Message from the
Chair
THIS IS My FIFTH yEAR on
the Bruce House board of directors
and my first year as board
chair. I’ve had the good fortune
to serve on the board during a
time of significant organizational
change for Bruce House. It began
in 2009 and continues today.
In March 2010, after more than a
year of research and consultation,
the board of directors approved a
five-year Strategic Plan that includes
clearly defined, measureable
objectives aimed at improving
the programs and services
we offer to our clients, and at improving
our organizational effectiveness.
The plan resulted from a consultation
process involving clients,
staff, board members and partner
organizations. The process
was thorough and wide reaching.
The plan that grew out of that
process—with phased-in delivery
dates for each new initiative—is
2010-2011 Board of directors at Nov. retreat
meant to be practical and achievable.
In effect, it’s a road map to
a more effective Bruce House—a
Bruce House that offers a wider
range of quality services to more
clients; a Bruce House that contributes
to a better understanding
of the critical link between
quality housing and the quality of
life for people with HIV/AIDS; a
Bruce House that puts that kind
of knowledge to work.
I am proud to see staff, board
members, clients and volunteers
working together to bring the strategic
plan to life. We have identified
a menu of new programs
and services that will improve
the quality of life for Transition
House residents and clients of
the Supportive Independent
Living Program. Our newly
renovated offices, for example,
are now offering our clients private
consulting rooms and our
staff much need storage space for
clothing and other goods destined
for those in need.
We are continuing with our efforts
to improve the way we share
our knowledge and apply that
knowledge to improve our services.
And we’re gearing up for other
organizational improvements:
updating our policies and bylaws;
improving our communications
practices; and strengthening our
community relations, volunteer
and donor-recognition programs.
These are all signs of an organization
that’s on the move—an
organization that’s striving to
become better, an organization
that’s working hard to meet community
needs. We’ll be measuring
our progress and reporting back
to members and to the community
on our achievements and our
challenges.
Our volunteers and donors are
really the cornerstones of Bruce
House. On behalf of my colleagues
on the board of directors and of
the Bruce House staff, I want to
take this opportunity to thank the
scores of individuals who give so
generously of their time, talents
and money to ensure that Bruce
House has the wherewithal to deliver
on its mission.
The Bruce House family is drawn
together in a common spirit of
caring and sharing. We are heirs
to an organization that—for more
than 20 years now—has made a
tremendous difference in the lives
of hundreds of our neighbours,
friends, family and loved ones.
Together, we’ve mapped out a
better future for that organization.
In the year ahead, I’m
looking forward to working with
the other members of the Bruce
House family to make that future
a reality.
Bruce House Annual Report 2010-2011
4
Message from the
Executive Director
sINCE THE DAy Bruce House
opened its doors in 1988, it has
worked tirelessly to house people
living with HIV/AIDS in the most
appropriate setting according to
the individualized needs of people
seeking our assistance. In the
early days the most we could offer
was a place of comfort, compassion
and caring for those whose
illness had progressed and endof-life
was eminent. Today we can
offer a variety of housing options
with the goal of helping people to
not only extend their lives but also
provide the programs and support
services to help improve the quality
of their lives and giving hope
for a better future. Throughout
our 23 years our mandate has remained
the same while our programs
and services have evolved.
This evolution at times was directed
by immediate need since there
was seldom an opportunity to
look into what the future housing
and support needs of people living
with HIV/AIDS would be.
However, with a five year strategic
plan in hand, this past year allowed
us to offer our traditional
programs and services (described
in greater detail in the various
program reports found in this
document), all the while allowing
us to see through the lens of
what we could be. While our strategic
plan identified objectives for
the future, it also had identified
potential timelines and activities
required to meet those objectives.
In the not-for-profit charitable
sector opportunities sometime
appear that an organization may
overlook because they had not established
future objectives. This
past year, by using the strategic
plan as a guide, Bruce House was
able to act on several opportuni-
ties that arose unexpectedly.
Fortuitously an opportunity allowed
our independent supportive
living program to add one unit
to our roster of apartments while
we had not yet formally begun to
implement the the strategic direction
to not only add more housing
units but also a more diverse mix
of housing solutions.
This past year, we saw an influx
of people unstably housed and/
or on our waiting list coming to
our office seeking out practical
assistance, the greatest of which
was a need for warm winter clothing.
