Be aware that Q<strong>an</strong>tascharges $30.00 per person per on-l<strong>in</strong>e <strong>in</strong>ternational book<strong>in</strong>g , <strong>an</strong>d $7.50 per passenger per domestic book<strong>in</strong>g. Thisme<strong>an</strong>s <strong>the</strong> cost for a family <strong>of</strong> 4 to travel overseas is <strong>in</strong>creased by $120.My comment is that as long as comp<strong>an</strong>ies gouge <strong>the</strong>ir customers <strong>an</strong>d clients as Q<strong>an</strong>tas do, <strong>the</strong>n <strong>cheques</strong> have torema<strong>in</strong> as a viable option for <strong>the</strong> public (ie your customers <strong>an</strong>d clients)ITI saw your CEO <strong>in</strong>terviewed on <strong>the</strong> Midday Report (ABC) today <strong>an</strong>d thought you might be <strong>in</strong>terested <strong>in</strong> my use <strong>of</strong><strong>cheques</strong> <strong>an</strong>d my reason for us<strong>in</strong>g <strong>cheques</strong>.I do not use <strong>cheques</strong> for day-to-day <strong>payments</strong> but <strong>the</strong>re are some <strong>in</strong>st<strong>an</strong>ces <strong>in</strong> which I f<strong>in</strong>d <strong>cheques</strong> useful or evennecessary.By far <strong>the</strong> most number <strong>of</strong> <strong>cheques</strong> I write are for birthday <strong>an</strong>d Christmas presents for my sons, <strong>the</strong>ir spouses,children, gr<strong>an</strong>dchildren, nephews <strong>an</strong>d nieces. It makes a nice present that c<strong>an</strong> be enclosed with a card, <strong>an</strong>d it is muchnicer th<strong>an</strong> say<strong>in</strong>g "here is a card...I'll tr<strong>an</strong>sfer <strong>the</strong> money to your account".O<strong>the</strong>r <strong>cheques</strong> are occasionally required when comp<strong>an</strong>ies are rais<strong>in</strong>g capital. Some comp<strong>an</strong>ies still require <strong>cheques</strong>for purchas<strong>in</strong>g shares <strong>in</strong> a capital rais<strong>in</strong>g. THE ROLE OFCHEQUES IN ANEVOLVINGPAYMENTS SYSTEMWhilst not <strong>in</strong> <strong>an</strong>y way deny<strong>in</strong>g that m<strong>an</strong>y <strong>payments</strong> <strong>the</strong>se days are made on l<strong>in</strong>e or by automatic debit to a Credit Cardaccount <strong>the</strong>re are still a number <strong>of</strong> areas where nei<strong>the</strong>r <strong>of</strong> <strong>the</strong>se is <strong>an</strong> option. From my personal observation some <strong>of</strong><strong>the</strong>se could <strong>in</strong>clude:Rates payable to Municipal or Shire Councils as some state explicitly that Credit Card <strong>payments</strong> will not beaccepted.Ano<strong>the</strong>r which comes to m<strong>in</strong>d would be levies paid to Bodies Corporate <strong>in</strong> Strata Schemes at least with smallerschemes but I do not know <strong>of</strong> <strong>an</strong>y schemes which do accept Credit Card <strong>payments</strong>.A fur<strong>the</strong>r <strong>in</strong>st<strong>an</strong>ce which I saw when work<strong>in</strong>g <strong>in</strong> a Law Office was ( <strong>in</strong> particular) payment <strong>of</strong> Counsel's fees orsimilar fees payable to Mediators.I c<strong>an</strong>not see <strong>an</strong>y signs <strong>of</strong> <strong>the</strong>se <strong>in</strong>st<strong>an</strong>ces ch<strong>an</strong>g<strong>in</strong>g <strong>in</strong> <strong>the</strong> near future. I might note here that some Doctors still <strong>in</strong>sist onpayment by cheque so you c<strong>an</strong> see that <strong>the</strong>re is still plenty <strong>of</strong> use for <strong>cheques</strong>. Personally I use my Mastercardwhenever I c<strong>an</strong> but I always keep my cheque book h<strong>an</strong>dy for <strong>payments</strong> such as I have mentioned above. I am sure thato<strong>the</strong>r <strong>in</strong>st<strong>an</strong>ces may come to m<strong>in</strong>d but I thought that I would like to mention those that I have set out. Just as <strong>an</strong>addendum with regard to Law Offices whilst you would f<strong>in</strong>d that salaries are paid directly to <strong>the</strong> staff member's B<strong>an</strong>kaccount <strong>the</strong>re are <strong>an</strong>y number <strong>of</strong> <strong>payments</strong> still