A closedeconomy, rooted <strong>in</strong> m<strong>in</strong><strong>in</strong>g andagriculture, has opened its borders andis hungry for foreign <strong>in</strong>vestment.Can <strong>the</strong> change from white m<strong>in</strong>orityrule to multiracial democracy have25 , <strong>the</strong> veteran journalist askshimself. And is it as good as it looks?Mr Sparks’s latest book, Beyond <strong>the</strong>Miracle, is among <strong>the</strong> first of what willbe many appraisals of <strong>South</strong> <strong>Africa</strong> <strong>in</strong><strong>the</strong> com<strong>in</strong>g months, mark<strong>in</strong>g 10 yearss<strong>in</strong>ce <strong>the</strong> end of apar<strong>the</strong>id. In Aprilnext year, a decade will have passeds<strong>in</strong>ce Nelson Mandela took power <strong>in</strong><strong>the</strong> country’s first fully democraticelections. It is a passage of time thatmany consider sufficient to gauge towhat extent he and his <strong>Africa</strong>n NationalCongress government have 26 <strong>the</strong><strong>in</strong>equalities of apar<strong>the</strong>id.Journalistic scorecards will comeout. But <strong>South</strong> <strong>Africa</strong>ns <strong>the</strong>mselves willbe able to pass judgment on <strong>the</strong> ANC’sperformance at <strong>the</strong> ballot box.Parliamentary elections are expected <strong>in</strong><strong>the</strong> first half of <strong>the</strong> year.Mr Sparks’s own comprehensive andreadable assessment of <strong>the</strong> <strong>new</strong> <strong>South</strong><strong>Africa</strong> is generous. He rem<strong>in</strong>ds us that<strong>South</strong> <strong>Africa</strong>’s miracle transitionachieved <strong>the</strong> 27 that o<strong>the</strong>r parts of<strong>the</strong> world still f<strong>in</strong>d so elusive. Itspeople stood at <strong>the</strong> br<strong>in</strong>k of civil warand stepped back.His book, <strong>the</strong> third <strong>in</strong> a trilogy,beg<strong>in</strong>s with Mr Mandela’s swear<strong>in</strong>g-<strong>in</strong>as president and ends with <strong>the</strong>prevail<strong>in</strong>g debates about how to tackle<strong>the</strong> HIV/Aids pandemic, narrow <strong>the</strong>wealth gap and deal with Zimbabwe’sPresident Robert Mugabe.On <strong>the</strong> way, he takes <strong>in</strong> many of <strong>the</strong>28 <strong>the</strong> post-apar<strong>the</strong>id era. Heexpla<strong>in</strong>s how <strong>the</strong> governmenttransformed its economic policy,ditch<strong>in</strong>g nationalisation for a liberaleconomy with privatisation at its core.He recounts episodes of <strong>the</strong> Truth andReconciliation Commission, wherevictims’ families confronted <strong>the</strong>irtorturers. It is muchharder than we expected,” Gill Marcus,deputy governor of <strong>the</strong> Reserve Bank,tells <strong>the</strong> author.Some of <strong>the</strong> book’s most strik<strong>in</strong>gchapters illum<strong>in</strong>ate that 31 . MrSparks’s own efforts to re<strong>in</strong>vigorate <strong>the</strong><strong>new</strong>s operation of <strong>the</strong> <strong>South</strong> <strong>Africa</strong>nBroadcast<strong>in</strong>g Corporation – formerlyan apar<strong>the</strong>id propaganda organ – showsome of <strong>the</strong> shortcom<strong>in</strong>gs oftransformation. The SABC’s <strong>new</strong>management is dogged by <strong>in</strong>decisionand <strong>in</strong>-fight<strong>in</strong>g. The same tensions areto be found <strong>in</strong> many <strong>South</strong> <strong>Africa</strong>nbus<strong>in</strong>esses.Mr Sparks’s visits over <strong>the</strong> years to aonce all-white suburb adjo<strong>in</strong><strong>in</strong>g asquatter camp on <strong>the</strong> outskirts ofJohannesburg 32 . White peoplebuild a wall to keep <strong>the</strong> blacks out. Thewall fails to do so. Black people move<strong>in</strong>. White people leave <strong>the</strong>neighbourhood. But some stay beh<strong>in</strong>d.People, irrespective of colour, lose <strong>the</strong>irjobs. Overall, <strong>the</strong> cameos convey a<strong>battered</strong> optimism.Beyond <strong>the</strong> Miracle sums up <strong>the</strong>challenge that <strong>the</strong> ANC faces as itapproaches its third election with ananalogy of a double decker bus. The topdeck – <strong>the</strong> middle class – is<strong>in</strong>creas<strong>in</strong>gly multiracial and gett<strong>in</strong>galong just f<strong>in</strong>e. Downstairs is filled toburst<strong>in</strong>g with black people for whomlittle has changed.