Many sought out nutritional
supplements such as Ensure since
their current housing situation
did not allow for access to adequate
meals. We also saw an
increased demand for counselling
and assistance to seek out
housing. In response we tried to
offer as many nutritional supplements
as we could acquire and we
began a winter clothing distribution
with the help of many of you
who responded to our request for
gently worn used clothing, gloves,
scarves and footwear. We did this
despite limited resources and a
lack of appropriate space. We
noted that as more people came
to us for counselling and help, our
office wasn’t equipped with private
meeting spaces where people
could talk freely and privately
with our support workers.
Given the above and referring to
our strategic objective of introducing
new programs and services
to enhance the quality of life for
our clients, we were able to move
quickly when another unexpected
opportunity arose. The Housing
Branch of the City of Ottawa
announced that money through
the federal government’s Homelessness
Prevention Initiative
would become available for
small capital projects. In anticipation
of offering new services,
we had already acquired an additional
900 square feet of office
space adjacent to our own, but we
lacked the resources to incorporate
this into our existing space.
We were elated to be successful
in acquiring a one-time grant
that could be applied towards
the cost of creating a new office
layout that included two private
counselling rooms and storage
space to accommodate clothing
and other practical supplies for
our clients. We were then able to
use this one-time grant and leveraged
additional grants from the
AIDS Bureau of the Ontario
Ministry of Health and Longterm
Care and from the Public
Health Agency of Canada’s
AIDS Community Action
Program to fund improvements
to our office facilities; including
additional working areas for volunteers,
flooring, furniture, and
a significantly larger all purpose
meeting room.
We were also able to begin surveying
our clients to determine
what programs and services they
felt might help them improve
their quality of life including their
physical and mental health as part
of our commitment to our strategic
planning timelines.
Another example of how our
strategic plan prepared us for re-
sponding to opportunities was
demonstrated when an invitation
came from the M·A·C AIDS
Fund to apply for a special onetime
grant geared to increasing
organizational capacity. This fit
perfectly with our strategic direction
to introduce a comprehensive
human resources strategy aimed
at knowledge sharing and knowledge
transfer, staff development
and performance measurement.
There is little doubt that we were
successful in our application for
funding that would allow us to
increase the knowledge and skills
of staff (paid and unpaid) because
of the proactive planning we had
gone through. Not only did this
grant fit with our strategic plan, it
also responded to our succession
planning undertaken in anticipation
of staff retirements as well as
it was in helping us to respond to
a vacancy due to a staff person on
extended leave.
While we continue to engage in
activities related to other aspects
of our programming such as community
and donor engagement
and our commitment to community-based
research we will look at
all these activities as it potentially
relates to our strategic plan. The
timelines for the remaining two
strategic directions are still ahead
of us, but we will always be on the
lookout for those opportunities
that will help set the course for
achieving those goals as well.
Throughout this report, I have
used the pronoun “we” since
Bruce House is not a single entity
but a team of individuals including
staff, board, clients, volunteers,
members and community stakeholders.
To all the “we” I offer my
sincerest praise and appreciation
for all you have contributed.
In closing, however, I would like
to very much focus on two people
that have contributed so much to
Bruce House and served selflessly
to support people living with and
affected by HIV/AIDS and are experiencing
different but equally
significant milestones in their
own life journeys.
Craig Hinman who will be retiring
on December 9, 2011 has contributed
so much to growing our
“family of volunteers”. I can’t begin
to express enough thanks for
all he has done for Bruce House in
his role as Coordinator, Volunteer
Support Program but also for all
the extras he has done that indeed
makes Bruce House “more than
a house”. I am honoured to have
worked with him throughout the
past several years and even more
honoured to count him as a friend.
I wish him well in the next phase
of his journey and wish the best
for him and Jacques as they begin
their new adventures. I invite you
all to join us in saying goodbye to
Craig in celebration of his retirement
once the details have been
finalized.
And I want to acknowledge Richard
Naster who on August 15th
marked his 20th anniversary with
Bruce House. His passion, caring
and dedication to supporting
people living with and affected
by HIV/AIDS is virtually unparalleled
in the HIV/AIDS world.
His strength and perseverance in
striving for social justice and his
unwavering commitment in fighting
a relentless virus is extraordinary
in and by itself. It is his resiliency
in this battle that is truly
a remarkable feat and there are
no words to adequately describe
my admiration for all that he has
done except to say thank you for
who you are and what you do!
