Dear Donors and Supporters,<br />
At this time a year ago, many of you decided to support<br />
the people and places afflicted by the 2002 floods in the<br />
Czech Republic through the SOS Floods Campaign of<br />
<strong>People</strong> in <strong>Need</strong>. To our great surprise, over <strong>CZK</strong> 269 million<br />
was donated to the SOS Floods bank account, illustrating<br />
your trust in us and giving us a tremendous task<br />
and a great responsibility.<br />
The <strong>People</strong> in <strong>Need</strong> executive board appointed a team to<br />
distribute your donations, mainly to individuals and public<br />
interest projects. A system of rules was created to<br />
govern the distribution of funds and fairly evaluate the<br />
need of recipients. The system allowed us to distribute<br />
the funds responsibly, on the basis of detailed knowledge<br />
of the situation in the flooded regions. A European<br />
Union Phare grant in 2002 and the support of the Charles<br />
S. Mott Foundation enabled <strong>People</strong> in <strong>Need</strong> to minimize<br />
the necessary operational expenses paid from the SOS<br />
public collection.<br />
On the following pages you will find a report on the use of<br />
the SOS Floods Campaign as of 15 July 2003. Even now,<br />
smaller donations keep coming in and the remainder of<br />
the funds is being distributed to families with cases still<br />
pending. When the distribution of all funds is completed,<br />
a report and accounting record will be delivered to the<br />
municipal government in Prague. Please take a few minutes<br />
to review the following report and decide for yourself<br />
if your expectations as a donor were fulfilled. <strong>People</strong> in<br />
<strong>Need</strong> is simply the administrator between you and those<br />
in need, and your evaluation of the effectiveness of our<br />
work is the basis on which we gauge our success.<br />

SOS Floods Public Collection<br />
and Distribution of Entrusted Funds<br />

As of 7 July 2003, <strong>CZK</strong> 268 521 711 (USD <strong>10</strong> 123 726) had been collected<br />
through the SOS Floods Campaign <strong>than</strong>ks to 45 <strong>000</strong> direct<br />
donations, 153 <strong>000</strong> donations through Czech Telecom’s hotline and<br />
448 <strong>000</strong> special mobile phone donations and material gifts.<br />
Support of Households 152 <strong>000</strong> <strong>000</strong> <strong>CZK</strong> 56,5 %<br />
Financial support led to the rebuilding and restoration of households<br />
and direct help to affected families and individuals, with 77<br />
cases still pending. A majority of funds from the public collection<br />
were distributed to households. As of 15 July 2003, <strong>CZK</strong> 152 170<br />
862 (USD 5 737 <strong>10</strong>1) had been distributed to 3 170 families and<br />
individuals in amounts ranging from <strong>CZK</strong> <strong>10</strong> <strong>000</strong> to <strong>CZK</strong> 350 <strong>000</strong><br />
(USD 377 to USD 13 196), and in exceptional cases a higher<br />
amount was distributed. The amount of support given depended<br />
on the extent of damage done in conjunction with the social and<br />
financial situation of the family in question.<br />
Public <strong>In</strong>terest Projects 99 <strong>000</strong> <strong>000</strong> <strong>CZK</strong> 36,8 %<br />
An important part of the funds from the Floods 2002 Collection<br />
is being used to support realization of public interest projects.<br />
These contributions are used to finance repairs and renewal of<br />
objects owned by towns and municipalities (schools, residential<br />
housing and others). As of publication, <strong>CZK</strong> 98 590 854 (USD 3<br />
717 043) have been spent on 132 of these projects. <strong>In</strong> most cases,<br />
public interest projects have been financed by specific donations<br />
from corporate donors.<br />
Small Projects 11 <strong>000</strong> <strong>000</strong> <strong>CZK</strong> 4,1 %<br />
<strong>CZK</strong> 11 132 661 (USD 419 720) from the public collection were<br />
used to cover the first humanitarian phase of the aid, including<br />
covering the costs of coordinating more <strong>than</strong> 3 <strong>000</strong> volunteers,<br />
distributing material donations and purchasing material aid delivered<br />
