COMMITTEE ON RURAL & REGIONAL PRACTICERURAL & REGIONAL PHYSICIAN ENHANCEMENTTRAINING PROGRAMA. PROGRAM SUMMARYThe RPET Program has the following key features:I. Annual Training Enhancement GrantsTwo annual grants of $110,000 are available to <strong>rural</strong> and regi<strong>on</strong>al <strong>Saskatchewan</strong>physicians who wish to take up to <strong>on</strong>e year of specialty training in obstetrics,anaesthesia, general surgery, psychiatry, emergency medicine, pathology orgeriatrics at the University of <strong>Saskatchewan</strong>.Two annual grants of approximately $60,000 are available to sec<strong>on</strong>d-year familymedicine residents who wish to take up to <strong>on</strong>e year of specialty training inobstetrics, anaesthesia, general surgery, psychiatry, emergency medicine,pathology or geriatrics at the University of <strong>Saskatchewan</strong>.A return-in-service commitment to a <strong>rural</strong> or regi<strong>on</strong>al <strong>Saskatchewan</strong> community isrequired for both the in-service physicians and the family medicine residents.II.Eligible Communities are those:which are defined as a <strong>rural</strong> or regi<strong>on</strong>al (see secti<strong>on</strong> IV Eligible Communities)<strong>Saskatchewan</strong> community; <strong>rural</strong> communities must be able to support three ormore physicians; andwhich currently support or have a dem<strong>on</strong>strated need for the enhanced skilltraining for which the applicant is applying; andwhich have applied to the program before December 31 of each year for thefollowing academic year.B. PROGRAM DETAILSDescripti<strong>on</strong>: The Committee <strong>on</strong> Rural and Regi<strong>on</strong>al Practice will provide funding for two inservice<strong>rural</strong> or regi<strong>on</strong>al physicians and two sec<strong>on</strong>d year family medicineresidents to complete a third year of training to enhance their skills inobstetrics, anaesthesia, general surgery, psychiatry, emergency medicine,pathology or geriatrics at the University of <strong>Saskatchewan</strong>. Recipients of thesegrants will be required to sign a commitment to provide service in an eligible<strong>rural</strong> or regi<strong>on</strong>al <strong>Saskatchewan</strong> community as listed under Secti<strong>on</strong> IV.


Rural & Regi<strong>on</strong>al Physician Enhancement Training Program 2I. Program Parameters:Funding under the RPET Program will be available to:a) In-Service Rural and Regi<strong>on</strong>al Physicians who:have served in a <strong>rural</strong> or regi<strong>on</strong>al (see secti<strong>on</strong> IV) <strong>Saskatchewan</strong> communityfor a minimum of two years at the time of applicati<strong>on</strong>; andare licensed under Secti<strong>on</strong> 28 of The <strong>Medical</strong> Professi<strong>on</strong> Act; andmeet the entrance requirements established for the enhanced trainingprogram by the Department of Family Medicine of the University of<strong>Saskatchewan</strong>.b) Family Medicine Residents who:have or will have successfully completed their sec<strong>on</strong>d year of training throughthe Family Medicine Residency Training Program, College of Medicine,University of <strong>Saskatchewan</strong> OR have successfully completed theirundergraduate medical training at the University of <strong>Saskatchewan</strong> and haveor will have successfully completed their sec<strong>on</strong>d year of training through aFamily Medicine Residency Training Program at a Canadian medical school;andare eligible for certificati<strong>on</strong> with the College of Family Physicians of Canada.II.Funding and Disbursement of Grants:In-Service Rural & Regi<strong>on</strong>al Physicians will receive income replacement fundingtotaling $110,000 per annum. This will be paid in 12 equal m<strong>on</strong>th installmentsbeginning with the m<strong>on</strong>th they start their program.Third year Family Medicine Residents will receive a stipend equal to that of aresident at Pay Level C (PGY3) of the University of <strong>Saskatchewan</strong>, College ofMedicine grid, which is currently $63,355 per annum.III.Service Commitment:a) In-Service Rural and Regi<strong>on</strong>al Physicians:Candidates will be required to secure a <strong>practice</strong> arrangement with a health regi<strong>on</strong>and physician <strong>practice</strong>, acceptable to the Committee <strong>on</strong> Rural & Regi<strong>on</strong>alPractice, prior to submitting the applicati<strong>on</strong>.Up<strong>on</strong> completi<strong>on</strong> of training, a return-in-service commitment is required.Practicing physicians are required to provide <strong>on</strong>e year of service in a <strong>rural</strong>community or two years of service in a regi<strong>on</strong>al center per year of fundingreceived.


