Dear FriendsPresident’s Letterto our Supporters1<strong>Family</strong> & Children’s <strong>Services</strong> <strong>Foundation</strong>As I come to the end <strong>of</strong> my first term asPresident <strong>of</strong> the <strong>Foundation</strong> Board, I would liketo reflect on the accomplishments <strong>of</strong> the<strong>Foundation</strong> over the last twelve months.The aim <strong>of</strong> the <strong>Foundation</strong> has always been,<strong>and</strong> will always be, to ensure every child hasthe chance to reach their full potential. In<strong>2007</strong>, we continued our efforts to ensure this<strong>and</strong> to help <strong>Family</strong> & Children’s <strong>Services</strong> <strong>of</strong> theWaterloo Region remain on the forefront asone <strong>of</strong> the province’s leading child welfareagencies.An important ingredient <strong>of</strong> this plan continuesto be the funding <strong>of</strong> educational supports. Thisfunding is especially important because children atrisk served by the agency face serious challenges inthe educational system. Because <strong>of</strong> difficultcircumstances in their lives, many children in care areat least two grades behind their peers <strong>and</strong> need helpto catch up. The support <strong>of</strong> innovative programs suchas the reading incentive program <strong>and</strong> tutoringprograms continue to be a positive step in thisdirection. We are confident that work in this area willhelp build our children’s love <strong>of</strong> learning. It issurprising the difference a little support <strong>and</strong>encouragement—<strong>and</strong> the right tools—can make inhow a child performs in school.It even has the capacity to reduce academic failure forour children, increase their chances <strong>of</strong> buildingsuccessful lives, <strong>and</strong> prevent them from entering intothe cycle <strong>of</strong> poverty.We are incredibly proud <strong>of</strong> the 22 youth raised infoster care that accepted the challenge to attend postsecondary education. Their academic dreams madepossible by a <strong>Foundation</strong> Scholarship. Our Board isconvinced that education is one <strong>of</strong> the most effectiveways to end the destructive cycle <strong>of</strong> poverty <strong>and</strong>abuse that characterizes the lives <strong>of</strong> too many <strong>of</strong> ourchildren.Equally valuable are our efforts to ensure recreation isavailable to our children who need it most. We seeplay as an important step in child development.Something as simple as the chance to experiencesummer camp can be a child’s first timid step towardsindependence. With this community’s generoussupport, our ability to meet the recreational needs <strong>of</strong>these vulnerable children<strong>and</strong> youth continues to grow<strong>and</strong> reach new levels <strong>of</strong> excellence.A point <strong>of</strong> pride for the <strong>Foundation</strong> this year was ourvery own Executive Director, Jim Phillips’s, honour <strong>of</strong>the Amethyst Award presented by the Government <strong>of</strong>Ontario, which recognizes excellence in PublicService. While it may have been his outst<strong>and</strong>ingcontributions to the new child welfare funding modelthat earned him the pr<strong>of</strong>essional achievement, weknow that the work he <strong>and</strong> all staff do locally each dayfor our families <strong>and</strong> children is equally award-worthy.Among the chief concerns <strong>of</strong> the coming yearcontinues to be physical space for agency services. Atany point in <strong>2007</strong> we cared for more than 500children, <strong>and</strong> provided service to an additional 1200families in the community. To manage the clientcaseload with maximum quality <strong>of</strong> care <strong>and</strong>organizational efficiency we made a number <strong>of</strong>process improvements that increased agencycapacity through partnerships in the community.However, securing adequate space to accommodatethese innovative programs continues to be achallenge. Often we need to rent space owned byother organizations in order to hold meetings,training, <strong>and</strong> workshops. In the coming years it islikely that we will need to increase agency spacecapacity.As important as our facilities are, our vision for ourchildren <strong>and</strong> youth knows no boundaries. Wecontinue to apply our resources to benefit all children<strong>of</strong> Waterloo Region at risk <strong>of</strong> harm. The <strong>Foundation</strong>was created to help improve the lives <strong>of</strong> these childrenby providing resources not available to the Agencythrough government dollars for child protection. Overthe course <strong>of</strong> just one year, we have invested morethan $417,479 toward program expansions forvulnerable children <strong>and</strong> youth.And this