in more <strong>than</strong> <strong>10</strong>0 deliveries, as well as financing small<br />
longer-term projects. Over the course of the seven months following<br />
the floods, 170 industrial driers severely were used to dry<br />
flooded buildings, paid for from these funds. This resource was<br />
also used to finance the Karlin Contact Centre, a multipurpose<br />
project aimed at social and legal assistance in Karlin, a affected<br />
quarter of Prague.<br />
Projects’ completion and organizational costs 7 <strong>000</strong> <strong>000</strong> <strong>CZK</strong> 2,6 %<br />
A financial reserve is needed for completion of projects (the cases<br />
of aid to affected families and public interest projects which<br />
are still pending). A minor part of these funds is being used to<br />
cover necessary organizational and administrative (including<br />
accounting) costs needed for the realization of the aid. Operating<br />
costs taken from the public collection were minimized <strong>than</strong>ks to<br />
a European Union Phare grant in 2002 and the support of the<br />
Charles S. Mott Foundation.<br />

Aid for Affected Families<br />
A major part of the SOS<br />
Floods public donations were<br />
used to help families and individuals<br />
whose homes were<br />
damaged during the floods in<br />
August 2002.<br />
Although a large number of donations<br />
were collected, it was not possible<br />
to satisfy the needs of everyone<br />
affected by the floods and it was<br />
inevitable that some people would<br />
be dissatisfied. <strong>People</strong> in <strong>Need</strong><br />
accepted the task of administering<br />
and distributing the collection in the<br />
most effective and impartial way, to<br />
meet the obligations of those who<br />
contributed to the collection account<br />
and trusted <strong>People</strong> in <strong>Need</strong>.<br />
GEOGRAPHIC AREAS<br />
ADDRESSED<br />
Upon agreement with other humanitarian<br />
organizations, namely Adra,<br />
Diakonie and the Czech Catholic<br />
Charity, <strong>People</strong> in <strong>Need</strong> accepted<br />
responsibility for blanket aid to the<br />
affected districts of Strakonice,<br />
Prachatice and most of the flooded<br />
municipalities in the Melnik and Litomerice<br />
districts, as well as the cities<br />
of Usti nad Labem, Beroun and<br />
Decin. The aim was to visit every<br />
affected household and to decide on<br />
a contribution amount based on the<br />
actual situation of each family, combined<br />
with knowledge gathered from<br />
blanket screening. <strong>In</strong> west Bohemia,<br />
<strong>People</strong> in <strong>Need</strong> took over the most<br />
complicated cases after an agreement<br />
with the diocese charity in<br />
Pilsen. Starting in October 2002, <strong>People</strong><br />
in <strong>Need</strong> gradually took up projects<br />
in other territories, mainly in<br />
the Karlin and Liben quarters of<br />
Prague. Throughout the fall we<br />
learned that in some regions where<br />
<strong>People</strong> in <strong>Need</strong> was not active only a<br />
small number of the affected families<br />
were getting aid, giving the <strong>People</strong> in<br />
<strong>Need</strong> floods team an impetus to start<br />
activities in south Bohemia as well.<br />
SURVEY METHODS AND<br />
DECISION PROCESS<br />
Financial aid was given to families<br />
and individuals affected by the<br />
floods for the reconstruction and<br />
rebuilding of apartments and houses<br />
and for the recovery of basic<br />
household utilities. These contributions<br />
were assigned in accordance<br />
with the extent of the damage suffered<br />
and the socio-economic situation<br />
of the families, in conjunction<br />
with a number of objective and subjective<br />
stress factors. Household<br />
surveys were carried out with questionnaires<br />
completed by trained<br />
interviewers during personal visits<br />
to the flooded areas. <strong>In</strong> the first<br />
phase over 3<strong>000</strong> households were<br />
registered in the regions where<br />
<strong>People</strong> in <strong>Need</strong> was responsible for<br />
blanket monitoring of affected people.<br />
The methodology, questionnaires<br />
for the field survey and construction<br />
of the formula for<br />
evaluating the collected information<br />