Changes
Departing Directors
Jordan Tarini
In May 2011 we bid farewell to
Jordan Tarini who resigned from
the board in his 3rd year of service
to take on a new employment
opportunity in Edmonton. His
experience and passion in addressing
the issues of HIV/AIDS
amongst youth helped us all to
better understand the impact of
HIV in a population that has seen
a significant increase in new infections.
We will miss his insight
and wish him well in all that he
pursues.
Lise Turpin
After completing four years on the
board of directors, Lise Turpin
had decided not to seek a third
term in order to devote more time
to her ongoing work in Tanzania
and to Camp Snowy Owl, now
entering its third year offering an
annual camping experience for
people living with HIV/AIDS and
their families. Her long history
and extensive knowledge of HIV/
AIDS will be sorely missed. We
offer our best wishes and our support
in all her future endeavours.
Treasurer’s
Report
BRuCE HOuSE continues to
follow a fiscally prudent path,
balancing the need to provide services
to our clients and community
with the need to ensure the
sustainability of this endeavour
for the long term. This year, we
had a slight surplus of $33,537 on
total operating revenues of $1.1
million. From a budgeting perspective,
this type of cushion is
positive as it ensures that we are
expanding our programming at a
rate that will be sustainable.
In the years to come, as we continue
to implement our Strategic
Plan, it remains important that
we take a hard look at our revenues
and expenses to ensure that
we are able to provide the greatest
amount of services possible
for each dollar we spend.
As you are likely aware, Bruce
2010-2011 Revenue vs. Expenses
House receives funding from
both private individuals and public
health agencies. Due to the fiscal
climate, including impending
government cuts, we continue to
maintain our contingency fund
and long term investments at a
level that will ensure that, should
we lose a major funder, the operations
of Bruce House would be
able to continue until appropriate
measures are taken.
Going forward, we continue to
be cautiously optimistic. Bruce
House is fortunate to have a supportive
base of staff and volunteers
who have worked hard to
enhance and maintain the solid
financial footing of Bruce House.
We are confident that with continued
prudent fiscal management,
Bruce House will be able
to continue to provide its clients
with the care and attention they
deserve.
Transition House
Report
THIS SuMMER marked the
30th anniversary of the HIV/
AIDS pandemic, and Ottawa
Public Health noted that rates
of HIV diagnosis among Ottawa
men in their twenties are the
highest they have been in the last
decade. With all that time and
experience, and understanding
of the causes, HIV continues to
spread through our communities.
Perhaps it is because HIV is
now largely perceived—in Canada
at least—as a chronic and
manageable illness. However, it
is only such until it is no longer
contained. HIV may not be the
dramatic killer it once was, but it
remains a constant scourge in the
communities most infected and
an ongoing source of stigmatization
and despair.
This year we again served over
50 people by way of either directly
housing individuals in the
transition program or through
outreach efforts. In order to better
serve th e HIV+ community in
the capital and remain current in
our understanding and capacity,
our staff attended workshops on
addictions, harm reduction, new
treatments, social housing, aging,
childhood trauma, and counselling.
We attended the Canadian
Association for HIV Research
Annual Conference,
the Opening Doors Conference
and the North American
Housing and HIV/AIDS Research
Summit among others
and continued to participate on
the provincial advisory committee
to the AIDS Bereavement
and Resiliency Program of
Ontario.
Although prevention and education
has never been our stated
mandate, over two decades serving
this community have taught
us that this is a crucial aspect of
our work and as such we again
delivered presentations at Carleton
University; the University
of Ottawa; Algonquin
College; faith and community
groups; and mentored students,
the next generation of social
workers, nurses and therapists
from those schools. They give us
powerful hope for the future.
Finally, we wish to acknowledge
our partners in this work, our sister
agencies in the battle against
sickness and homelessness and
the hundreds of individuals and
groups in our community who
have contributed boundless time,
energy, and acts of extraordinary
kindness so that we can continue
with our work.
Supportive
Independent
Living Program
AS WE DID LAST yEAR, the
Supportive Independent Living
Program continues to draw
from the Bruce House Strategic
Plan. Keeping our Strategic
Direction #1 in mind, “provide
more affordable, independent
living units for individuals and
families living with HIV/AIDS” -
Bruce House increased its apartment
stock by one unit. This
apartment came at the perfect
time as we were able to transfer
an expectant couple from a bachelor
apartment into the two bedroom
apartment just days before
the birth of their precious baby
girl.
