November 6, 2008 April 13, 2009 July 14, 2009 January 6, 2010 July 14, 2010 July 14, <strong>2011</strong>Four Committees were established by the <strong>Commission</strong>: Requirements for equipment, and facilities (Equipment & Facilities Committee) –Members: Sheriff Hornecker Training for <strong>Court</strong> <strong>Security</strong> Officers (Training Committee) – Members: Judge Nau Protocol & Procedures (Protocol & Procedures Committee) – Members: Justice Hill,Judge Donnell & Ms. Stone Requirements for local <strong>Court</strong> <strong>Security</strong> Management Committees (Local ManagementCommittee) – Members: No one currently <strong>as</strong>signedPriorities Established by the CommitteesEquipment & Facilities Committee: Developing a minimum equipment guidelineconsisting <strong>of</strong> the b<strong>as</strong>ic equipment any agency could rely on to implement their courtsecurity operation. The revenue and manpower resource <strong>of</strong> each agency, large or small,will be considered before developing “model policy” and b<strong>as</strong>eline for implementing courtsecurity.Training Committee: Implement a training program providing the necessary tools andknowledge to execute and administer an effective security program in any jurisdiction in<strong>Wyoming</strong>. This training program will provide participants with the necessary training toprovide an on-site audit or survey <strong>of</strong> their court facilities, establish a court securitycommittee, design emergency response plans, plan for high risk and/or high pr<strong>of</strong>ile trials,conduct security screening <strong>of</strong> persons and property, respond to security threats, andadequately protect the judiciary and public who use the courthouse facilities on a regularb<strong>as</strong>is.Protocol & Procedures Committee: Developing a b<strong>as</strong>ic court security protocoladdressing the following issues and concerns: (1) Scope (extent <strong>of</strong> the physical facility)<strong>of</strong> the area to be protected (e.g. courtroom only or entire courthouse); (2) Whether onlydistrict or circuit courts will be subject to the <strong>Commission</strong>’s suggested standards orwhether municipal courts are also covered; (3) Which local agency h<strong>as</strong> primaryjurisdiction for court security (e.g. the Sheriff, the police, or the courts themselves); (4)Should the <strong>Commission</strong> recommend court security <strong>of</strong>ficers be P.O.S.T. certified lawenforcement <strong>of</strong>ficers <strong>as</strong> a minimum.Local Management Committee: The top priority for this Committee is to identify theactual needs <strong>of</strong> each county with regards to court security, including any p<strong>as</strong>t issues withthreats. Objectives relating to this priority are the actual threats or realistic potential2