describing the situation of the<br />
affected families were prepared in<br />
cooperation with STEM agency,<br />
which also carried out computer<br />
evaluation of the data. The families<br />
chosen after the data processing<br />
were subsequently visited by ‘social<br />
judges’ who carried out guided<br />
interviews, asked about the<br />
resources available and budget for<br />
the reconstruction and then suggested<br />
the contribution amount.<br />
The social judges also cooperated<br />
with local mayors and social security<br />
departments in order to find families<br />
and individuals who could not<br />
be contacted during the blanket<br />
mapping of damages. Altogether,<br />
5300 families have been contacted,<br />
registered and received a decision.<br />
The social judges treated all families<br />
on an individual basis, and carried<br />
out over 15 <strong>000</strong> visits. Gradually<br />
the judges became specialists on<br />
their localities, and with the help of<br />
the leaders of the municipalities,<br />
they were able to ensure that the<br />
contributions were assigned to<br />
those who needed aid to improve<br />
their situations and not to people<br />
who, on the contrary, were able to<br />
manage without additional help.<br />
Each household was considered<br />
individually; mainly to ensure that<br />
the aid went to those affected who<br />
were not able to improve their situation<br />
themselves and whose circumstances<br />
were not covered by<br />
the state or other humanitarian<br />
organizations. The contributions<br />
were entirely concrete and purposeful,<br />
providing help "with something"<br />
(reconstruction, purchasing<br />
equipment, static securing, new<br />
construction), not "for something"<br />
(blanket compensation for the<br />
floods), and they were provided as<br />
quickly as possible.<br />
The financial contributions were<br />
distributed mainly in the form of<br />
checks made out to the name and<br />
birth certificate number of the recipient.<br />
<strong>In</strong> a few cases the building and<br />
reconstruction work or material<br />
purchases were covered (e.g. in<br />
cases where the family was not able<br />
to compromise and ensure that<br />
some of its members would not use<br />
the gift for a different purpose <strong>than</strong><br />
reconstruction after the floods).<br />
When deciding on the amount of<br />
aid to be given, the contribution<br />
committee took into account the<br />
damages caused by the floods and<br />
the actual situation of the family<br />
(problems and concrete needs), as<br />
well as the possibilities and means<br />
the family had at its disposal. With<br />
the contributions, we were able to<br />
provide households with difficult<br />
family circumstances with indispensable<br />
financial resources to<br />
meet basic needs, as well as cover<br />
the cost of equipment, reconstruction<br />
or construction of a new home.<br />

The Reconstruction of Households in Numbers as of July 15, 2003<br />
187 cities, villages and small communities were covered by the <strong>People</strong> in <strong>Need</strong> project to help<br />
families in the Czech Republic.<br />
5 334 households damaged by the floodwater were registered with <strong>People</strong> in <strong>Need</strong>, including<br />
454 clients whose homes were completely destroyed by the floods or whose homes were condemned.<br />
152 170 862 <strong>CZK</strong> were distributed to 3 170 families and individuals, in increments ranging from<br />
<strong>10</strong> <strong>000</strong> <strong>CZK</strong> to 350 <strong>000</strong> <strong>CZK</strong>. 77 cases remain open or unresolved at the time of printing.<br />
989 cases were closed under the direction of the flood committee with no aid being given.<br />
1 142 households were assessed as having experienced such a low level of damage that either no<br />
aid was given by <strong>People</strong> in <strong>Need</strong> or the cases were passed to another organization.<br />

Public <strong>In</strong>terest Projects<br />
Flooded structures owned by<br />
towns and municipalities –<br />
schools and kindergartens,<br />
communication infrastructure,<br />
bridges and footbridges, community<br />
care houses, homes for<br />
the elderly, ferries, libraries,<br />
sources of drinking water,<br />
