually to cellars
and used in the hot-air driers.
With its presence, the Center helped
solve many concrete cases of those
in need, and by means of People in
Need social judges for inner Prague
who were based there, it took part in
the distribution of SOS Floods contributions
to affected families.
MATERIAL
HUMANITARIAN AID
The demand for material aid and
offers of material gifts in the first
days and weeks after the floods created
a great confusion which was not
easy to understand. People in Need
sent only materials requested by
mayors or crisis management
groups and accepted only practical
gifts. More than 100 humanitarian
aid deliveries of different sizes were
dispatched to the affected localities.
A wide range of materials, including
hygienic supplies and disinfectants,
non-perishable food, work clothes,
protective devices, tools for knocking
off the soaked plaster and heavy
technology, were delivered. During
the next seven months 170 industrial
dryers, sump pumps, generators and
bore hammers were loaned or run by
People in Need.
The Mission of People in Need
The People in Need was started,
more than ten years ago,
to respond to the hopeless
situation of civilians in Bosnia
and Herzegovina and Nagorno
Kharabakh through minimal
humanitarian assistance.
Soon after it’s founding, People in
Need realized that it is not enough
to treat the symptoms of crises
caused by closed-minded leaders
and tolerated by democratic countries
sick with appeasement. Since
the mid 1990’s, People in Need
has been a multifunctional organization
with a strong vision that far
transcends simple humanitarian
aid.
Democracy, human rights and the
rule of law play an increasingly
important role in world affairs.
This is undeniably true for the
international bodies of which the
Czech Republic is a member - the
United Nations, the Organization
for Security and Cooperation in
Europe and NATO - and to the
European Union, which it aspires
to join. More than 40 years of
communist rule have created an
atmosphere of xenophobia and
self-victimization, from which the
Czechs are emerging and working
to develop an understanding of
the rights and responsibilities that
go hand-in-hand with democracy
and the ideals of an open society.
People in Need believes that only
through systematic education and
the dissemination of information
about the globalized world - its
fundamentals of open, democratic
and responsible societies - to the
general public can the Czech
Republic accept its share of global
responsibility. By focusing on
younger generations in particular,
People in Need hopes to help the
Czech nation accept the responsibility
demanded by peacekeeping
operations, international treaties
SOS Sarajevo, SOS Kosovo, SOS Afghanistan, SOS Floods...
and convents and foreign aid programs,
and at the same time, work
to create a domestic climate that
is tolerant of others.
The aim of People in Need is fourfold:
to effectively assist and support
people in need in crises and
post-crises regions; to generate
discussion about the role played
by the Czech state and its citizens
in global affairs and institutions;
to create a more tolerant and
inclusive society that sees cultural,
ethnic, racial and other differences
as a source of enrichment
and not a threat; and finally, to
mobilize public support for an
active pro-democratic, human
rights-orientated Czech foreign
policy. We deeply believe that
these four goals, when combined,
contribute to a synergetic effect
that will prevent wars, dictatorships
and totalitarian regimes
from ever being accepted as normal
in the course of world events.
