Procedure: To establish security <strong>and</strong> control, first responders should:<br />
A. Set up a security perimeter.<br />
B. Restrict access into <strong>and</strong> out of the scene through the security<br />
perimeter (e.g., control media, byst<strong>and</strong>ers, nonessential<br />
personnel).<br />
C. Establish staging areas to ensure that emergency vehicles have<br />
access into the area.<br />
D. Initiate documentation of the scene as soon as conditions permit<br />
(e.g., taking notes, identifying witnesses, videotaping/photographing<br />
byst<strong>and</strong>ers).<br />
Summary: First responders will establish a controlled security<br />
perimeter, designate staging areas, <strong>and</strong> initiate<br />
documentation. This will set the stage <strong>for</strong> the<br />
subsequent investigation.