domestic houses and other<br />
public institutions, systems and<br />
buildings – were included on<br />
the list of public interest projects<br />
because they serve the<br />
community.<br />
A preliminary database of these projects<br />
and repairs necessary after the<br />
floods was created by the analytical<br />
information center of <strong>People</strong> in <strong>Need</strong>,<br />
which evaluated data collected by<br />
mobile teams working in the affected<br />
localities. A database of approximately<br />
260 necessary reconstructions<br />
became the basis for aid to the<br />
municipalities and towns, financed<br />
from the SOS Floods funds for public<br />
interest projects.<br />
MONITORING AND<br />
PROJECT SELECTION<br />
<strong>In</strong> the weeks after the floods, a number<br />
of contributions from corporate<br />
donors and institutions, along with<br />
individual gifts, began to appear. Corporate<br />
donors wanted to know the<br />
concrete purpose of their donations.<br />
The idea of connecting the corporate<br />
donors’ gifts with public interest projects<br />
developed, and as a result indi-<br />
vidual donations were used for aid to<br />
individual beneficiaries - households<br />
- and the corporate donors´ gifts were<br />
assigned to support public interest<br />
projects. Thorough monitoring carried<br />
out by <strong>People</strong> in <strong>Need</strong> coordinators<br />
provided valuable information<br />
on the importance of demands, other<br />
financial resources at the municipalities´<br />
disposal and the schedule and<br />
technological circumstances of the<br />
planned renewal and reconstruction.<br />
The decisive criteria for selecting a<br />
project and stipulating the amount of<br />
financial support were the necessity<br />
and importance of the public interest<br />
project, the financial outlook of the<br />
municipality and the ability of the<br />
municipality to cope with the situation<br />
itself. The decision-making took<br />
place in Prague by a commission<br />
composed of the coordinators of public<br />
interest projects, representatives<br />
of the floods team board and the<br />
management of <strong>People</strong> in <strong>Need</strong>.<br />
CONTROL OF THE USE<br />
OF CONTRIBUTIONS<br />
Every contribution was secured contract<br />
between <strong>People</strong> in <strong>Need</strong> and<br />
either the afflicted institution itself or<br />
its operator (a town or municipality).<br />
Part of the conditions for paying out<br />
80% of the financial gift (purposely<br />
the majority of the contribution<br />
because often time was an important<br />
factor in the flooded areas and cash<br />
was needed to start the reconstruction)<br />
was an outline of the project, a<br />
list of equipment to be renewed, a<br />
budget listing possible procedures<br />
and time frames and information on<br />
additional financial resources of the<br />
municipality or town. <strong>In</strong> some specific<br />
cases <strong>People</strong> in <strong>Need</strong> required<br />
more information and documents<br />
related to the project. <strong>In</strong> cases of<br />
doubt or uncertainty about the appropriateness<br />
of the budget for renewal<br />
or equipment purchase an assessment<br />
was carried out - a construction<br />
specialist employed by <strong>People</strong> in<br />
<strong>Need</strong> was sent to the site or an average<br />
market price was determined and<br />
compared with prices on the budget.<br />
The remaining 20% of the contribution<br />
was transferred after a final<br />
report, which included information<br />
on finishing the reconstruction or<br />
repairs and purchasing equipment,<br />
was handed in. A statement of<br />
progress on the project and documentation<br />
of project completion was<br />
also submitted.<br />
You can find an overview of the projects,<br />
including specific gifts from<br />
corporate donors and their application,<br />
in the following table. The<br />
amounts of money in the table are set<br />
aside for each project (usually representing<br />
only one portion of overall<br />
costs, as the rest are covered by other<br />
resources of the town or municipality)<br />
and guaranteed by a contract.<br />
The full transfer of money was<br />
dependent on fulfilling the conditions<br />