made by cheque.I rema<strong>in</strong>,GDHi,I would like to comment on <strong>the</strong> use <strong>of</strong> <strong>cheques</strong>, I am a member <strong>of</strong> a few org<strong>an</strong>izations that require two signatures on a<strong>cheques</strong> to access funds. Most community org<strong>an</strong>izations use this method <strong>of</strong> access<strong>in</strong>g funds <strong>an</strong>dpay<strong>in</strong>g accounts. Cheques will still be essential until <strong>the</strong> schools streaml<strong>in</strong>e all <strong>the</strong>ir f<strong>in</strong><strong>an</strong>ces [last year <strong>the</strong>y<strong>in</strong>troduced Bpay for <strong>an</strong>nual fees], but throughout <strong>the</strong> year, amounts <strong>of</strong> $25 for <strong>an</strong> excursion/<strong>in</strong>cursion, or more,for uniform shop, as cash, is easily lost/stollen as <strong>the</strong>y run <strong>of</strong>f to school.From time to time one comes across situations where o<strong>the</strong>rs[small bus<strong>in</strong>esses] don't have visa/mastercard facilities,or else <strong>the</strong>y charge fees on <strong>the</strong>se, mak<strong>in</strong>g <strong>cheques</strong> still relev<strong>an</strong>t.B<strong>an</strong>ks <strong>of</strong>ten don't supply regular statements [I am not comfortable with <strong>the</strong> safety <strong>of</strong> <strong>in</strong>ternet b<strong>an</strong>k<strong>in</strong>g] <strong>the</strong>refore <strong>the</strong>cheque book buts, supply <strong>the</strong> opportunity to keep track <strong>of</strong> expenses, & as a record, to tick <strong>of</strong>f <strong>the</strong> tr<strong>an</strong>sactions when <strong>the</strong>statements do arrive.

We<strong>the</strong>refore cont<strong>in</strong>ue to accept personal <strong>cheques</strong>, even though we would prefer not to h<strong>an</strong>dle <strong>the</strong>m.M<strong>an</strong>y <strong>of</strong> <strong>the</strong> bad debts we have <strong>in</strong>curred have been from clients pass<strong>in</strong>g bad <strong>cheques</strong>.As a medical bus<strong>in</strong>ess, patients w<strong>an</strong>t a receipt immediately on payment to obta<strong>in</strong> <strong>the</strong>ir Medicare rebate. In good faithwe <strong>in</strong>itially issued receipts for payment s made by cheque. However, when some <strong>cheques</strong> presented were dishonouredafter b<strong>an</strong>k<strong>in</strong>g, we were not only left with a bad debt for <strong>the</strong> out-<strong>of</strong>-pocket portion <strong>of</strong> <strong>the</strong> <strong>in</strong>voice but also <strong>the</strong> rebate whichwe would ord<strong>in</strong>arily be able to claim directly from Medicare.We now have to monitor all <strong>cheques</strong> b<strong>an</strong>ked <strong>an</strong>d issue receipts only after sufficient time has elapsed after b<strong>an</strong>k<strong>in</strong>g toensure that we m<strong>in</strong>imise our bad debts. This creates <strong>an</strong> adm<strong>in</strong>istrative burden on top <strong>of</strong> <strong>the</strong> additional time spenth<strong>an</strong>dl<strong>in</strong>g <strong>an</strong>d b<strong>an</strong>k<strong>in</strong>g <strong>cheques</strong>. With o<strong>the</strong>r payment methods widely available, we would prefer to see <strong>the</strong> use <strong>of</strong>personal <strong>cheques</strong> <strong>in</strong> particular, discont<strong>in</strong>ued.K<strong>in</strong>d Regards,NRAs a 71 year old I use <strong>an</strong>d prefer electronic <strong>payments</strong> <strong>an</strong>d receipts. I use <strong>cheques</strong> on <strong>the</strong> rare occasion that no o<strong>the</strong>roption is provided. However, I receive a pension from a former employer <strong>in</strong> <strong>the</strong> USA by cheque each month. I haveasked for electronic deposit to my account but <strong>the</strong>y advise that <strong>the</strong>y are unable to process direct deposits overseas. Ineed to be able to clear <strong>the</strong>se USA <strong>cheques</strong> <strong>an</strong>d receive <strong>the</strong> funds.RegardsVRI am <strong>an</strong> <strong>in</strong>dividual family m<strong>an</strong> with close ties to a Bushfire Brigade (charity).1. I personally occasionally use <strong>cheques</strong> but only when necessary. My use <strong>of</strong> <strong>cheques</strong> has gone from primary method <strong>of</strong> money exch<strong>an</strong>ge <strong>in</strong> both directions to occasional use <strong>in</strong> bothdirections.3. Documented (formal) exch<strong>an</strong>ge <strong>of</strong> money without <strong>the</strong> need <strong>of</strong> a computer or o<strong>the</strong>r electronic device.4. I have no pl<strong>an</strong>s to ch<strong>an</strong>ge because I have no alternative for <strong>the</strong> few occurrences that still occur.5. Personally no customers. The BFB is decreed to only pay bills by cheque, however we have a Direct Debitarr<strong>an</strong>gement to pay <strong>the</strong> regular telephone accounts.6. In my world, <strong>the</strong> charity (BFB) will be extremely affected. It reimburses small amounts to members <strong>an</strong>d pays r<strong>an</strong>dombills. It has no computer <strong>an</strong>d relies on <strong>in</strong>dividual members electronic-f<strong>in</strong><strong>an</strong>cial expertise <strong>an</strong>d b<strong>an</strong>k<strong>in</strong>g services to make

The cheque book requires 2 <strong>of</strong> three signatures <strong>an</strong>d c<strong>an</strong>be passed to alternative people to pay amounts when <strong>the</strong> primary person (treasurer) is not available (on holidays).7. My BFB does not have adequate access to o<strong>the</strong>r payment options.8. I believe we do currently have awareness <strong>of</strong> o<strong>the</strong>r options, but are restricted by <strong>in</strong>ternal <strong>an</strong>d external "laws" <strong>an</strong>d <strong>the</strong>ability to pass <strong>the</strong> job between people.9. No o<strong>the</strong>r payment currently replaces all <strong>the</strong> uses <strong>of</strong> <strong>cheques</strong>.10. no11. I c<strong>an</strong>not see how we c<strong>an</strong> avoid <strong>the</strong> functionality <strong>of</strong> documented r<strong>an</strong>dom f<strong>in</strong><strong>an</strong>cial tr<strong>an</strong>sactions. However I suspect<strong>the</strong>re may be a way <strong>of</strong> mak<strong>in</strong>g <strong>the</strong>se tr<strong>an</strong>sactions able to be cleared "onl<strong>in</strong>e" from one end <strong>of</strong> <strong>the</strong> tr<strong>an</strong>saction, withouth<strong>an</strong>d<strong>in</strong>g private account <strong>in</strong>formation to "un trusted" persons/comp<strong>an</strong>ies.12. I have not paid by cheque when <strong>the</strong>re is a viable alternative.13. Safety <strong>of</strong> account numbers <strong>an</strong>d access <strong>in</strong> this electronic age, efficiency, <strong>an</strong>d cost are very import<strong>an</strong>t.14. I only accept <strong>cheques</strong> when <strong>the</strong>re is no alternative.15. The BFB is prevented from exist<strong>in</strong>g alternatives because <strong>cheques</strong> are decreed by laws, <strong>an</strong>d <strong>the</strong>re is no currentalternative for documented r<strong>an</strong>dom exch<strong>an</strong>ge <strong>of</strong> non-electronic funds. The issuer does not need detailed account<strong>in</strong>formation to complete <strong>the</strong> tr<strong>an</strong>saction.16. noOverall commentThe issue <strong>of</strong> cheque replacement will be forced by cost. The number <strong>of</strong> personal <strong>cheques</strong> issued is extremely small asmore <strong>an</strong>d more org<strong>an</strong>isations move to electronic funds tr<strong>an</strong>sfer. I only write one or two a year, <strong>an</strong>d receive less th<strong>an</strong>one a year. All personal regular tr<strong>an</strong>sactions are direct debit (<strong>in</strong>clud<strong>in</strong>g Bpay) or direct credit (<strong>in</strong>clud<strong>in</strong>g dividends). Mostare "automatic".The primary reason for <strong>the</strong> BFB charity (Bushfire Brigade) stay<strong>in</strong>g with <strong>cheques</strong> is:-documentation <strong>of</strong> <strong>the</strong> tr<strong>an</strong>saction is easy <strong>an</strong>d complete.costs are low (currently).no electronics required.The tr<strong>an</strong>saction is immediate, even though <strong>the</strong> actual exch<strong>an</strong>ge <strong>of</strong> funds is delayed.Electronic tr<strong>an</strong>sactions have <strong>in</strong>complete <strong>an</strong>d <strong>in</strong>adequate documentation. Where as a cheque stub c<strong>an</strong> have a lot more<strong>in</strong>formation written on it th<strong>an</strong> <strong>an</strong>y electronic process I have come across. This allows for easy audit<strong>in</strong>g <strong>an</strong>d account<strong>in</strong>g <strong>in</strong><strong>an</strong> org<strong>an</strong>isation which is not run by a dedicated person or team. It is run by part time volunteers who c<strong>an</strong>not alwayscomplete tasks immediately or electronically.For example, currently I run my own database <strong>in</strong>to which I load all my f<strong>in</strong><strong>an</strong>cial tr<strong>an</strong>sactions. This is necessary because<strong>the</strong> 18 characters <strong>the</strong> b<strong>an</strong>k provides for notes on tr<strong>an</strong>sfers <strong>an</strong>d <strong>payments</strong> is <strong>in</strong>sufficient to record <strong>the</strong> <strong>in</strong>formation that Ineed to keep to underst<strong>an</strong>d where my money goes. Electronic credit card statements do not provide <strong>an</strong>y fields for mynotes <strong>an</strong>d <strong>in</strong>formation on <strong>an</strong>y tr<strong>an</strong>sactions. In my op<strong>in</strong>ion, this is a major reason that <strong>cheques</strong> are used <strong>in</strong> charities <strong>an</strong>dprobably by older people. Not everybody c<strong>an</strong> import <strong>the</strong>ir 7 b<strong>an</strong>k<strong>in</strong>g/credit accounts <strong>in</strong>to <strong>the</strong>ir personal database.The speed <strong>of</strong> <strong>the</strong> money tr<strong>an</strong>sfer is not <strong>the</strong> issue. The issue is <strong>the</strong> speed <strong>of</strong> <strong>the</strong> tr<strong>an</strong>saction/agreement for that tr<strong>an</strong>sfer.


THE ROLE OFCHEQUES IN ANEVOLVINGPAYMENTS SYSTEMThe cheque is not a very secure method <strong>of</strong> tr<strong>an</strong>sfer, <strong>an</strong>d <strong>the</strong>refore relies on trust. Cheques c<strong>an</strong> be forged, signaturesc<strong>an</strong> be forged, amounts c<strong>an</strong> be ch<strong>an</strong>ged. These th<strong>in</strong>gs happen relatively little <strong>in</strong> <strong>the</strong> current f<strong>in</strong><strong>an</strong>cial world where <strong>the</strong>reis no alternative to <strong>cheques</strong>. I believe a "cheque" with appropriate (equal or better) security functions, that c<strong>an</strong> be"cleared" or entered <strong>in</strong>to <strong>the</strong> b<strong>an</strong>k<strong>in</strong>g <strong>system</strong> (electronically) by <strong>the</strong> recipient, would provide <strong>the</strong> f<strong>in</strong><strong>an</strong>cial <strong>system</strong> with asuitable replacement for <strong>the</strong> current cheque, <strong>in</strong> those <strong>in</strong>st<strong>an</strong>ces where pure electronic tr<strong>an</strong>sfer is not available. B<strong>an</strong>kscould charge for <strong>the</strong> data entry service if <strong>the</strong> recipient could not do <strong>the</strong> entry <strong>the</strong>mselves.The cheque c<strong>an</strong> only be used once <strong>an</strong>d <strong>the</strong>n becomes a document <strong>of</strong> record. A plastic card c<strong>an</strong>not be used this way<strong>an</strong>d I c<strong>an</strong>not see how it c<strong>an</strong> totally replace a cheque.Of course, provid<strong>in</strong>g <strong>the</strong> appropriate laws are ch<strong>an</strong>ged <strong>an</strong>d charities are given <strong>the</strong> time <strong>an</strong>d <strong>in</strong>expensive facilities, <strong>the</strong>cheque could be cast <strong>in</strong>to history. Like all good th<strong>in</strong>gs <strong>of</strong> <strong>the</strong> past, <strong>the</strong> replacement is <strong>of</strong>ten not as good.Forc<strong>in</strong>g people (particularly older people) with over-charg<strong>in</strong>g <strong>an</strong>d bloody-m<strong>in</strong>ded aggressive turn<strong>in</strong>g <strong>of</strong>f <strong>the</strong> servicewould be abuse <strong>of</strong> b<strong>an</strong>k<strong>in</strong>g power. It seems that this is <strong>the</strong> unfortunate method <strong>in</strong> some countries. B<strong>an</strong>ks may say that<strong>the</strong>y had no compla<strong>in</strong>ts. The