Director’s <strong>Report</strong> – 190 th Council Meeting<strong>Armed</strong> <strong>Forces</strong> <strong>Pest</strong> <strong>Management</strong> <strong>Board</strong>Stanton E. Cope, PhDCaptain, Medical Service Corps, U.S. Navy1. AFPMB sponsored a symposium on military medical entomology at the 2009 meeting ofthe Entomological Society of America in Indianapolis. We also sponsored a mixer. ESAis one of our primary recruiting meetings. We will do the same in San Diego at the 2010meeting. LTC Bill Sames is putting together a terrific slate of topics and speakers.2. AFPMB sponsored a symposium on Global Military Entomology at the 5 th InternationalCongress of the Society for Vector Ecology. Participants included Canada, Australia,Germany and the United States.3. Our recent DoD Triennial <strong>Pest</strong> <strong>Management</strong> Workshop was very successful. Inrecognition, Ms. Maureen Sullivan presented a DUSD coin to LTjg Michael Kavanaughduring her recent trip to Jacksonville. LTjg Kavanaugh served as the on-site coordinator.Also, Major Jason Meckel of AFPMB did a great job orchestrating the industry show.4. AFPMB hosted the fall meeting of the Brown Tree snake working group in November of2009. This was the first time that this group had met here.5. AFPMB has finished scanning in over 8,000 items from the Kuno library on dengue anddengue hemorrhagic fever. We have also just received 8 boxes of material from theHarvard School of Public Health, and have been contacted by the family of former Navyentomologist CAPT Ken Knight about reviewing some of his historical records anddocuments.6. The National Museum of Science and Medicine is building a new building on ForestGlen, in the parking lot of the old PX. Groundbreaking for the museum is 21 May.7. AFPMB is working on advertising our video streaming capabilities for future <strong>Board</strong>meetings. This meeting, we had well over a 100 participants from remote sites. We willcontinue to track statistics of who is watching what, when and from where.8. DoD/AFPMB received an award from EPA’s <strong>Pest</strong>icide Environmental StewardshipProgram in recognition of sustained superior performance in reducing pesticide usage.9. AFPMB staff published two papers in a recent edition of the Journal of the ArmyMedical Department. One highlighted training aids produced by AFPMB and the otherwas a general article on AFPMB, how it is set up, and how it functions.10. Dr. Richard Robbins of AFPMB’s Information Services Division was recentlyrecognized by an international acarology association for his long service.1


INFORMATION SERVICES DIVISION REPORT23 APRIL 2010CAPT MARK BEAVERS1. ISD Staff composed of COL Cannon, Dr. Robbins, Dr. Harlan and COL Spears. Iassumed the duties as Chief in OCT following COL Cannon’s retirement.2Outside the normal business of supporting and responding to worldwide queries to ourLiterature Retrieval System and Living Hazards Database, and DOD Workshop in Jacksonville,significant accomplishments since the last Chief’s report include:A. Either completed or are in the final stages of revising 3 TGs: 16 (<strong>Pest</strong>icide Fires,Prevention, Control…); TG-42 (Self-Help <strong>Pest</strong> <strong>Management</strong>), and revised TG-44 (Bed bugs)B. Continuing to develop a DVEP on the Saharan region of Africa. Also in the processof re-examining the format and content of the DVEPs and developing a strategy for updating allof our DVEPsC. Dr. Robbins oversaw completion of the accessioning process for the Goro Kunocollection of papers on dengue and dengue hemorrhagic fever. This collection is thought to bethe largest ever amassed by a private individual, was donated to the AFPMB in 2008. Itcomprised nearly 11,000 items, of which 8,558 are new to the ISD’s Literature Retrieval System.2. Other accomplishments include:A. Completed the 2009 Measures Of Merit Data Call and subsequent submission to EPAB. Nominated and now serving as the Navy Secretariat on the <strong>Armed</strong> Services BiomedicalResearch Evaluation and <strong>Management</strong> (ASBREM) committeeC. Participated in DWFP Review at College Station, TX and Chaired an OSD /HA DefenseMedical Research And Development Program Infectious Diseases Panel at US Army MedicalResearch and Materiel Command, Fort Detrick MDD. Participated in 15 regional and national professional meetings which included either coauthoringposters, giving presentations or serving as symposium moderators in allE. Co-authored SEVEN peer-reviewed articles on ticks and tick-borne diseases in FIVEjournals and served as a reviewer for several grants and book chaptersF. Selected as Subject Editor for the Entomological Society of America’s newest peerreviewedpublication, Journal of Integrated <strong>Pest</strong> <strong>Management</strong>.G. Participated in nearly two dozen meetings with EPA, USDA, CDC and other federalagencies on topics impacting DOD public health and pest management

