Krahe, Athletic Director, Harbor Creek High SchoolDATE: August 1, 2011RE: 2011 DISTRICT 10 SOCCER TOURNAMENTAttached is information regarding the 2011 District 10 Girls’ and Boys’ SoccerTournament. The tournament will consist of the following number of teams:GIRLS: AAA 2 Teams BOYS: AAA 2 TeamsAA 8 Teams AA 6 TeamsA 2 Teams A 4 TeamsThe District 10 Tournament will commence on Monday, October 31, 2011 andconclude on Saturday, November 5, 2011. Therefore, regions should conclude their regionalschedules, to determine representatives for tournament play, by October 26, 2011. Bracketsand dates were established at the August meeting of the District 10 Committee; however, timesand site selections will be delayed until the October meeting.The soccer tournament will be a regional representative tournament. The followinggeneral policy relating to qualifying for District 10 playoffs in team sports will apply to thisyear’s soccer tournament:1. Region champions will automatically qualify.2. In mixed classification regions, the highest-ranking team in classification willqualify (if one is not region champion) provided there are two or more teams of thesame classification.3. A single classified team in a region with teams of higher classification can qualifyautomatically only if that team wins the region championship, but otherwise canqualify as an at-large team under the criteria established pertinent to each sport.4. A single classified team in a region with teams of lower classification can qualifyautomatically on if that team wins the region championship, or can be considered asan at-large team provided it has a .500 record, or as an at-large team under othercriteria established pertinent to each sport.5. All other teams entering the District Tournaments shall qualify on an at-large basis,and the following criteria will be utilized in the assessment process.

The listed criteria are not in order of importance, nor are they intended to bemutually exclusive, or equal in weight, with any given situation.i. Overall record in respective regionii. Position in respective league standingiii. Number of teams of the same classification in region in relation to thenumber of similar classified teams in other regionsiv. Number of teams in the region of a higher or lower classification that maynegatively impact or unduly enhance league record6. In an situation where two or more teams from the same region are tied in regionplay and are being considered for playoff positions fewer than the number of tiedteams, the following criteria will be utilized:i. Head-to-head among tied teams. If a tie still persists:ii. Record against similar classified teams in that region. If a tie still persists:iii. Overall record7. If more than two teams are tied and one team has qualified through the abovecriteria, and another position in the playoffs is available, the following criteria willbe utilized:i. Head-to-head among tied teams. If a tie still persists:ii. Record against similar classified teams in that region. If a tie still persists:iii. Overall record8. If no determination is made after consideration of the above criteria, then thefollowing criteria may be utilized in the assessment process. The listed criteria arenot in order of importance, nor are they intended to be mutually exclusive, or equalin weight, with any given situation.i. Head to head play between teams under consideration if they have playedeach otherii. Won-loss record, against common opponentsiii. League and/or regional balanceiv. Overall season recordv. Non-region won-loss record, against teams of similar classificationNote: In no case will a team of who finishes below another team of the sameclassification in the same region be chosen above that team.

The following are reminders and responsibilities of the school’s who are anticipatingentrance into this year’s soccer tournament(s): The top team in the bracketing will be the home team and will wear whiteuniforms. Each school must provide two ball girls/ boys for each game they play. Each school must send PIAA eligibility sheet(s) to Mr. Krahe by October 3, 2011. Each school must E-Mail team rosters (in the provided template format) to Mr.Krahe by October 3, 2011, to help facilitate the production of a tournamentprogram. An admission of $5.00 [all tickets] will be charged for all games during thetournament. Tickets are valid for all games played that day. Principals andAthletic Directors are to notify their respective student bodies and fans. A three-whistle system of officials will be used for all contests. All schools arerequested to return the attached officials’ form to Mr. Picardo by October 3, 2011.In addition, contact will be made with all PIAA District 10 soccer chapterpresidents requesting that each chapter recommend officials to officiate thetournament based on ability and availability. The responses received from thecoaches and chapters will be crosschecked for compatibility. District 10 Marketing Items will be available at all contests, as long as supplieslast. Site facilities have restrooms available for contestants and spectators and aconcession stand will be open at all times Locker room and shower facilities will be provided with advanced requests of thehost facility.Should a conflict develop concerning the scheduling of your game, please notify theTournament Directors immediately. It will be resolved if possible; however, if a solution is notpossible, all scheduled dates and times will be followed.All schools qualifying for the tournament must notify the Tournament Directors at the earliestpossible date, but no later than October 3, 2011 of their interest in participating in this year’stournament(s).Additionally, all participating schools should notify the print and electronic media in theirarea concerning tournament details. ENTRY OF A TEAM OR INDIVIDUAL COMPETITOR BY AMEMBER SCHOOL INTO A PIAA DISTRICT TEN TOURNAMENT SIGNIFIESTHAT THE MEMBER SCHOOL ACCEPTS THE CONDITIONS AND PROVISIONSTHAT ARE INHERENT WITH THE TOURNAMENT RULES, REGULATIONS ANDGUIDELINES.FURTHER, A MEMBER SCHOOL ACCEPTS THE FACT THAT THE PIAADISTRICT TEN CHAIRMAN, EXECUTIVE COMMITTEE, TOURNAMENTDIRECTOR AND DISTRICT TEN COMMITTEE RESERVES THE RIGHT TOMAKE CHANGES IN THE MANAGEMENT, SCHEDULE, SITES, DATES, TIMESAND OPERATIONS OF CHAMPIONSHIPS WHEN IN THEIR JUDGMENT ITBECOMES NECESSARY TO DO SO.