Our total number of housing units
is now 27. Bruce House block
leases 17 units from Centretown
Citizens Corporation, nine
units from Ottawa Housing
and one unit from Serson
Clarke. In total Bruce House
provided support to 93 individuals
this year. 39 individuals are
in the Bruce House Supportive
Independent Living Program, the
remaining 54 individuals are either
on the waiting list or in nondesignated
Bruce House units.
In August 2011, the Supportive
Independent Living Program
conducted a survey with tenants
regarding what services and supports
they would like to see in
place. This draws from our Strategic
Direction #2, “Improve Bruce
House’s capacity to help residents
and clients live independent, productive,
quality lives.” Our ten-
ants offered great ideas and suggestions
on the kind of supports
and services they would like.
Bruce House has formed a partnership
with the Registry of
Ottawa. The Registry is the
centralized agency for subsidized
housing in Ottawa. Bruce House
is linking its waiting list with the
Registry’s waiting list—now when
individuals apply for housing
with Bruce House, their applica-
tion can be added to the Registry’s
waiting list at the same time.
Our hope is that this will cut the
waiting time for affordable housing.
Our long time Support Worker
Nancy McKelvey has taken a leave
of absence from Bruce House.
We miss her and wish her well.
We look forward to her return in
the near future. In the meantime,
Bruce House has hired Lana Duss
as Support Worker for the Supportive
Independent Living Program.
Welcome Lana!
I would like to say a big thank you
to everyone that has generously
donated grocery store vouchers,
clothing, household items, furniture
and their time. We greatly
appreciate every gift more that
you can possibly know.
Volunteer
Program Report
THIS PAST yEAR has been an
interesting and exciting time
for the Volunteer Program at
Bruce House.
Through numerous discussions
with the volunteer and regular
staff, several changes have been
implemented at our transition
house. We decreased the number
of volunteers at the house in order
to provide them with a more
challenging role. Our direct service
volunteers are now engaging
the clients in learning day-to-day
skills by assisting them in daily
chores and in learning life skills
that will be of benefit to them
when they are ready to live on
their own. This includes learning
how to cook nutritious meals,
home cleaning and maintenance
techniques, and skills such as repairing
bicycles. These are but
a few examples of the types of
interactions that are occurring
at the house between volunteers
and our clients.
Our administrative volunteers
have been working closely with
Jen to enable a more structured
and productive volunteer experience
for both volunteers and
staff. With the recent renovations
of our administrative offices
we now have a proper reception
area that is being staffed by Dave
and Gustavo. Both of these gentlemen
have added a friendly face
and a cheery welcome to our clients
and guests as they enter the
Bruce House offices.
Over 165 volunteers committed
their time to A Taste for Life
2011. These dedicated individuals
acted as hosts and were supported
once again by energetic
TD representatives. A special
thank you goes out to Cathy
Jowsey and Paddi Carter from
TD for their loyal and enthusiastic
support. Also, a special thank
you to the great restaurant owners,
who year after year continue
to support this event. Through
their generous donations we can
continue to provide the services
our clients need.
M•A•C Cosmetics continues to
provide a special day at our transition
house on December 1st—
World AIDS Day—when they help
us decorate the house for the holiday
season. This and their ongoing
generous support through
their donation of time and money
continues to touch each client
and the staff at Bruce House. We
truly appreciate their generosity.
If volunteers were
compensated at the same
hourly rate as per our
entry level pay scale
levels, the amount of
compensation would cost
Bruce House $75,140
not including
benefits.
Borden Ladner Gervais LLP
provided their special Days of
Caring once again this past year
at our transition house. Their gift
of time and warm winter clothing
provide the needed extras during
the winter months. Thanks to all
of you for your ongoing support
of our clients.
The parishioners of St. Andrew’s
also provided their services
at our transition house by
doing their Day of Caring through
spring and fall cleaning days.
Their efforts, combined with the
clients’ assistance, are always fun
days filled with heartfelt conversations.
This is an example of
the types of support given by the
broader community that continuously
give their time to support
the work being done at Bruce
House.
As I prepare to retire from my position
at Bruce House, I cannot
help but think of the hundreds of
times I have asked for assistance
from our volunteers. I must tell
you that I have always been
humbled by the readiness of our
“Family of Volunteers” that always
steps up to fill any volunteer
experience that might present itself.