necessary to control accountability<br />
and the utilization of resources.<br />

VOLUNTEERS<br />
As the floods reached their peak,<br />
<strong>People</strong> in <strong>Need</strong> were forced to leave<br />
the coordination of aid to specialists<br />
in rescue operations, despite the<br />
interest of people who were willing<br />
to help with the integrated rescue<br />
system of the Czech Republic. <strong>People</strong><br />
in <strong>Need</strong> is not a lifesaving team and<br />
does do not have the necessary<br />
equipment and experience to be able<br />
to duplicate activities of lifesavers,<br />
fire brigades, army forces or the<br />
police. Danger subsided along with<br />
the flood water, leaving enormous<br />
amounts of cleanup work behind. It<br />
was necessary to clean the flooded<br />
areas and to clear away alluvium. As<br />
soon as possible, groups of volunteers,<br />
organized by <strong>People</strong> in <strong>Need</strong><br />
and the Volunteer Center of Charles<br />
University, were dispatched. <strong>People</strong><br />
in <strong>Need</strong> realized that it is easy to<br />
complicate a situation while trying to<br />
be helpful, which is why teams were<br />
sent in only after an agreement with<br />
local mayors or crisis management<br />
groups in the affected areas. Each<br />
group had all the necessary equip-<br />
ment and was well organized, with a<br />
leader who negotiated with the<br />
municipality and coordinated the<br />
division of work.<br />
<strong>In</strong> just a few weeks, over 3<strong>000</strong> volunteers<br />
were dispatched to dozens of<br />
flooded localities. They provided a<br />
total of more <strong>than</strong> 150,<strong>000</strong> manhours<br />
of labor for flood relief.<br />
CONTACT CENTER IN KARLIN<br />
<strong>People</strong> in <strong>Need</strong> were aware that the<br />
number of affected localities was<br />
enormous and that despite the great<br />
support and trust it was given, <strong>People</strong><br />
in <strong>Need</strong> could not be present in all<br />
flooded regions. Prague, although it<br />
was severely affected, was evaluated<br />
as a locality that for the most part<br />
was able to cope better <strong>than</strong> flooded<br />
villages and small towns. However,<br />
the situation in the Karlin quarter of<br />
Prague was alarming. <strong>People</strong> began<br />
returning to their homes in September<br />
and one big problem was a lack<br />
of information. A <strong>People</strong> in <strong>Need</strong><br />
Contact Center was opened on Karlinske<br />
Square as a multipurpose pro-<br />
ject. A team, working from a trailer,<br />
offered practical information on the<br />
re-connection of telephone lines, gas<br />
and electricity supplies, structural<br />
appraisal of houses, financial benefits<br />
and possibilities of finding alternative<br />
accommodation, as well as other<br />
information for those affected,<br />
including free legal advice. The team<br />
coordinated with institutions of the<br />
quarter and of the local government<br />
of Prague, to the benefit of those<br />
affected by the floods. It served as an<br />
independent source of information<br />
about the Karlin quarter. Members of<br />
the team were involved in solving the<br />
often complicated cases of flooded<br />
families. There were several social<br />
workers, mainly helping the elderly,<br />
who facilitated the return of people to<br />
a quarter where facilities were not<br />
open or working (e.g. there was not a<br />
single store open). The "drying team"<br />
offered its help to private owners of<br />
houses - basements and cellars in<br />
hundreds of houses were flooded<br />
and saturated with water, and with<br />
winter coming, structural engineers<br />
were rather pessimistic. From fall to<br />
spring there were more <strong>than</strong> one<br />

hundred industrial dryers running,<br />
provided by <strong>People</strong> in <strong>Need</strong>. Their<br />
operation meant a continuous supply<br />
of petrol was needed (most of which<br />
was provided from state reserves),<br />
meaning that more <strong>than</strong> two tons of<br />
petrol was carried manually to cellars<br />
and used in the hot-air driers.<br />
With its presence, the Center helped<br />
solve many concrete cases of those<br />