Rural & Regi<strong>on</strong>al Physician Enhancement Training Program 3b) Family Medicine Residents:Candidates will be required to tentatively secure a <strong>practice</strong> arrangement with ahealth regi<strong>on</strong> and physician <strong>practice</strong> which is acceptable to the Committee <strong>on</strong>Rural & Regi<strong>on</strong>al Practice prior to submitting the applicati<strong>on</strong>.Up<strong>on</strong> completi<strong>on</strong> of training, a return-in-service commitment is required. Familymedicine residents are required to provide six m<strong>on</strong>ths service to a <strong>rural</strong>community or <strong>on</strong>e year of service in a regi<strong>on</strong>al center per year of fundingreceived.IV.Eligible Communities:Eligible <strong>rural</strong> and regi<strong>on</strong>al communities must:a) support a <strong>practice</strong> of three or more physicians; andb) currently have the resources to support and have a dem<strong>on</strong>strated need for theenhanced skill training for which the applicant is applying.Rural communities are defined as having fewer than 10,000 people. Estevan andWeyburn are categorized as <strong>rural</strong> due to their populati<strong>on</strong>s fluctuating around 10,000.Regi<strong>on</strong>al communities are defined as having populati<strong>on</strong>s greater than 10,000excluding Saskato<strong>on</strong> and Regina. These are: North Battleford, Prince Albert, SwiftCurrent, Moose Jaw, Lloydminster and Yorkt<strong>on</strong>.The following bedroom communities are excluded from both definiti<strong>on</strong>s due to theirclose proximity to Saskato<strong>on</strong> and Regina: Lumsden, Balg<strong>on</strong>ie, Pense, Warman,Clavet, Delisle, Pilot Butte, White City, Martensville, Langham and Dalmeny.Recipients who complete the Emergency Medicine Training Program can choose towork in the SMA Rural Relief Program which is c<strong>on</strong>sidered equivalent to <strong>rural</strong><strong>practice</strong>.V. Applicati<strong>on</strong> Process:Applicants for funding under this program should submit the attached applicati<strong>on</strong>form al<strong>on</strong>g with a letter from the Department of Family Medicine, University of<strong>Saskatchewan</strong>, indicating that they meet the RPET Program entrance requirementsto:Committee <strong>on</strong> Rural and Regi<strong>on</strong>al Practice<strong>Saskatchewan</strong> <strong>Medical</strong> Associati<strong>on</strong>402-321A 21 st Street EastSaskato<strong>on</strong>, SK S7K 0C1The closing date for applicati<strong>on</strong>s each year is December 31. Please note thatthe training programs may also have applicati<strong>on</strong> deadlines. Please c<strong>on</strong>tact theProgram Director for further informati<strong>on</strong>.Applicati<strong>on</strong>s will be adjudicated by the Committee <strong>on</strong> Rural and Regi<strong>on</strong>al Practiceand applicants may be required to submit to a pers<strong>on</strong>al interview.


Rural & Regi<strong>on</strong>al Physician Enhancement Training Program 4Preference will be given to applicants who:have signed a service agreement with a health regi<strong>on</strong> and physician group thatcurrently has the resources and facilities to support the specialized service inwhich they will be seeking specialized training;dem<strong>on</strong>strate a str<strong>on</strong>g commitment to <strong>practice</strong> in <strong>rural</strong> or regi<strong>on</strong>al <strong>Saskatchewan</strong>;in the case of in-service <strong>rural</strong> or regi<strong>on</strong>al physicians, c<strong>on</strong>siderati<strong>on</strong> will be given totheir length of service in <strong>rural</strong> or regi<strong>on</strong>al <strong>Saskatchewan</strong>.in the case of sec<strong>on</strong>d year family medicine residents, preference will be given tothose who completed their undergraduate degree in medicine at the University of<strong>Saskatchewan</strong>.Successful applicants will be required to sign an agreement with <strong>Saskatchewan</strong>Health.V. Special Circumstances:Should the enhanced training in which the applicant wishes to pursue not beavailable from the College of Medicine, University of <strong>Saskatchewan</strong>, this training maybe sought outside of <strong>Saskatchewan</strong>, provided that the enhanced training programmeets the approval of the Committee <strong>on</strong> Rural and Regi<strong>on</strong>al Practice.The service commitment for this program cannot be served c<strong>on</strong>currently with anyother service commitment made to <strong>Saskatchewan</strong> Health or the Committee <strong>on</strong> Ruraland Regi<strong>on</strong>al Practice.Funding will be prorated for applicants applying to an approved enhanced trainingprogram that is less than <strong>on</strong>e year in durati<strong>on</strong>.VI.Relocati<strong>on</strong> Appeals Mechanism:Physicians who have a valid reas<strong>on</strong> for moving to a new community may reapply tothe Committee <strong>on</strong> Rural and Regi<strong>on</strong>al Practice. A supporting letter from thephysician outlining the reas<strong>on</strong>s for the transfer is also required.
