The department’spreliminaryanalysis <strong>of</strong> <strong>the</strong> proposedplans for <strong>the</strong> individual marketreveal that insurers expect<strong>the</strong> cost to cover healthcare expenses for consumerswill significantly increase.Based on a report releasedby <strong>the</strong> Society <strong>of</strong> Actuariesearlier this year, <strong>the</strong> departmentestimates this increaseis an average <strong>of</strong> 88 percent.While those costs do notspecifically track with <strong>the</strong>premiums insurers chargeindividual customers, it isexpected that <strong>the</strong>se increasesin costs also will translate tosignificant premium increasesfor many Ohioans.A total <strong>of</strong> 14 companiesfiled proposed rates for 214different plans to <strong>the</strong> Department.Projected costs from <strong>the</strong>companies for providingcoverage for <strong>the</strong> required essentialhealth benefitsranged from $282.51 to$577.40 for individualhealth insurance plans.“We have warned <strong>of</strong> <strong>the</strong>seincreases since a state-specificstudy in 2011 indicatedOhio would be significantlyimpacted by <strong>the</strong> ACA,”Lieutenant Governor MaryTaylor said. “The department’sinitial analysis <strong>of</strong> <strong>the</strong>proposed rates show consumerswill have fewerchoices and pay much higherpremiums for <strong>the</strong>ir health insurancestarting in 2014.”Estimates from a Society<strong>of</strong> Actuaries study releasedin <strong>2013</strong> showed Ohio’s currentaverage cost to covermedical expenses for an individualhealth insuranceplan is $223. Based on <strong>the</strong>proposals submitted to <strong>the</strong>Department, <strong>the</strong> average tocover those costs in 2014 is$420 representing an increase<strong>of</strong> 88 percent whencompared to <strong>the</strong> Society <strong>of</strong>Actuaries study.The proposed rates are noteffective and are currentlyundergoing <strong>the</strong> department’sreview process. Based upona few sites in Lucas County,and conversations with o<strong>the</strong>rat <strong>the</strong> Ohio Department <strong>of</strong>Agriculture, numbers look tobe on <strong>the</strong> rise.Some attribute thisgrowth to <strong>the</strong> natural, butsomewhat unpredictablecycle. O<strong>the</strong>rs believe that lastyear’s dry summer, and <strong>the</strong>absence <strong>of</strong> <strong>the</strong> gypsy mothfungus, are both factors into<strong>the</strong> cause <strong>of</strong> <strong>the</strong>se high numbers.OSU Extension in LucasCounty would like assistancein determining <strong>the</strong> whereabouts<strong>of</strong> gypsy moth in <strong>the</strong>county, and population levels.This information is keyin managing for <strong>the</strong> pest for<strong>the</strong> remainder <strong>of</strong> this year’sseason, and more importantlyto determine a plan for actionin 2014.Gypsy moth caterpillarsare hairy and have pairs <strong>of</strong>red and blue dots down <strong>the</strong>irbacks. They feed on morethan 500 different plants, butoaks are a favorite. Theydon’t create any type <strong>of</strong> nestor webbing while feeding in<strong>the</strong> trees.