in need, and by means of <strong>People</strong> in<br />
<strong>Need</strong> social judges for inner Prague<br />
who were based there, it took part in<br />
the distribution of SOS Floods contributions<br />
to affected families.<br />
MATERIAL<br />
HUMANITARIAN AID<br />
The demand for material aid and<br />
offers of material gifts in the first<br />
days and weeks after the floods created<br />
a great confusion which was not<br />
easy to understand. <strong>People</strong> in <strong>Need</strong><br />
sent only materials requested by<br />
mayors or crisis management<br />
groups and accepted only practical<br />
gifts. More <strong>than</strong> <strong>10</strong>0 humanitarian<br />
aid deliveries of different sizes were<br />
dispatched to the affected localities.<br />
A wide range of materials, including<br />
hygienic supplies and disinfectants,<br />
non-perishable food, work clothes,<br />
protective devices, tools for knocking<br />
off the soaked plaster and heavy<br />
technology, were delivered. During<br />
the next seven months 170 industrial<br />
dryers, sump pumps, generators and<br />
bore hammers were loaned or run by<br />
<strong>People</strong> in <strong>Need</strong>.<br />

The Mission of <strong>People</strong> in <strong>Need</strong><br />
The <strong>People</strong> in <strong>Need</strong> was started,<br />
more <strong>than</strong> ten years ago,<br />
to respond to the hopeless<br />
situation of civilians in Bosnia<br />
and Herzegovina and Nagorno<br />
Kharabakh through minimal<br />
humanitarian assistance.<br />
Soon after it’s founding, <strong>People</strong> in<br />
<strong>Need</strong> realized that it is not enough<br />
to treat the symptoms of crises<br />
caused by closed-minded leaders<br />
and tolerated by democratic countries<br />
sick with appeasement. Since<br />
the mid 1990’s, <strong>People</strong> in <strong>Need</strong><br />
has been a multifunctional organization<br />
with a strong vision that far<br />
transcends simple humanitarian<br />
aid.<br />
Democracy, human rights and the<br />
rule of law play an increasingly<br />
important role in world affairs.<br />
This is undeniably true for the<br />
international bodies of which the<br />
Czech Republic is a member - the<br />
United Nations, the Organization<br />
for Security and Cooperation in<br />
Europe and NATO - and to the<br />
European Union, which it aspires<br />
to join. More <strong>than</strong> 40 years of<br />
communist rule have created an<br />
atmosphere of xenophobia and<br />
self-victimization, from which the<br />
Czechs are emerging and working<br />
to develop an understanding of<br />
the rights and responsibilities that<br />
go hand-in-hand with democracy<br />
and the ideals of an open society.<br />
<strong>People</strong> in <strong>Need</strong> believes that only<br />
through systematic education and<br />
the dissemination of information<br />
about the globalized world - its<br />
fundamentals of open, democratic<br />
and responsible societies - to the<br />
general public can the Czech<br />
Republic accept its share of global<br />
responsibility. By focusing on<br />
younger generations in particular,<br />
<strong>People</strong> in <strong>Need</strong> hopes to help the<br />
Czech nation accept the responsibility<br />
demanded by peacekeeping<br />
operations, international treaties<br />

and at the same time, work<br />
to create a domestic climate that<br />
is tolerant of others.<br />
The aim of <strong>People</strong> in <strong>Need</strong> is fourfold:<br />
to effectively assist and support<br />
people in need in crises and<br />
post-crises regions; to generate<br />
discussion about the role played<br />
by the Czech state and its citizens<br />
in global affairs and institutions;<br />
to create a more tolerant and<br />
inclusive society that sees cultural,<br />
ethnic, racial and other differences<br />
as a source of enrichment<br />
and not a threat; and finally, to<br />
mobilize public support for an<br />
active pro-democratic, human<br />
rights-orientated Czech foreign<br />
policy. We deeply believe that<br />
these four goals, when combined,<br />
contribute to a synergetic effect<br />
that will prevent wars, dictatorships<br />
and totalitarian regimes<br />
from ever being accepted as normal<br />
in the course of world events.<br />