The AFPMBDisplay was displayed in the vendor area. Trip report with more details has been submitted.2) Attended the Navy and Marine Corps Force Health Protection meeting in Hampton,VA 21-23 March 2010. The AFPMB Display was displayed in the vendor area. Trip reportwith more details has been submitted.3) Attended the WHO Integrated Vector <strong>Management</strong> Meeting in Geneva, Switzerland.A trip report with more details has been submitted.4) Moderated the DoD ESA Symposium entitled “DoD Entomology: UniqueOpportunities and Challenges”.5) ACLO attended AMCA meeting in Lexington, KY 28 March – 1 April 2010.b. Environmental Biologist:1) Attended the Brown Tree Snake working group meeting held at the AFPMB 17-19November 2009.2) Attended the annual meeting of the Association of Fish and Wildlife Agencies(AFWA) in Austin, Texas. Trip report with more details has been submitted.3) Attended the two Invasive Species Workshops funded by Legacy. One workshopwas held in Phoenix AZ (25-30 Oct 2009) and the other in Chapel Hill, NC (6-11 Dec 2009).Trip reports with more details have been submitted.4) Attended National Invasive Species Awareness Week (NISAW), 11-14 Jan 2010 inWashington DC. 5) Attended the National Military Fish and Wildlife Association (NMFWA)/ NorthAmerican Natural Resources and Wildlife Association meeting 21-26 March 2010 in Milwaukee,WI. Trip report with more details has been submitted.6) Attended the following local meetings:a) Monthly National Invasive Species Council – Policy Liaison (NISC-PL)b) Monthly Federal Interagency Committee for the <strong>Management</strong> of Noxious andExotic Weeds (FICMNEW) meeting.c) Monthly AT&L Conservation Committee meeting.d) Quarterly Invasive Terrestrial Animals and Pathogens (ITAP) meeting.3. Operations Related Information Services:a. Field various questions from deployed personnel requiring assistance or a theater POC.b. Permethrin Uniforms:1) As all Services have moved away from the standard 50/50 or 100 percent cottonuniforms for which permethrin field methods were developed we can no longer assume that thenew uniforms can be treated by either field methods or factory methods without testing andvalidation. Fabric’s now vary significantly and the add-on treatments vary from uniform touniform. It has been found in the few new uniforms tested that they often do not absorb thepermethrin evenly, in the required concentrations, or provide adequate bite protection.2) A Course of Action briefing was presented at the Repellents Committee meeting thatrecommends each Service implement a program that requires each new fabric/treatmentcombination should be evaluated IAW Natick/USDA methods as part of their developmentalprocess.3) The Army will begin fielding factory treated FRACU and Multi-Cams in late June2010 for personnel deploying to the CENTCOM AOR. As part of this effort OTSG POPM isreleasing an information presentation on Permethrin and You, frequently asked questions, andother information through TRADOC and AKO to provide Soldiers with information regardingthe permethrin treated uniforms.c. Vector Control in Humanitarian and Civic Assistance mission. The recent earthquake inHaiti reemphasized the need to clarify the rules regarding vector control in HCS operations. Inmeeting with USAID it was agreed that their Integrated Vector <strong>Management</strong> Programs forMalaria Control Programmatic Environmental Assessment needed to be expanded to cover allvectors. After meeting with USAID I also meet with AT&L Legal and Environmental about thisand they suggested that DoD become a partner with USAID so the document can be used byboth. USAID will complete the revisions with input from the DoD.


d. Defense Contract <strong>Management</strong> Agency. Initiated contact with DCMA to address the lackof qualified pest management quality assurance evaluators (PMQAE) in the CENTCOM area ofresponsibility. DCMA was unaware of any requirement that their QAE personnel needed to betrained or certified prior to inspecting pest control operations. LTC Sames will continue to workwith them to address this issue and identify how we can get their personnel trained. In addition,DCMA pointed out that the contract need to specify what pest control operations are supposed todo and what regulations they need to adhere to. LTC Sames will contact the various contractingagencies (LOGCAP, JCCIA, etc…) to work with them to ensure all contracts that have pestcontrol provisions in the CENTCOM AOR have appropriate requirements and language for pestmanagement.e. Provided oversight and coordination to Services and U.S. Army Corps of Engineers(USACE) for US Forest Service funding. Forwarded FY 10 approved FS projects announce toServices and ensured 2009 project accomplishments were entered into Forest Service data basef. Provided copies of publication and DVD on invasive species subjects from USACE,Federal Highway Administration (FHWA), and Animal and Plant Health Inspection Service(APHIS) to DoD Installation level Natural Resources and <strong>Pest</strong> <strong>Management</strong> professionals.4. Briefings Conducted:a. Briefing on “Vector Control in Support of Contingency Operations: The Issues andChallenges” to the California Coastal Region Mosquito and Vector control CEU workshop andMichigan Mosquito Control Association.b. Briefed the EPA on the history and development of permethrin clothing treatments andthe DoD requirements for a clothing repellent.c. Provided AFPMB update briefs to the three preventive medicine sessions at the ForceHealth Protection meeting.5. Document Development: Initiated collaboration with USAID to have their ProgramEnvironmental Assessment on Integrated Vector <strong>Management</strong> for Malaria Control revised toIntegrated Vector <strong>Management</strong>. Having a single document will allow the DoD and USAID/DOSto work closely together on IVM issues. This effort is being lead by USAID with AT&L(I&E)providing DoD input on the document.

Discussed potential future DWFP research collaborations.Attended and presided over DWFP / USDA ARS research review in College Station, TX.About 50 individuals from 16 DWFP sponsored labs were in attendance.RLO led DWFP technical committee whom selected five full proposals for fundingtotaling about $650K in new starts.Attended American Society of Tropical Medicine and Hygiene (ASTMH) annualconference in Washington DC. Numerous DWFP funded papers were presented.Site visit to Entomology Branch at CDC Atlanta.