community continues to rise to the challengeto make it all possible. <strong>Foundation</strong> Executive Director s <strong>Report</strong>It is indeed a pleasure to report on the continued development <strong>and</strong> progress <strong>of</strong> the <strong>Foundation</strong>during the past year – the sixteenth year <strong>of</strong> consistent <strong>and</strong> exciting growth since its creation. Overthis period <strong>of</strong> time a total <strong>of</strong> $3 million has been raised by the <strong>Foundation</strong> within the communityto support the work <strong>and</strong> services <strong>of</strong> the Agency with our children <strong>and</strong> youth at risk <strong>of</strong> harm. Wealso continue to strive to raise awareness in our community about child welfare concerns.In <strong>2007</strong>/08 a record $447,735 in cash was raised as well as over $225,000 in value <strong>of</strong> in kindgifts. Grants made by the <strong>Foundation</strong> totaled $ 417,479 – a 9.6% increase over the year before.The stories <strong>of</strong> donors who contributed so generously <strong>and</strong> the wide variety <strong>of</strong> grants made tosupport the children <strong>and</strong> youth <strong>of</strong> our community are detailed throughout our Annual <strong>Report</strong>.Youth such as the Scholarship recipients you will see listed in this report.This success is a result <strong>of</strong> our caring donors <strong>and</strong> an ever-increasing number <strong>of</strong> friend <strong>and</strong>fundraising events held each year from our signature Tree <strong>of</strong> Hope Campaign <strong>and</strong> ChristmasAdopt a <strong>Family</strong> Program in December to the annual Hot Shots Street Hockey Tournament in May,<strong>and</strong> other events throughout the year. These events would not be possible without thetremendous efforts <strong>of</strong> volunteers <strong>and</strong> agency staff. This year’s event raised over$38,000.00 which will directly impact children in need fromthis community.On May 26th, a record 42 HOT SHOT teams, along withspectators <strong>and</strong> volunteers, filled the Conestoga Collegeparking lot <strong>and</strong> auditorium to participate in some fun,fitness, <strong>and</strong> friendship—our theme <strong>of</strong> the day. The lightshowers helped cool everyone <strong>of</strong>f on the warm Saturdayafternoon, <strong>and</strong> kept the players focused on enjoying somefriendly competition. The Top Fundraiser walked away witha Nintendo DS <strong>and</strong> the winning teams walked away withmedals. Everyone agreed that the true winners were thekids who would be benefiting from the proceeds from thetournament.Each year the <strong>Foundation</strong> struggles to provideopportunities for children living in our community todevelop their talents, skill sets, <strong>and</strong> friendships that will lastthem a lifetime--or just have an hour a week to be a “normalkid”. Your gift will make adifference in the life <strong>of</strong> a child.The Dr. Ronald Sax Memorial Scholarship FundDr. Ronald Sax believed in social justice. This was reflected in his medical career, initiallyworking as a physician in the newly established South Riverdale Community Health Centrein Toronto. This clinic was ahead <strong>of</strong> its time in its commitment to community accountability<strong>and</strong> social justice. His subsequent career as Medical Officer <strong>of</strong> Health in Sherwood Park,Alberta, in Ontario’s Waterloo Region <strong>and</strong> finally Wellington-Dufferin-Guelph, reflected thisinitial focus on the basic principles <strong>of</strong> public health. He also served as family physician inChurchill <strong>and</strong> Snow Lake, Manitoba <strong>and</strong> in several communities <strong>of</strong> Nunavut.Dr. Ronald Sax was bestowed with insatiable curiosity, always taking great delight in life’spossibilities. He pursued a lifetime <strong>of</strong> learning by: traveling extensively; taking piano <strong>and</strong> artlessons; studying languages <strong>and</strong> cooking; <strong>and</strong> reading voraciously. He was a subtle blend <strong>of</strong>humanness, intelligence, <strong>and</strong> creativity.In 2001, Dr. Sax succumbed to cancer after a brief illness, leaving his wife, Dr. Janice Husted,<strong>and</strong> young son, John Sax, too soon. Inflatable activities were available for kids big<strong>and</strong> small, Dance Heads provided everyone the opportunity to be recording stars bymaking their own music video, <strong>and</strong> B<strong>and</strong>aloni rounded out the afternoon.“The best part <strong>of</strong> the day was seeing all thesmiles on the children’s faces,” says oneorganizer, Pam, “<strong>and</strong> hearing every kidlaugh out loud at least once. We overexceeded our goal for the day in money <strong>and</strong> insmiles.
