Summary of EventsAt about 16:30hrs AC Hayman was due to address the Crime ReportersAssociation (CRA). This followed the press conference which had just releasedthe images of the four men wanted in connection with the previous day’sattempted bombings. He was accompanied by MPS Press Officers. Prior to thebriefing, the press officers advised AC Hayman that he was likely to be asked bymembers of the CRA which of the four men had been shot. He was also advisedby one of the press officers that he understood the deceased was not believedto be one of the four terrorist bombers. In anticipation of such questions ACHayman made a telephone call.According to witnesses, shortly after 16:30hrs AC Hayman briefed the CRA thatthe deceased was not one of the four sought in connection with the previousday’s failed attacks. AC Hayman could recall none of the detail of his briefingwhen he was subsequently interviewed, though in later correspondence his legalrepresentatives claimed that he must have briefed this gathering to the effectthat the deceased was “not believed” to be one of the four.At 17:07hrs, shortly after the CRA briefing, BBC Television News 24 reported thefollowing:‘A line just in about the shooting in <strong>Stockwell</strong> earlier. The man shotdead at the tube station is not thought to be one of the four menshown in CCTV pictures released this afternoon’.This was followed at 17:18hrs by footage of a BBC reporter outside NSYconfirming that there had been a special police briefing and stating:‘… We don’t know anymore than the police have said for sure that hewas challenged, he refused to obey instructions, he was subsequentlyshot and he was not one of the four people whose images werereleased by police a little earlier’.At either 17:00hrs or 18:00hrs, (there is no formal record of the time and thosepresent had conflicting recollections, but the investigation team conclude thatit was about 17:00hrs), a Management Board meeting took place involvingsenior MPS officers, MPA members and Home Office representatives. Thosepresent included the Commissioner and AC Hayman. A smaller sub-meetingtook place after the main meeting and those in attendance again included theCommissioner and AC Hayman.The Management Board meeting received a general update and the submeetingdiscussed in detail what could be released into the public domain.There are different accounts of what took place in that sub-meeting. The oneset of notes taken record that those present were advised by AC Hayman thatthe press were saying that the shot man was not one of the four suspects, but,he added that it was important to ”present that he was”. AC Hayman disputesthis, but, whether or not he said this, it is clear that he did not tell those present7
