The department’spreliminaryanalysis <strong>of</strong> <strong>the</strong> proposedplans for <strong>the</strong> individual marketreveal that insurers expect<strong>the</strong> cost to cover healthcare expenses for consumerswill significantly increase.Based on a report releasedby <strong>the</strong> Society <strong>of</strong> Actuariesearlier this year, <strong>the</strong> departmentestimates this increaseis an average <strong>of</strong> 88 percent.While those costs do notspecifically track with <strong>the</strong>premiums insurers chargeindividual customers, it isexpected that <strong>the</strong>se increasesin costs also will translate tosignificant premium increasesfor many Ohioans.A total <strong>of</strong> 14 companiesfiled proposed rates for 214different plans to <strong>the</strong> Department.Projected costs from <strong>the</strong>companies for providingcoverage for <strong>the</strong> required essentialhealth benefitsranged from $282.51 to$577.40 for individualhealth insurance plans.“We have warned <strong>of</strong> <strong>the</strong>seincreases since a state-specificstudy in 2011 indicatedOhio would be significantlyimpacted by <strong>the</strong> ACA,”Lieutenant Governor MaryTaylor said. “The department’sinitial analysis <strong>of</strong> <strong>the</strong>proposed rates show consumerswill have fewerchoices and pay much higherpremiums for <strong>the</strong>ir health insurancestarting in 2014.”Estimates from a Society<strong>of</strong> Actuaries study releasedin <strong>2013</strong> showed Ohio’s currentaverage cost to covermedical expenses for an individualhealth insuranceplan is $223.