people who lose usually c<strong>an</strong>not compla<strong>in</strong> or do not matter to <strong>the</strong> b<strong>an</strong>ks.If cheque clear<strong>an</strong>ce costs could be reduced by extend<strong>in</strong>g <strong>the</strong> clear<strong>an</strong>ce period, <strong>the</strong>n I th<strong>in</strong>k that would be a good way <strong>of</strong>mak<strong>in</strong>g <strong>the</strong>m less convenient <strong>an</strong>d less useful before <strong>in</strong>creas<strong>in</strong>g charges.Regards,RTWe have been <strong>in</strong> bus<strong>in</strong>ess for over 40 years successfully pay<strong>in</strong>g our way by <strong>the</strong> use <strong>of</strong> <strong>cheques</strong>. A cheque at least gets <strong>the</strong> job done without hav<strong>in</strong>g to dem<strong>an</strong>d personal <strong>in</strong>formation.Also I have found that, at least here <strong>in</strong> C<strong>an</strong>berra, m<strong>an</strong>y <strong>of</strong> <strong>the</strong> tradesmen we use do not have EFTPOS or credit cardfacilities. For a number <strong>of</strong> reasons it is much easier to use a cheque <strong>in</strong> situations where we have had to call atradesm<strong>an</strong>. I have <strong>an</strong> <strong>in</strong>ternet b<strong>an</strong>k<strong>in</strong>g account attached to a tr<strong>an</strong>saction account. I keep most <strong>of</strong> my money <strong>in</strong> <strong>the</strong><strong>in</strong>ternet account <strong>an</strong>d only tr<strong>an</strong>sfer it to <strong>the</strong> tr<strong>an</strong>saction account as I need it. When we have to call a tradesm<strong>an</strong>, cash is<strong>of</strong>ten not <strong>an</strong> immediate option because we do not know <strong>the</strong> price until <strong>the</strong> job is completed. With a cheque I c<strong>an</strong> writeout <strong>the</strong> cheque when <strong>the</strong> job is completed <strong>an</strong>d <strong>the</strong>n immediately tr<strong>an</strong>sfer <strong>the</strong> required amount across to my tr<strong>an</strong>sactionaccount to cover <strong>the</strong> cheque. At present, I f<strong>in</strong>d that <strong>the</strong> most convenient way to deal with such situations. I am awarethat some tradesmen do not <strong>of</strong>fer credit facilities or eftpos because <strong>of</strong> <strong>the</strong> extra charge <strong>the</strong>y would <strong>in</strong>cur from <strong>the</strong> b<strong>an</strong>ks<strong>an</strong>d, for me, because <strong>of</strong> <strong>the</strong> way my b<strong>an</strong>k accounts are set up, a cheque is much easier th<strong>an</strong> "guestimat<strong>in</strong>g" how muchcash I will need.For <strong>the</strong>se situations at least, <strong>cheques</strong> need to be kept.RegardsKWHi <strong>the</strong>re

He is unable to remember his PIN <strong>an</strong>ymore <strong>an</strong>d sometimes struggles to use <strong>an</strong> ATM so <strong>in</strong> order to accessmoney (which he doesn't really even need to do) he relies on his cheque book.He c<strong>an</strong> still write out a cheque <strong>an</strong>d more import<strong>an</strong>tly fill <strong>in</strong> <strong>the</strong> butt <strong>an</strong>d this is very import<strong>an</strong>t to him, given his fail<strong>in</strong>gbra<strong>in</strong> power. Sadly though, he c<strong>an</strong> no longer work out <strong>the</strong> "bal<strong>an</strong>ce" bit on <strong>the</strong> butt. Not sure how this would work if <strong>the</strong>re are no <strong>cheques</strong>. Presumably one person would have to 'prepare' <strong>the</strong>payment <strong>an</strong>d <strong>the</strong>n <strong>the</strong> o<strong>the</strong>rs would have to log-on <strong>an</strong>d authorise <strong>the</strong> payment which would not be processed until <strong>the</strong>necessary number <strong>of</strong> 'signatures' had been activated. I th<strong>in</strong>k It is far easier to have two or more people sign a cheque -particularly when some <strong>of</strong> <strong>the</strong> signatures are those <strong>of</strong> older people (as is common <strong>in</strong> m<strong>an</strong>y voluntary org<strong>an</strong>isations) whoare not 'computer-literate' - th<strong>an</strong> have to go through <strong>the</strong> on-l<strong>in</strong>e process.RegardsLH