I truly believe that each of
you are family to me.
you have become very important
to me and to our clients and I cannot
begin to tell you how each of
you has made a positive change in
all of our lives. your willingness
to give of your valuable time to
the clients and to provide support
to Bruce House is so sincere, and
so very heartfelt. your gift of time
continues to impress me beyond
words and I will cherish these
moments and memories.
Fundraising
Report
2010-2011 MARKED another
successful fundraising year
for Bruce House—this despite
the fact that government funding
continues to be unstable and
we have continued fears of cuts.
However—thanks to the stalwart
support of our many, many donors—we
have once again balanced
our books and been able to
provide compassionate care and
housing to our clients.
Despite the recession our fundraising
events have remained
strong. The Scotiabank AIDS
Walk for Life raised fewer dollars
for the seven partner organizations;
however, thanks in significant
measure to Jay’s famous
Jaywalkers, we once again took
the lead in funds raised. Jennifer
McAndrew again took on coordination
of the Walk. Her company,
Mastermind Events, is
indeed well named. Bruce House
is proud to take the lead in organizing
the Walk on behalf of the
seven partner groups, and could
not have suceeded without the
support of summer employee David
Simao and the engagement of
all staff members.
The first sign of spring at Bruce
House is the annual A Taste for
Life event which is held on the
last Wednesday in April. For our
2011 event 46 restaurants donated
25% of their dinner proceeds
to Bruce House and The Snowy
Owl AIDS Foundation. We had
some significant hurdles this year
as three restaurants went out of
business and another was a victim
of the Beechwood fire. Despite
these setbacks, over $90,000 was
raised! The support of TD was
exceptional once again—they not
only provided generous sponsor-
marTha anD Jay aCCepT a generous DonaTion from ariDo, represnTeD by riCharD
neWbury anD CaiTLyn noTT (L-r)
ship dollars to offset costs of running
the event, but close to 80
employees were found in restaurants
enthusiastically soliciting
donations and thanking our restaurant
hosts and diners. We are
delighted with this partnership
and hope it will continue.
Charitable foundations continued
to support Bruce House, despite
uncertain economic times.
The Community Foundation
of Ottawa does an exceptional
job of promoting Bruce House
to their donors and making wonderful
connections on our behalf.
Our friends at M•A•C Cosmetics
not only support us through
their M•A•C AIDS Fund based
in New York, but local M•A•C
Cosmetics staff turn out in force
for the AIDS Walk, and this year
to deck the halls—literally—by
getting the Evered Avenue transition
house all ready for the holidays.
We hope this will become
an annual tradition as it not only
makes the house look great for
the holidays but provides a boost
for staff and volunteers too!
A funding application to the RE-
ALTORS® Care Foundation
resulted in a significant grant this
year with an invitation to apply
again next year. The support of
Ottawa real estate agents can be
seen throughout our activities: at
the Walk, at the Ruby Ribbon
event and at the restaurants for A
Taste for Life. Real estate agents
really see the importance of comfortable
housing and their support
means the world to us.
Bruce House’s direct mail campaigns—in
spring and fall—were
somewhat reduced in volume this
year. We suspect that many substituted
a direct mail gift with an
online donation, a gift at A Taste
for Life, or another method of donation.
The support of donors large and
small is absolutely pivotal to Bruce
House being able to provide supportive
housing and compassionate
care to those who so desperately
need it. Please know that all
of us associated with Bruce House
appreciate you donations and we
pledge to honour your wishes to
provide the best for our residents.
About Bruce House
Since 1988 Bruce House has been providing housing, compassionate care and support for people in Ottawa
living with HIV and AIDS.
The Bruce House Transition House provides around-the-clock care for up to seven men and women who
require extensive physical and/or psycho-social assistance. And, through block leasing agreements and
other arrangements with social service housing providers, Bruce House’s Independent Living program offers
32 affordable apartment units to individuals and families living with HIV/AIDS.
A small staff and a large team of volunteers support the Transition House and Independent Living programs,
and provide residents and clients with a wide range of other support services.
Bruce House receives limited funding from various federal and provincial programs. Donations from individuals
and foundations and fundraising account for more than a third of the organization’s annual budget.
Membership in Bruce House is open to anyone in the Ottawa community. Those attending the organization’s
annual meeting, which is usually held in October, elect board members to serve two-year terms. Board
members chose a chair, vice-chair and other members of the board executive committee from among their
number. In keeping with the Bruce House mission statement, the board of directors sets the organization’s
strategic directions, establishes policies, approves the annual budget and oversees senior staff.
